Cher(e) camarade, Le congrès est le moment fort de la vie démocratique de notre organisation. Celui que nous venons de vivre à la Seyne-sur-Mer aura été particulièrement intense notamment dans l’élection des représentants de la future commission exécutive nationale. Un travail de réflexions sur la rénovation de nos statuts s’imposera a minima. Pour le reste le congrès aura été riche des débats des délégués. Le document que vous tenez entre vos mains est le fruit des réflexions de tous les militants Cgt. Je tiens à remercier tous ceux qui ont utilisé les espaces de dialogue et de réflexions pour enrichir nos orientations. La réflexion syndicale n’est pas l’apanage de quelques-uns. C’est un esprit collectif qui doit conduire la Cgt. C’est le sens de notre démarche qui s’inscrit totalement dans les orientations de la confédération. Si nous avons l’habitude de dire que ce document ne constitue pas un dogme indiscutable et qu’il doit être enrichi des expériences vécues, de terrain ; il reste néanmoins qu’il constitue un point d’ancrage fort quant à l’action et aux revendications que nous porterons jusqu’au prochain congrès. Ce document doit être remis à chaque nouvel adhérent. Dans le contexte politique actuel, particulièrement dans le monde pénitentiaire, nous avons plus que jamais besoin de salariés et de syndiqués conscients qu’une autre voie est possible, qu’une autre voix peut se faire entendre.
