Oracle School Board considers bond election By Jennifer R. Carnes It seems very likely that voters in the Oracle School District will be asked to approve a $15 million bond sale. The board has been considering the possibility of selling bonds since late last year when they asked a committee made of tax payers and other school officials to inventory the school facilities to see what could be done to improve the site. The committee has made a preliminary list of improvements and repairs and, turning it over to an engineering consultant, an approximate dollar amount has been applied to each item. The total amounts to nearly $15.5 million. Not all of the bonds would be sold at one time, explained Mike LaVallee, Managing Director of Stone & Youngberg, the company which would sell the bonds should the voters approve. The district, he told members of the board at a recent board meeting, has a bonding capacity of $17,065,000, based on the current valuation of property in the district. Not all the bonds would be sold at one time, though; they would be sold based on the list of projects that will be prioritized by the board and members of the bond committee. LaVallee reported that in spite of the current recession, “assessed value is holding firm.” His projections were based on that trend continuing. What is the bottom line to taxpayers should they approve the

bond election? The district would sell bonds three times throughout the duration of the bond time frame of 10 years. Series A, totaling $9.68 million would be sold in 2012. Taxpayers should expect to see their property tax rates to increase by approximately $0.60 per $100 of assessed value with the tax rate creeping down over the life of all the bonds. Series B, totaling $2,595,000, would be sold in 2017; with Series C, totaling $4.79 million sold in 2021. Tax payers would be repaying the debt until 2034-35. The average tax rate, LaVallee said, would be $0.51 per $100 of assessed value. For a home valued at $100,000 (full cash value is approximately 80 percent of market value) this would mean an estimated yearly tax increase of $51.08. For a home valued at $250,000, the estimated yearly tax increase would be $127.70. Commercial and industrial properties would be taxed a little heavier: property valued at $100,000 would see an estimated average increase of $102.16 in their annual tax bill. Property valued at $2.5 million would see an increase of $2,554. LaVallee explained to board members and those in the audience that these tax figures are entirely dependent on the assessed valuation of the property in the district remaining constant over the term of the bonds. He said that Florence School District has found themselves in a

bind since the assessed valuation of property in their district has decreased so dramatically with the downturn of the economy. That district is looking at ways to refinance their bond debt so that taxpayers aren’t hit with astronomical tax rates to compensate for the lack of value in the district. More districts are considering bond elections. “The only way to get capital funds is to pass a bond,” LaVallee said, a result of the state legislature making such severe cuts to K-12 education budgets. Districts can bond for equipment, but those bonds have to be paid back within five years. Districts are also required by law to spend bond monies within three years of selling the bonds, so it’s absolutely vital to have a clear plan with priorities spelled out on bond projects. LaVallee said the district was well within the recommended timeline for considering a bond election. According to LaVallee’s timeline summary, the district should expect recommendations from the stakeholder committee in May. The board would have until mid-July to decide to send the matter to voters, with the special bond election called by July 15. Voters would see it on the ballots for the General Election in November. By Lana Jones The Central Arizona College Governing Board met at Aravaipa Campus last Tuesday, April 19, and unanimously agreed to publish the draft 2011-2012 budget. The Board will get another chance to look at the budget and approve any changes at their next meeting on Signal Peak Campus, May 17. CAC faces the same situation as many schools and counties: the state has cut funding by millions again this year. The state cut appropriations to CAC this year by $2.4 million. Tax revenues will also decrease despite an increase in the tax rate. The only notable increase in the budget will come from the board-approved tuition increase of $5 per credit hour. Chris Wodka, CAC’s vice president of finance and administration, told board members that property tax values in the county had decreased more than 15

percent. CAC’s primary property tax rate is set to increase from 1.47 percent to 1.51. Even so, the primary taxes brought in will decrease by $2.9 million. Secondary taxes will increase to pay for voter-approved bonds being issued next spring. The increase in the secondary tax rate will bring in $2.3 million. The combined changes in primary and secondary taxes will leave CAC with a $580,000 decrease in tax revenue compared to last year. Board member Rick Gibson said that the board decreased tax rates for a number of years as property values in the county grew. He asked if the current increase would raise tax rates above previous levels. Wodka said that the current rate was lower than the highest primary tax rate of 2.17 percent in 2002-2003. The tax rate had fallen to 1.38 percent by 2010.

After the budget discussion, the Board revisited the issue of raises in 2011-2012. Dennis Jenkins, CAC president, brought the issue back to the Board because of an unexpected change buried in the state budget. He said that when the Board decided against raises, they thought that employee payroll deductions were going to increase .9 percent. It came up after the fact that employees are going to have to pay more into the Arizona State Retirement System. In the past, employees and employers split retirement contributions 50-50. Employees will be responsible for 53 percent of the retirement contribution next fiscal year. As a result, total employee deductions will increase 1.55 percent. “So their take home pay will be less,” Jenkins said. The Board took no action to change their previous decision on raises.

Editor, San Manuel Miner: Oh, my stars and whiskers! I popped out of my rabbit hole, looking around, in hopes of avoiding little blond girls, who like nothing better to chase me around and mess my weskit, on a sunny April 23rd, only to find my favorite haunt (the grounds by the San Manuel pool) overrun by small children, all of whom were hunting around to find my eggs! Imagine my shock and dismay, when I heard that there were lions, elks, and, horses throwing their shoes, expected as well! Whatever is a poor bunny to do? All I wanted was a nice, quiet day, in which to pack my baskets up with brightly colored eggs and chocolates, and, deliver them around the Tri-Community area! Of course, I did find out, later, that the eggs the children were hunting were not mine, and, were ones donated by some of these other aforementioned mammals, but, all the same, it was not at all how I expected to start my day! Well, I made the best of it, joining in the fun, trusting that the good parents who were there with their children would not let the lions get any of us, and, a great deal of fun was had by all. However, I do have to wonder why no one warned me ahead of time, and, the need was felt to wake me up at such an awful hour of the morning. /s/ A. Bunny Pool Area, San Manuel Editorial Reply: Dear A. Bunny: While we, at the San Manuel Miner, are very sorry to hear about the shock you received, it should be noted that, as you stated toward the end of your letter, the eggs were donations, and, the children were invited by Lions, and, Elks – which are clubs made of people, not animals. According to our sources, the San Manuel/ Oracle Lions, the American Legion, Carlos Salazar of the VFW , Adelante Juntos, Larry Ramirez of Community Schools all got together, to hold an Easter Egg Hunt for the Children of the Tri-Community area on April 23, at the San Manuel High School Pool, at 11 a.m., which should be quite late enough for any bunny, leading a decently moral life, to have time for breakfast, the packing of a few baskets, and, to be on their way. IGA donated four cases of eggs, the VFW devoted two, Carlos Salazar donated one, Lions Don and Donnie donated 1; Joe Aguilar donated 5 dozen eggs and Lion Hiedi Reid donated 5 dozen, as well. The Elks Club cooked the eggs, and, the American Legion donated six Easter baskets, as well as 1st and 2nd prize for the children. Also donating baskets were the Copper Town Association, Republic Plastic and AJC. AJC made hot dogs and hamburgers, and, sponsored the horseshoe tournament, which the tournament is also about people and not about animals throwing things. It is a game and nothing to be afraid of, so long as you don’t stand where they are throwing. Our sources also mentioned that you made an appearance, and, according to all, the children enjoyed meeting and spending time with you. So, thank you very much for joining in on the fun. You might want to mark it on your calendar for next year, so that you can get to bed earlier the night before, and, get an earlier start on the day. Hope you managed to deliver your baskets. Born March 8, 1952, in Globe, to Norma Jewel and Mitchell Puhara, Barbara Ruth Puhara Peralta, age 59, passed away at Oro Valley Hospital on Sunday, April 17, 2011. She was a beloved mother, grandmother, sister, and, aunt. Barbara moved to San Manuel in 1956, where she attended

grade school, and, high school. After high school, she moved to Oracle. Her pride and joy were her daughter, Kathy, and, grandchildren, Cheyenne, and, Jordan. Her hobbies included crocheting, knitting, and, reading. Survivors include her daughter, Kathy Peralta;

Several burglaries solved in Pinal County The Pinal County Sheriff’s Office, has been working to solve several recent burglary cases. Below are a few examples of cases we have been working. On March 25, 2011 at 4:56 p.m. the Pinal County Sheriff’s Office investigated a burglary in the 65000 block of East Hielo Road, Catalina. The victim reported she had jewelry, tools and guns. The total value of the missing items was approximately $180,000. During the investigation it was determined Ronald Ramirez (age 57 of Catalina) was a possible suspect. Ramirez had worked previously for the victim as a handyman. Probable cause was developed and a search warrant was obtained for his residence in the 3900 block of North Pinal Street, Catalina. Many of the items stolen were located at the residence along with other items taken from a separate burglary case we were investigating.

Detectives also discovered Ramirez had a live Artillery Round from the year 1908 at the residence. The bomb squad from the military was a called and they recovered the device and detonated it in the desert. Ronald Ramirez was booked into the Pinal County Adult Detention Center for Burglary and Theft. On Sunday, April 17, 2011at 3:19 a.m. the Pinal County Sheriff’s Office was called regarding a possible burglary in progress at the SRP Plant which is located at 51085 North Cerro Road, Superior. Security personal monitoring a remote camera had spotted two suspects enter the property and cut copper grounding wire which ran the entire length of the fence line surrounding the property. When deputies arrived on scene, they observed a subject matching the description of one of the suspects provided by the security company. The individual was leaving the area riding a bicycle. As

deputies approached him, he got off of the bicycle and ran into the desert. He was later located and taken into custody with the assistance of a K-9 from the Superior Police Department. The second suspect was also located hiding in the desert area outside of SRP. He was taken into custody without incident. The two suspects were later identified as Ernest Ellison (age 41 of Superior) and Jason Fowler (age 32 of Superior). Ellison and Fowler both made admissions to their involvement with this case. Both have been booked into the Pinal County Adult Detention Center for one count each of Criminal Trespassing, Possession of Burglary Tools, Burglary, Aggravated Criminal Damage and Theft. Fowler was also charged with Possession of Drug Paraphernalia. Employees from SRP estimate the loss from the damage committed to be in excess of $15,000.

Comet Wrestling Club hits the mat at Flowing Wells

By Frank Smith The Comet Wrestling club, coached by Daniel Najera and Gilbert Rodriguez, hit the mat on Saturday, April 16, in Tucson. The young wrestlers competed in a free style meet at Flowing Wells High School bringing home two 1st place finishers in Frankie Renteria and Kiah Blank. Renteria compiled a record of four wins with no

losses and Blank garnered a record of three wins with no losses. B.J Munoz and Mathias Medina brought home 2nd place finishes with Munoz having one loss with one win and Medina also totaling one loss with one win. Ruben Hernandez earned a 3rd place finish with a record of three wins with one loss, J. R. Franco had a record of two

wins with two losses, Ethan Wasko also had the same record of two win with two losses, and Joseph Ramos finished the meet with one win and two losses. The Comet Wrestlers took part in a free style meet last week at Cholla High School and will now prepare for the State Qualifier that will be held at the Tucson Convention Center on May 7.

Miner Tracksters hits the track in Ray, Safford By Frank Smith The San Manuel high school track team was recently on the road competing at a multi meet at Ray high school on April 13th and a small squad participated at the Safford boosters on April 21. The boys squad took 1st place overall with four teams competing; in the 4x800m Relay, the team of Jonathan Duarte, Isaac Ryan, PJ Mortensen, and Nathaniel Lopez placed 1st. In the 110 Hurdles, Wayne Newman placed 1st with a time of 15.87, Kyle Bowman took 2nd with a time of 16.79, in 3rd place was Jesus Parra with a time of 16.85, and in 4th place was Colten Smith with a time of 18.16. In the 1600m, in 1st place was PJ Mortensen with a time of 5:09.73, and in 2nd place was Jonathan Duarte with a time of 5:37.08. In the 4x100m Relay, the team of Nathaniel Lopez, Josue Alvarez, Andres Sierra, and Josh Cogdell placed 1st with a time of 49.61.

Miners pull out win over Panthers 11 – 5 By Frank Smith The San Manuel Miners varsity baseball team headed up to Superior on April 20 to take on the Panthers from Superior in a non-region match up. The Miners pulled out the game in the last two innings for an 11-5 win. The game was rescheduled from an earlier date on April 9 in which it was cancelled due to the weather conditions. The game would count in the AIA power point rankings thus it had to be made up. The win kept the Miners at #16 in the power rankings with a 10-4 region record and an 11-7 record overall. The Miners scored one run in the top of the first inning with the Panthers answering back with two runs in the bottom half of the inning to take a 2 – 1 lead. San Manuel would tie up the game at 2 – 2 after scoring a run in the top of the fourth inning, shutting down Superior in the bottom of the fourth keeping the game tied. The Miners exploded for five runs in the top of the sixth inning to take a 7 – 2 lead but the Panthers would not go down quietly as the came up with three runs in the bottom half of the sixth to cut into the lead at 5 – 7. The bats really came alive for the Miners in the top of the seventh inning – scoring four runs highlighted by Anthony Garcia

and John Ruiz hitting back to back home runs to start off the inning with the San Manuel taking a commanding lead at 11 – 5. The Panthers could not answer the call, going scoreless in their last at bats. San Manuel scored 11 runs on 12 hits and committed two errors; Superior scored five runs on 10 hits and committed one error. Taking the mound for the Miners was Demetrious Dietz; Elfie Vigil came in to relive the sixth inning with John Ruiz catching. Dietz (30) picked up the win allowing 10 hits-one for a triple, five runs-four earned, recorded six strike outs and walked three batters. Offensively, Garcia went 3 for 4 with a home run, three runs scored and three RBIs, Vigil went 3 for 4 with a triple, one run scored and one RBI, Ruiz went 2 for 3 with a home run, two runs scored, and two RBIs, Tim Scott went 1 for 4 with a double, one run scored and two RBIs, Martin Seballos went 1 for 2 with a run scored, and Daniel Padilla went 1 for 3. Head Coach Donnie Payne said, “Back to back home runs in the seventh inning by Anthony Garcia and John Ruiz broke up a pretty tight game. Continued from Page 1 at April’s Oracle School Board meeting to explain his role in the bonding process. Vasfaret, whose company serves as project managers for districts working with bonds, explained that he was able to work with the list provided by the bond committee and give a preliminary cost analysis for what needs to be done. Items on the list of possible projects includes upgrading irrigation systems and relandscaping key areas. The list also addresses the need to fix key erosion areas and equipment needs in the district. Playground equipment and additions/improvements to athletic fields/courts are also on the list of possibilities. The district’s need to replace three buses and purchase an additional bus is on the list as well as looking at some additional storage. New construction is also a possibility with the demolition of the transportation building as well as the 1958 Bateman

building and the construction of a new meeting/SPED/Community Schools Building to replace Building J and a new Middle School Building. Other items listed include building renewal throughout the district and some needed repairs on the Oracle Ridge School as well as updating technology throughout the entire district. The total Vasfaret estimated including professional fees and a five percent contingency is $15,441,196. The board and bond committee, he said, would need to come up with a prioritized list of projects to fit the schedule of bond sales. The governing board has yet to decide on whether to move forward with the bond election. The public is invited to weigh in on the subject during the board’s regularly scheduled meeting, the date for the next meeting May 12 at 6 p.m. in the Oracle Ridge Board Room. Members of the public are allowed to speak during the “Call to the Public.” Board members are not allowed to respond to any comments other than to make directions to staff.
