Clayton Clayton City Council holds a work session at 4:30 p.m. on the second Tuesday of the month and meets at 4:30 p.m. on the third Tuesday at Clayton Municipal Complex, 837 Highway 76 W. The monthly fee is $20.25 inside the city for 2,000 gallons and $24.48 outside the city. Residential water tap-fee costs between $779.46-$1,215.58 plus an $82.80 deposit and a $38.70 connection fee. Monthly rate is between $17.93 (inside city) and $26.16 (outside city) for the first 2,000 gallons. Garbage collection is $13.97 a month inside the city. The city's 2011-12 tax rate was 8 mills, and it collects a 5 percent hotel/motel tax.

MOUNTAIN CITY Mountain City City Council meets at 6 p.m. on the second Tuesday of every month at City Hall, 102 Dotson St. It has a population of 1,088. Tallulah Falls City Council meets at 5 p.m. on the first Thursday following the first Tuesday of each month at Town Hall, 255 Main St. It had a Census 2010 population of 168, about 100 of whom live in Rabun County. The rate is a $25 minimum for those who live on Hickory Nut Mountain. Commercial fees are $32 a month for up to 3,000 gallons plus $4.25 per 1,000 gallons thereafter. Water tap-on fee is $1,500 for both residential and commercial use. The tax rate currently is set at 6 mills.

TIGER Tiger City Council meets at 6 p.m. on the second Monday of the month at Tiger Town Hall, 3011 Old Highway 441 S. It had a Census 2010 population of 408. Tiger operates its own sewer infrastructure, and the sewage is treated by Clayton, which also handles billing.

RABUN COUNTY COMMISSION Rabun County has five county commissioners, one each from quadrants divided by Highway 441, Highway 76 West and Warwoman Road, and one at-large member. TAX ASSESSOR The office is located on the main floor of the county annex next to the civic center. It is open from 8:30 a.m.-5 p.m. weekdays. The tax assessor's office performs the following duties: determining property values, processing real estate transactions, valuing mobile homes, taking homestead exemption applications,and handling appeals to values. The tax assessor board is appointed by the Rabun County Board of Commissioners. The board consists of three members. Mike Copeland is the chief appraiser and head of the county tax assessor's office. According to Copeland, total market value of all property in Rabun County is about $4 billion, and taxes are assessed on 40 percent of that value. Homestead exemptions - There are various homestead exemptions that may lower a homeowner's property tax bill.

The office is located on the main floor of the county annex next to the civic center. It is open from 8:30 a.m.-5 p.m. weekdays. It sends out tax notices and collects taxes on all property, including land, buildings and vehicles. Taxes should be paid in full by the due date in order to avoid a penalty. If a person doesn't receive a tax bill in the fall of each year, he or she should contact the tax commissioner's office. Tax bills normally go out in September and are due by Dec. 20. After the due date, interest of 1 percent per month is added, and foreclosure proceedings may begin. After 90 days,

a 10 percent penalty is charged in addition to the 1 percent added monthly. When one cannot pay his or her taxes on time, arrangements may be made whereby the property owner can avoid expensive legal fees. If a levy is filed, the tax office can sell a home and property at a tax sale. After a property has been advertised for four consecutive weeks, it can be auctioned off to the highest bidder at the courthouse doors. 2014 Answer Book Many of the special exemptions are targeted at older residents, especially those with lower income. A homestead exemption must be applied for before April 1. The applicant for any exemption must be a full-time resident. The tax assessor's office can supply more detailed information. Conservation use tax exemption - Values the property for tax purposes at its current use value rather than its fair market value. The property has to be held for 10 years to qualify for the preference. A property must be used and be zoned agriculturally and must be at least 10 acres in area. One can apply for a conservation use tax exemption in the tax assessor's office Jan. 1-April 1. Disabled veterans exemption - Available to certain disabled veterans, or their spouse and minor children. Check with the tax assessor's office for more information.

PLANNING AND ZONING The office is located on the lower level of the county annex building. Its hours are 8:30 a.m.-5 p.m. weekdays. The office issues building permits and those for remodeling, additions, boathouses and major repairs. Variance and rezoning requests are submitted to the office and then submitted to the Rabun County Planning Commission, which meets at 6 p.m. on the fourth Monday of the month at the courthouse. Zoning Administrator Les Neely also is the soil erosion enforcement officer.

MOBILE HOMES Mobile homes manufactured more than seven years ago cannot be moved into Rabun County. Mobile homes that old can be relocated within the county but must be inspected, and, if necessary, remodeled to meet current state building requirements. Inspections are done by the planning and zoning office. For mobile homes being moved into Rabun County from another state, the owner must apply to the tax commissioner's office for a location permit before residency is established. For mobile homes moved into Rabun County from another county, the owner needs to be able to show that taxes have been paid for the current period. To renew a permit, the owner must come into the tax collector's office between Jan. 1 and April 1 to avoid interest and penalty. The permit must be displayed on the home; failure to do so results in a penalty. The marshal's office inspects permits. Landowners who own and live in a mobile home can file for homestead exemption. Taxes for the land and home are due in the fall of each year.

LOCAL PRECINCTS Rabun County has consolidated its nine voter precincts into one polling place at the Rabun County Civic Center. Early voting, which begins 21 days before an election, is done at the Board of Elections office next to the Rabun County Civic Center.

MOTOR VEHICLE REGISTRATION Auto tags - License plates are sold in the tax commissioner's office according to the vehicle owner's birthday. Tags may be purchased up to 30 days before that date. New residents need to contact the office to determine a vehicle's ad valorem tax amount. A person needs to bring in current registration, proof of insurance, and driver's license when coming to the office. Vehicle taxes are due when a title is change or acquired. Taxes are based on the average listed in Kelley Blue Book, Kelly Black Book and NADA book. When moving from another state, an owner must come in to the tax commissioner's office, located on the main floor of the county annex building, with the following materials: title, mileage of the vehicle, proof of insurance and valid driver's license. If the title is being held by a lien holder, the address of the lien holder and out-of-state registration must be brought in. If the vehicle is leased, the same procedure applies. The amount due for passenger vehicles is $20, title costs $18, and transfer costs $5. Renewal of vehicle registration - To renew a current tag, one must report to the tax commissioner's office with registration and proof of insurance, or it can be done by mail.

RECYCLING The Rabun County recycling program has seven recycling stations that accept glass, newspapers, cardboard, plastic, mixed paper and aluminum and tin cans from county residents. All centers accept batteries and oil. Businesses must use Boggs Mountain. All recycling centers except Lake Burton and Boggs Mountain stations are open from 7 a.m.-7 p.m. MondaySaturday and from noon-5 p.m. Sundays. The Boggs Mountain station is open from 7 a.m.-7 p.m. Monday-Saturday. Its summer hours are 7 a.m.-7 p.m. Monday-Friday and 8 a.m.noon Saturdays. The Laurel Place station is open FridaysMondays, and its hours are listed below. Household garbage up to 10 bags can be disposed of at all stations. Disposal of commercial garbage is charged based on weight. All centers except Lake Burton accept oil and car batteries, electronic equipment (except televisions), small rechargeable batteries and printer cartridges. Televisions must be taken to Boggs Mountain, and disposal costs 2.25 cents per pound. Tire disposal at Boggs Mountain costs $2 per tire ($3 with a rim); $3 for large tires ($5 with a rim); or $10 for tractor, backhoe or motor graders ($15 with a rim). The Mountain Judicial Circuit comprises Rabun, Habersham and Stephens counties. Two judges oversee Superior Court cases: Russell "Rusty" Smith, 706-886-7525 B. The court hears cases locally for four weeks during each jury term, and the dates vary from year to year.

Probate Judge Lillian Garrett conducts probate hearings, which are scheduled after all required paperwork is filed. She also holds traffic court, which generally is held on the second and fourth Thursdays of the month. The office is located on the upper level of the Rabun County Courthouse. This person also handles marriage licenses, birth certificates, death certificates, probate wills, guardianship cases, state and county traffic cases, non-jury game and fish cases, firearms permits, property line disputes and fireworks permits. 706-782-3614

JURY SELECTION

The Rabun County jury pool is compiled by several lists. Known citizens of Rabun County, taxpayer and property records, voter registration list, Georgia driver's list and local directories are sources from where the jury pool is comprised. Jurors are drawn by the clerk of court office per orders from a superior court judge. Jurors may be drawn for traverse or trial juries involving matters of a civil or criminal nature.

Jury revision occurs every two years to update and manage the jury pool. Jury revision is performed by the jury commissioners and the clerk of court.

DISTRICT ATTORNEY

Brian Rickman of Tiger serves as district attorney for Rabun, Habersham and Stephens counties.

He serves a four-year term, which expires Dec. 31, 2016. He has offices in all three counties, though he spends most of his time in the Habersham office. Assistant District Attorney Maggie Hastings prosecutes most Rabun County cases in Superior Court. Her office is in the courthouse. Rabun County Recreation Department holds a variety

of recreational programs, including: Little League baseball and softball, youth football, cheerleading, soccer, basketball, volleyball and swimming lessons. Bartram Trail — This 37-mile trail extends across the

peak of Rabun Bald to the Chattooga River. Parts of the hike are steep and include strenuous water crossings. Coleman River Trail — With prime fishing access, this 1-mile trail begins about 150 yards north of the Tallulah River campgrounds at the Coleman River bridge. Minnehaha Trail — This 0.4 mile trail follows Fall Branch to Minnehaha Falls. Angel Falls Trail — A 1.6-mile hike that passes by Panther Falls to an lookout below Angel Falls. Hemlock Trail — Begins at Moccasin Creek State Park and follows an old railroad bed for about 1 mile. The hike, which offers good fishing access, ends at Hemlock Falls. Warwoman Dell Nature Trail — This is a short, 0-4mile loop beginning from the end of the Warwoman Dell picnic area. The hike offers views of a waterfall and wildflowers. Hunting

Hunting is allowed on all U.S. Forest Service land in

Rabun County, but certain regulations must be followed in order to hunt in the Warwoman Wildlife Management Area. Otherwise, state regulations apply on other Forest Service land. Regulations for either are spelled out in a booklet published annually by the Georgia Department of Natural Resources. Fishing

Trout fishermen favor the headwaters of the Chattooga River and the Tallulah River. Bass fishermen take to the waters of Burton, Seed, Rabun and Tugalo lakes, where 2-pound large mouth and striped bass are the average catch.

Black Rock Mountain State Park,

Black Rock Mountain Parkway, Mountain City Located astride the Eastern Continental Divide at an altitude of 3,640 feet, it is Georgia's highest state park. Black Rock Mountain Parkway runs from Highway 441 in Mountain City to the top of the mountain. The park has six overlooks that provide views extending more than 80 miles on clear days. Foxfire Museum and Heritage Center Foxfire Fund Inc., is a nonprofit, educational and literary organization started in 1966 in Rabun County. Part of its mission is to promote, demonstrate and celebrate Southern Appalachian culture through the Foxfire Museum and Heritage Center, 98 Foxfire Lane off Cross Street, Mountain City. The Center serves as a functional museum of Southern Appalachia with self-guided tours for visitors, featuring artifact displays in and around the cabins themselves, which represent a mixture of authentic, replica and modern log construction. The museum features a grist mill, a blacksmith's shop, a replica church, a wagon collection, several single- and multi-room cabins and a nature trail. Sharon Grist, the village weaver, Foxfire's artist-inresidence, is available most days.

Seniors who qualify for aid from the Georgia Department of Human Resources are not required to pay, but are asked to donate weekly as they can. The program is always in need of volunteers to help with meal delivery. Facilities and activities include a quilting room, exercise pool, a reading room, a pool table, games and puzzles. Members may stay from 8 a.m.-5 p.m. Blood pressure screening is offered monthly. Recreational day trips are planned as funds and time allow. Past trips include the Atlanta Aquarium and Dollywood. The program provides van service to the doctor's office, grocery store, for general shopping or to visit friends or relatives in the hospital or nursing home. The program is organized primarily as a tool for helping low-income individuals through an emergency crisis. Part of their outreach and referral activities include working with other various organizations such as Habitat for Humanity, Rabun County Interagency Coalition, Rabun Aid Program, Department of Family and Children Services, Legal Aid, Sharing & Caring, Community Partnership and FAITH. The Ninth District Community Services Program office oversees the following programs: Administers funds for Sharing & Caring, and makes referrals to the organization's food pantry which stocks only non-perishable items and is open from 9 a.m.-noon Tuesdays, Wednesdays and Fridays. Provides emergency food to qualifying individuals. Weatherization program - The agency provides insulation, weather-stripping caulking to qualifying individuals. It prioritizes its program, serving the elderly and handicapped first. Others are served on a limited basis. Housing assistance - One of the agency's primary programs. It makes referrals to rental assistance agencies, such as the Georgia Housing Finance Authority or the Clayton Housing Authority, which has three locations in the

When Joe Forese took over the role of CEO at Mountain Lakes Medical Center in January, he came in with a specific mission: create an atmosphere as comforting and serene as the hospital’s name implies and to inspire a standard of excellence that the community could depend on. “Everything we do is designed to enhance the patient’s experience,” Forese said. “We need to create a service that people want to choose. If people want to chose our service, that’s the one thing I want to accomplish.” Within the past few months the hospital has undergone major cosmetic changes under Forese’s care to create a more pleasing aesthetic and sense of comfort. One of the projects Forese said he was most pleased with was the recently constructed infusion center. “It’s for outpatient treatments,” Forese said. “If you need to come in for IV fluids, it used to be you had to walk all the way through the hospital to the lab area.

to provide levels of care that were previously not considered feasible for a hospital in such a rural location. Neal Arnett, project manager, said he believed the hospital would undergo more changes within the coming year. “It’s just better care,” Arnett said. “We’ve got top-notch doctors, and we’ve brought in a lot of young people with fresh ideas. “Health care is changing, and we’re trying to change with it instead of holding onto our old ways.” Not only is the hospital working to change the way it operates, it's in the beginning stages of a process to upgrade its infrastructure. Forese said the hospital is planning on opening a new campus in Rabun County within the next few years, but he couldn't give specifics. He added that the hospital would be opening a new urgent care facility on U.S. Highway 441 between Clayton and Mountain City, and he expected it to be operational by the beginning of summer.

It’s just better,” he added. “It’s been under construction for months,” said Kristal Tomlinson, outpatient services manager. “We’ve had really good receptions from patients.” With an open floor plan, warm colors, large armchairs, televisions and slight partitions, Tomlinson said she felt the infusion center provided a more home-like atmosphere than many other hospitals of the same size and caliber. She said it was important to provide patients with an atmosphere in which they felt comfortable, especially since some must undergo treatments as frequently as three times a day for weeks at a time. Other renovations aimed at improving patient comfort include the redesign of patient rooms and public spaces within the facility. Though many improvements to the hospital have been cosmetic, the introduction of technology such as the new telemedicine systems have allowed the staff at Mountain Lakes

Tisdale said the programs all come together to keep student athletes healthy. “The communication amongst us is there,” Tisdale said. “We’re all in the same building. We all work together.”

For Rabun County High School weight trainer Tim Bragg and athletic trainer Tom Tisdale, the last thing they want an injured recovering student athlete to do is sit still. “Healing starts with movement,” Bragg said. Coaches and students said a combination of yearlong strength training and Tisdale’s watchful eye and physical therapy regimen kept student athletes on the field and off the bench. “The knowledge is in that room, and the application is out here,” Bragg said, motioning to the training facilities and the weight room at the high school. Tisdale said his role with students and coaches was to assess injuries and figure out the best way to treat them quickly. “What we try to do is do an initial evaluation of all athleticrelated injuries and then try to refer them to the proper direction,” he said. Tisdale said the process both saved time for doctors and money for the patients. “It’s more for convenience and to keep an eye on the kids and their injuries,” Tisdale said. As an athletic trainer, I look to get the guys back in sports as safe and as soon as possible.” Tisdale said though he wanted students back out playing, safety is the first priority. “Wins and losses, although they are important, aren’t what I base my decisions on,” he said. “It’s still based on the kid themselves and the status of their rehab.” Bragg also helps make Tisdale’s job easier by keeping athletes strong and ready to recover. “The stronger they are when they get hurt, the easier they are to bring back,” Tisdale said. “Having him here is awesome.” Collin Grant suffered a knee injury last September during football season and was sidelined for much of the campaign. Grant said Tisdale almost immediately helped him start physical therapy and exercises to keep him active and healing. “Tiz was an extreme help,” he said. “I came here every day. Every day he had stuff written down as far as stuff for us to do.” Grant said weight training under Bragg also helped him recover. “Once I got with Tiz, I started working out, and it was a big

Rabun’s hospital history In August of 1951, Governor Herman Talmadge spoke at the dedication of Rabun County Memorial Hospital on South Main Street in Clayton. Prior to this hospital’s opening, the only beds in Rabun staffed by medical personnel were at the Rabun Maternity Hospital, where babies were delivered by doctors, nurses and midwives. In November of 1967, Dr. Richard Turner opened nursing and extended care facilities called Woodridge and Ridgecrest on Germany Road. When the county experienced a severe shortage of hospital beds, Turner converted some of the facility to urgent care, and by 1970, 45 hospital beds were available at Ridgecrest. Rabun County Memorial Hospital also responded to the need for more health care services with a 1992 renovation that added a new wing to the original building. By the late 1990s the need for more hospital services became acute. The Clayton Tribune reported that some patient beds at Rabun County Memorial Hospital were in hallways because

of overcrowding. In 1999, an accounting firm hired by the county issued a report stating that the county could not support two hospitals, and that “acute care resources should be consolidated.” Sixteen physicians practicing in Rabun County agreed. The county then committed to buy Ridgecrest Hospital facilities and close Rabun County Memorial Hospital. The $3.7 million agreement was signed in March of 1999. A firestorm of disapproval resulted. No matter that Rabun County Memorial Hospital was losing up to $100,000 per month, many residents were incensed that “their” hospital would eventually close. A “Committee for the Preservation of Rabun County Memorial Hospital” was formed, and recall petitions were begun against two of the three county commissioners. A rival committee formed to support the commissioners being targeted for “attempting to expand county facilities and increase county services.” After lengthy legal maneuvering and delays, the sale finally closed. The new emergency room accepted its first patient the same afternoon. The final chapter in Rabun’s long saga of supporting a public hospital came in Julyof 2005. After more than 50 years, Rabun County sold its publicly owned facilities to the InMed Group. Rabun’s health care services would now be provided at the old Germany Road location as Mountain Lakes Medical Center, completing quite a journey from the original Maternity Hospital where so many Rabun Countians entered the world. Ironically, obstetric services are not currently offered in Rabun County; all babies are now delivered in hospitals outside the county.
