Annual Report 2015

Management Committee

Reported by:

Mr Edwin Lee Club President

Introduction 2015 was a difficult year as the Club continued to face intense financial challenges in inflationary pressures and the labour crunch. Despite the headwinds, the Club managed to turn in respectable results across all areas of the Club’s core business as highlighted in the ensuing pages of this Annual Report.

Highlights of the Year Despite the challenging economic landscape, in the year under review, the Club achieved the Earnings before interest, taxes and amortization (EBITDA) of $3.414M against budgeted EBITDA of $2.171M, yielding a positive variance of $1.243M. After accounting for depreciation and tax expenditure of $3.660M, the Club’s bottom line was a deficit of $245,500, well above the budgeted deficit of $1.359M. The contributing factors that helped to reduce the deficit included various cost-containment measures across the Club, increased revenue in the F&B outlets and Jackpot as well as better control on deficits on various activities. The Club’s F&B outlets recorded a total revenue increment of 7% to $4 million due to higher patronage. To cater to the increase in patronage and better serve members, additional seats and a wireless billing system were introduced in Man Zhu café. Over at 3 Bars, an expansion plan was also initiated to increase the seating capacity, with the introduction of a new wine, bistro and bar concept to attract younger members to patronize the outlet. In 2015, the Club continued its marketing efforts to ensure the marketability of its membership. The Club transacted a total of 167 membership transfers to third parties which collected a net income of $975,250.80. As part of the strategic direction of the Club to maintain its legacy in swimming, David Lim was appointed as the Technical Director, Swimming in January 2015 to spearhead the Swimming Department. The Club’s focus has been bearing fruit as it has boosted the enrolment rate for registered swimmers to 818 and our young swimmers emerged as the overall champions in the 46th National Age Group Swimming Championships, 21st SSC OIMM and the 31st JIC Swimming Championships. Five of the Club swimmers also represented Singapore at the 39th SEA Age Group Swimming Championships and contributed 9 medals. I am pleased to report that the CSC Tennis Team won the Singapore Tennis Association Interclub Doubles 2015 “B” Division and our bowlers won the first runner-up in the 21st Adult Inter-Club Mixed Bowling League. I would also like to congratulate Aloysius Yapp, who was selected to represent our nation in the 28th SEA Games in Billiards and Snooker and was awarded the Sports Boy of the Year by Singapore Sports Awards. As part of our ongoing efforts to ensure excellent service to members, training was rolled out to help staff stay relevant. I am glad to congratulate the 32 staff who were awarded the Excellent Service Award (EXSA) in 2015. As a socially responsible organization, the Club continued to do its part to help the less fortunate in the community. With the combined efforts of the members and staff, a total of $21,817.20 was raised and channeled to the President’s Challenge 2015.

Annual Report 2015

P7

Looking Ahead The Club anticipates more challenges ahead in view of the labour crunch, rising manpower costs and inevitable inflationary pressures. The Club has projected a deficit of $1.5 million in its operating statement for the financial year 2016. We will continue to exercise prudence in the Club’s expenditure to ensure the long term financial viability of the Club. The Club will also take steps to continuously reinvent itself to ensure the delivery of premier services and facilities to its members. A strategic planning Committee was set up and tasked to look into various areas and implement strategies to ensure that the Club is well positioned to meet the next wave of challenges. I am confident that with the support of members and staff, we can overcome these challenges and maintain our position as a premier swimming club in the years to come. JIC Swimming Championships

Appreciation Last but not least, I would like to express my gratitude to all members, my fellow colleagues and the administrative staff for their hard work and dedication in maintaining the Club.

House & Grounds Committee

Reported by:

Mr David Khoe Chairman

Introduction With the completion of the renovation works to the Sports Complex Gym, Sports Reception, Table Tennis Room and Multipurpose Room, the House & Grounds Committee worked closely with the Redevelopment Committee upon handover of the abovementioned to ensure that all inherent defects were duly rectified. As in the past years, the House & Grounds Committee continued to set the tone and lent its support to the Club’s property management team to facilitate quality and excellence in the day-to day maintenance, housekeeping, security and safety of the Club premises.

Highlights of the Year 1.

General Repair and Maintenance Works on Existing Facilities and Services in the Club The following repair, maintenance and upgrading works were carried out in the year: a) b) c) d) e)

2.

Chemical washing of air conditioners to ensure their operational efficiency and air quality. Replacement of Swimming Pool underwater lights for better visibility in the night. Replacement of all light bulbs to the Tennis Courts to maintain its required lux levels. Replacement of water heaters to Changing Rooms due to wear and tear. Replacement of Sport Complex Poolside flood lights due to wear and tear.

Major Contracts – Security and Cleaning Services

a. Security Services Due to the tight labour market and increase in contract sum for security services, 1 night-shift security guard after 11pm was reduced to save cost. The Club also invited a few agencies to quote but the quotes were higher than the current security agency’s price. As such, the contract was renewed with effect from January 2016 with the incumbent agency.

b. Cleaning Services The Performance Based Cleaning Services Contract was renewed in September 2015 with a nominal increase of 5%. With close monitoring by the Club’s Property Management team, there was almost zero complaints from members pertaining to the cleanliness of the club. This indicates that the cleanliness standard of the Club was not compromised since the switch to the performance based contract.

Looking Ahead Besides looking into ways to conserve energy to curb rising utility costs, the House & Grounds Committee will continue to look into tenable measures to ensure the maintenance of the Club facilities, its safety, security and aesthetics are managed cost effectively and efficiently.

Appreciation The House & Grounds Committee would like to express its gratitude to the Management Committee, Standing Committees and the staff and management of CSC for their effort and support in making 2015 a good year.

Annual Report 2015

Redevelopment Committee

P9

Reported by:

Mr Wu Chee Yiun Chairman

Introduction In the first half of year 2015, apart from ensuring that the defects of the renovation works to the Sports Complex Gym & Sports Reception, Table Tennis Room and Multipurpose Room were rectified, the Redevelopment Committee was tasked to look into the possibility of expanding 3 Bars in consideration of the increase in patronage and the potential of raising sales at the outlet, going forward.

Highlights of the Year

Looking Ahead

1. Architect and Quantity Surveyor were appointed to look into the proposal to expand 3 Bars and upon the approval of the expansion and layout plans, 4 companies were invited to tender for the works.

The Redevelopment Committee looks forward to continue to upgrade and deliver premier sports and recreational facilities to fulfil the needs of members as well as the Club’s vision as a premier Club in Singapore.

2. With the expansion, the renovated Members’ Bar now boasts a new wine bar & bistro, with an increase in 40 seats and installed with double glazed glass panels to resolve the problem of the band music being too loud and attracting numerous complaints from the residents in the neighboring condominiums.

Appreciation I would like to thank all CSC members, the Management Committee and members of the Redevelopment Committee for their support and contributions throughout the past year.

For the year under review, 70% of the Club’s registered Junior Members who were eligible for conversion were admitted as either Ordinary or Associate Members. In total, these conversions increase the total strength by 44. Despite the challenges in 2015, the Club received 192 applications for membership transfers; of which 167 transfers were to third parties. A total of $975,250.80 net transfer fees were collected from transfers to third parties. As part of the marketing strategies to woo new members, a Member-Get-Member scheme was implemented where members would be rewarded when they refer friends or associates to join the Club as members. A total of 53 referrals were made during the year.

Looking Ahead Moving forward, the Club anticipates another challenging year due to the lacklustre economic sentiments. The Committee shall continue to remain focused and review marketing strategies on the marketability of the Club’s membership. Simultaneously, the Committee would also undertake a comprehensive review of the Club’s Constitution to keep the Club’s rules abreast with the times and support its strategic direction.

Appreciation I would like to extend my appreciation to fellow Committee members as well as the staff for their valuable contributions during the year.

Annual Report 2015

Regional Networking Committee

P11

Reported by:

Mr Joseph Low Chairman

Introduction The Regional Networking Committee was formed with the objectives of extending recreational and sporting facilities to CSC members. 2015 had been another busy & fruitful year for the Regional Networking Committee as it continued to explore more recreational & sporting facilities for Chinese Swimming Club members, both locally and regionally. As at 31 December 2015, members would have enjoyed access to 17 Reciprocal Clubs, 10 Affiliate Clubs and preferential rates at 16 hotels in the region.

Human Resource Committee

Reported by:

Mr Michael Leong Chairman

Introduction The Human Resource Committee acts as an advisory body to support and facilitate the Human Resource management of the Club so that its entire operations which are managed and maintained by staff, continue to succeed and maintain consistent service quality and high member satisfaction.

Manpower Statistics The Club’s average operating staff strength including part timers for 2015 was 156 and staff ratio in 2015 between full time and part time was 25:1 and staff to member ratio was 1:98. Total payroll cost in 2015 increased by 6.5% as compared to 2014. This increase is attributed to the following: a)

higher payroll cost due to annual increment, staff promotions and market adjustment for certain positions

b)

increase in CPF contribution rates as well as Foreign Workers’ Levy and changes in the Foreign Worker Dependency Ratio Ceiling contributing to an increase of approximately 2% in total payroll cost

Highlights of the Year In line with the Management Committee’s identified strategic direction to continue in the Club’s legacy of nurturing swimming champions, the leadership in swimming was upgraded since January 2015. This has helped to boost the programmes and drawn new members to join the Club. To adopt progressive HR practices, the Club tapped on the Place-and-Train Programme, administered by SNEF and funded by WDA, for support to develop and retain newly-hired Executives. We are also proud to announce that in the annual EXSA Awards in 2015, our staff continued to show their mettle in the delivery of excellent service to its members by obtaining one Outstanding Star, six Star, six Gold and twenty Silver awards. Mr Teo Hong Chay (Captain) was awarded both the Outstanding Star and Star Awards, an improvement over his Star Award in 2014. Annual Report 2015

P13

The Club truly appreciates these valued employees for going out of their way in providing quality service to its members.

Looking Ahead The persistent challenge which the Club faces is recruitment and retention of talent in the tight labour market. Given that the Club’s core business is in the delivery of service and for the Club to be on track with its vision as a premier club with high quality services and facilities in today’s highly competitive business environment, the Human Resource Committee firmly believes that the key success factors are in continued training and development as well as programmes to attract and retain employees to promote greater efficiency and service quality. Hence, the Committee will continue to support the Club’s human resource management to ensure its total reward scheme is competitive and effective in retaining valued staff.

Appreciation I wish to take this opportunity to record my appreciation to the Management Committee, my fellow committee members and the Club’s administration for their support and contribution in maintaining a stable and happy working environment so that the Club’s employees can continue to contribute to its continued viability and success as a premier club.

Mr Tan Lai Choon Chairman

Introduction The objective of the Tender Committee is to promote and facilitate transparency of procedures in the award of contracts for goods and services required for the Club’s operational needs. The Tender Committee is pleased to present its report on the various tender exercises undertaken by the Club in 2015.

Four contractors attended the site show and submitted their bids for the tender. After a series of short listing, interviewing and price negotiation, the contract was finally awarded to M/S L&Rui Concept Group Pte Ltd.

Disciplinary Panel

P15

Reported by:

Mr Lee Chiwi Chairman

Introduction The Disciplinary Panel plays a vital role in safeguarding the interests of the Club. The Panel handles all matters relating to the conduct of members, their families and guests in the premises of the Club. The Disciplinary Panel comprises not more than 20 Voting Members elected at the Annual General Meeting and it functions as a separate and independent body. In 2015, 2 disciplinary cases were referred to and deliberated by the Panel.

Case 1 Brief Facts A complaint was lodged against a member for breaching Articles 6.1 (ii), 6.1 (viii), 6.1 (ix) and 6.1 (x) of the Club’s Constitution. The respondent simultaneously lodged a complaint against the complainant for being biased in handling a Club matter and had threatened to sue him for defamation. As both matters were inter-related, the inquiry was conducted on the same day by the same Disciplinary Committee.

Decision of the Disciplinary Panel The Disciplinary Panel was informed that the respondent had withdrawn his complaint against the member in relation to being biased in handling a Club matter and the threat to sue for defamation unconditionally during the Disciplinary Inquiry. With regards to the complaint against the respondent for breaching Articles 6.1 (ii), 6.1 (viii), 6.1 (ix) and 6.1 (x) of the Club’s Constitution, the Disciplinary Panel deliberated and agreed with the findings and recommendations of the Disciplinary Committee. The respondent’s membership rights were suspended for a period of 12 months.

CASE 2 – 4 MAY 2015 Brief Facts A complaint was lodged against a member for gross misconduct and grievous intent to cause hurt to a fellow member at the Tennis Court.

Decision of the Disciplinary Panel The Panel deliberated and concurred with the Disciplinary Committee’s findings that the member had committee gross misconduct at the Tennis Court. Hence, the Panel decided to suspend the member’s membership for 3 months.

Appreciation I would like to extend my heartfelt gratitude to all members of the Panel for their time and contributions during the year.

Food & Beverage Committee

Reported by:

Mr Jonathan Kuah Chairman

Introduction 2015 had been a good year for the Food & Beverage section. Despite the continued pressures of increasing costs and labour shortage, we ended the year much better than budget. This good result is attributable to the productivity gains through the investment made in technology as well as implementation of various cost cutting measures across both outlets.

Highlights of the Year Total revenue increased 7% to $4M during the year as both Man Zhu & Three Bars recorded higher patronage. Overall operating deficit contracted to $163,000 compared to 2014 at $286,000. Man Zhu & Three Bars were also again graded “A” for the fifth consecutive year by the National Environmental Agency for maintenance of high hygiene standards. The award is testament of our staffs’ efforts in maintaining and upholding the hygiene standards for the Club’s F&B outlets.

Man Zhu Café

Three Bars

The Café achieved a 10% increase in sales. In order to increase patronage and reduce waiting time, the seating plan in the dining area was revised. This helped to increase an additional 40 seats. These initiatives have allowed Man Zhu operations to tackle the higher patronage without raising headcount and compromising on service quality. We had also continued to implement new technology like wireless billing system to increase productivity and improve turnover of seats.

The Bar saw a 1% increase in sales to $1m as compared to 2014. The slight improvement in sales was largely due to implementation of lunch promotion and upselling of food at the food stall at alfresco area. Food sales had increased by 6% in 2015.

Consequently, operating deficit for Manzhu has declined by 45% between 1Q2015 and 4Q 2015.

Due to the lack of seats at the bar witnessed during peak period and the positive trend in attracting higher food sales, expansion plans to the bar was initiated. Upon completion of renovation, 3 Bars seating capacity increased from 110 pax to 140 pax. The extended area of the bar is designed as a bistro with a contemporary vibe to attract younger members to wine and dine there.

Looking Ahead Going forward in 2016, we expect sustained upward pressure in labour cost, increase in raw material and beverage costs. However, the increase seating capacity, expansion of 3 Bars and initiatives implemented in 2015 should alleviate the pressure without raising prices. The F&B Committee is cognisant that the delivery of consistent quality and services is the key to sustainability. Thus more resource and effort will be channelled towards improving food quality (freshness), consistency and variety. Raising efficiency in operating processes will be also be our priority in view of the tight labour market and high labour cost. We encourage members to provide feedback to help us further improve our services as we strive towards our objective of offering excellent quality food and services at competitive prices for our members and their families and friends to enjoy.

Finance Committee

Reported by:

Mr Vincent Kuek Chairman

Overview of Financial Performance For the year ended 31 Dec 2015, the Club had an EBITDA of $3.414M against budgeted EBITDA $2.171M, yielding a positive variance of $1.243M. After accounting for depreciation and tax expenditure of $3.660M, the Club’s bottom line was a deficit of $245,000, well above the budgeted deficit of $1.359M. For a start, the restructuring efforts at Recreation Room operation had begun to yield results. For the first time in a long while, our Recreation Room operation is no longer incurring a deficit but manage to break even and ended the year with a surplus of $8,900. The Food & Beverage section’s efforts to increase revenue and margins to counter operating cost inflation had yielded positive results with net annual deficit reduced from $287,000 to $163,000. Sports & Games, including swimming section, also reduced their annual deficit from $115,000 to $23,000 as every section played their part to either increase revenue and/or reduce operating costs. On the swimming front, the decision to engage ex-Olympian swimmer Mr. David Lim, has helped to boost the Club’s swimming program. As a result, the section ended the year with a surplus of $72,000 instead of a budgeted deficit of $110,000. On top of that, the Club clinched two junior swimming meet titles (SSC Midgets and Junior Interclub) in the year. Slots (Jackpot) operation also registered a better-than-expected result with a net surplus of $2.4M, a year-on-year improvement of 4% ($$100,000), despite the reported lackluster performance in the gaming industry. Last but not least, demand for our club membership remained robust with 167 third-party transfer cases, 3 cases more than the previous year. This is considered a very good result given the fact that many clubs have reported a declining trend in membership sales after the Government made the announcement to acquire the leasehold land currently occupied by Keppel Club and Singapore Island Country Club upon expiry.

Looking Ahead Despite the fact that we have improved our EBITDA by $226,000 year on year, cost inflation and higher depreciation expenditure will continue to pose a challenge to the Club financially. It is therefore clear to Finance Committee that going forward, the Club needs to maintain a sustainable and balanced budget and build up sufficient cash reserves for next renewal of lease due in 2032. While cost containment and raising alternate revenue streams will remain our focus, raising fixed income through membership subscription may be inevitable in the years to come. Looking at our budget projection for FY2016, Sports & Games may incur a deficit of $263,000, which is about $240,000 more than the previous year, while F&B operation may incur a deficit of $220,000, which is $57,000 more than 2015 and the Club may end the year with a net deficit of $1.5 million due to cost and wage inflation. The journey ahead is definitely challenging but with members’ continuous support, the Finance Committee and the Management Committee will definitely continue to do our best to lead the Club forward and establish our Club as the most prestigious swimming club in Singapore while managing the financial affairs of the Club in a prudent and responsible manner, so that we can keep the Club going for generations to come.

Appreciation I would like to express my gratitude to my fellow members of the Management Committee and the Finance Committee and not forgetting the staff of Chinese Swimming Club for their invaluable support and contributions during this term of office.

Introduction It has been an enriching first year for me as the Club Captain, and with the assistance of the Vice-Captain Mr Dick Lee, we embarked on setting the Vision and Mission of the Sports & Games Committee to propel Sports at CSC to the next level. Under the guidance of my mentor and ex-Captain Mr Nicholas Lim, we have in place a comprehensive plan to ensure that the sporting aspirations of our Club continues to burn brightly.

Highlights of the Year The Swimming Section did our Club proud once again, retaining the 46th National Age Group Swimming Championships overall champions as well as wrestling back the champion trophy for both the 21st SSC OIMM and the 31st JIC Swimming Championships. Five swimmers represented Singapore at the 39th SEA Age Group Swimming Championships and contributed 9 medals. The 11th CSC – Li-Ning Age Group Badminton Tournament was specially sanctioned by the Singapore Badminton Association and participated by 700 players. Bowling organized the 21st Adult Inter-Club Mixed Bowling League and it was a resounding success, with our Club winning the first runner-up. Our Golf Section made history by achieving overall third in the 6th Inter-Social Club Golf Tournament, our Club’s highest position. The CSC Tennis Team won the Singapore Tennis Association Interclub Doubles 2015 ‘B’ Division. 19 years old Pool prodigy Aloysius Yapp was selected to represent our nation in the 28th SEA Games held in Singapore and was awarded the Sports Boy of the Year by Singapore Sports Awards. I am pleased to note the growing popularity of our sports developmental programme such as Badminton, Taekwondo, Tennis and Water Polo. I am also glad that Contract Bridge, Golf, Snooker and Squash are making plans to grow their sections by starting Beginners Classes. The Sports Appreciation Dinner was held in April to thank the Sports Sub-Committees for their efforts. It was an emotional night as we also took the opportunity to show our gratitude to the outgoing Club Captain, Mr Nicholas Lim, who worked tirelessly in position for 14 admirable years. Buoyed by the success of the first Sports Camp in 2014, this year’s Camp attracted 35 youths between 6 to 11 years old. The spontaneous group tried their hands at Badminton, Bowling, Golf, Squash, Table Tennis, Taekwondo, and Tennis, as well as the exciting game of Laser Tag. Our Club hosted the 18th Bilateral Games with SIA Group Sports Club and we won by a score of 4.5 to 2.5 despite early set-backs and at the 13th CSC-SSC Golf Bilateral Challenge CSC clinched the victory with a total stable ford point of 734 to SSC 651. Tennis Sub-Committee

Reported by:

Mr David Khoe Convenor

Introduction 2015 was indeed an eventful year for the Section with the many successful events namely the in-house tournaments, friendly inter-club matches and STA Tournaments. The Tennis fraternity also displayed unwavered support towards the competitions and events organised by the Tennis Sub-Committee.

Highlights of the Year The Singapore Tennis Association (STA) Interclub Doubles 2015 was held over 2.5 months. Despite the haze, team CSC pressed on through every match against their contenders and Grade B Team finally claimed the glorious Champion Trophy. We are also proud to report that the Club was the official selected training venue for the International Premier Tennis League players. The Tennis Team Challenge held on 18 April had a record breaking high of 40 participants. Special thanks went to TAG (Tennis Allegiance Group) for their assistance rendered at the tournament and making it a successful one. Heart Team clinched the Champion title followed by Clubs’ Team who came in 1st Runner-up. A Tennis Annual Section Dinner was also held in celebration of the special occasion, an opportunity where the fraternity bonded over an enjoyable dinner, prize presentation and lucky draws. The Tennis Invitational Tournament hosted at the Club premise from 1 to 3 May was another successful event with Penang Sports Club and Royal Lake Club. The 3 days event was an opportunity for the Tennis fraternities from various clubs to network and renew the camaraderie. Penang Sports Club took the Champion title while CSC Team A came in 1st Runner-up. Special thanks once again to Kohup Sports Pte Ltd for sponsoring the CSC T-shirts to all players. On 30 May, CSC hosted the CSC-RBSC (Royal Bangkok Sports Club) Interport Match which attracted a total of 48 participants. RBSC prevailed over CSC with a score of 9-6. Results were secondary as the players had a great time of bonding over a time of their favorite sport. We look forward to more Tennis games with RBSC. The Sub-Committee hosted Johor Golf & Country Club in a Tennis Friendly match on 29 August. CSC triumped over JGCC at a close score of 6-4. The Tennis Sub-Committee also had many friendly matches with other clubs namely Singapore Swimming Club and Changi Beach Club.

Looking Ahead Moving forward, the Tennis Sub-Committee will continue to organise more in-house tournaments, friendly matches and training programmes to entice more participation from young CSC members.

Appreciation I would like to extend my heartfelt gratitude towards the Management Committee as well as Sports and Games Committee. I would also like to express my sincere appreciation to members of the Tennis Sub-Committee for their unwavering support for every event and contribution. Special thanks to our Mr Patron Koh Chee Hua and Kohup Sports Pte Ltd for their continuous and generous contributions towards the CSC Tennis Fraternity.

Waterpolo Sub-Committee

P37

Reported by:

Mr Shawn Lim Convenor

Introduction For the year under review, the Sub-Committee had countless brainstorming sessions to promote the sport to our youths between the ages of 8 and 14. I am elated to report that our efforts had paid off handsomely with a 60% increase in new trainees.

Highlights of the Year The earnest participation of the young trainees in various Junior Water Polo events organized by Singapore Water Polo won them invaluable experiences that would prove vital as they hone their skills and competence in the sport. The one-day camp held in the Club during the June School Holiday, with various interactive activities, allowed our junior trainees to bond and further strengthen team spirit. Towards year end, the Section worked alongside the Management Committee and caught on the spirit of giving for the President’s Challenge 2015. Led by Head Coach and fellow Sub-Committee Member, Lim Yaoxiang, the inaugural CSC Rumble cum President’s Fund Raising Challenge took place on 10 and 11 December and raised a hefty sum of $3,660, the single largest amount raised among the CSC Sports fraternities. The unexpected departure of Cecil Cheong in November had impacted the closely knitted Water Polo Team in CSC. Cecil started his water polo career at CSC as a teenager. His tenacity in the pool and unwavering commitment to the sport culminated in his selection for the National team at the 1995 Southeast Asian Games. The water polo fraternity will always treasure the fond memories with Cecil.

Looking Ahead Moving ahead, our Junior Water Polo team will continue to be our main focus as we scour for ways to improve the skills and fitness levels of the young trainees. We will also continue to involve the juniors in the water polo tournaments organised by Singapore Water Polo in the near future.

Appreciation I would like to take this opportunity to thank the parents of the Junior Water Polo team for their continued support. I would like to pay a special tribute to Ms. Wei Min Foong for her dedication towards the team. Finally, I would also like to thank my fellow Sub-Committee members for their relentless support for me.

Annual Report 2015

本小组 想在此特别感谢TAG(Tennis Allegiance Group)在此比赛中所给予的协助,使此挑战赛能够顺利举行。
