Carlisle’s small town personality shines the brightest at downtown community events, and night after night, and weekend after weekend when residents support students, groups and teams at sports competitions, concerts, plays and more. The Carlisle Chamber of Commerce represents a strong vibrant and thriving business community encompassing everything from award-winning Mom and Pops and regional and national brands to a Fortune 500 manufacturer and an international exporter. The city of Carlisle also leads the way in safety for its citizens. In the fall of 2014, SafeWise.com named Carlisle one of the top 30 safest cities in Iowa. They too said Carlisle residents have “the best of both worlds where they can enjoy the hustle of the city and escape back into their country home. Tucked between rolling hills and river valleys, this woodland village strives to make everyone feel at home.”

Months before Iowa officially became a state, the land that the Carlisle Chamber office sits on was given by the United States to the State of Iowa through an Act of Congress which was approved on August 8, 1846.

In 1891, Mr. Randleman built a hotel on this prime property which was not far from the railroad tracks.

The Great Flood of Iowa, caused when a still-standing record-breaking 74.5” of rain fell in the recently settled Des Moines River basin, forced settlers from Dudley to scramble to higher ground. The State of Iowa sold the land at the now 27 School Street to Jeremiah Church & Daniel Moore on June 19, 1851. Mr. Church laid out the town and called it Carlisle after a town in Pennsylvania.

In 1959, Carlisle Sand and Gravel, Inc. was incorporated. Kibbey Quarry and Limestone owner Elmer Kibbey operated the company from 27 School Street and over the last 50+ years the building housed several different businesses.

By 1856, The Steam Flouring Mill of Carlisle, Iowa, purchased the land, and, sold shares in the mill for $100 each. It cost $10,500 to erect the mill. In 1875, $6,000 of improvements were made, which made this one of the most complete plants of this kind in Central Iowa. The name was later changed to Carlisle Grist Mill.

In the 1930s, Red Crown Filing Station, and later, Brennan’s Produce, occupied the building.

The Chamber of Carlisle received the building as a gift from the Elmer F. Kibbey family in 2015. The Chamber renovated the building with the help of local contractors, and held the ribbon cutting in October, 2016.

ANNUAL CHAMBER PROGRAMS

Chamber of Commerce Annual Dinner in January celebrates the Carlisle Business Community, and honors the Citizen of the Year, Business of the Year, Employee of the Year, and Friend of Education. Chamber of Commerce Community Betterment Grants are also awarded. All Carlisle community non-profit and for-profit businesses and organizations are eligible to receive grants. Welcome Back to School Breakfast is held in August for the Carlisle Community Schools teachers and staff. Chamber Golf Outing in August provides a day of fun and raises money for youth activities. PumpkinFest in October features a costume parade through downtown Carlisle, Trunk or Treat, most original carved/decorated pumpkin contest, dance demonstrations, photos, and more. Light-Up Carlisle & Photos with Santa in December draws kids of all ages for Photos with Santa.

CARLISLE CHAMBER GIVES BACK

Annual Donations to the community include the P.E.A.C.H. AFFAIR for Dollars for Scholars, the Welcome Back Teacher and Staff Appreciation Breakfast, the 4th of July parade, the annual Chamber Golf Outing to raise money for Carlisle Little League and the Carlisle Girls Softball Association, the Downtown Beautification program, and PumpkinFest and Photos with Santa for the community. Since 2014 the Chamber has offered the Carlisle Area Chamber of Commerce Community Betterment Grants. Participates in Iowa Legislative Opening Night Reception, co-hosts the Warren County Excellence in Business Awards, the Warren County Business Grant Contest and the Warren County Leadership Institute with area Chambers and the Warren County Economic Development Corporation, Warren County Legislative

Luncheon, Affiliate Presidents and Executive Directors of the Greater Des Moines Partnership, and Chamber Night at the Iowa Cubs. Cooperates with City of Carlisle and Warren County Economic Development on economic development, the Community Visioning Project, and soliciting grants for needed improvements. Encourages tourism in cooperation with the Warren County Board of Supervisors. Offers Carlisle Area Chamber of Commerce Chamber Bucks which can be redeemed at any Chamber business.

HISTORY OF CARLISLE

Rich with Fine Merchants Who Employed and Served Residents

Photo: Carlisle Area Historical Society (CAHS) Today, the members of the Carlisle Area Chamber of Commerce are the backbone of the business community in Carlisle. With the goals of continuing to provide meaningful employment for local residents and improving their offerings of products and services to the community, while generating a profit and creating a good life for their families, Carlisle’s business men and women, educators, city servants, and non-profits, stay up-to-date on the latest in their own industries, as well as pursuing professional growth and invaluable business know-how through their involvement with the Chamber. Before Carlisle, when Iowa became a state, a little community existed on the river beginning in the winter of 1846-7. It was called Dudley. On January 8, 1850, Jeremiah Church established the Post Office and was also the first merchant in Dudley, along with early shopkeepers, Abraham and Jack Shoemaker. Dr. W.H. Ward was the first Doctor. Early on Dudley had the Pork House where pork was packed in barrels and sent

Dudley sat on the Des Moines River and the Great Flood of 1851 changed everything for the Pork House and the town of Dudley. The town, and its young businesses moved two miles west to the homestead of Jerry Church, and was renamed Carlisle. Scotch Ridge United Methodist Church was the first in the county in

1853. In June, 1856, a flour mill was built at a cost of $10,500. Mr. W.H. Randleman operated a general store which housed the post office at First and School Street. The Great Western Stage Coach Company brought customers, and the mail, a five hour trip from Indianola to Carlisle to Des Moines. Scotch Ridge Country School was first built in 1859. Rail service arrived in 1879, and the first long distance telephone line was built from Indianola to Carlisle in 1898. By 1911 three people owned automobiles on Scotch

Ridge (2 ordered from Sears) and frequent trips were made by thrifty, up-to-date, well-to-do farmers, dairymen and stock raisers to Carlisle to shop, see the doctor, buy medicine, consult with the veterinarian, and visit with friends and neighbors. Today, companies like Goodhue-Nolte Insurance, a third-generation family-owned business which opened in 1932, and James Oil, Inc., started by Robert James in 1947, link the past to present day Carlisle. The long tradition of professional services, and the commitment “to treat customers right” have earned business for locally-owned companies generation after generation.

The professionals in Carlisle have been meeting as a Chamber of Commerce since 1990, and prior to that, The Businessmen’s Luncheon was the place to discuss business over delicious home-cooked meals and pie. Today’s Chamber members, including our newest, have dreams and action plans, determined to join the long list of successful businesses in the Carlisle area.

Has Grown Over The Last 55 Years Carlisle has consistently grown over the last 55 years, and is now a thriving community of 5.56 square miles that continues to grow at a controlled rate. Over the last 10 years, Carlisle has joined with various partners and done the necessary work to get ready for major development. Those efforts are paying off as new businesses are coming to town and more housing options are in place. At the present time there are 28 single family and 4 townhome lots available in 3 residential developments. Another 184 lots are being planned. • These include the beautiful “Hubbell Conservation Community”, a residential development featuring nature trails, a reduction in impervious surfaces, and an emphasis on natural habitat and landscaping that reinvigorate the natural ecosystem. • The elegance of “Randleman Ridge and Randleman Ridge Townhomes” offer a wide range of homes and exceptional community features. • Hubbell Construction has completed 22 duplex townhomes in Dannamere Village Townhomes. Carlisle Community Schools recently installed synthetic turf in the Dr. Doane Hakes Memorial Stadium, created a new 114 car parking lot, installed a new scoreboard

The Scotch Ridge Business Park and Gateway Business Park offer medium-size and larger development sites for businesses to choose from, and there are options downtown and around the community for retail and commercial as well. The Carlisle Chamber has a number of contractors and members in the building trades. They have good reputations and are known for quality work.

James Oil Company delivers petroleum to the field, homes, service stations, businesses and airports in the form of gasoline, diesel fuel, biodiesel, lubricants, aviation fuel or heating oil. Scotch Ridge Vineyard plants and tends vines and harvests native and cold-hearty grapes used in popular local wines. General Mills, one of two operations in Iowa, is a hightech flour milling and mix plant operation, where the focus every day is on food safety for consumers and plant safety for the employees. The Iowa State University Extension and Outreach recently celebrated 100 years of delivering researchbased educational programs and workshops to youth, parents, the elderly, child care providers, homeowners, farmers, growers, small business owners, city leaders, schools and college students. In July 2016, based on needs and wish lists from citizen input during the Community Visioning Project, RDG Planning • Design created this concept for a Downtown Park and Bicycle Hub on the site of the Carlisle Area Chamber of Commerce Office. Survey participants were asked how often they walked during the past year. More than 95% of respondents answered this question. Of those people, 85% indicated that they walked. More than 21% of respondents walked at least weekly, 19% walked at least monthly, and nearly 20% walked less than once a month. More than 10% of survey participants walked daily. Of respondents who indicated that they walk, 82.2% indicated that they walk more often during warmer-weather months.

The new Carlisle Nature Trail twists and turns and has some great hills through scenic Carlisle. It is a result of 13 years of planning and funding from the City of Carlisle and Vision Iowa. Cyclists and pedestrians can travel the offstreet trail from the Summerset Trail head through town to the Carlisle Middle School and on to the pedestrian bridge crossing North River at Scotch Ridge Nature Park near Peoples Bank. Plans are to connect with the City of Des Moines’ Trail System and eventually terminate at the Principal Riverwalk.

Air up the tires, grab a bottle of water, and ride the trails. Carlisle’s beautiful natural setting earned a Great Places Designation from the State of Iowa. Many of Carlisle’s highly-desired, happy and comfortable quality of life benefits can be accessed from the seat of a bike.

Walking Routes (110 responses) 1–8 people

Summerset Trail runs about 12 miles from 165th Place and Highway 5 in Carlisle to the Banner Lakes at Summerset State Park and on to the McVay Trail in Indianola. The ride to Banner Lakes is relatively flat and straight and offers many opportunities for bird and animal watching. Going on to Indianola the trail is more winding and hilly. At the village of Summerset, some hop off the trail, climb the hill, and ride to Summerset Winery for wine tasting and tours, or live music during Sunday Tunes.

This map shows the walking routes identified by 110 survey respondents. The frequency that the routes are used is depicted by their thickness, with most frequently used routes being the thickest. Most Carlisle walkers use the grid of residential streets in “Carlisle proper” north of Highway 5. Several walking routes lead to and/or pass through the local parks and the soccer complex. A few people walk out to the Scotch Ridge Nature Park, and a number of people walk on Summerset Trail on the south side of town. South 5th Street south of Highway 5 and the loop of Highland and Patterson Drives are heavily traveled by walkers. Routes in the northern part of town include SE Avon Drive, SE Goodhue Drive, SE 72nd Street, and SE 52nd Street. A few people walk along Highway 5, despite safety concerns expressed by some survey participants.

There is approximately .5 miles of trail from the Summerset trailhead to downtown Carlisle where friendly business people welcome riders. Cyclists may pedal up the hill to The Historical Randleman House or travel on to North Park. The Farmers’ Market and the Aquatic Center are also great destinations.

CARLISLE, The Natural Choice Hometown pride swells in Carlisle residents when they are on the bleachers cheering the Wildcats, attending community festivals, celebrating the Citizen of the Year, or seeing their kids, or the neighbor’s kids, excel. There is pride in our schools, city hall, city departments, our trails and attractions and our one-of-a-kind businesses. And there is pride in our prime setting in Central Iowa. Carlisle has an ideal location, bordering Des Moines, and located on 4-lane divided highways through Warren and Polk Counties with quick access to air and rail service, and the metro’s retail, dining, sports and entertainment experiences. Residents can expect shorter trips than from almost any other suburb in the metro to the Des Moines International Airport, Jordan Creek Mall, Interstates 35 and 80, and most other points of interest in the metro. You can see downtown Des Moines from Carlisle. Carlisle is close to everything! Small Town Atmosphere Between 2000 and 2010, Carlisle’s population grew by ten percent and is on track to meet and even break that statistic by 2020. Carlisle Mayor Ruth Randleman’s work in the city and involvement in local, regional and state organizations have earned her praise, so she must be pleasing plenty of the people a good part of the time. Even before being on the City Council or becoming Mayor, Ruth “got to work promoting development and nurturing a vision for the future by organizing a very successful ‘Paving the Way’ celebration in 1994” and later helping to lay the groundwork for a pedestrian and bicycle trail that will connect to the city to Des Moines and already provides a link to Indianola.

The Carlisle Police Department is a dedicated team of professional men and women, focused on making Carlisle a safe and desirable place to live and work. The members of the police department are committed to saving lives, protecting property, and improving the quality of life for our residents and visitors, by providing rapid and reliable services in all situations. While faced with challenges of serving and protecting we are confident the Department will continually enhance the quality of life for our community.

The Carlisle Fire & Rescue Department is a specialized team of committed men and women that serve with dedication and pride, responding to hundreds of medical and fire calls a year to assist those in need. The members of the fire and rescue department are committed to helping others, saving lives, protecting property and providing fast and dependable services in all emergency and non-emergency activities. The department provides fire, medical, hazardous materials, and technical rescue response.

Chief Eric Spring oversees the Carlisle police department and is dedicated to providing a strong, well-trained staff that is community-focused and proactive. The Patrol Division is operational 7 days a week, 24 hours a day. Our officers patrol the business districts, parks, recreation areas, walking/bicycling path, and residential neighborhoods day and night. Responding to thousands of calls a year, we are committed to the citizens by working hard to reduce crime and enhance the quality of life.

Our mission is to provide the highest quality medical and fire services in a caring and professional manner. The department is a combined department of part-time staff and volunteers that run 24 hour coverage. Mainly operating on volunteer services, the department does have part-time medics on day shift Sunday through Thursday and 24-hours on Friday and Saturday. The EMS department operates at a paramedic level, providing the community with better medical care.

The police department is very proactive in the community, working to bring new services to our patrons; such as the Prescription Drug Drop Box, vacation house watches, junior detective classes, safety presentations, shred event, kids bike safety program and several other events. The police department also works very closely with the school system, hiring a school resource officer, and is always helping to enhance a safer environment for students. Through hard work and effort, in 2014, Carlisle was named the 10th safest city in Iowa. As the Department continues to move ahead, we look forward to providing the best police services possible, building a strong relationship with the public. The park features a Veterans Memorial Honor Roll, gardens, a walking trail, a log cabin, picnic shelters and a baseball/softball field. The Friends of Carlisle Parks is a 501c.3 Non-profit that was established in 2016 to support, enhance and help make progress in the Carlisle parks and green spaces. IT IS AN EXCITING TIME In The Carlisle Area This is an exciting time in Carlisle. Good things are happening at the city, schools, businesses and organizations. Season after season, some things stay the same and are exciting, like going to the games and cheering for the teams, no matter the age of the spectators or the players. And other things change. Growth will continue. And it is exciting to see that, too. Single-family homes are available at Randleman Ridge and Danamere Farms, and Danamere offers multi-family options, too. Businesses will come to fill Scotch Ridge Business Park and Gateway Business Park. There is space downtown and around the community for retail and commercial as well. Improvements, such as the underpass at Scotch Ridge Road, will focus on safety, as will sidewalk improvements and changes to Highway 5. And while the City of Carlisle, Carlisle Area Chamber of Commerce, and Warren County Economic Development Corporation focus on more business, more citizens

and more growth, they stay mindful that Carlisle is The Natural Choice. Residents like to get out and enjoy nature whether it is in their own back yard, or biking or walking past Robert and Susan Fleming’s Danamere Farm that continues to change. This multi-use farm features the Congera Family gardens; Aaron White’s grass-fed heifers; and restored prairie and oak Savanna. Those on the Carlisle Nature Trail might view a prairie seed harvest, take in the developing Scotch Ridge Nature Park, or look for birds and wildlife and the geocache on the Summerset Trail. Keep your eyes open and spot the new and exciting changes just about everywhere you look. It all contributes to the desirable quality of life for Carlisle residents.

You can Help Set the Direction for the Future. Although much of the work is done by city staff and elected officials, some policy-making and planning decisions are researched and made by citizen volunteers who serve with their fellow citizens on various boards, commissions and committees. Some of the boards are established by the state and city ordinances, others are ad-hoc committees established by the city to gather input from the citizens. Two of these boards and commissions are the Planning and Zoning Commission and the Zoning Board of Adjustments. The Planning and Zoning Commission gives recommendations to the Council on site plans for new construction and any proposed changes to the zoning ordinances. The Zoning Board of Adjustments makes decisions when individuals request variances to the zoning ordinances or appeal decisions of the zoning administrator. Other boards created by city ordinance are the Library Board, Park Board, and the Cemetery Board of Trustees. These boards make decisions or recommendation that affect the departments they oversee.

Advisory boards, such as the Mayor’s Public Safety Committee, the Citizen Budget Committee and the Scotch Ridge Park Steering Committee were created to solicit advice in public safety (police, fire, and ambulance services), the annual budget, and the creation of the Scotch Ridge Nature Park. Other committees seeking volunteers are the Street and Sidewalk Committee that is working to help establish a street assessment policy for the city, and the Community Visioning Committee that is continuing the work on downtown improvements. If you are interested in serving your community and want a say in the direction that the city is heading, please fill out an application on the city website at carlisleiowa.org. Hartford is located in Richland Township, and is one of the oldest towns in Warren County. The town was laid out by John D. Hartman in 1849 when the area was part of Polk County. Hartman was the first merchant in town and brought goods to sell by horseback from Ottumwa and Oskaloosa. The Post Office was established in 1859, had weekly mail, and was called Three Rivers Post Office. Before the railroad came to Carlisle, Hartford was a prosperous town with churches, a justice of the peace, a physician, a school, a hotel and a variety of businesses including grist mills, dry goods, drug store, hardwood store, millinery, blacksmith, cabinet maker, plow factory, a cooper and more. In 2010 the population in Hartford was 771. Hartford prides itself on being a community where everyone is considered a neighbor and people are it’s most valued asset. Today Hartford businesses include, besides farmers and livestock operations, a convenience store, a sportsman’s club, a restaurant, a photographer, several in-home day cares, a custom apparel and promotional items supplier, a construction company, a Masonic Lodge, and more. Citizens are active with the Beautification Committee which hosts a Beautiful Yard Contest each month and a Lighting Contest at Christmas. Soup suppers support the Hartford Volunteer Fire Department. Currently citizens are working on a City Plan. The Hartford Upper Elementary is part of the Carlisle Community School District.

Mercy Clinic The Carlisle Mercy Medical Center has finished bypass in the Gateway business park. This project had a capital investment of $3-5 million, resulted in a dozen high quality jobs, and is estimated to generate $50,000 in yearly property taxes. To help make this project possible, Mercy Clinics was awarded $25,000 from WCEDC’s Opportunity Fund to assist with land and development costs. La Villa Mexican Restaurant La Villa Mexican Restaurant was the first to utilize WCEDC’s newly established revolving loan fund. $15,000 was awarded for the purchase of equipment for their new location in Carlisle. CHAMBER BUCKS LOCAL OPTION SALES AND SERVICE TAX

In March 2016, the citizens of Carlisle approved a Local Option Sales and Service Tax (LOSST) that added a 1 cent per dollar spent on items normally subject to a sales tax. This money is returned to Warren County with an estimated $537,000 to be appropriated to the City of Carlisle. The LOSST referendum stated that 50 percent of the funds would be used for public safety. The LOSST revenue has allowed the City to build an addition onto the existing fire station to allow for more vehicle storage and a living area on the second floor to allow medics to stay at the station during their scheduled shifts. The department’s call volume has increased over the past few years climbing to an estimated 600 calls a year.
