Hartley Gets Our Vote Stuart Ayres MP, Member for Penrith congratulated Hartley Dhyon on being selected as the YMCA New South Wales Youth Parliament representative for Penrith. Hartley, of Emu Heights is looking forward to visiting Parliament and learning more about the parliamentary process including writing bills and experiencing what is like to be a Member of Parliament. “Hartley is an enthusiastic, well-articulated young man and will be a great representative for Penrith,” said Stuart Ayres. In 2012 & 2013 Hartley was elected to the Student Representative Council of St Dominic’s College and also represented his school at the Catholic Schools Debating Association during those same years. He is keen to refine his leadership skills so that he may use them in future programs and possibly one day in Parliament. “It has been my pleasure to nominate Hartley for this rewarding program.” Added Stuart Ayres. The YMCA NSW Youth Parliament is a program that offers young people aged 15-18 a way to put across their ideas about issues that concern them. It is a program where the opinions and concerns of young people in NSW are heard by those who have the power to make laws. Young people can be nominated for Youth Parliament by Members of the NSW Parliament or apply directly to take part in the program.

I am almost writing this in disbelief that we have already arrived at April, with Easter only a few weeks away! We’re on the cusp of school holidays and another term has passed. Before long, it will be Mother’s Day and not to wish the year away, but winter is creeping across the hill as we speak. This month’s edition has some wonderful highlights such as our cover story about our very own Hartley from Emu Heights, being awarded as Youth Parliament representative for Penrith. Congratulations, what an achievement! Jobs Boost for Penrith NSW Minister Assisting the Premier on Western Sydney and Member for Penrith Stuart Ayres has welcomed plans to relocate and consolidate more than 3,000 public servants to new offices in Western Sydney. “This is a move that will boost Penrith economy and support local jobs as part of the NSW Government’s ‘decade of decentralisation’ policy,” Mr Ayres said. “This about a fair go for the people of Penrith and this decision will provide a significant economic boost. It’s a clear demonstration of the NSW Liberals & Nationals Government’s commitment to Western Sydney. “Starting next year, more than 3,000 public servants will be relocated and consolidated to new offices here in Penrith, as well as in Liverpool and Parramatta,” he said. NSW Sport and Recreation will move from Sydney Olympic Park to Penrith. “In the coming weeks, the NSW Government will seek expressions of interest for 5,000 square metres of commercial space here in Penrith, which equates to between five and 10 stories of additional office space,” Mr Ayres said. “The move will create a huge amount of activity in the area - stimulating development, supporting local businesses and creating jobs during construction of the new offices. “Decentralisation makes economic sense. It has the added benefit of ensuring public servants are based in the communities they serve helping to improve the delivery of services. “The relocation will also provide more opportunities for Penrith residents who want to work closer to where they live, and will help reduce congestion in the Sydney CBD,” Mr Ayres said. The NSW Government will not own the new office accommodation, but will instead become an anchor tenant for new investment in the region. “This decentralisation strategy adds to the huge infrastructure projects we are delivering for Western Sydney including WestConnex, the North West and South West Rail Links, as well delivering more nurses, teachers and police,” Mr Ayres concluded.

Which events in the past do you celebrate because of their big effect on you now and into the future? Charter Signing for Local High School

Last month, Nepean Creative and Performing Arts High School, in conjunction with the Beacon Foundation, hosted the Charter Signing Ceremony for the 2014 Year 10 students at the school. The event brought together students, parents, local businesses and community members through the signing of a charter stating that they will pursue a positive pathway into further employment, education or training. The attending dignitaries included Ross Fowler (Mayor of Penrith), Brian Cartwright (Representing Fiona Scott, Member for Penrith) and Owen Rogers (Representing Stuart Ayres, Member for Penrith). Guests were treated to speeches, a DVD presentation through the group Humanise, musical arrangements by students, a special circus performance given by student Annabelle Owen and concluding with morning tea. “Today is an important step for the Year 10 students. They are making a public commitment to learning and earning “said Max Foord, Principal of Nepean Creative and Performing Arts High School. Alison McLaren, guest speaker from WestConnex Revitalisation summed up the ceremony perfectly, “Education is about the journey, it’s not about the destination”. The charter signing will now be proudly displayed by the school in the hall for all to see.

Know the Rules for Pools Australians love the water and while backyard pools offer hours of fun for families and friends, they also pose a risk to young children. Penrith Mayor Ross Fowler OAM said new legislation had been introduced to prevent accidents in backyard pools. Drowning is the leading cause of death for children aged 0-5 years. “Council is about to start inspecting swimming pools for compliance with this new legislation. This means all pools and spa pools capable of holding 30cm or more of water must be registered and meet certain requirements. If they don’t comply owners can be fined,� Cr Fowler said. From April, all properties with a swimming pool or spa pool listed for sale or lease must also have a valid swimming pool certificate of compliance. Multi-occupancy dwellings and tourist and visitor accommodation will also require a valid swimming pool certificate of compliance from 29 April 2014. “Council is expecting a large spike in applications for certificates and is encouraging all owners, landlords and bodycorporates to act now,� Cr Fowler said. “If you haven’t already, you should register immediately and complete the self-assessment. Fix any compliance issues before council inspects to avoid further inspection fees or fines,� Cr Fowler said. Connection Rituals If your child is having trouble separating from you into childcare or school, or even to family and friends, sometimes it helps to have a ‘connection ritual’. My youngest boy taught me the importance of this. People say that we don’t get an instruction manual when we have our kids. But we actually do. It’s the child himself. Our child tells us what she needs, through her behaviour. When children feel safe within the relationship with you, they will tell you what they need. We just have to listen. My boy developed a ritual at drop-off time and bedtime where he would ask me to blow him a kiss, and he would catch it and put it in his pocket ‘for later’ and then he would pat his pocket. And I had to catch his kiss and put it in my pocket. He was then happy to separate. Thus, a connection ritual is something that communicates your love, care, and attention to your child. It is similar to a ‘comfort item’ but there is no tangible object, just a memory. I am a strong advocate for comfort items like a teddy or a blanket. In the life of a young child, they are a substitute for the primary caregiver. A comfort item provides comfort to the young child during a time when he is starting to realise that he is a separate person to his primary caregiver but the separation causes him anxiety (Dr Donald Winnicott). The comfort item is a reminder of the carer’s love. As children grow older, and it’s not so cool to carry your teddy into school with you, a connection ritual can take the place of a comfort item. A connection ritual can be anything that reminds your child of the bond between you. It can be a word, or a song, but it has to be the same thing each time. One of the coolest connection rituals I’ve seen is a family handshake. You know those funny handshakes that you see on American TV shows. The ones where they shake, then do a thumbs up and a slide, and bump their fists together, and wiggle their fingers, and do an explosion gesture, and all of that? The connection ritual would be done as the final thing when you drop the children off at preschool or school, with a “see ya at the end of school” before you separate. In the USA, connection rituals are standard practice in some schools. The teacher looks the child in the eyes, smiles warmly, shakes the hand of each child as he or she enters the classroom and says “good morning (name of the child)”. Sometimes this job is given to a child who is called ‘the greeter’ and it is just like any other job in the classroom which is rotated amongst the children, just like ‘line leader’. What do you think? Is this something you already do? Do you have some ideas for connection rituals? One of the teachers in the school I work in told me about a book called “The Kissing Hand” by Audrey Penn – you can find it on YouTube. Basically, for the parents the connection ritual is something that creates connection, communicates care, nurture, and attention, and fills the child’s emotional cup before the separation. For teachers, it’s a ritual that communicates to the child that he or she is welcome at school.

McCarthy Catholic College Master Chef

The Hotel Management Institute (HMI) Challenge took place in March at McCarthy Catholic College in Emu Plains. The Challenge was an inter school competition in hotel management. The schools that participated included McCarthy Catholic College, Caroline Chisholm College, Kingswood High School, Glenmore Park High School and Loyola College. HMI is based at the Hydro Majestic in Medlow Bath and is part of the group of hotels which include Lillianfels, Echoes and Parklands. There were three components to the Challenge: A ‘Cook Off ’, a presentation about HMI and dealing with a complaining customer in a five star hotel. Tom Walton of The Bucket List and Channel 10’s Ready Steady Cook was unable to attend as a judge and, instead his place was taken by International Hospitality Chef and Judge, Ralf Brueggar. Ralf is the General Manager of the Escarpment Group (Lilianfels, Echoes, Parklands and the Hydro Majestic). Local MP’s Stuart Ayres and Louise Markus were also in attendance.

The first Challenge was the ‘Cook Off ’ and the Hospitality kitchen became a buzz of activity as student’s teams (two students in each team) prepared, cooked and presented industry quality meals. The meals were beautifully cooked and the judges expressed their appreciation of the taste and hard work that had been put in by the students. The students were bubbling over with enthusiasm. The tension of the competition created positive excitement. The second Challenge was presented in text through visual and spoken work and was an explanation of what the HMI is. These presentations were done through various multi-media. Students were required to change from their Hospitality uniforms to professional attire, as worn by staff in a hotel. The presentations were of a high class and demonstrated the student’s expertise in technology. The third Challenge was to problem solve a hotel management issue. This comprised of a complaining hotel guest (in reality it was Glenda Grice from WSI Katoomba) and how her complaint was handled by each team. One student was the Housekeeper and the other, the Frontline Desk Manager. The role plays were really amusing and the complaining guest was handled competently and was given various complementary breakfasts, perfumes, manicures or gifts. The students learnt a lot about the Hospitality industry, five star service within a hotel and how they reacted when under pressure. Students really did achieve wonders in all Challenges. Another positive aspect of the HMI Challenge was how schools from Catholic and State came together in such a great manner. Ingredients • • • • • • • • • • • •

135g dried cranberries 1 cup currants 2 1/2 cups self-raising flour 1/2 tsp bicarbonate of soda 2 tsp ground cinnamon 1/2 tsp ground nutmeg 2/3 cup sunflower oil 1 cup buttermilk 2 eggs 200g caster sugar, plus extra 2 tablespoons 80g icing sugar 1 tsp lemon juice

Method 1. Preheat oven to 200°C. Grease a 12-hole muffin tray and line with paper cases. 2. Soak dried fruit in just enough boiling water to cover for 10 minutes. Drain well, then pat dry with paper towel. 3. Sift the flour, soda and spices into a large bowl. In a separate bowl, whisk together the oil, buttermilk, eggs and sugar until combined. Add to the dry ingredients and stir to combine. Gently stir in the fruit. Divide the mixture among muffin cases, then bake for 20-25 minutes until lightly browned and a skewer inserted into the centre comes out clean. Cool completely on a wire rack.

Using Gearing to Create Wealth After a period of conservative investment based around term deposits and cash based investments, confidence is returning and investor’s mindsets are starting to switch to more aggressive asset classes and more aggressive strategies. One of these strategies is gearing. Gearing is essentially borrowing to invest. This enhances exposure to the investment and magnifies both gains and losses. The most common gearing strategy is through an investment property, but it is also possible to gear into the share markets with products such as margin loans and other geared products. Gearing presents the opportunity to accelerate the wealth creation process, but as an aggressive strategy it also carries a high level of risk. To be effective, it is necessary to invest into growth assets, usually property or shares. These assets have the highest average returns, but also on average carry the highest level of volatility. Borrowing to increase exposure to these assets presents the opportunities to have profits greatly enhanced, but volatility is also enhanced. It is necessary to have an extremely long investment horizon and investors need a high tolerance to risk. It is even more important than normal not to be forced to sell at the bottom of the market. Furthermore, it is necessary to have surplus income to meet ongoing borrowing costs. This income needs to be secure; ensuring the commitment to the geared investment can be maintained long term.

All borrowing costs are tax deductible. The nature of growth assets see that the bulk of return in capital gain and usually the assets are maintained for more than 12 months. This means that usually gearing is a tax effective wealth creation strategy. This example demonstrates the power of gearing, illustrating that by borrowing funds and increasing exposure to an investment dramatically increases the return on investment.

Easter is a great time for the E human members of the family, h but b the infamous Easter egg hunt can end in tragedy for our four c legged friends. Chocolate contains l theobromine and caffeine, which t when ingested by a dog or cat, causes vomiting, diarrhoea, hyperactivity, increased heart rate, restlessness, muscle twitching, increased urination, excessive panting and if left untreated can be rapidly fatal. If your dog does accidentally eat some chocolate it is vitally important that they are seen within 30 minutes to an hour by your local veterinarian. The veterinarian will give an injection to make your pet vomit, which removes most of the toxins from the body. Sometimes, your pet will be hospitalised, where intravenous fluids may be used, an enema or stomach pump may be required, and we may also need to use muscles relaxants and activated charcoal. There are a few simple precautions you can take to ensure that your pet has a safe Easter: • Hide your Easter eggs in areas which cannot be accessed by your pet. • Ensure small children do not give your pet any chocolate. • Ensure all chocolate is kept out of reach from your pets. Dogs have a good sense of smell and will find chocolate in kid’s schoolbags!

• Distract your pet with their favourite treats while chocolate is around.

Airing of the Quilts Would you believe 5 years ago a scant idea to air many quilts has culminated in the 6th airing at The Arms of Australia Inn at Emu Plains. The success of this venture lies at the core of community effort. The support of the members of the Penrith District Historical Society at The Arms of Australia Inn Museum providing their site and the delicious Devonshire teas, the continued effort each year by the Lions Club of Emu Plains to do the sausage sizzle and the newest helpers bring The Lower Mountains Men’s shed who will help with the hanging of the quilts, this shows how a significant community event takes place in our village. Storage of the finished quilts during the year was supplied by DCC Architects, Russell Street, Emu Plains. The Caring Hearts Community Quilters acknowledge and give thanks to all the support they have received. There are no boundaries that these ladies will not reach out to, in time of need, they supply the quilts to the 4 local hospitals, Hawkesbury,

Nepean, Springwood and Blue Mountains Palliative Care and Neonatal wards, Blue Mountains Cancer Support, Little Wings, Prince of Wales Children’s Hospital, youth accommodation, and many raffle quilts each year. This year they were fortunate to have a wonderful display of Vintage Quilts, these quilts are from the private collection of Kaye and Bruce Brown who own and operate The Finishing Touch, quilting business from Glenmore, NSW.
