On truancy: The mayor has no authority over truancy law; it is decided by the state legislature, and bills are already working their way through the State House and Senate. What has Scott done, as a judge, to “continue to fight for positive change,� and what relationships does he have with state lawmakers to influence this reform?

On the Parking Authority: Like truancy, decriminalizing parking violations can only be done by the state legislature, not the mayor. Representative Caltagirone has already been championing this with a bill to allow third class cities to use their parking authorities enforce and administer citations instead of using the district courts. Again, how will Scott help our lawmakers get this bill passed?

On the Water Authority: The Water Authority is a well-managed, award-winning organization that has consistently produced high quality and low cost water for 20 years. It is overseen by a diverse board of city residents, appointed by our elected leaders, who depend on the same service as us all. The meetings are open to the public, as well as all authority records. PA American Water has higher rates than RAWA, is not run by our neighbors, meets in secret, and is supervised by the Pennsylvania Utilities Commission. Is that what Scott wants?

On Community Development: From microloans for businesses to grants to senior centers and homeless shelters, many organizations and neighborhoods across Reading already benefit from the federal Community Development Block Grant money the City distributes each year. The money is also used to support core municipal services, like fire and police protection, to help keep the city safe and taxes lower. How will Scott do this differently, especially with the many restrictions placed on the use of the money by federal agencies?

On Codes: The mayor must enforce the building and maintenance codes to comply with the law and keep city properties clean and safe. Quality of life tickets, already created to keep people out of district courts, have dropped since 2012 while compliance is up. The City also already offers funding support through home improvement loans, facade improvement grants, and tax abatements on improvements, all created to end blight and incentivize neighborhood preservation. How Scott balance code compliance with property improvements?

On Zoning: Zoning decisions always include input from the public, from amending the zoning code at council meetings, zoning hearing board meetings for individual property needs, to comprehensive plans that improve land use policy citywide. We can continue to balance the needs for places to live, work, and worship through the democratic process, but people have to stay involved. How exactly will Scott build the tax base to pay for city services by changing the zoning code?

On Public Safety: There are already 46 cameras located throughout the city, in nearly every neighborhood, and the third phase of expansion with 8 new high definition, mobile cameras being purchased and installed. The city has become safer as a result, and police will continue to develop the program by carefully deploying them in hot spots as needed. This approach has proven it works, so what does Scott plan to do differently?

On Positive Change: So far, all Scott has provided are empty promises and pipe dreams. There are blatant inaccuracies and outright lies in many of his statements, designed to play heavily on people's frustrations and vilify the very system he and his own family have profited off of for many, many years. His ideas are largely limited to the narrow issues of his courthouse, and he too easily ignores the real challenges that create them. Above all, he has yet to explain how he will keep Reading's finances from collapsing and the City entering receivership in four years.
