OBITUARIES Norberto M. Waddell Norberto M. Waddell, also known as “Chuco,” of Winkelman, entered the pearly gates of heaven Friday, April 26, 2019 in Tucson, Arizona. He was 71 years old. Norberto was born Oct. 22, 1947 in Glendale, Arizona. He was the first of four children born to Victoria Martinez. An active community member, Asarco retiree, Norberto loved every day of his life. Often referred to as the voice of the Hayden Lobos, he enjoyed helping out the community and school every change he could get. He loved following youth sports and everything involving his kids and grandkids. He loved hanging out at bingo and the casino, but mostly he loved being a tata to his grandkids. Norberto was an active councilman for the Town of

Winkelman and active with the Hayden Senior Center. He belonged to St. Joseph Parish. Although a busy community man, he was a diehard Sun Devil and Yankee’s fan. Norberto is preceded in death by his mother, Victoria Martinez, his stepdad, Chico Ortega, brother, Mickey Ortega, sister, Suzy Ruiz, and beloved grandson, Christian Alexander Waddell. Norberto is survived by his loving wife, Gloria; his boys, Brandon, Anthony (Yvette), Kevin (Terry) and Matthew (Kristina); and his daughter, Julia Amanda (Nick). He is also survived by his precious grandchildren, Lyana, Samantha, Jazmyne, Andrew, Dominic, Kevin Jr., Alejandro, Yvana, Kristin, Danitza, Yariana, Nathan, and Mateo. He also leaves

behind his sisters, Anita Hinojos and Jenny Rose. Services for Norberto will be held Thursday, May 2, 2019 at St. Joseph’s Parish in Hayden, Arizona. Visitation will begin at 8:30 a.m. followed by Rosary at 9:30 a.m. and Mass at 10 a.m. He will be laid to rest at Mt. View Cemetery, Hayden, Arizona. Angie Padilla Carrillo Angie Padilla Carrillo, 97 of Superior, passed away on April 5, 2019. She was born in the State of Sonora, Mexico on Oct. 2, 1921, the eldest daughter of Rita and Bernardo Padilla. Angie moved to the Superior when she was two years old and graduated from Superior High School.

She was married to Frank Carrillo on Sept. 19, 1949. Angie worked as a teacher’s aide for the Superior Unified School District. She was a member of the Mexicanitas and Las Reynas Clubs in Superior and had a passion for her extended family, reading and baking. She was preceded in death by her husband, Frank, and her son, Anthony. She is survived by three of her children, Rita Carrillo and her husband Chris Hamel, Rhonda Carrillo, and Christopher Carrillo and his wife Danielle. She has four granddaughters, Alejandra Hamel, Eliana Hamel, Cristal Carrillo and Selena Carrillo, and a great-grandson, Aliou Bathily. She is also survived by her

Superior High School hosted the annual honors assembly last week, where $303,400.00 were awarded in scholarships to the graduating class of 2019. Augustine Hing was one of the big winners of the night, she was recently awarded the Coca Cola Scholarship which is a $20,000 cash award. She recently attended a conference and award ceremony in Atlanta, Georgia to receive her award. She also received the Arizona Elks scholarship where she was a finalist from across the state. Cobre Valley Regional Medical Center Auxiliary awarded Cedric Mendoza and Makayla Martinez each a $2,000 scholarship. Superior Chamber of Commerce awarded two scholarships to Cedric Mendoza and Marisa Estatico. SaddleBrooke Community Outreach awarded renewable scholarships to Cedric Mendoza, Marisa Estatico, Augustine Hing, Korrina Romero and Makayla Martinez. Superior Rotary awarded Marisa Estatico and Makayla Martinez scholarships. The Superior Optimist Club awarded scholarships to Cedric Mendoza, Marisa Estatico, Augustine Hing and Makayla Martinez. Cedric Mendoza and Korinna Romero each were awarded a scholarship from Social Club de Damas and the Richard Castaneda Memorial scholarship. Korrina Romero also was awarded the Silvas Grant. Cedric

Mendoza was also awarded the David Montano Memorial Scholarship, the Martinez Family Scholarship and the Mike McKee Memorial Scholarship. Resolution Copper also awarded $3,000 scholarship awards to Augustine Hing and Marisa Estatico. The Steven L. Besich Leadership award, sponsored by Resolution Copper was awarded to Makayla Martinez. The Cesar Chavez Memorial Committee of Pinal County awarded scholarships to Jewel Meza, Kaili Howell and Augustine Hing. Grand Canyon University has awarded scholarships to Jewel Meza, Marisa Estatico, Makayla Martinez, Brandon Martinez and Augustine Hing. Arizona State University awarded scholarships to Kale Major, Cedric Mendoza, Marisa Estatico, Makayla Martinez and Augustine Hing. Central Arizona College awarded full scholarships to Augustine Hing, Marisa Estatico, and Makayla Martinez. There are still many scholarships that are pending final award. The school district anticipates that the final number on awards will increase in the coming weeks. The amount awarded does not include the Promise for the Future awards at Central Arizona College which provides free tuition to Pinal County students who maintain a 2.5 grade point average throughout high school.

The Town of Superior has recently completed an extensive public hearing and review process of its RV Code. This was driven by a desire to produce a more fair and flexible set of rules for our officers to enforce. Previous zoning code had two main provisions: 1. RVs must be stored behind the front line of the house or behind a fence. 2. No RV may be occupied unless it was in a permitted RV park. The Planning and Zoning Commission and The Town Council has voted to change code in the following ways. 1. The RV may be stored behind the front setback. In most residential districts, this is 20 feet. If you cannot comply with this: a. A temporary permit of 15 days may be granted by the Town Manager. b. A longer permit may be granted by the P&Z (Planning & Zoning) for up to 6 months for unusual circumstances. 2. Use of the RV as a residence is now allowed on a temporary basis, with a permit. a. A temporary permit of 15 days may be granted by the Town Manager. b. A longer permit may be granted by the P&Z for up to 45 days. c. A permit may be extended when the resident has received a building permit for a permanent house on the same lot upon which the RV is to be located. The new code will take effect on May 11th, and the Town will begin sending courtesy notifications and attempting to contact those RVs that are in violation.

Cobre Valley Friends of NRA Dinner, Auction

The Cobre Valley Friends of NRA Dinner and Auction will be held on May 11, from 4 p.m. - 10 p.m. at the Gila County Fairgrounds, 900 Fairgrounds Rd. This is a fundraising dinner and live auction in an effort to raise funds for non-profit organizations to support shooting sports. Price for attendance is $40 for each dinner ticket.

Public Notice ORDINANCE NO. 19-154 AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF SUPERIOR PINAL COUNTY, ARIZONA, AMENDING ARTICLE III, SECTION 3.5 AND ARTICLE XIII, SECTION 13.11 AND SECTION 13.12 OF THE TOWN’S ZONING ORDINANCE WHEREAS, the Town Council has, at its regular meeting on April 11, 2019, studied and considered Ordinance No. 19-154, an Ordinance amending Article III, Section 3.5 (Special Event Permits) and Article XIII, Section 13.11 (Recreational, Vehicle Parking, Outdoor Storage, and Junk Automobiles), and Section 13.12 (Dumping and Disposal) of the Town’s Zoning Ordinance; and WHEREAS, the Town Council has determined that it is in the best interest of the Town to enact these amendments to the Town’s Zoning Ordinance in order to enhance the quality of life and to protect the health, safety and welfare of its citizens; and WHEREAS, the Planning and Zoning Commission of the Town of Superior, in a regular session assembled on the 7th day of March, 2019, approved Resolution No. 2019-02, a Resolution recommending that the Town Council amend Article III, Section 3.5, Article XIII, Section 13.11, and 13.12 of the Town’s Zoning Ordinance. NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF SUPERIOR, PINAL COUNTY, ARIZONA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION I: Article III, Section 3.5 (Special Event Permits) Special Event Permits shall be issued by the Zoning Administrator in accordance with the provisions of this Ordinance. Submittal of an application for a special event shall require completion of the Town’s application form entitled “Special Events Permit” as well as any additional information required by the Zoning Administrator. Special events shall include, but not be limited to the following: A. Transient amusement activities (carnivals, circuses,), parades. B. Tent revivals, seasonal festivals. C. Outdoor sales events (sidewalk, parking lot sales). D. Outdoor arts and crafts shows, exhibits (such as arts, crafts, RVs, boats, vehicles). E. Stands for the sale of jewelry, clothing, rugs, and similar home-type products, subject to not more than thirty (30) days per year. F. Stands for the sale of produce, subject to not more than thirty (30) days per year. However, this provision does not apply to the sale of produce raised on the premises. G. Temporary retail food sales, subject to not more than thirty(30) days per year. This shall not include stands for sales at one-day special events. SECTION II: Article XIII, Section 13.11 (Recreational Vehicle Parking, Outdoor Storage, and Junk Automobiles). 13.11 RECREATIONAL VEHICLE PARKING, OUTDOOR STORAGE, AND JUNK AUTOMOBILES A. With the exception of retail sales displays in a commercial zone district only, outdoor storage shall be screened from public view by a six (6) foot high solid masonry wall or a six (6) foot high view obscuring fence. The presence of hazardous materials to be used or stored on-site is prohibited except as specifically otherwise provided in this Ordinance. B. In all residential districts, junk automobiles shall be stored in a completely enclosed building. In commercial and industrial districts, junk automobiles shall be stored in an enclosed building or in an area that is screened from neighboring properties and public view either by a six (6) foot high solid masonry wall or a six (6) foot high view obscuring fence. C. A motor home, travel trailer, camping trailer, utility trailer, other trailer, or boat may be stored on a residentially zoned property provided that the owner of the motor home, travel trailer, camping trailer, utility trailer, other tailer, or boat resides on the same property upon which it is being stored. The placement of said motor home, travel trailer, camping trailer, utility trailer, or boat shall only be located behind the front of the primary structure, or the front setback area, whichever is less, on the property upon which it is located and shall not be used as a temporary or permanent residence. D. Administrative approval for storage of an RV in front of the home may be granted by the Town Manager, or by the Zoning Administrator upon direction by the Town Manager, for a maximum period of fifteen (15) days. A Temporary Use Permit for storage of an RV in front of the home for a period of time exceeding fifteen (15) days, but less than onehundred eighty (180) days may be granted by the Planning and Zoning Commission only upon a finding of unusual circumstances that would prevent storage along the side or rear areas of the home, that is within the required setback areas. In addition, the applicant for the permit must demonstrate an inability to store the recreational vehicle off-site. At no time shall the Temporary Use Permit be granted for more than one-hundred eighty (180) days. E. Administrative approval for the use of an RV as a residence may be granted by the Town Manager, or by the Zoning Administrator upon direction by the Town Manager, for a maximum period of fifteen (15) days. A Temporary Use Permit for use of an RV as a residence for a period of time exceeding fifteen (15) days, but less than forty-five(45) days may be granted by the Planning and Zoning Commission. However, the forty-five (45) day time limit may be extended when the resident has received a building permit for a permanent house on the same lot upon which the recreational vehicle is to be located. SECTION III: Section 13.12.B: Dumping and Disposal B. The use of land for the dumping or disposal of hazardous materials, scrap iron, junk, garbage, rubbish, refuse, ashes, slag, or other industrial wastes or byproducts shall be prohibited in every zone district except as specifically otherwise provided in this Ordinance. SECTION IV: The Town Zoning Administrator is hereby given the authority to make any non-substantive changes to Ordinance No. 19-154. These non-substantive changes will include such things as grammatical errors, erroneous references in the Zoning Ordinance, changes in formatting, or any other such changes provided a report is given to the Town Council indicating which changes are to be made. SECTION V: Severability. If any section, subsection, subdivision, sentence, phrase or portion of Ordinance No. 19-154, or the application to any person or place is held to be unconstitutional or invalid by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining portions of this Ordinance. The Town Council declares that it would have adopted Ordinance No. 19-154, and each section, subsection, sentence, clause, or phrase of this zone change in spite of the fact that one or more of the same be declared unconstitutional or invalid. The Streets of Superior, a report from the town manager Over the last decade, the roads in the Town of Superior have been in a steady state of decline. After the Great Recession beginning in 2008, the Town used its reserves of street maintenance money to make up a huge revenue shortfall. At the same time, the new tax money coming to the town significantly decreased, as the state swept the funds to balance its own budget. Almost no significant maintenance was completed during this period, and for several years the Public Works crew was not even allowed to purchase asphalt for potholes. The deferred maintenance piled up, and many streets reached the point that it was questionable if they were even savable. The town piled up nearly $3 million of debt to its own streets fund. In 2016, we received a grant to evaluate and prioritize the maintenance of every street in Town. This Pavement Assessment Study identified a daunting $6.7 million-dollar price tag for the needed maintenance to our streets. The town gets, just over $350,000 a year in street funding. There is no way for the town to borrow this much money all at once, so we are left to chip away at the problem with what we do have available, and to look for creative ways to stretch a dollar. Over the last three years, the town has been working hard to dig itself out of the deep hole in which it found itself. We have spent heavily on the streets, putting over $60,000 into just asphalt to fill potholes. We have paid down our debt to our streets by about $1 million. Everywhere you look, you can see some sort of progress. You can also see areas where we are losing the battle. Just patching the holes is a losing proposition. We continue to fight on, and we have arrived at a plan to at least stabilize the streets, so we do not lose anymore. Water is the enemy of pavement, so the key is to keep it out. Here are the steps in a nutshell: We patch the streets as well as we can using a grinder to remove areas of extreme alligatoring. We crack seal all the small cracks to further stabilize and seal the road. We seal coat the road with rubberized paint to fill the remaining crack to keep water from seeping into the pavement. This also creates an attractive finish. Our first test of this was on High School Avenue between Main and Lime. This road was failing, with constant potholing. The repair has held much better than expected, and the value of our approach was proven. We then completed a similar project on Main Street, at the cost of 1/3 that of slurry seal. The concept proven, we are ready to kick it into high gear. The next project, happening this month, is Pinal, Copper, Stansberry, and Santa Rita. Patching and crack sealing are nearly complete, and the seal coat will begin next week. Next year we are doubling the staff dedicated to streets, and it is our goal to stabilize every street in town the same way over the next two years. We are aware of the pothole that frustrates you, and it frustrates us as well. We will be doing our best to patch all of those too. We have a small staff, and they are doing their best to make a real positive change for the community. ESSENTIAL FUNCTIONS: • Supervises the Seasonal Lifeguards. • Establishes the pool hours of operation and schedules staff. • Performs maintenance tasks which include moving high pressure hoses approximately 200 feet, sweeping and scrubbing bathrooms and pool tile, emptying garbage cans and setting up and taking down folding chairs and tables. • Uses judgment to determine if patrons and staff are safely and properly conducting themselves • Communicates with staff members and the public in order to enforce pool rules to guard public safety. • Completes written documents regarding accidents, incidents, and other related items • Makes daily written entries into a logbook to outline and document the day’s activities • Monitors the pool chemical levels to verify a safe environment for the public and staff. • Monitors pool chemical and other needed supply levels to assure continuous operation. • Perform other duties and activities as needed and/or assigned REQUIREMENTS: Must be able to meet and be firm and effective with the public; react quickly and calmly in emergencies, monitor the activities of swimmers and quickly detect problem areas, and deal tactfully and courteously with pool patrons and the general public. Manager needs to have knowledge of pool chemicals and testing. MINIMUM QUALIFICATIONS: Must be at least 16 years of age and pass a pre-employment drug screen. 2 years of pool related, or supervisory experience preferred.
