Personnel with emergency services were out in full force following a 911 call from a farm near St. Michael shortly after noon on Wednesday, August 7.

St. Michael area resident seriously burned following explosion Michell Pinon Editor

An explosion on a farm near St. Michael Wednesday afternoon was great cause of concern for emergency services personnel who were quickly dispatched to the scene shortly after 12 noon. Randy Siemens, emergency services co-ordinator for Lamont County, said he received the urgent distress call around 12:10 p.m. and he immediately called Prairie Emergency Services as well as STARS air ambulance. The Lamont Fire Department and the Two Hills RCMP were also dispatched. According to a statement released by the Two Hills RCMP the day of the accident, it stated

that: “Two Hills RCMP with the assistance of Smoky Lake RCMP, Prairie EMS and Lamont Fire Department responded to an explosion at a farm where a male was reportedly on fire. The male appears to have been working inside a Quonset hut on a barrel with a torch when an explosion with an unknown substance occurred. The male, along with a truck ignited. The male suffered serious burns to his body and was rushed to the University of Alberta Hospital with undeterminded injuries.” Visually Siemens said it appeared as if 70 per cent of the man’s body was covered in burns. Siemens, who has been to multiple calls like this over the years, stressed the importance of getting

fluids via intrarvenous and oxygen to assist with breathing as quickly as possible. Attempting to cut a used barrell is never a good idea, even if it’s empty or filled with water as there still are vapours and residue from chemicals present. Siemens added that there is a lot of misinformation surrounding this topic, and that is why Lamont County posted a warning on its website shortly after the accident to warn residents. According to the article on Lamont County’s website, the recycling of these drums is common practice especially in our agricultural setting. These drums are generally cut with an angle grinder or with welding equipment which can be quite dangerous, and has

already resulted in a number of serious and/or fatal accidents. Even if the drums are empty, there is still a chance that they could contain residual flammable substances or vapor

that could explode when exposed to any sort of heat, sparks or open flame. The article goes on to say “Never cut drums that have contained flammable liquids or

flammable gasses, even drums that have been empty for a long time. Rinsing drums with water is not a fail safe method of purging vapors from containers.”

Great expectations for upcoming Skaro Shrine Pilgrimage Michelle Pinon Editor

More than 2,500 people are expected to attend the Skaro Shrine Pilgrimage Aug. 14 and 15. Two of those people will be Phyllis and Rose Twardowski who grew up on a farm two miles northeast of the Lamont area grotto. The daughters of Eva and Joe Twardowski, who still reside on the homestead and are members of Our Lady of Good Counsel Catholic Church, (which is located adjacent to the shrine); have been a part of the faith filled community since birth. They say the two day pilgrimage, which began nearly 95 years ago, is a special time of grace and spiritual rejuvenation. On Wednesday evening a vigil is held outside at the shrine at 8 p.m.; and on Thursday morning at 10 a.m., a healing mass is held. Invitations are sent to all the parishes in the Catholic Archdiocese of Edmonton. The special celebration is open to anyone who wishes to attend. Most people attend the vigil on Aug. 14. Prior to the vigil, participants can also receive the sacrament of reconciliation (confession) and pray the Rosary. The Twardowski’s say that hosting an event of this magnitude is a huge undertaking for parishioners,(consisting of approximately 30 local families), but is highly important and significant to regular patrons as well as visitors who faithfully flock to the site near the intersection of Highway 831 and Highway 45. A c c o rd i n g to church history, it was Dr. Joseph The statue of St. Bernadette Oleskow of near the grotto. Lemberg who was

asked to visit the prairies in 1895, and he then encouraged immigration to Canada. “Before the Polish immigrants arrived, there were some Scandinavians in this part of the country. However, finding it wild, as in thick bush and timber, they left. But Mr. Knut Skaro, of Norwegian national-

the settlement became larger Father Anthony Sylla was assigned to the Skaro Mission. Cont’d On Page 3

Volunteers play a vital role in the beautification and upkeep of our rural communities Jazmine Inkster Student Reporter

The amount of hard work that our volunteers put in can be truly amazing to those around them. Such is the case with Dorothee and Ilse Saleski, who have put in a total of over 450 man

hours over the past eight years working on the Peace Arch in Hillside Park in Lamont. The Peace Arch was originally started by high school students in the early 2000's, although the exact date it was constructed is unclear. However, by the time the Saleski's started working

on it, it had been long forgotten and overrun by weeds. In 2005, they started their work on the project. "I was at a council meeting and it was being discussed," explained Dorothee. It was then that she offered to the town's public works to help take care of the weeding and other jobs that needed to be done. "There was a need, and I love gardening," said Dorothee. So she and her mother got to work, and with some assistance from the fire department and public works, the Peace Arch is again a great place for people to spend time and relax.

Dorothee says it has been a great experience for her. "We get to visit with people as they go for walks." She has enjoyed meeting people who come down to that area to walk and unwind and has heard many compliments from those who happen to stumble upon her and her mother working. One person who was there told Saleski that it was a very peaceful place to be. "I love gardening, And this was just one way for me to give back to the community," explains Dorothee, "if we hadn't done it, it would probably have been levelled and then turned to grass.

Many of the perennials that the Saleski's have put in there have come from their own garden at home, as well as some of the trees. One of the saplings that are there holds special meaning for Dorothee as it had been given to her by a friend who has since passed away from cancer, and now for her, that tree serves as a constant reminder of his life. Dorothee says that it serves as her own personal memorial for her when she visits.

Skaro Shrine paritioners have great expectations for pilgrimage CONT’D FROM PG 2 The first service held in the church was on Dec. 25, 1917. Then in August of the following year, Father Sylla proposed to build a small Grotto to Our Lady of Lourdes. He approached Father Philip Ruh, a Greek Catholic Oblate, who was familiar with the grotto in France to assist

with the project. Parishioners sacrificed a lot of time and energy to build the grotto. A total of 600 wagon loads of stone and 300 bags of cement were used to construct the grotto which took approximately two and a half months to complete. "The grotto was finished in August of 1919 and the first pilgrimage

was held August 14 and 15. All ethnic groups began to arrive early in the afternoon on August 14. Towards evening the procession led with the cross, banners and procession pictures went to the grotto where the Vespers were sung in Polish. The candles were lit and people sang while the procession was led around the grotto. The

grotto was like a crown with a wreath of moving people with hundreds of lit candles." Soon descendants of the early settlers, local residents, and visitors from far and wide will be following in their footsteps in their quest for spiritual enlightenment and guiding grace.

This tree will serve as a constant reminder of the friend that meant so much to the Saleski’s.

Alberta Municipal Affairs offers advice to potential candidates for upcoming election Even though it seems like the municipal election is still far away, I was given a reminder today that it is closer than I think. I was searching for a contact's phone number when I ran across the document: "Running for Municipal Office in Alberta." It is a complete candidate's guide, and was published by Alberta Municipal Affairs in 2013. It was something I picked up during a visit to the Lamont County administration office a couple of months ago. The handbook offers tips and information for residents thinking about

filing nomination papers, and I thought it might be beneficial to pass along some of the details. While this may be obvious, in order to become a candidate a person must be at least 18 years of age on nomination day, a Canadian citizen, and a resident of the local jurisdiction for six consecutive months preceding nomination day. On the flip side, a person cannot become a candidate if they are the auditor of municipality, a municipal employee, (unless they take the entitled leave of absence), if property

taxes are more than $50 in arrears or in default for more than 90 days, for any other debt in excess of $500 to the municipality, have been convicted of an offense under the Local Authorities Election Act, the Election Act or the Canada Elections Act, or if they are a judge, member of parliament, senator, or member of the legislative assembly ect., unless they resign that position before taking office as a member of council. The time factor is also addressed in the handbook which states: "The demands on your time will be heavy. You will

be elected for a four year term of office and during that time you will be required to attend: *regular and special meetings of council *council committee meetings *meetings of other boards and agencies to which you are appointed as council's representative *conferences, conventions, seminars, and workshops for training and discussion *social and other events promoting your municipality "You will also need to spend time reading material and talking with residents, the Chief

Letter to the Editor

Administrative Officer (CAO) and others. This will all be part of the necessary preparation for meetings so that you can make informed decisions. Don't forget the time you need for your personal life, work, etc. "Elected officials generally receive remuneration or other financial compensation for the time and energy they have devoted to their community. The remuneration varies in each municipality, so check with your local municipal office to find out about remuneration for elected officials in your area." The document goes

onto state that a nomination form must be filed and signed by at least five people eligible to vote in the election. While there is no charge to file nomination papers in the Town of Lamont, candidates running for a position on county council must pay a $100 fee. Nomination day is Sept. 23. Candidates must file papers between 10 a.m. and 12 noon on that day. Government identification and/or legal proof of residence is required. Michelle Pinon Editor

Sizzler volunteers greatly appreciated

ATTENTION!

Write a letter to the editor!

Letter to the Editor, We would like to thank all of those who volunteered in making of our annual Lamont Summer Sizzler a big success. We were able to join or attend all of the wonderful events on the weekend. Other than a few candy meltdowns from our 6 year old we really enjoyed ourselves. Its quite unfortunate that some people who don’t actually attend some of the events and only speak from “rumours” make our wonderful town and its events sound lacklustre. I think those of us who volunteer our time in making the sizzler so great, take those words with a grain of salt. Our town is truly remarkable and the volunteerism in it is an example to all the communities around us.

To the reader that dropped off a letter to the editor last Friday afternoon, we would like to All letters advise you that we require your must be signed, and name, address, & telephone numinclude contact information. ber in order to publish your letter. Dream comes true for Chipman resident Michelle Pinon Editor

Chipman resident Melinda Kykosz still feels like she’s dreaming. Even though it has been a couple of months since the 33-year-old received a new handicapped van, she continues to be in a state of disbelief regarding her miraculous good fortune. So does her grandfather John Cooper, her primary caretaker and biggest supporter. The humble duo can’t help but grin from ear to ear and shake their heads at their good fortune which has changed their lives forever. One of her biggest fans is “Aunt Jackie”, CFCW Radio host and celebrity. After hearing that Kykosz didn’t win an urgently needed handicapped van through a special online contest, Jackie Rae Greening made a plea over the air waves. One of the listeners who heard her plea was Gary Willis with the Edmonton chapter of the Al Shamal Shriners. Willis approached President Larry Howard and the Al Shamal executive. They, and the Al Shamal membership, quickly agreed to donate the Shriners 2006 customized wheelchair accessible van as it was not being fully utilized. Melinda breaks down in tears when she watches the video of Howard passing over the keys to the new van during a special ceremony in Edmonton on June 4. What made the event even more eventful was that Melinda had no idea what was happening until Howard turned over the keys. she thought she was there simply to make a speech to members of the Shriners about her involvement with the organization and her multiple surgeries and specialized treatments since early childhood. Melinda has been involved with the Shriners between the ages of two to 21. “I was born with Cerebral Palsy, and because of this, I had a rare con-

dition which was an exterior dislocation of the right hip front. This meant my hip would come out of it’s socket. So that is when the Shriners came into my life. the very first surgery I had was for my right hip. All my surgeries tok place at the Shriners Hospital in Montreal. The doctor’s tried multiple times over the years to get my hip to stay in socket with very little success, until I met Dr. Anne Marie Cantin. In the early ‘90’s, Dr. Cantin rebuilt her hip socket. Melinda has also had multiple knee surgeries, and continues to receive treatment for her specialized condition , which means frequent trips to specialists in Edmonton. Previously, making those trips in a van deemed unroadworthy, was scary and dangerous. Now, Melinda and her grandfather ride and drive worry free. She feels extremely blessed and is comforted to know that grandma Elsie, who passed away in 2009, is smiling down at her from up above. She also considers all the 790 CFCW team, and all the Shriners, who have made her dream come true family members. “You are all our family now, you all have a special place in mine and my Grandpa’s lives and hearts. You are all our angels.”

Stewardship is a responsibility we all share P. F. Reiter CP Contributor

Over 30 local municipal employees, stewardship group members, Watershed Planning and Advisory Council members and landowners traveled to attend the Stewards in Motion conference at Mistahiya Lodge on Aug. 7, 2013. “Stewardship is the collective responsibility to

retain the quality and abundance of land, air, water and biodiversity, and to manage this natural capital in a way that conserves all of its environmental, economic, social and cultural values” according to the Alberta Stewardship Network. This Network is one of the many programs with the Land Stewardship Centre www.landstew-

ardship.org which presented Stewarts in Motion. The conference’s purpose was to connect with municipalities to advance grassroots change.

Guy Greenaway is Senior Project Manager with the Miistakis Institute. As keynote speaker, he started with “Stewardship is having people and ideas come

together to promote healthy communities and landscapes.” The Institute, being non-profit and non-governmental, works to offer insights on how steward-

Alberta Conservation Association looking for feedback into proposed Angling levy Leslie Cholowsky Editor The Community Press

The Alberta Conservation Association (ACA) announced Thursday, Aug. 1, that they have been asked by the hunting and fishing community, made up of member groups and WIN card holders, to address conservation concerns and take on new projects. To continue to meet the expectations of stakeholders, the ACA is proposing a levy increase to fishing

licences in Alberta. ACA says the net increase for a resident angling licence is proposed at $2.34. With the additional funding generated, estimated to be $850,000, they expect to increase the work the ACA is doing related to fish habitat, including habitat improvements and riparian restoration among other things, fish stocking, and lake aeration. They will also continue mentored fishing events. The ACA must provide information to the

Minister of Environmental Sustainable Resource Development before Oct. 1 to have any potential changes implemented in the 2014 fiscal year which starts Apr. 1. The levy change has not been approved by ACA’s Board of Directors or the Minister, right now they are looking to the general public for feedback into these changes. To that end, they have created an online feedback form, which can be accessed at www.ab-conservation.

com by clicking on the link called “Proposed Angling Levy Increase” which they are asking all concerned visitors to fill out. The form is very simple, and shouldn’t take a lot of time to complete. The ACA says they will extend the consultation deadline to meet with specific interest groups if required, and the website provides information for one-onone contact with the President of ACA, Todd Zimmerling for those who wish to do so.

they become legislated. “There is a cost to ‘someone’ for the stewardship of our natural capital, much of which is privately owned, and it is difficult to change the perception of the value of it socially and environmentally. “While the public is slowly accepting environmental responsibility, social responsibility is

the most difficult to justify economically for the landowner or to the municipality if the payback becomes a public cost. “However, Vermilion River MD leads the charge in supporting Alternative Land Uses Stewardship and has 22 families setting aside a sum total of 2,200 acres for alternative land use.”

Greenaway illustrated how the groups have the same concerns and can work together, each using their strengths in areas of expertise, funding, staffing and other resources. He suggested that groups and individuals can intersect with municipalities by using the vision of councils and the sustainability of their staffs.

For individuals, Greenaway suggested “be a citizen, be on a committee.” You can work with land stewardship and help set stewardship in motion by joining a community group, using the Green Acreages workbook, donating to Land Stewardship, funding a project, receiving the News e-newsletter or sharing your stewardship stories and examples. For Flagstaff County Council-woman Charlotte Curtis, Stewards in Motion is about connecting with municipalities to advance grassroots change towards the stewardship of our natural resources. 14 - The Lamont Leader (Lamont, Alberta), Tuesday, August 13, 2013

New support for communities with flood damage Alberta is providing dedicated funding to help restore damaged lands in flood-affected communities. “While some communities have already done good work to re-contour creeks and stabilize channels, we need to better ensure the long-term stability of the banks and the safety of residents," said Diana McQueen, Minister of Environment and Sustainable Resource Development. “This is a significant milestone in flood recovery and future mitiga-

tion, and we will be working together with local municipalities as we move forward.” The province will provide this new funding directly to municipalities - details will be finalized in the coming weeks. This funding is in addition to assistance provided through the Disaster Recovery Program. Disaster Recovery Program funding helps communities, homeowners, and small businesses rebuild to a functional and safe state and covers damages to buildings

and structures caused by uninsurable events. However, outside of this minimum replacement and restoration of land for structural safety, additional work is not covered. This new funding will help address this additional erosion control work. Physical barriers, such as rocks or boulders, are often used as erosion controls as they armor a river or stream bed against water or ice erosion. Bridge abutments and pilings are other techniques used for ero-

sion control. “Time is of the essence,” said Kyle Fawcett, Associate Minister for Recovery and Reconstruction of Southwest Alberta. “That’s why we’re providing additional funding immediately for the restoration of highlyeroded sites in these communities." In total, the government will provide approximately $20 million in immediate financial support. The province will continue to work with flood-

affected municipalities to determine which communities need additional funding for erosion control work. Areas already identified include: Canmore (Cougar Creek); Calgary (Bow River); Sheep River (Black Diamond to Okotoks including Threepoint Creek); Exshaw (Exshaw Creek and Jura Creek); Lac des Arcs (Bow River); Crowsnest Pass (Lyons Creek); Highwood River

(upstream of High River); and Bragg Creek (Elbow River). Costs of individual projects are still to be determined. Our government was elected to keep building Alberta, to live within its means and to fight to open new markets for Alberta’s resources. We will continue to deliver the responsible change Albertans voted for.

Lamont County welcomes new Peace Officer Michelle Pinon Editor

On July 8, 2013, Lamont County hired Steve Crosby to initiate the Lamont County Peace Officer Program. Steve is a veteran of the Edmonton Police Service, and has been awarded a Medal of Valor. Although Steve has 25 years with city police, his heart lies in the country as he’s lived in rural settings for the last 15 years, having resided in Lamont County from 2005-2010. He currently lives on a small hobby farm, with his wife and kids. Steve has a lot of sympathies with local farmers and because of his rural background understands the concerns that county residents have. One of Steve’s goals is to establish a strong relationship between himself and county residents. Therefore, Steve wants to be sure he addresses the concerns that have been heard from the community since the intent for a Lamont County Peace Officer Program was announced.

Steve Crosby, Lamont County’s new Peace Officer started working with the county on July 8, 2013 The major portion of Steve’s time, up to 80 per cent, will be devoted to county roads, as the condition and safety of the roads has been an ongoing problem that has mainly been caused by industry. Therefore, Steve will devote the majority of his time ensuring that industry transports are within proper regulations for weight and dimension, to ensure safe travel on county roads, for everyone. His job will be similar to the city’s Commercial Vehicle Enforcement Unit, except he won’t be doing mechanical inspections. The other 20 per cent of Steve’s time will deal with county bylaws, however it won’t be his job to pick up stray dogs, or give out tickets for noise complaints. He has no intent to go out and write a bunch of tickets. He wants to assure people that this is not why he was hired. His job is not to create revenue for the County, but to protect public safety. If enforcement is necessary, he plans to issue warnings before resorting to issuing tickets. Because Steve doesn’t want to have to issue tickets, he plans to do a lot of educating. Steve will be going to those in industry and educating them about provincial rules for trucks and transport on County roads. He plans to attend various events in communities througout Lamont County so residents can ask questions and educate themselves on their responsibilities. Steve is currently in the process of developing the program and won’t be out on patrol until mid - October. He will make himself available once the program is underway, so County residents can contact him directly with concerns. Steve truly is “Officer Friendly”, and he will be taking the best interests of County residents to heart. He wants to ensure County roads stay safe for everyone, that industry and residents are educated and understand their respective roles in maintaining the County as a safe place to live and work.

Centenary Pioneers recognized during Ukrainian Day celebrations Alberta-Ukraine Genealogical Project honours early settlers Michelle Pinon Editor

Five generations of the Mayko family were in attendance during the Centenary Certificate presentations at the Ukrainian Cultural Heritage Village (UCHV) Aug. 11. Cassie Gavinchuk, granddaughter of Michael and Paraskevia Mayko, was one of 98 people who came on stage to accept the certificate which was presented by representatives of the Alberta chapter of the Ukrainian Canada Congress and Alberta’s Minister of Culture. Even though Cassie’s husband William could not attend the event,

Cassie’s sister Annie Lysak and hubby Metro were in attendance with their daughter Cynthia Smith. Also on hand to celebrate was nephew John Mayko and his wife Pat and their children Josh and Beth. Great granddaughter Tara Kwasney, her husband Brad, and their three children Laura, Daniel and Julia were in the crowd, and great grandson Trevor Gavinchuk brought his two children Dillon and Natasha. Great granddaughter Jane Choma rounded out the list of attendees from their family. Cassie said her grandfather had passed away before she was born, but has fond memories of

her grandmother who she described as deeply spiritual. “Prayer was first and foremost in the house,” said Cassie, and the family never missed Sunday Mass. Mundare resident Lois Zyla was the last person to receive a certificate, and did so on behalf of John and Paranka Zyla, who had eight children: John, George, Nick, Mike, Harry, Paul, Steve and Anue. A total of 750 certificates were issued this year, and 650 names were unveiled on the monument at the UCHV. Since the pioneer recognition program began, a total of 4,017 names have been engraved to date.

Ed Stelmach receives award

Moments after Barb Hlus, Alberta Provincial Council President of the Ukrainian Canadian Congress, gave her speech about the recipient of the Michael Luchkovich Award recipient on stage at the band shell at the Ukrainian Cultural Heritage Village Sunday afternoon; a voice in the crowd near me said aloud: “Everyone knows

2013 recipient of the Michael Luchkovich Award. In fact Stelmach thanked his constituents, and all Albertans for giving him the largest mandate in Alberta’s history back in 2006. He also thanked his family, volunteers as well as the provincial chapter of the Ukrainian Canadian Congress. “All of this could not have been possible if my grandparents hadn’t immigrated to Canada.” He described

him by his first name.” Perhaps that was one of the most fitting comments following the tribute paid to former premier Ed Stelmach, the

them as very spiritual, hard working, patient and respectful of the land. Stelmach went onto say the early settlers

helped build the best communities, provinces and country to live in. “I am grateful for all of their efforts.” He also expressed his gratitude to the Ukrainian Cultural Heritage Village and it’s visitors for their support, and efforts to continue to tell the story. Luchkovich was also a politician. In 1936 Luchkovich defeated the liberal candidate Joseph McCallum, and became one of the youngest MP’s in Ottawa and the first MP of Ukrainian origin. “As the first Ukrainian MP, Luchkovich represented more than just the people of his riding, but also became the spokesman for the 200,000 Ukrainians living in Canada.” Earlier on he obtained a degree in political science from the University of Calgary and a teaching certificate from Calgary Normal School. He taught for a number of years and became an active member of the United Farmers of Alberta. Luchkovich was also a writer and translator. He died on April 21, 1973 at the age of 80.
