A FEW WORDS from our

MAYOR

“The hardworking citizens that chose to set down roots here, invest in businesses and give back to the community have made Altoona what it is today.” Dear Friends, I am grateful for the opportunity to serve as mayor during a time of unprecedented growth and development in the city of Altoona. It is an honor to lead a forward-thinking community that maintains the small-town pride of its roots. As we celebrate our 150th anniversary, I’d like to recognize those who have come before us, whom we owe a debt of gratitude for their work creating the quality of life we have enjoyed these many years. The hardworking citizens that chose to set down roots here, invest in businesses and give back to the community have made Altoona what it is today. Countless city leaders, elected officials and all those that have made commitments to public service over the years have shaped a thriving community with a bright future. Exemplary educators, volunteers and engaged citizens have created a model for future community participation that makes Altoona stand out from other cities. Today, we celebrate Altoona as the quintessential Iowa community, complete with big-city amenities, and a small-town feel. This makes me proud to call Altoona home.

I’m excited for what the future holds for us. As we continue to progress and build on the current momentum, let us welcome new people and businesses in the warm and friendly spirit that has sustained us for 150 years. Sincerely, Dean O’Connor

Mayor, City of Altoona

Our HOTELS

The CITY

Altoona has been a visitor’s destination since 1903, when it became home to the Haines Park Hotel, two blocks north of Haines Park. “The hotel was a destination location in the early 1900s,” wrote Alex Payne in his book “Rising to New Heights: 150 Years of Altoona History.” “People from Des Moines rode the train or drove their new automobiles to Altoona to enjoy a weekend in the country,” he wrote. Things haven’t changed — much. People still drive to Altoona to stay in hotels, but today, rather than one hotel offering a relaxing weekend, they soon will be able to choose among 13 different hotels for their weekend stay. La Quinta, under construction by the Shrine Temple, and Hyatt Place, set for the Shoppes of Prairie Crossing, will give Altoona 1,295 hotel rooms. Those visitors are often in town to enjoy the Outlets of Des Moines, Prairie Meadows, or Adventureland, but city manager Jeff Mark says they also are there to enjoy events around the metro. “When people come into the metro area, they do more than one thing,” he said. “Let’s say they are going to a concert at the Civic Center. They probably will choose to stay in Altoona because when the concert is over, they want to go to Prairie Meadows, or the next morning they’re going to Adventureland or the Outlet Mall. It’s very convenient to stay in Altoona.”

While construction goes on around the community, a big part of the city’s focus over the next year will be on the city itself. Planning is ramping up for a new city hall and police station, set to go north of the fire department near the Venbury development. The land has been sitting idle since the city bought it 15 years ago. It was slated to be part of a Hubbell residential development, but because the wastewater treatment plant was in the neighborhood, residential development was limited. The city turned a portion of the land into a fire station, skate park and an aquatic park. In addition to current plans to add city hall and a police station, city manager Jeff Mark said the city will look at adding a public works facility behind the aquatics park in a few years. “We’ve kind of created our own little municipal city campus,” said Mark. Construction on city hall should begin in the fall. Planning was set to start early in the spring with contractors hoping to get footings in the ground and utilities run before snow flies. Other city projects include the Townsend Community Center. The city purchased Bob and Sharon Townsend’s home for $1.2 million and plans to put another $1.6 million into the house to turn it into a community center. The facility will house the congregate meal and senior meal sites. “I would almost venture to guess that if we were just building a community center, we wouldn’t have built it this big,” said Mark. “Or put that nice pond in the back-yard.” The existing city hall on 8th Street and police station on First Avenue will be sold once the new facilities are complete. “These have very typical office type uses, professional, lawyer, dentist, doctor,” said Mark. While officials welcome the additional space, many employees have one wish, said city planner Chad Quick. Windows. “My only window is through Jeff’s window,” he said. “We sure hope so.”

La Quinta Hotel is under construction and a Hyatt Place also is on its way. The two hotels will make a total of 13 places to stay in town, offering 1,295 rooms across the community.

26 | 2018 ALTOONA AREA CHAMBER OF COMMERCE BUSINESS AND COMMUNITY GUIDE

NORTH CENTRAL STATES REGIONAL COUNCIL OF CARPENTERS While Mark calls the new facility the nicest Class A office space in Altoona the facility is much more than an office building. “It’s kind of like a carpenter college,” explained Mark Smith, business representative with the North Central States Regional Council of Carpenters, which runs the training program and the offices that will be housed in the new building. Students and carpenters will master their craft during classes in the building, which is slated to open in April and hold its grand opening in June. STREETS Street projects will include repair work on First Avenue North, including reconstruction of the railroad crossing at the grain elevator. The street will be closed and traffic will be detoured during the process since the crossing has to be rebuilt all at once. Mark said he expects the work to be done during the summer break.

SIGNALS AT EXIT 143 Traffic signals will be added where 143 meets the interstate. “The community has been begging,” for signals, said Mark, tired of traffic backups that leave cars sitting on the interstate and waiting to get into town. He said he hopes the signals will “make life better for everyone.”

POWERLINES

The city will get rid of overhead powerlines this year, burying the wires and getting rid of the wooden telephone poles that hold them.

HY-VEE FAST & FRESH With dirt already moving, this bigger than a convenience store shop is slated to open in the fall. More like a mini-grocery store, the store, one of only two planned for the metro area, will sit on the northeast corner of Hubbell Avenue and Prairie Crossing. Early plans call for the store to include fuel pumps, a Starbucks coffee shop drive-thru, groceries and a place to pick up online grocery orders.”

SHOP!

Owning a small business can be a lonely job. You have to be a jack of all trades, coming up with your own marketing and promotion ideas, staying on top of trends in business, and spending your days on your own except for customers. But Altoona’s Retailer’s Council is providing local merchants with support, both in their marketing and promotions, and for each other, said Lou Ann Seavey of LaTeDa Boutique, a member of the group. “I like it because it helps us to get to know each other,” said Seavey. “We work together. We can compare notes, how did we do, what can we do better for next year?” And in the process, they can better meet the needs of their customers. The group is a loose affiliation of local businesses, with anywhere from 10 to 15 or so members participating in various activities. The only rule is you have to be a member of the Chamber. Members meet the second Tuesday of each month at the Sugar Shack at 8:30 a.m. In addition to sharing advice and ideas about business, they also plan four or more promotions a year. The events encourage customers to shop over a specific weekend to get their names into drawings for merchandise or cash, depending on the event. “We get a lot of people who may want to get into a drawing,” said Seavey. “Some of them may not even know that some of us are here. So, it makes them aware. It brings in people who maybe haven’t seen us before.” The group also is looking at offering special events and promotions during Altoona’s 150th anniversary and possibly during Taste of Altoona. Members of the council range from businesses in Olde Town’s charming brick neighborhood to more traditional retail outlets in Altoona’s shopping areas. Eighth Street, First Avenue and 56th Street/34th Avenue, are home to grocery stores, banking, professional services and big box retail as well as specialty niche retail stores and shopping. Altoona has become a regional destination for eastern Polk County. The city ranks second among 21 peer cities (including West Des Moines) in per capita sales dollars. Regional and statewide facilities such as Prairie Meadows, Adventureland Parks, Outlets of Des Moines and Bass Pro Shops, as well as big box retailers like Walmart, Target, Menards and Lowe’s add to the locally owned retail shops and service centers, making Altoona a shopping destination for many east of the river and beyond.

More announcements are expected soon, with the shops expected to open in time for the fall back-to-school shopping season. But shopping isn’t the only thing on tap at the Outlets, said Dawson. There also are a selection of fun events going on and as the operators learn more about what customers are looking for, those events will evolve as well. The mall has hosted a fitness weekend, had presentations by the Science Center, Crazy Daisey crafts and is working on plans for Bites and Brews, a food truck event this spring.

“Being new, this is our first year, so we’re constantly trying things to see what pulls people out,” she said. “Our goal is to get people out here and aware of what’s out here and tell them, ‘we love it here and hope you will too.’” While most customers right now are coming from local areas, such as Altoona and Ankeny, Dawson said she expects the customer base to shift during the summer, when out of town customers flood Altoona to watch races at Prairie Meadows, enjoy the amusement park at Adventureland, and shop. To stay up on what’s happening at the mall, go to www.outletsofdesmoines.com or follow them on Facebook: www.facebook.com/OutletsofDesMoines/ Instagram: outletsofdsm Twitter: OutletsofDSM

JOLLY HOLIDAY LIGHTS For the second year in a row the Jolly Holiday Lights drew a large crowd to Altoona during the winter months. The holiday light display moved to Adventureland Campground from Water Works Park in Des Moines in 2016. During the 2017 festivities around 30,000 vehicles made their way to Altoona to visit the event. With that many vehicles Make-A-Wish Iowa was able to grant 80 wishes raising around $624,000, demolishing the first year’s totals in Altoona. Each year car-loads make their way through the maze of over 100 LED light displays to raise money for kids battling cancer. The event would not be possible without the many that volunteered or attended the event. Jolly Holiday Lights will remain at the Adventureland Campgrounds until at the least 2026. It can be attended yearly between Thanksgiving and New Year’s.

PRAIRIE MEADOWS With more than 1,500 slot machines, gaming tables and live thoroughbred, quarter horse and harness horse racing April through October, Prairie Meadows is clearly home to the best in adult entertainment. But it offers much more, with great concerts, local jazz and rock groups performing in the Finish Line Show Lounge, and delicious dining options at three restaurants and quick hit dining at Quick Bits throughout the facility, Prairie Meadows is clearly at the heart of fun in Altoona and beyond.

SHOPPES AT PRAIRIE CROSSING The Shoppes at Prairie Crossing is home to one of the biggest retail attractions in Central Iowa — Bass Pro Shops, but is a growing center of shops to visit and to stay. Johnny’s Italian Steakhouse is a great place to grab a meal, while the Outlets of Des Moines offers a variety of shops and dining. Fairfield Inn and Suites is open and taking reservations to put you right on the doorstep of all the action while more restaurants and convenience stores will open soon, to cement this area’s role as the place to be in Central Iowa. 32 | 2018 ALTOONA AREA CHAMBER OF COMMERCE BUSINESS AND COMMUNITY GUIDE

THE CAMPUS

The Altoona Campus just celebrated 20 years, but its served generations across those years. “We have members who are 6 weeks old and come to the nursery to a person who is 97 and comes in and walks around the track,” said Beth Van Ryswyk, the marketing and membership director at the facility. The Campus provides fitness options for more than 9,500 members, as well as running a district wide before- and after-school childcare program, overseeing city programs like bam-bam baseball and youth basketball and flag football, providing a men’s basketball league and offering nutrition tips in the beginning of each year for those who are interested. It’s also a place to meet people. “We can tell as you go around the Campus, this is really where people make friends,” said Van Ryswyk. “People may be new to the community, but they find social groups here and you really see that develop.” Activities include personal or group training, exercise classes from beat boxing to kettlebell conditioning or staying fit for life. Aquatic programs run the gamut from water babies to water aerobics. If you don’t see the perfect activity available now, just wait. Like Iowa weather, they change. “We change every four months,” said director Bruce Mason. “We think you have to keep changing things and offering new and different things.”

THE ALTOONA PUBLIC LIBRARY

A team that’s trying to give the Altoona community what it wants is the Altoona Public Library. While books still make up a big part of the library’s operation, programs are a growing part of the library’s function, explained Sheila Olson, the children’s librarian there. The staff offers about 60 programs a month, with even more coming during the summer. Programs may incorporate the books kids are reading at the time, or they may branch out into other areas that people are interested in. Programs like STEAM team and a STEM program attract kids who are interested in math and sciences. And of course, there is still the traditional story time for kids who stay home with parents, attend childcare or just want something a little different in their schedule. “Early literacy is very important for preschool kids, said Olson. “Weekly story times reinforce that, but also help with socialization and meeting other kids before they get into school. Families can enjoy the outdoors and interact with a book with the Tail Trail. Kids and families can walk around the lake and pause at various stops. Each stop has the page of a

book. People can read the pages and do an activity related to the book. The books go up in the spring and change every couple of months. For more information on programming at the Altoona Public Library, go to www.altoona.lib.ia.us.

PARKS

There are lots of places to go and things to do in Altoona, and many of the best are outside. With 286 acres of parks and open space, there’s plenty of room to stretch out, enjoy a picnic or savor the open air. The city-owned Altoona Aquatic Center is a family water park featuring a zero-edge pool, slides, diving boards, a sand play area, a slide, loop-de-loop, lap lanes, a concession stand and children’s area. Nearby, there’s a dawn-to-dusk teen skate park for in-line skaters and skateboarders featuring metal rails and obstacles such as taco, half pike, cloverleaf, stairs and moguls. Different parks feature different amenities — from Ironwood Park’s ocean with palm trees and a shipwreck to the threestory tower at Village Park and the baseball and softball fields at Sam Wise Youth Complex. More than 19 miles of trails wind through the city, allowing residents to wander through the community safely and easily. The trails link with the Gay Lea Wilson Trail, connecting to Pleasant Hill and then into the Des Moines Trail system.

Public Art

in ALTOONA

People inside and outside of Altoona cite the community’s icons — Prairie Meadows, Adventureland, BassPro — as the sites they know best in town. But ask local residents what encouraged them to move here, and the answer is different. Most say it’s the small-town environment. That surprised Teva Dawson and her company, Group Creative Services, which is working with the city to identify the current cultural environment in Altoona, and possibly to help create a new strategic plan to develop the arts in the city. Altoona is “not really that small of a town,” she said. But she adds that the city can use the arts to keep that small town atmosphere strong in a town that soon will reach a population of 20,000. That includes taking advantage of cultural resources already here, such as the Enabling Garden near Hy-Vee, Olde Town Altoona and CAP Theatre. The Enabling Garden is especially intriguing, said Dawson. “Without having a traditional town square, is there a way to reimagine that space to create a new sense of a town square? One that has interactive pieces of art and encourages people who don’t know each other to meet, and/or pulls people to the space?” she asked. The next step, if the city decides to take it, will be deciding how to organize future efforts — whether through a full-blown arts council or another format, and then to create a three-year strategic plan. Dawson said they could complete all three phases by the end of the summer, and get to work on implementing it.
