ranklin County’s ideal central location adds to its attraction. The relaxed lifestyle is less than an hour’s drive from the world-renowned, innovative Research Triangle Park. The Triangle cities of Raleigh, Durham and Chapel Hill offer the advantages of excellent educational institutions; art, science and history museums; the North Carolina Symphony; the American Dance Festival; Playmakers Repertory Company; Broadway touring performances; fine restaurants; and shopping variety. A Variety of Housing Options Are Available in Franklin County

ranklin County offers a wide variety of housing opportunities, from historic homes to downtown townhomes. According to Laura Hight, an area real estate agent, an average of 550 homes are on the market at any given time, and the median home price in Franklin County is $173,039. “Buyers can choose from some of the most beautiful, well-kept homes, full of history and heritage,” Hight says. “Franklin County also offers townhomes, Cape Cods, farm homes, log cabins, and traditional and transitional homes. We also have horse farms and estates with acres of beautiful rolling areas, pastures, trees and ponds.” A number of new home subdivisions are also available, with new construction starting around $120,000. A new development called Hidden Lake will offer prestigious $1 millionplus homes on one- to six-acre lots. “This is a new development by Duke Energy, Crescent Resources, LLC,” Hight explains. “This company creates award-winning master-planned communities. The gated community will offer a peaceful sanctuary for homeowners just a short drive north of Raleigh. With 124 heavily wooded home sites spread throughout 600 acres, this unique community features a 75-acre private lake and more than 200 acres of open space, a five-acre amenity park, a lake house, a boat house, and a pavilion.”

HOMES Franklin County offers a unique haven for homeowners. “This area is very convenient for commuters,” Hight continues. “Subdivisions are close to some of the best jobs in the country. Most people choose Franklin County for both the quality of life and the spacious properties that are available.” Hight notes that Franklin County is also an attractive option for seniors and retirees. “Our county has two senior citizen centers that offer exercise programs, line dancing lessons, games, adult day care with licensed nurses, shopping trips, and group outings,” she says. “The centers also provide full lunches each day.” With an abundance of history, Franklin County offers something for everyone, including art, parks and beautiful nature to enjoy. “You can be as busy or as quiet as you choose,” Hight concludes. ranklin County is geographically situated within an hour drive to three of North Carolina’s great universities: UNC Chapel Hill, NC State University and Duke University. The oldest junior college in the U.S., Louisburg College, is located in the heart of Franklin County. Vance Granville Community College’s Franklin County campus serves as the major employee training center for existing employees and ready, willing and able prospective employees throughout the county. The community college works with business and industry to customize programs that are needed by the business. Business and industry is thriving in Franklin County and is evidenced by an increasing number of new and expanding businesses in the county. ranklin County offers a unique hub for education, as the community of 55,000 is home to an excellent public school system, a private school, a charter school, a community college campus and a two-year residential college.

Franklin County Schools According to Dr. Bert L’Homme, superintendent for the Franklin County Schools, the system’s vision is that its faculty, staff and parents are “responsible for teaching all students the knowledge, skills and values necessary to be productive citizens.” With over 8,300 students and 1,200 faculty and staff, the Franklin County Schools averages a 1-to-20 teacher-to-student ratio at its seven elementary schools, three middle schools and three high schools. The majority of the schools operate on a traditional calendar, and Youngsville Elementary School operates on a year-round calendar. “We are very proud of our small class sizes,” L’Homme says. “Our school system is characterized by the dedication of its staff, 8 Franklin County Chamber of Commerce

Franklin County Offers Quality Education for Students of All Ages and a great school board and community are dedicated to creating the very best school system for our children.” Franklin County Schools offers a full athletic program, with football, basketball, baseball, golf and swimming. “One of the neat things about our school system is that, as we have only 8,300 students, we are able to provide a very personal experience for our students,” notes L’Homme. “Our largest school serves 900 students. Parents are always welcome to visit with the superintendent or the principals.” Schools included in the Franklin County Schools system are Bunn Elementary, Middle and High schools; Franklinton Elementary and High schools; Youngsville Elementary and Cedar Creek Middle in Youngsville; and Edward Best Elementary, Laurel Mill Elementary, Louisburg Elementary, Royal Elementary, Terrell Lane Middle and Louisburg High in Louisburg. Cross Creek Charter School Cross Creek Charter School is located at 306 Sandalwood Drive in Louisburg. This tuition-free, deregulated public school first opened its doors to kindergartners through second-graders in 2001. It currently serves students in kindergarten through eighth grade. According to Allison Robertson, assistant to the director of the Cross Creek Charter School, the school has a mission to inspire “academic excellence by empowering students to reach their potential as lifelong learners.” The school strives to meet each child’s unique learning style and offer an educational experience based on innovative methods. The school currently serves 310 students and has 40 faculty and staff. Its elementary programs boast one teacher and one halftime assistant in each grade. EDUCATION Kerr-Vance Academy Kerr-Vance Academy, located on Vance Academy Road in Henderson, is an independent, non-sectarian, coeducational collegepreparatory day school. According to Development Director Kelly Stewart, the academy has a mission to provide “an intensive liberal arts, college-preparatory program in an atmosphere where ethical values are stressed.” Currently serving 450 students from prekindergarten through 12th grade, the school boasts 75 faculty and staff and a 1-to-15 teacher-to-student ratio. All classes through fourth grade also have full-time assistants. The academy also has a licensed day care program and an active and inclusive sports program. Kerr-Vance Academy is accredited by both the Southern Association of Schools and the North Carolina Association of Independent Schools. “We have a 100 percent college acceptance rate,” Stewart says. “The school is also very community oriented and is always doing some type of service project. Franklin County Extension Center The Franklin County Extension Center, located at 103 South Bickett Boulevard in Louisburg, is a department of the Franklin County government and a division of the College of Agriculture and Life Sciences at North Carolina State University. The North Carolina Cooperative Extension is an educational partnership that helps people “put research-based knowledge to work for economic prosperity, environmental stewardship and an improved quality of life.” A staff of university faculty and paraprofessionals offers educational programs and concepts in the areas of agriculture and natural resources, family and consumer sciences, community development, and 4-H youth programs. The staff also addresses issues and initiatives such as water quality and waste management, health, food safety, youth at risk, and conservation. The Franklin County Extension Center also manages the Franklin County Farmer’s Market, located in Shannon Village Shopping Center. Operating seasonally on Tuesdays, Fridays and Saturdays, the Farmer’s Market provides locally grown vegetables and fruits, locally grown plants and flowers, and baked items. Vance-Granville Community College Vance-Granville Community College (VGCC) was chartered on Sept. 4, 1969, as Vance County Technical Institute. The college began by offering technical, vocational and continuing education courses to residents of Vance County. In 1972, Vance and Granville counties pooled their resources to support a $2 million bond referendum for a larger, more permanent facility to educate citizens. The result was the construction and subsequent opening of the new Vance-Granville Community College campus in 1976 on an 83-acre tract in Vance County. The college has three additional satellite campuses, one of which is located in Franklin County on Hwy. 56 in Louisburg. VGCC serves Franklin, Vance, Granville and Warren counties. According to Bobbie Jo May, director of the Franklin Campus of Vance Granville, the mission of the school is “to enhance the intellectual, economic, social and cultural development of students and the community through excellent educational and training programs.” The college serves more than 17,000 students in

curriculum and extension programs, with more than 900 individuals benefiting from programs at the Franklin County campus each year. “We offer Medical Assisting, Business Administration, Early Childhood Education, Information Systems Technology, Office Systems Technology, Cosmetology and Medical Office programs,” May says. “Our list continues to grow. With the technology available through the information highway, we can offer courses at our main campus in Henderson, and view and interact with the instructor in our V-Net Classroom at the Franklin County Campus. “Whether you decide to come to us from high school, or you have been out of school for a while, it is the goal of the faculty and staff at Vance-Granville Community College to meet your educational needs,” May concludes. “We are your “Opportunity for Success.’”

Louisburg College Louisburg College has been providing a quality education to students since it was founded in 1787. Related by faith to the United Methodist Church, Louisburg College has a mission to offer “a supportive community which nurtures young men and women intellectually, culturally, socially, physically and spiritually.” As a two-year residential institution, Louisburg provides “a bridge for students to make a successful transition from high school to senior colleges and universities.” According to Dr. Reginald Ponder, president of Louisburg College, the school has the unique distinction of being the nation’s oldest private two-year college. “Currently, more than 700 students are enrolled at Louisburg College, preparing themselves for academic

and personal success,” Ponder says. “More than 92 percent of Louisburg College graduates go on to enroll in a four-year college or university and, of that number, more than 90 percent graduate from their subsequent schools. Louisburg College alumni have distinguished themselves in every walk of life.” According to Jade Biggio in Louisburg College’s Department of Communication, the school has an impressive 17-to-1 student-to-teacher ratio. A total of 21 courses of study are provided, and Associate’s degrees are offered in business, arts and sciences. “We are very proud of our Learning Partners Program,” Biggio notes. “This in an indepth program that is designed to work with students who have learning disabilities. Assistance is provided in our math lab, writing center, and through peer tutoring relationships.” The school also has a strong athletic program, offering 13 various sports teams, many of which have won divisional and national championships. The school offers a valuable contribution to the community. “Louisburg College — employing 170 persons — is the third-largest employer in Louisburg and has a $14 million budget. More than $2.5 million has been invested in facility improvements over the past two years,” Ponder states. “We afford students an educational opportunity at an accredited residential higher educational institution. In addition, the college provides many services to the community, including community service projects involving students, faculty and staff, as well as many cultural events offered through the Louisburg College Auditorium.” For more information, please call 919496-2521.

GOVERNMENT

ranklin County was created in 1779 when Bute County was divided to form both Franklin and Warren counties. Franklin County has a commissioner-county manager form of government with five commissioners. All five commissioners are elected at-large and serve staggered four-year terms. The chairman and vice-chairman are elected for a one-year term by the members of the board. The major duties of the board include assessing and assigning priorities on the needs of the county and establishing programs and services to meet those needs, adopting an annual balanced budget, establishing the annual property tax rate, appointing various officials including members of county boards and commissions and some county employees, and enacting local ordinances and adopting policies concerning the operation of the county. The board also has the authority to call bond referendums, enter into contracts and establish new programs. The Franklin County Planning Department acts as administrator and advisor to the county manager and governing body on land use, planning, zoning, subdivision, code enforcement and other regulatory programs to guide future growth and development within the county. Franklin County has enacted a unified development ordinance to provide for orderly growth and encourage the most appropriate use of land throughout the county. The Franklin County Board of Commissioners and all of the county’s agencies, departments and commissions are committed to providing quality services to all citizens through innovation, continuous improvement, determination and excellence in customer service. People are attracted to Youngsville because of the short commute to the Triangle, but they can still enjoy the small-town charm. Youngsville is an attractive site for industry and features two industrial parks. The town has been recognized with a Governor’s Community of Excellence award for five consecutive years.

junction of NC 561 and NC 58 in the northeastern corner of Franklin County. A three-member council and mayor oversee municipal government.

ranklin County residents have access to the very best in health care, from a local medical center, to a full-service health department, to numerous home-health agencies and skilled nursing facilities. The Franklin Regional Medical Center in Louisburg was originally constructed in 1951. The 70-bed acute-care hospital offers state-of-the-art technology with personalized and compassionate care. According to Bonnie Little, director of public relations at Franklin Regional Medical Center, the hospital offers a remarkable 24-hour, 15-minute emergency room guarantee. “We stand by that promise,” Little asserts, “and we hit it 94 percent of the time.”

A total of 350 employees and more than 110 physicians who represent a wide range of specialties form one of the most highly trained health care teams in the region. The medical center’s small size, combined with an expansive medical staff and the latest in medical technology, allows patients to experience the very best in medical care. “We are one of the only health care providers in the region that offers a bariatric and gastric bypass program,” Little explains. “We have received a five-star rating from organizations that grade hospitals on their bariatrics programs.” Franklin Regional Medical Center is fully accredited by the Joint Commission on

Accreditation of Health Care Organizations, a distinction that is awarded only to those health care facilities that maintain the highest standards of quality. The medical center also recently received state approval for offering fixed MRI services. In addition to its bariatric surgical program, the hospital offers surgical services including orthopedic, spine, urology, gynecology, plastic and reconstructive surgery; general surgery; and ear, nose and throat surgery. It also features acute inpatient care for surgical, medical, pediatric, progressive and intensive care, as well as extensive gastroenterology services. laboratory, two sleep disorder labs, cardiopulmonary services, a diabetes education and support program, a sports medicine and wellness center, free community health-education programs, and complete diagnostic imaging services. “All of these efforts are part of our continued commitment to meeting the needs of the people of Franklin County and the surrounding region,” Little explains. “The other part of our commitment to meeting these needs is by recruiting top physicians in key specialty areas. We believe that people want to receive the care they need close to home and to their loved ones. Franklin Regional Medical Center continues to rise above the national average for small community hospitals by maintaining a greater than 90 percent board certification rate among our physicians.” In addition to a quality local medical center, Franklin County is located near a number of nationally known university medical centers, including Duke University Medical Center and the UNC Health Care System in Chapel Hill. The Franklin County Health Department also offers a full array of services for area citizens, including clinical services, maternal health, child health, childhood immunizations, communicable disease control, adult health, cancer screenings and a WIC (Women, Infants and Children) nutrition program. The department also features a dental clinic, an environmental health program, home health and public health preparedness. In partnership with other local organizations, the health department also offers the Frankly Healthy Program, which has a mission to improve health status and prevent premature death and injury for Franklin County residents. The priorities for the Frankly Healthy Program are focused on chronic diseases (adult obesity, nutrition, high blood pressure, diabetes and breast cancer) and youth health (nutrition, physical activity, teen pregnancy prevention and education about unsafe sex). The Franklin County Department of Social Services also provides important services to the community, administering 36 different programs targeted toward families and children, as well as the disabled, blind and elderly. Franklin County is also dedicated to meeting chronic health care needs for its citizens, as it is home to skilled nursing facilities, home health care services, private home health agencies and a number of nursing homes.

RECREATION

Recreation and Leisure Activities Offer Fun

ranklin County offers numerous opportunities for recreation and leisure. From hunting and fishing to golf and local parks, simple outdoor adventures are available for the young and old. In support of its tourism initiatives, a TDA (Tourism Development Authority) got its start in the first half of 2006. Richie Duncan is a board member for the new tourism authority. “Our main objective is to entertain applications and award grants to organizations that will bring tourism into the community,” Duncan explains. “Monies will be awarded primarily to fund advertising and

marketing initiatives that will help bring tourism dollars into Franklin County.” Franklin County is home to many fun and unique activities. “Agri-tourism is very popular in this area,” Duncan notes. “Hill Ridge Farms and Vollmer Farm both provide recreation and a taste of farm life. Families can go on hayrides; pick strawberries and pumpkins in season; and see livestock, including baby goats, chickens and ducks.” Duncan said a number of venues, particularly the Double D Ranch, offer horseback riding and instruction for both the casual

rider and the experienced equestrian. A proliferation of biking and hiking trails are available at the Allen Dehart Nature Preserve, which has received statewide recognition. The county is also home to Franklin County Sports Parachute, a nationally recognized organization for the brave-hearted. According to Bob Yeatman, director of Franklin County Parks and Recreation, fishing is very popular throughout the county. “Anglers have a variety of species to pursue,” he says. “Fishing opportunities for residents are found at local ponds, small lakes, creeks and along the Tar River. Hunting is another

The mission of the Parks and Recreation Department is “to promote the quality of life by serving the community’s needs for leisure, parks, information and referral by providing quality and affordable recreational programs and services to all residents.” In support of this mission, the Franklinton Park on Second Street offers a children’s playground, a baseball field, a running track, and a softball field, a loop trail for walkers, a picnic shelter, grills, and picnic tables. The Moose Lodge Park off Moose Loop Road features a baseball and softball field. The Franklin County Parks and Recreation Department also provides numerous opportunities for health and fitness for the community. Youth and adult sports leagues include volleyball, basketball, baseball and softball. Enrichment classes are offered in a number of areas, including tumbling, aerobics, and arts and crafts. An open gym for adults age 18 and older is available for pickup basketball play on Sundays from 2 p.m. until 5 p.m. at Bunn Middle School gym. In addition to these fun activities, Franklin County residents can participate in senior programming offered through the Franklinton and Louisburg Centers, and children and adults can enjoy programming through the local 4-H organization. A number of festivals offer residents opportunities to celebrate throughout the year. The Tar River Festival in downtown Louisburg is held the first Saturday in June and features entertainment on two stages, games, inflatables, children’s games, a climbing wall and food, craft and trade vendors. Each May, the town of Franklinton hosts Fun in the Sun, a festival that features entertainment, food and crafts. The October Fall Festival in Youngsville offers a craft show and a car show. Bunn’s Fireman’s Day and the annual Pilot Rodeo also provide opportunities for family fun. Holiday parades and celebrations abound in Franklin County. The Greater Franklin County Chamber of Commerce sponsors the annual Franklin County Holiday Parade, which is held the first Sunday in December. Bunn, Franklinton, Youngsville and Alert also host holiday parades each year. A visit to Franklin County would be incomplete without a stop at one of the local barbecue establishments. The community is home to Murphy House Barbeque and Johnny’s Barbeque in Louisburg, and Holden’s Barbeque in Youngsville, which was recognized by NBC as one of the best restaurants in the Triangle area. Whatever your pleasure, these and countless other recreational opportunities make Franklin County a fun and exciting place to live.

CULTURE

Organizations Offer Cultural Enrichment

ranklin County is rich in cultural heritage and provides a wide variety of enrichment opportunities. The town of Louisburg was established in the 1770s, and the county’s formation was finalized in 1779. Louisburg was named in honor of King Louis XIV of France, who aided the American Revolution, and Franklin County was named in honor of Benjamin Franklin, one of our nation’s founding fathers. The Person Place Preservation Society in Louisburg has been established to promote an interest in the community’s history and the preservation of the county’s historic homes and buildings. Louisburg is home to both Louisburg College and Vance Granville Community College, both of which offer courses in the arts. Louisburg College annually hosts the Allen de Hart Concert Series, which brings nationally and internationally acclaimed musicians and performers to Louisburg. Past performances have featured The Platters, the Glenn Miller Band, the Oak Ridge Boys and the Golden Dragon Acrobats. The college also presents a variety of exciting visual arts exhibits in its gallery each year, from professional art exhibitions to student art shows. Founded in 1978, the Franklin County Arts Council encourages, sponsors, develops, promotes and increases the public appreciation of the visual, literary and performing

arts. The council works to secure arts funding from governmental and private foundations, and they sponsor a Regional Artist Grant Program to aid up-and-coming area artisans. Like Person Place Preservation, promoting the area’s history and heritage is also an important goal of the Franklin County Arts Council. Both organizations exhibit heritage arts to emphasize county history. The council’s premier event is the International Whistlers Convention, held each year in April. By sponsoring the convention, the International Whistlers Music Festival, the International School for Whistlers and the International Whistlers Museum, the Franklin County Arts Council has placed Louisburg on the map as the “world’s whistling capital.” The governor of North Carolina has proclaimed “Happy Whistlers Week” for citizens and visitors to honor the art of whistling. The Franklin County Arts Council also offers literary events, such as contests, readings and publications, and it sponsors concert artists for the Franklin County School System and a singing convention for church and school choirs. In addition, the council sponsors a summer art camp for children in kindergarten through sixth grade, and it works with the school system to provide artists and musicians-in-residence. Finally, the

Arts Council hosts art exhibitions, photography shows, dinner concerts and craft shows for the entire community. All of these organizations work together to promote and enrich the arts in Franklin County.

Together in Faith Franklin County offers more than 100 churches, representing most major denominations, and one synagogue. Church life in Franklin County includes a variety of activities that take place not only on Sundays, but also during the week. Churches sponsor day care and preschools, as well as Boy Scouts and Girl Scouts. Recreational outings for youth and adults are common ways to help unite the congregation and community. Added to the opportunities for participation are church bazaars, retreats, youth groups, music groups and schools. Franklin County residents experience a long-standing tradition of religious freedom and service to their neighbors and others in need.
