Welcome‌ Introducing the Unstone Parish Council Magazine

We are delighted to introduce our new Parish Magazine serving the Parish of Unstone which includes Unstone, Apperknowle, Hundall and Middle, Nether and West Handley. The purpose of the magazine is to provide information about the work of the Parish Council, wider local government issues which may affect our residents, the Fred Hopkinson Memorial Hall, general local news and events and local contacts and facilities. The Parish Council already has a website www.unstone.org.uk which is a well-used and valuable means of communicating with the people of the Parish, but not everyone can access the website. We also thought it would be a handy booklet for reference as it will include contact information on clubs and societies and adverts for local businesses and trades. It is planned to be a quarterly magazine and it will be delivered free of charge to every household and business in the Parish. Some of the wider issues which may affect our residents are the current proposals from Derbyshire Fire and Rescue Service to close the Dronfield

Fire Station, and from Derbyshire County Council and to reduce the amount of street lighting. There are comments about these issues later in the magazine. For those who may not know anything about Unstone Parish Council here is some background information. The Parish Council was established in 1895 and has 10 elected Councillors. The Councillors are supported by the Clerk/Proper Officer, the Responsible Finance Officer, the Parish Warden and the Caretaker. There are descriptions of some of these roles together with information about all the Councillors elsewhere in the magazine. The council provides a number of services directly eg the Memorial Hall, maintenance of Parish Lands and property such as the War Memorial, benches, notice boards, bus shelters. It arranges and pays for the emptying of various bins, provision of grit bins and keeping them filled, and so forth. The Parish Council also provides and arranges summer day trips for seniors and children, and a Christmas Dinner Party. The Parish Council also works in partnership with other bodies (eg Dronfield Cemetery and with North East Derbyshire District Council and with Derbyshire County Council for the benefit of the local community. We have a combined electorate of around 1,450 across the Parish, and we recognise that the Parish is quite diverse having a mix of residential

areas and very rural areas. The Parish Council tries to make sure that it takes account of the range of needs, and particularly during these difficult economic times the Parish Council endeavours to provide cost effective services both directly and in partnership with others. We hope that this magazine will be a useful way of making sure that our residents are kept informed and know who to contact in the event of any problems or issues in the Parish. The Parish Council meets on the third Thursday of every month at 7.30pm at the Moorland View Elderly Peoples Club, Apperknowle. Anyone on the Unstone Register of Electors is welcome to attend the meetings and although observers are not allowed to take part in the meeting itself a short period of time is given over for members of the public to air their views on matters directly related to the Parish Council. You will find a summary of Parish Council business this last quarter on pages 8-11.

WW1 Centenary

Hello, I am Richard Smith, the new Councillor on the block! I was coopted to the Parish Council at the September meeting, where I was made very welcome by all. I have lived in Unstone for just over 10 years, having moved from Sheffield where I had lived since 1974. Married, with two grown up and fledged-the-nest kids, I run my own small business. As a Councillor, I have no particular political persuasion, and personally feel that at this level, party politics should play no part. Tired of the constant bickering and pointscoring witnessed far too often on the television: at the Parish Council meetings, we just get on with the job of representing all who live in the area, amicably, sensibly and responsibly. I wanted to become involved some years ago, when I was struggling with Yorkshire Water, Derbyshire County Council and a local landowner. I was helped no end by the Parish Council, and because I am now a Parish Councillor, feel I can help others because of the help and advice I received. I am not one of those who join organisations to take a back seat. I have, through my membership of various organisations, been very involved in many different projects: planning a quiz series on Radio Sheffield, organising the Sheffield Lord Mayor’s Parade, planned a work study tour of the UK for the top

Australian apprentice, helped clean up the River Don, though all these were quite a few years ago! I have had a few successful seasons racing my car, and am currently involved with the Series 2 Land Rover Club and the Sheffield & Hallamshire Motor Club. I am on the committee of the Dronfield & District Footpaths & Bridleways Association (look at the website - www.dronfieldfootpaths. org.uk), I am the secretary/ treasurer of the Sheffield and District Association for the Disabled: a grantmaking charity, and also a keen member of CAMRA. At my first PC meeting, I prompted a discussion about the continuing problem of speeding motorists through our village. The local Police representative was present, and I am sure that when he left the meeting, he knew it would not be the last he would hear of this dangerous nuisance. Since the meeting, there has been at least one major incident when a car failed to negotiate the bridge over the railway at Unstone Hill, colliding with a telegraph pole, splintering it so badly that it had to be replaced. Unfortunately, the grass verge is now a mess, caused not by the accident, but by those who replaced the pole. I am on the case! I hope that I will be a busy and useful Councillor. I care about our village and our area. I will do what I can to help improve our local amenities and facilities. Richard Smith

Council Business This is quick overview of the business covered in the Parish Council Minutes in September and October 2013. Full minutes are available to view on the Unstone Parish website (after they have been approved).

September Meeting Cllr Richard Smith was co-opted onto the Parish Council. The Parish Council had invited a presentation from Sue Piredda, a Public Health Development Worker who explained that responsibility for Public Health is now with the Local Authority. She is based at the Living and Working Well Team at Chesterfield. She outlined the Healthy Place Award Scheme, and examples of other schemes such as Lunch Clubs and Allotments. She explained that there could be some funding available. Councillors said that one of the main issues for Unstone Parish is isolation as a direct result of the changes in bus services. Sue gave some advice and the Clerk is now liaising with CT4TC – this is the Chesterfield Community Transport working together with Amber Valley Community Transport under the new name CT4TC, Community Transport for Town and County. They provide essential transport for people with disabilities, elderly people and community groups. Community Transport forms an integral part of the public transport system of Derbyshire, It provides an

important supplementary service to that already being provided by mainstream operators. They provide an ever increasing range of services including Dial-A-Bus, Dial-A-Ride, bus to work/training, coach tours and a car scheme throughout an area covering Chesterfield, Bolsover and North East Derbyshire. We are inviting a representative from CT4TC to a future meeting to discuss what they can offer residents of Unstone. David Norris (Parish Constable 8164) reported on crimes in the area over the last quarter. Councillors raised concerns about speeding through Unstone and David agreed to look into possible measures to address this. Councillors discussed the Government consultation on the proposal to establish a combined authority with responsibility for transport, economic development and regeneration in Barnsley, Doncaster, and Rotherham Metropolitan Borough Councils, Sheffield City Council and the district councils of Bassetlaw, Bolsover, Chesterfield, Derbyshire Dales, and North East Derbyshire. The existing South Yorkshire Integrated Transport Authority will be replaced by the new body which could be known as the South Yorkshire Combined Authority. The Council felt that the new authority would be too large and too diverse to be managed without detriment to some areas and it was decided the Clerk would respond with objections. Individual Councillors

also planned to respond. It was decided to set up a new Parish Magazine to help improve communication between the Parish Council and residents. The Clerk was asked to make arrangements. The Parish Warden had been asked to carry out maintenance and repair of the War Memorial and this was now complete. Photographs were circulated at the meeting and it was felt he had done a great job. The bench had at last been installed on Summerley Lower Road. Safety signs had been replaced in the play areas. Hundall Notice Board – materials had been ordered. A defibrillator for the Fred Hopkinson Memorial Hall had been obtained free of charge from a Sheffield based charity. Training had been given to the Hall Caretaker, several Councillors and the Responsible Financial Officer. This gives a real sense of better provision for events at the hall. The Clerk was asked to send a letter of thanks to Sue Evans, the charity organiser. The Clerk had failed to find anyone from the Post Office Estates Department with any knowledge of the agreement that they would move the Apperknowle High Street Notice Board. It was decided to ask the Parish Warden to move the Notice Board from behind the bus shelter to the opposite side of the road. This will require equipment

hire and is a two man job. It was not considered to be the highest priority as Paul is still dealing with leaks in the hall roof. The Council agreed to implement the NALC/DALC/SLCC national pay award agreements. The usual financial reports were received and accounts and payments were approved. The RFO is looking into on-line banking which would be much more efficient for the Parish Council. The Council considered three domestic planning applications and had no concerns with these. During Public Participation it was suggested that Natascha Engel MP be asked to attend and be involved in dealing with concerns about the changes to the bus service. Councillor Hill was asked to arrange this.

October Meeting County Cllr Hill had sent a report in response to the concerns raised at the September UPC meeting about speeding on Sheffield Road. Environmental Services had not found evidence to support that there had been speed related collisions. It was decided that Councillors would supply further details and Cllr Richard Smith volunteered to take this on. Anthony Crompton of Public Transport has agreed to meet residents at Matlock to discuss concerns over the bus service. Cllr

Hill offered a lift to residents to go to Matlock for the meeting and arrangements were made. Mark King, Manager of Dronfield Fire Station attended the meeting by invitation of the Council and gave a detailed account of the proposals to close Dronfield Fire Station, the short term plan to cover Unstone Parish from a new Chesterfield Station based at the old Tesco building, and in the longer term to build a Fire Station at Eckington (land as yet unpurchased). The implications will be a longer response time to attend incidents at Unstone Parish and this will increase the risks to life and properties. Unstone Parish Council is in support of the petition opposing the proposed changes. Councillors and the Clerk will complete the consultation document in opposition to the changes. Members of the public are urged to consider the issue and sign the petition if they feel able. Please refer to the online consultation. It is planned to hold a public meeting on this issue to give members of the public full information. This will be at the Fred Hopkinson Memorial Hall on Saturday 16th November from 10 - 2. The Chair announced that the Senior’s Christmas Party will be on Sunday 15th December. The Chair and Patricia the Finance Officer have arrangements in hand. The Clerk is progressing the work for the new Unstone Parish Magazine. Polling Station Consultation. There is a

2013 review of polling stations. It was discussed that for every election the Junior School children have their day and their education disrupted, and that parking on the Main Road is not adequate. It was agreed that the Clerk would put in a submission that the Fred Hopkinson Memorial Hall at Unstone becomes the polling station in place of the Junior School. Car Boot Sale. Susan Cooper, Estates Officer from NEDDC has advised that approval cannot be given for a car boot sale to be held on the playing field at the Fred Hopkinson Memorial Hall. The Clerk has detailed correspondence giving full reasons. NEDDC Chair’s Appeal. We have received a letter of thanks and a certificate of appreciation for the donation of £25 to the Chair’s Appeal in aid of The Children’s Hospital Charity. Summerley Lower Road Bench. The Clerk read out a letter from Brenda Smith and Ivy Hall to thank the Parish Council for the bench sited on Summerley Lower Road. Paul Addy the Parish Warden has attended Training for Play Area Inspections. He found it very useful giving him greater technical understanding of the safety aspect of these areas. He has carried out weekly litter picks and inspections to the 4 parish play areas, with no problems to report. His next priority will be placement and availability of grit bins, then looking at paths and bridleways.

Martyn Brown the Caretaker reported that there have been more roof leaks at the hall. Those already fixed have been successful, and the Warden will look at the further leaks which are over the gents toilet and don’t appear to be anywhere near electrics. He has adjusted the back door locks and seems to have solved the problem of hirers leaving the doors not properly secured. The Caretaker and Warden will have a clear out of the Hall garages and will need advice from RFO, Chair and Cllr Perkins as to what must be kept. The Caretaker has also attended the Training for Play Area Inspections and will be able to cover for holidays etc. Hundall Notice Board. The replacement is now in place. Budget. The Finance Officer Reported that approval will be required at November’s meeting as the 2014 precept request will need to go to NEDDC in December (No UPC December meeting.) Cllrs were asked if they wished to have any further items considered. The RFO asked Cllr Holmes to request a grant from Woodthorpe RIN for the Seniors’ Christmas Party. Councillors considered two planning applications for minor alterations and had no concerns. Public Participation. A member of the public advised that he had sent a report regarding the Government consultation on the proposal for the South Yorkshire Combined Authority.

He had written in objection to the proposal, and had also spoken to Natascha Engel MP who supports our objections. It was noted that the November agenda will include a review of the Standing Orders – the rules by which Parish Councils operate, and also the consultation on part night street lighting. The Clerk will be displaying posters and maps of the proposed lighting changes on the Parish notice boards. (DCC are sending paper copies so the Clerk will have to adapt and laminate the maps before posting.)

Dog Fouling - Don’t Stand For It! Dog mess is unfortunately an unpleasant aspect of dog ownership. It is every owner’s duty to clean up after their dog – there is no excuse for leaving it behind. The Joint Environmental Health Service of Bolsover District Council and North East Derbyshire District Council are committed to ensuring that dog owners act responsibly. It is an offence to fail to clean up after your dog and could result in a fixed penalty notice of £50 or prosecution and a fine of up to £1,000. Why clean up after your dog? •Dog mess is unsightly, unpleasant, and smelly!! (even more so if trodden in and walked into your home) •Dog mess is unhygienic and may cause severe health problems, especially for children. •Responsible dog owners reputations

Fred Hopkinson Memorial Hall The Fred Hopkinson Memorial Hall is available for hire. Formerly Unstone Community Hall, it has been renamed in memory of the well-respected and dedicated former Chairman of Unstone Parish Council. It is situated off Crow Lane, pleasantly secluded and bordered by a recreation field and trees with plenty of parking available. The hall has a maximum capacity of 120 people. With a well equipped kitchen, a small stage integral to the hall and a bar facility available as part of your hire, this is an ideal venue for family or community events and

Snow and Ice Advice Winter weather is a concern every year, and the Parish Council is very aware that many residents are situated on or near a hill, so keeping access during bad weather can be a major problem. The responsibility for highways lies with Derbyshire County Council (DCC), but their gritting and snowclearing focus is on the county’s most important roads. Neither the District Council nor Parish Council has resources to help with gritting and snowclearance. Therefore, we depend on contributions of residents in clearing snow and ice in Unstone, Apperknowle, Hundall and the Handleys. Many have done this in the past; we are very grateful for the sterling work they do. To help this work continue this winter, the Parish Council asks all residents to heed the following advice. We recommend you retain this newsletter, to enable you to refer to it again as necessary Clearing safely & effectively We want to ensure that anyone deciding to clear snow and ice in the Parish does so safely. •Do not undertake any clearance activities unless you consider yourself

physically fit enough to do so. •Tell someone where you are going if you intend to clear alone. •Check the weather forecast. •Take a mobile phone with you. DCC have supplied this advice: Step 1 You’ll need a suitable shovel, and a supply of salt to help melt the ice. The best type to use on roads and pavements is grit-salt; don’t use hot water or a heating device, or you risk creating a new hazard of melted water which may turn to black ice, which is difficult to see. The next best thing is sprinkling sand/ash to improve grip, although this won’t melt the snow. Step 2 Wear suitable warm clothing, gloves and safe footwear - and consider wearing a high-visibility

tabard or jacket. Whilst not essential if clearing a footway, it is a sensible precaution to ensure that you are seen and safe in all circumstances. Step 3 Decide in advance where you are going to put the snow you clear – to avoid causing access problems for others or prevent melting snow reaching drains later. (Salt will also damage grass and plants, so keep away from these if you can.) Make sure you create a safe walkway for yourself to stand on as you go, perhaps by salting this first before clearing the wider area - if any areas are steep or include steps, you will most likely need to apply more salt. Step 4 Newly-fallen loose snow is much easier to clear than compacted snow – so try to do your clearing work sooner rather than later. Step 5 - For best effect, shake grit-salt onto the cleared area – 40 g/m2 is about right. A good technique is to put the grit-salt on your shovel and use a small trowel or spatula to “flick” it along the newly-cleared area. The action of people walking on it will

help to melt ice. If you can, cover the path with salt in the evening to stop it freezing overnight – but if you can only do this once, spread salt straight after your first clearing of snow. Grit-salt in grit bins The grit-salt in the grit bins throughout the Parish is provided by DCC for some bins and by the Parish Council in others. The roadside grit bins are solely for use on public roads and footways and the grit is not to be used by residents for their own uses. Please use this grit-salt sparingly; we try to ensure that the bins are refilled as necessary, but this can become difficult in sustained bad weather, and it cannot be guaranteed that grit-salt will always be available in the bins. We recommend that residents buy their own supply for their drives before the bad weather arrives – it is available in sacks from a number of local suppliers. Thank you for your understanding. The Summerley Lower Road Bench… why did it take so long? At the Parish Council meeting in September 2012, a member of the public explained that quite a number of residents frequently walk along the Back Road, Summerley Lower Road, Gypsy Lane area, and asked if the Parish Council could arrange for a bench to be positioned on Summerley Lower Road, the ideal point for a breather and to take in the view. The Council agreed to look into this, and very quickly one pubic spirited resident said he had in his garden one of the large concrete based benches which was no longer in use. Several Council members were happy to be part of a working party with the Parish Warden to transport and install the bench in its new home, so it was arranged that the Clerk would go through the formal process of getting permission from Derbyshire County Council Highways Department to locate the bench on the verge next to the road sign on Summerley Lower Road. This is needed to make sure that anything installed on the roadside will not be a

danger or a distraction to motorists or other road users, so fair enough. Well – as you might expect, DCC need a photograph of the bench (or one of the same type) the dimensions, and the exact location on the verge that the bench will be positioned, so that was duly sent off. ‘In due course’ DCC told us that we should check with North East Derbyshire District Council if we needed Planning Permission. So we did. ‘In due course’ NEDDC advised that it was ‘permitted development’. This means it is something that Parish Councils are allowed to provide and don’t need planning permission. However DCC advised that we still needed to check for overhead and underground utilities which might be affected by locating the bench in that position. So we did: Electricity Cable Route Search - The routes of cables and ducts within the vicinity of the land and to determine whether there are any rights / grants of easements or way-leave agreements affecting the land.

In our October meeting the Parish Council received a letter of thanks from two ladies among many residents who now regularly use the bench, who say that the position of the bench couldn’t be better to admire the views down the valley and beyond. Well – a message to Ivy and Brenda from the Parish Clerk – enjoy the bench, and thank you for your patience!
