Auditors report reveals what elected officials refused to disclose publicly Michelle Pinon Editor While elected officials have never disclosed the details of a separation agreement between the Town of Lamont and its former chief administrative officer Tom Miller; the numbers are documented in an independent auditor’s report. According to the report, dated March 19, 2012 and published by chartered accountants Wilde and Company; a final payment to Miller was made in the amount of $341,782. That payment was over and above his regular salary of $96,904 and benefits and allowances of $18,112 which combined, equalled $115,016. While terms of the separation agreement could not be publicly disclosed by the mayor and members council at the time of Miller’s dismissal last December; Mayor Bill Skinner did state that if someone wanted to, they could make a request for that information through the Freedom Of Information and Protection of Privacy Act. Skinner reiterated this past Friday in an email that: “At the time of the dismissal of Mr. Tom Miller council indicated council members would not discuss this publicly and a statement to that
effect was given and reported in your paper. Until such time as council directs me otherwise, I will continue to honour this decision.” During a special council meeting on Dec. 7, 2011; members voted unanimously in favour of terminating Miller’s contract that was set to expire at the end of 2014. Under Alberta Regulation 313/2000; municipalities are required to provide a salary and benefits disclosure which was included in the town’s consolidated financial statements for the year ended Dec. 31, 2011. The disclosure also states the salaries of the former and current mayor, as well as members on town council. In 2011, current Mayor Bill Skinner earned $8,400; former Mayor Denis Durand earned $10,800; and the five remaining councillors (Derek Strong, Sylvia McDonald, Wayne Field, Mike Brown and Gail Hrehorets) who earned $7,200 a piece. Under contingencies, Wilde and Company pointed out the municipality is a member of the Alberta Municipal Insurance Exchange (MUNIX). “Under the terms of the membership, the municipality could become liable for its proportionate share of
any claim losses in excess of the funds held by the exchange. Any liability incurred would be accounted for as a current transaction in the year the losses are determined. “The Town has entered into three separate Master Sales Agreements and three separate Development Agreements with a developer. Each is for the sale of land held by the Town for the development of three different subdivisions within the Town’s municipal boundaries. The Town alleges the developer defaulted on
its obligations regarding certain conditions of the Master Sales and Development Agreements. As a result, the Town has sought to terminate the agreements and has called a $406,500 letter of credit held as security against development deficiencies. As disclosed in Note 8 of the financial statements, this amount is included as part of a deferred revenue at Dec. 31, 2011. “Also in dispute are 2008 developer invoices totalling $260,000 for services provided as part of the Development Agreements. The devel-
oper alleges the costs incurred were the responsibility of the Town. The Town did not approve the expenditures and therefore did not record an amount as a liability at Dec. 31, 2008 2009, 2010, or 2011. In the event the dispute is not resolved in favour of the Town, the Town will record an amount as an expenditure in the year the dispute is resolved. “Negotiations regarding the dispute between the Town and developer are ongoing. According to the Town’s legal advisors, any claim of Jabneel, if proven suc-
cessful, will be restricted to damages and they believe that it is unlikely that the court will allow the developer to obtain specific performance of the contracts terminated.” The report in its entirety is available for viewing on the Town of Lamont website. Putting out feelers. That’s what a small, but determined group of local business owners are doing in an effort to gage whether there is enough interest in forming a Chamber of Commerce. They have just sent out an invitation to Lamont and district business owners to attend an open house and information session on Jan. 17th at 7 p.m. at the meeting room in the Lamont Recreation Centre. Around 70 invitations have been sent out to home based, small, medium and large scale businesses in the area, and organizers are hoping for a good turn out. “Every community wants to grow and attract business,” said Mic Dunsmore, one of the organizers of the upcoming meeting. “It needs to be organized and planned,” added Dunsmore, who credits Deb Wasylynchuk for being the catalyst for the meeting. While there has been a local business association in existence for about the past 15 years, its sole function is to organize and host an annual Christmas banquet. “I’m a firm believer this town needs more than a social club,” said Dunsmore, who sees many different advantages and benefits of forming a Chamber of Commerce. “It’s not only good for the financial health of the community,” adds Dunsmore in that it could assist various charities and clubs in their endeavours. Chamber members would benefit from networking, sharing ideas and information, advertising and marketing campaigns and promotions, fundraisers, etc. They could also serve as a collective voice in the political realm, and act as a liaison between businesses and local municipalities. Dunsmore said becoming a member of the Alberta Chamber of Commerce as well as the Canadian Chamber of Commerce would also have many perks as well as offer discounted rates to members. In terms of numbers, Dunsmore said they would need a minimum of 10 businesses to form a Chamber of Commerce. Dunsmore says the town has a lot going for it, and hopes they will be able to reap the benefits of working together to build a better community.

Graymont to host upcoming open house at Bruderheim hall for area residents Michelle Pinon Editor
Local residents will be able to hear plans about Graymont’s new lime terminal and hydrating plant during an open house on Jan. 16th at the Bruderheim Memorial Community Centre. Representatives with the company will be on hand between 5 and 8 p.m. to answer questions and concerns as well as outline details of the project with a power point presentation. Project manager Shane Seitz is very excited about the opportunity and the proposed distribution facility that will be located about four miles east of Bruderheim on the east side of Range Road 200. Much of the hydrated lime from the Northern Alberta Terminal and Hydrator (NATH) Project will be used in water treatment and/or environmental treatments in the growing mining and oil sands market. According to the com-
pany, the new facility will allow Graymont to serve customers throughout Alberta’s Industrial Heartland and to meet this growing demand in northern Alberta and northwestern Canada. “In addition, the NATH site will operate as a central shipping terminal. It will transfer lime shipped by rail from Graymont’s existing lime plants to enclosed trucks for distribution.” Graymont, which has plants in Exshaw and Coleman, Alberta, Cache Creek, British Columbia, and Faulkner, Manitoba; will have the lime delivered from these plants as well as some of their facilities in the United States, to the site by rail. Lime will be offloaded at a new rail spur line and unloading facility and sent to a lime silo by conveyor and elevator equipment. The lime silo will feed the hydrator plant located in an adjacent fully-enclosed building. Hydrated lime will be returned to a second silo that will hold hydrated lime. The raw lime silo and the hydrat-
ed lime silo will both feed into fully-enclosed (pneumatic) trucks for delivery to customers. “The NATH project is intended to be a state-ofthe-art modern industrial facility that will use the most efficient, automated equipment and environmental protection technology.” It is anticipated that the hydrator plant will need to be operational 24 hours a day, and seven days a week. “We anticipate three to five on-site employees depending on market conditions, and generate 15 to 20 enclosed truckloads of lime per day as well as water truck delivers. Graymont also anticipates approval of its development permit sometime in March, with construction beginning this May, and becoming fully operational in November of 2014. Graymont, one of the largest producers of lime in North America will be hosting an open house in Bruderheim on Jan.16th from 5 to 8 p.m.

Public interest Know about: its institutions and the people who are elected or hired to service its interest. Of course, conflicts are inevitable between the right to privacy, and the rights of all citizens to be informed about matters of public interest. Accordingly, each situation should be judged in light of common sense,, humanity and relevance. Those are just a few of the stipulations as outlined in the ethics guidelines of the Canadian Association of Journalists. As journalists, we serve democracy and the public interest by reporting the truth. Defending the public interest includes promoting the free flow of information. However, the “free flow” of information can be limited and even questionable at times. Access to information can be expedited or thwarted in a variety of ways. Also factor in limitations in terms of time and resources. In recent years the Freedom of Information and Privacy Protection Act (FOIP) has played a significant role in matters of personal versus public interest. FOIP aims to strike a balance between the public’s right to know and the individual’s right to privacy, as those rights relate to information held by public bodies in Alberta. A good example of this is a request for all information related to a buy-out for managers with the City of Calgary since 1999. The FOIP Commissioner upheld the city’s decision to release standard clause from the severance agreements, the individual’s job title or position, and the amount of severance paid in accordance with section 17 (2) E of the FOIP Act. Fees may only be charged for producing a copy of the records, and then only when those fees exceed $10. When the estimated cost exceeds $10, then the total amount is charged. Applicants are required to pay an initial fee of $25 for a one-time request, or $50 for a continuing request, before processing the request will begin. When the estimated cost of processing the request exceeds $150, then the total amount is charged. So I beg to ask the question: Where is the free in all of this? Applicants are subject to fees, as well as lengthy waiting periods for the information. Municipalities and other governing bodies are faced with the additional allocation of time and resources. With tight deadlines, journalists often debate whether to file a request as it can take weeks or even months to obtain the information requested. From my point of view, FOIP has provided an avenue to which the public can access, but with any regulatory body, it has a downside. From where I sit, it’s oh so easy to get all wrapped up in the red tape. Michelle Pinon

The proposed Polaris Edmonton Connection will involve the construction of approximately 51 km of 609.6 mm O.D. (24 inch) pipeline and a pump station in the Edmonton area. The proposed pipeline will transport diluent from the proposed Edmonton Pump Station in NE 6-53-23 W4M to the existing Lamont Pump Station in NE 11-56-21 W4M. The proposed Polaris Edmonton Connection will traverse primarily private lands in the White Area of Alberta. In order to minimize the overall footprint of the proposed new pipeline, Pipeline Management Inc. plans to construct the Polaris Edmonton Connection pipeline by utilizing or paralleling as much of other thirdparty linear disturbances as safely feasible.

Pipeline Management Inc. will require a new permanent right-of-way for the construction, operation and maintenance of the proposed pipeline. New block valves will be located at suitable locations. Subject to regulatory approvals, the construction of this project will take place between September 2013 and September 2014.

Bruderheim town council approved the 2013 interim operating and capital budgets Dec. 19th. The town was able to keep the tax increase to a minimum while still maintaining a standard of service for the residents in part due to the fact that once again, a pay increase for council was not included in the operating budget. The budget process was very open and transparent, with public input sought out, received and acted upon. “We are very grateful for all who participated in the open public budget meetings,” stated Bruderheim Mayor, Karl Hauch. “With the public’s feedback, town council and staff created a sustainable and proactive budget which balances the town’s priority needs, both immediate and long term,” added Hauch. The average property tax increase for 2013 will be a modest 2.1%. “This was achieved in no small part by a lot of give and take, and much deliberation,” said Hauch. In 2012 the average increase was 3.1 per cent, one of the lowest in the region, pointed out Hauch. This year’s tax increase is again one of the lowest, and was

New CALC programming allows residents to 'learn in their own back yard' Director excited for new and returning programs coming up in the January to June 2013 season Jazmine Inkster Student reporter
The Lamont County Community Adult Learning Council (CALC) is gearing up for their first program of 2013 with the release of their education guide, and are excited to bring in one new course, as well as many of their ever popular returning courses. “Our big program is the health care aide program” says CALC director Debbie Holland. In this program, CALC is actually hiring NorQuest College to come out and run this program for the residents as opposed to those wanting to receive the training in this field having to travel to Edmonton, and having to deal with all of the extra costs associated with the city. The course will be presented over an eight month period, with students learning part time starting in March. Currently there are only four seats that need to be filled in order to make the course a success, however there is room for a total of eight people to enroll. The class will only be able to seat a total of 16 people. “We bring the expertise here,” explains Holland. “[NorQuest] is sharing something with us, and giving our residents the chance to learn in their own back yard” As well as the convenience of not having to travel to Edmonton to take part in this course, CALC is also able to offer it at a lower price than even taking it online due to a grant NorQuest had received. Other programs CALC is able to present to the citizens this year are some of their excursions, including transportation to the Chipman Players Theatre, and a trip to the Mayfield Dinner Theatre for a brunch performance in either April or May. Along with the new program, there are also a number of returning courses that had proven to be popular in the past such as the Air Brakes Certification, Fire Arms Safety, and the Spring
Tune Up Women's Conference. Also being brought back this year is the mental health first aid. The Mental Health first aid program was held previously, and is currently geared towards an overview of the mental health of all ages, but this year Holland has
asked for some input on the possibility of running a mental health program geared towards youth. “I think that would be a critical one for the average person who is parenting,” adds Holland. Alberta Health Services currently runs the mental health program, but they also have
the ability to run a program focusing on the needs of youth, however the program cannot run without the proper interest in it. “I'm really impressed by the seniors, their willingness to learn [particularly computer training] is amazing” Among all of CALC's
programming, there is often something that can be found for adults of all ages, with a few of the programs geared toward certain age groups such as the yoga for seniors, and others that span over all age groups such as the Spring Tune Up, and the quickbooks computer guides.
Some of their programs are no longer being taken only by people in Lamont County, with often times including people from outside of the community as well. “We have always gone to great lengths to be inclusive”

Susan Christie can finally catch up on her sleep! Now that the annual Operation Red Nose campaign has wrapped up. The Bruderheim area resident and long-time volunteer co-ordinator of the local program, which offers safe rides home during the holiday season, paid tribute to fellow volunteers during an appreciation breakfast in Fort Saskatchewan this past Saturday. “Without you, none of this would be possible,” stated Christie. There were a total of 52 volunteers this season, 14 of them were new. “We had a blast! We made new friends, renewed old acquaintances, and helped a lot of folks get home safely.” Christie pointed out that volunteers come from all around the area, including as far west as Edmonton, and as far east as Bruderheim, and everywhere in between. She congratulated each and every volunteer present for their contributions to the highly successful campaign. “What a season. Our ride numbers were up by about 55 per cent, an even bigger increase than last year. Our donations from clients are up about 90 per cent, and our sponsorships, both cash and in kind, increased as well. Thank you to everyone who made all of this happen for us.” She also thanked sponsors. “We use some of our sponsorship money to run our program, but, we use as little as possible so that the rest of it, plus 100 per cent of the donations from clients, goes into programs for youth in our area. One of the local programs to benefit from clients generosity has been the breakfast program at Bruderheim School.” Kudos also went out to the clients, “who do the right thing,” and don’t drink and drive. “They are very generous also and we are pleased to say that they have come through for the youth in our area again this year, and in a big way.” Christie announced that after two years of co-ordinating the local campaign, she would be stepping aside, but assured volunteers she would be willing to assist whoever takes over the role next Christmas season. She also promised to set aside some time to assist with dispatch, and wished everyone well and continued success.
