WELCOME!

Downtown Albany continues to thrive as we begin what will be an exceptionally transformative year of investment and development. While the seasons may change, the outlook for Albany continues to remain strong. In October, we were the region’s 2018 Downtown Revitalization Initiative Award Winner, receiving a $10 million grant from Governor Cuomo to help bring more projects to fruition in the already growing Clinton Square Area. Applications for projects have been submitted and will be reviewed by our Local Planning Committee during meetings that are open to the public. Even the City’s cultural sector is seeing large swaths of reinvestment. The Palace Theatre is currently undertaking a $65 million upgrade to the 2,800-seat theater, creating an additional 600-seat theater on North Pearl Street next to the Palace, a video post-production center for editing

Another $87 million is currently under construction, and $220 million worth of additional investment is in the pipeline or early stages of development.* To bolster those substantial investments, the Downtown Albany BID directly launched and implemented several new projects in 2018: • Renewed FREE night & weekend parking in the public parking facilities in Downtown • Created a wayfinding master plan to improve and consolidate signage throughout the District • Partnered on the implementation of the FREE, year-round Capital City Trolley that runs Thursdays through Saturdays in the evening between Downtown and Lark Street • Launched a new panhandling education and safety campaign • Created a series of new dog-centric events for residents & their pets to enjoy

As we begin our adventure through 2019, I wanted to look back at some of the transformational development milestones, exciting new projects, and first-rate residential amenities that made 2018 such a stellar year for downtown Albany. In 2018, $30 million worth of investment came

and sound-mixing, and expanding the theater’s statehouse, lobby, and box office. Capital Repertory Theatre is moving to the intersection of Downtown, Arbor Hill, and the Warehouse District with the help of a $1.8 million Restore New York Communities Initiative grant that will turn the interior into two performance spaces, with the main theater seating 300 people and a second, black-box venue with room for 70 patrons. Stay tuned for more news on development in downtown Albany in the months ahead.

David Galin is a Downtown resident and the Deputy Chief of Staff for the City of Albany. As Deputy Chief, his responsibilities include working collaboratively with government officials, as well as providing research, recommendations, and draft policies to help improve the quality of life within the City of Albany.

Lena Hart is a Downtown property owner, business owner of Precision Fitness in Downtown, and a Downtown resident. Mrs. Hart is a graduate of Fordham University and is a Managing Partner of MNM Holding, LLC, a development company focused on revitalizing historic buildings in downtown Albany.

Chris Pratt owns several properties in Downtown and is the business owner of Pearl Street Pub and Public House 42. A Downtown resident himself, he is also currently involved with a new residential conversion project in the District. Mr. Pratt has worked on various city events supporting both the Downtown and Lark Street BIDs.

Meet Tyler Wrightson Founder of Stacks, Leet Cyber Security, CoLab, and a National Influencer In October 2018, Tyler Wrightson was selected as one of the nation’s most influential young executives by being named in the Business Journals’ 100 Influencers: Rising Stars. He’s a young entrepreneur who wears many hats throughout a normal day. His first company, Leet Cyber Security, resides on James Street and aims to mimic hackers to pinpoint weaknesses in businesses’ security and prevent potential threats to the company. As a seemingly unrelated venture, Wrightson owns Stacks Espresso Bar, which currently has two locations in Albany, one in Boston, and one coming soon to Troy. In Summer 2018, he opened yet another new business – CoLab - across the hall from the Broadway Stacks location. CoLab is a membership-based co-working & events space; a space where many ideas can be shared between innovators, entrepreneurs, engineers, artists, and students to accomplish their goals. Originally from Kinderhook, Wrightson chose Albany as his unofficial business hub, both because his family lives locally and he noticed firsthand that Albany has incredible growth potential. When discussing why he decided to open CoLab, Wrightson described how he wants to change the way education is being received; to create an environment where all adults, regardless of their economic situation, can grow their knowledge in downtown Albany.

Developing downtown

Downtown Albany Won $10 Million to Revitalize Clinton Square New York State Governor Andrew Cuomo’s Downtown Revitalization Initiative (DRI) is transforming downtown neighborhoods into vibrant communities where New Yorkers want to live, work and raise families. The $100 million program is a comprehensive, multi-agency approach to transform vulnerable, vacant, or forgotten areas of the state into livable, walkable, dynamic neighborhoods. The proven-successful investment will boost local economies and foster vibrant neighborhoods that offer a higher quality of life in every region of New York. This fall Governor Andrew Cuomo announced Albany’s Clinton Square as the $10 million Capital Region winner of the DRI. Now in its third round, the Governor’s program is a comprehensive, multi-agency approach to transform communities into bustling neighborhoods and boost local economies.

consultant Stantec, the LPC, with the public’s input, will finalize a Master Plan that will be submitted to the State by March 31, 2019 with recommended priority projects for Clinton Square. They will be a mix of diverse, inclusive public and private projects with the highest impact for the residents and businesses within the footprint and the surrounding neighborhoods. Project awards are anticipated to be announced by the state in June 2019. Currently more than $80 million is underway in Clinton Square. As part of the City of Albany’s successful application, the $10 million is proposed to leverage more than $280 million of investment in the award area. Work has already begun with a Local Planning Committee (LPC) selected and meetings are underway. Chaired by Mayor Kathy Sheehan and Linda MacFarlane, Executive Director of the Community Loan Fund of the Capital Region, members of the Committee also include BID Executive Director Georgette Steffens, and BID Board members Mark Aronowitz and Tracy Metzger. A Makeover for Maiden Lane The City of Albany received $1.2 million in grant funds from the state and National Grid to create a visible gateway along Maiden Lane — one of Albany’s oldest streets that was originally constructed during the mid-1600s — which has a straight path from the heart of Downtown to the pedestrian bridge leading to Corning Riverfront Park. The current design and streetscape in this part of town doesn’t effectively communicate its proximity to the waterfront, nor the history that streets like Broadway and Maiden Lane possess. Making the plaza-like area between Broadway and the pedestrian bridge a more inviting and efficient space will encourage residents and visitors to better connect with Downtown and its businesses, rather than just go from a planned destination to the parking garage and then get in the car and leave. The overall goal is to rejuvenate Maiden Lane with a modern twist while simultaneously embracing a historic part of a city that was established in 1609. This urban design and landscape architecture project will draw your eye and attention to the pedestrian connection to Albany’s waterfront. Construction is slated to begin summer 2019. Draft designs include:

making Maiden Lane a mostly pedestrian street, paying homage to its roots in the 17th century;

more abstract and modern design details, such as custom sidewalk paint that embodies water and river themes; and

3

implementing a combination of overhead signage, a street canopy, and vibrant murals to draw attention to the corridor.


Developing downtown

This Way to the Skyway Construction will begin in spring 2020 on the Albany Skyway, which will convert the underutilized Clinton Avenue ramp off I-787 and Quay Street into an elevated park connecting Corning Riverfront Park with Downtown and serving as a catalyst for further development while providing a unique venue for programming. From 5K race route options to various forms of entertainment, the new Skyway will also offer a variety of opportunities for local creatives to showcase their work. It will provide safe, non-motorized access from downtown Albany and nearby neighborhoods - such as Arbor Hill, Sheridan Hollow and the Warehouse District - to the Hudson Riverfront. The approximate half-mile-long Skyway will be fully accessible and compliant with the Americans with Disabilities Act. With support from Governor Cuomo’s Regional Economic Department Council initiative and New York State, Capitalize Albany Corporation, the City’s economic development group, is kicking off and leading the charge on the Skyway with the state award of $3.1 million in funding and the $200,000 that the project received as part of the 2018 Regional Economic Development Council awards. Albany Mayor Kathy Sheehan said the possibilities for programming on what’s now an underutilized exit ramp are endless. “I think that vibrancy is essential,” she said. “If we want to grow as a city, capture property tax dollars because people are investing in property in the City of Albany,

and attract new businesses to our Downtown, we have to remain relevant. We have to recognize that this type of amenity is something that will result in additional opportunities, additional jobs and additional economic interest in the city.”

Developing downtown

Major Development Underway on North Pearl Street Redburn Development Partners will invest over $78 million in seven properties throughout the heart of downtown Albany. Construction is already underway on this transformative renovation and rehabilitation venture, which spans more than 450,000 square feet of vacant space in these outdated and neglected properties along North Pearl Street, Columbia Street, and Sheridan Avenue. The project will create new, mixed-income apartments as well as commercial and retail spaces and parking options. The large group of historic properties was sold in December 2018, marking a major milestone in the ongoing reimagining of Albany’s newest neighborhood. The properties involved in this undertaking include the prominent, red-brick Kenmore Hotel (74 North Pearl), as well as the Steuben Athletic Club (1 Steuben Place), the Capital Repertory Theatre and Garage (111 North Pearl), 39 Columbia Street, the Kennedy Garage (43 Columbia), 55 Columbia Street, and The Knick (16 Sheridan).

Altogether, the massive operation is expected to yield roughly 350 new residential units and more than 50,000 square feet of commercial and retail space that is expected to attract a minimum of 450 new residents to downtown Albany. The first building in the portfolio is projected to be completed during the late fall of 2019.

The new (and free!) Capital City Trolley The Capital District Transportation Authority (CDTA) has partnered with several Albany organizations, including the Downtown Albany BID, to launch the Capital City Trolley. The free service provides a safe and convenient link between the Lark Street/Center Square neighborhoods and downtown Albany.

In addition to the many businesses on or close to the route, the trolley also has convenient stops near key attractions such as the Albany Capital Center, the Times Union

Center, the State Capitol, Palace Theatre, the Corning Riverfront Park, Quackenbush Square, the Riverfront Parking Garage and the Washington Avenue Armory.

Days of operation: Thursday, Friday, and Saturday nights from 5:00 PM – 12:30 AM Frequency: A new trolley will arrive every 20 minutes. Cost: FREE! FREE PARKING is available in all ParkAlbany Garages after 5:00 PM on weekdays and all day on weekends

To give residents and Downtown employees a new way to enjoy Tricentennial Park while meeting with one another, the Downtown Albany BID purchased a weather-resistant Ping Pong Table and a series of games, all of which are free to use for anyone interested. The games, including Cornhole, Giant Connect-4, chess, dominoes, and more, are stored in Tricentennial Park and then brought out for visitors to enjoy during the weekday when it’s nice outside. Bring your own paddles and balls to enjoy ping-pong any time!

New #CapitalWalls murals Since our last issue of the Downtown Digest, two new murals popped up as part of the Capital Walls campaign, which is a collaboration between the Albany Parking Authority, Albany Center Gallery, and Albany Barn. These new works of art bring the current downtown Albany mural count to ten.

Real change is up to you The three Business Improvement Districts located within the City of Albany have partnered on an education and safety campaign that aims to simplify the way we give to those in need. The City of Albany is fortunate to be home to numerous, highly-effective outreach agencies that provide direct aid and long-term assistance for our citizens who are homeless or facing homelessness. All donations obtained through the Give Real Change program are turned over directly to the organizations that have the capacity to service the homeless population here in our city. These professional outreach organizations know the most effective way to deliver support to those in need. This initiative is comprised of several helpful tools: • Six donation stations (pictured here) made from re-purposed parking meters serve as a place where one can donate spare change. The now vibrantly-colored meters were donated by the Albany Parking Authority while Albany Center Gallery helped coordinate the artists who painted them.

• A website allowing people to donate to the non-profit of their choice online - a safe alternative to giving money at traffic intersections. realchangeisup2you.org

• Double-sided printed cards with directions on how a homeless individual can receive help as well as how you can give directly to service agencies to affect real change.

• An educational piece that is made available in print and online explaining legal panhandling, when it crosses over into being illegal, and what to do if it does.

When considering helping people in need, we encourage you to support them by giving to groups who can provide Real Change - not just for the moment, but maybe for a lifetime.

On September 21, the popular Downtown is Pawsome sculptures found their forever homes. The unique statues, based on Albany’s famous canine landmark “Nipper” and colorfully customized by regional artists, brightened the boulevards and businesses of downtown Albany from May 2017 through August 2018.

Four of the sculptures were purchased by representatives from RCA/Sony Records, the historic record label that popularized Nipper by featuring him as their mascot and logo. Mitchell Biernacki’s “City Lines,” Betsy Gorman’s “Frida Fido,” Ali Herrmann’s “Bowie,” and John Gaudet’s “Bandit” now inspire the artists and executives visiting RCA’s Global Headquarters on Madison Avenue in Manhattan.
