Chief Executive Officer | Mark Easton

L

ast year I foreshadowed that I would be keen to convey in this year’s Annual Report just how Bowls SA has acted upon the State-wide Audit of Facilities report; the information received from our stakeholders, employees and our partners; and how as an organisation we plan to keep increasing the impact of every available dollar. Having now completed two years as Chief Executive Officer, it is pleasing to see that some significant progress has been made in addressing important issues highlighted in the State-wide Audit report and the Strategic Plan especially in regard to helping to improve the way Bowls SA and Member Clubs operate as a business and the way the sport is played and managed. In the end we’re here to improve the sport overall, to see it financially viable and sustainable into the future and address the areas of concern that were identified in the State-wide Audit report developed with the assistance of the Office and Recreation and Sport. The demographics of particular areas, the sustainability of some Clubs and increasing challenges as community sport is confronted with many financial burdens with insufficient and ageing infrastructure coupled with their limited operational resources was taken into account. To counteract this the report recommended establishing ‘hub’ Clubs to provide professional training and service to members in the local vicinity. A valuable sense of community is generated from grassroots sport where Clubs provide sport for excellent health benefits while developing the physical and social well-being of all participants and a pathway for high performance athletes to compete at state, national and international level. Our overarching goal is for members and participants to continue to enjoy their sport and to this end Open Bowls is now accepted and in some instances has ensured a structured competition can survive in that area. A secondary effect of Open Bowls has been the amalgamation of many Associations throughout the State rationalising the need for two controlling bodies and resulting in greater communication. A crucial component of the Strategic Plan and a recommendation from the Australian Sports Commission is a review of the sport’s governance structure to ensure viable, professional and efficient management and communication of the sport at all levels. 8 | Bowls SA Annual Report 2014-2015

The Bowls SA governance and membership model which has stood us in good stead for many years is now under review with the need to encourage participation by implementing a capitation model that can provide a true position of the status of our sport. It is an ongoing problem for not for profit organisations to find fiscal balance when there are so many demands to be met. We continue in our quest to identify outside opportunities to develop relationships which will ultimately minimise reliance on capitation and therefore alleviating the dependence on the membership sustaining the sport financially. While South Australia has recorded the lowest percentage decline in membership across the nation, the gradual decline does make a significant impact on the sport. On the other hand the relaxed atmosphere of social bowls, such as Night Owls and Corporate Bowls, continues to be popular. Our social media channels of Facebook, Twitter and the Bowls SA website have again experienced significant engagement and growth across all mediums. The development of the ‘Bowls Exposed’ program, an increase in exposure in print media and a weekly segment on Channel 44 Sports Show has provided a sound foundation for the sport to continue to attract much needed recognition and promotion. The season culminated with our annual Awards Night on Friday May 29 at Endeavour Homes Pavilion, Morphettville when we recognised the achievements of our sport over the last 12 months. The sport is driven by an army of people who willingly give their time and energy to assist us in achieving our goals and the Awards Night presented a great opportunity to acknowledge just a few of these special people. Special guest on the night was Independent Senator Nick Xenophon who accepted to become the first Bowls SA Ambassador late last year and we thank Nick for the exceptional support he has shown our sport. South Australians enjoy sport as participants, coaches, officials and spectators and it is our goal to maintain a positive impact on the economy, productivity, health and wellbeing of our community.

T

hroughout the last 12 months, Clubs and Associations have taken the necessary steps to deliver Open bowls competitions to members across the State. The result has seen single gender Associations amalgamating to form stronger leadership for the delivery of bowls to their members, and, also providing opportunities for increased competition. All members can proudly say that we have a sport that is inclusive and open to all players who wish to participate. The Bowls SA Board acknowledges the work that has gone into bringing everyone together and for delivering a result that will take bowls forward into the future. The Board, while providing assistance to Clubs and Associations wherever possible has also been active in determining their role to provide leadership and clear direction to all members. Good governance is an essential part of the operation of all Boards, and the Australian Sports Commission as well as the Office of Recreation of Sport place great importance on the management of sporting bodies, and there is no doubt that this will in the future play a role in determining grant allocations. With this in mind the Board engaged a Consultant with the necessary skills to look at the governance and structure of both the Board and the State Consultative Body. The two bodies are now working together to determine if there is a better way to govern our sport. Just over 12 months ago Bowls SA was successful in obtaining a Government grant to do an assessment of bowls across the State, which took into account facilities available now, future needs and membership trends.

training and staging National competitions, such as the Australian Premier League. Congratulations to all our high performance players who have participated in National competitions and to those competitors who have been chosen to be part of National teams. There is no doubt that our players have excelled in representing our State. The rebranding of the Night Owls competition and the ability to introduce players to pennant competitions on a temporary basis provides clubs with an opportunity to eventually increase their membership. Another important initiative has been the raising of the profile of Bowls through Facebook, Bowls Exposed and coverage being given on television, Channel 44. Once again thank you to all those involved in the delivery of these programs; we are leading the field in this area. A priority for the Board has been to continue to recognise the volunteers across the State who are the life blood of our sport. Their selfless dedication to take responsibility for the delivery of bowls within their clubs deserves the highest praise from us all. It is important that we acknowledge their efforts and each year our Awards Night provides an opportunity for us to do just that. Thanks must also go to members who are prepared to be part of Bowls SA Committees. These Committees provide expertise and knowledge that is invaluable to the Board in carrying out its responsibilities. Special thanks must go to our sponsors who have shown faith in our organisation and been prepared to make a financial commitment to assist us in the delivery of our sport.

The State-wide Audit Committee was an independent body which took into account such things as State and National Strategic Plans. The completion of the Audit Report of the sport throughout the State has provided us with a valuable tool to look at the long term future of bowlers and bowling facilities and gives a direction as to how we can provide better management to the sport.

To the Board members who have carried out their duties with due diligence I give my heartfelt thanks as they have made my task so much easier.

Identified in the Report was the fact that, unlike other sporting bodies, our organisation does not have a State level facility. The present location of Bowls SA has very poor access for parking and the building itself is now requiring ongoing maintenance. The Board has been investigating relocating Bowls SA to another site and several options are being considered. It is envisaged that the new venue would provide greater access for members, improved office facilities and also a resource that could be developed into a participation centre suitable for such things as coaching and umpiring

There will always be challenges for everyone to make sure our sport is strong and continues into the future. Together I am sure we can rise to the challenge.

To our hard working Staff, whose dedication goes way beyond their job descriptions, we cannot thank you enough. Without you we would not be able to operate.

Finally, I have enjoyed meeting so many Bowlers from across the State, and I thank them for their friendship which has not only inspired me but once again made my task so much easier.

Match & Program

T

he Metropolitan Pennant Review was not held this season, instead making way for questions relevant to Match & Program to be put directly to the membership via the 2015 Bowls SA Survey. The Survey included questions on the format of pennants, and scheduling of pennants and state events. The opportunity to obtain direct feedback from the members has been invaluable and has already been used to begin shaping the direction and changes in different areas. Changes made to the 2015-16 season, obtained from information collated in the Survey, includes the Prestige Medley now being held in December, and the removal of the State Open Singles and State Under 25 Singles creating more free weekends for Clubs to hold their own tournaments and other events. PENNANTS Congratulations to all Clubs that won a Pennant and gained promotion. A list of all Pennant winners is printed on Pages 30 & 31. In the metropolitan competition, following responses to a Match & Program review, the inaugural Major League Cup replaced the finals previously held for Premier 2 North and Premier 2 South. This new format received a fantastic response from Clubs. PRESTIGE MEDLEY & METRO V COUNTRY Held over the March long weekend and hosted by the Marion Bowling Club, the Women’s Prestige Medley, played on Thursday and Friday, saw Metro East victorious over Metro North. On Saturday the Metro and Country teams battled it out in the Schroeter Shield, Kennedy Shield and Under 18s Kenn Rogers Trophy events with Metro sides prevailing in all events. The Men’s Prestige Medley followed on the Sunday and Monday with Metro South taking out the honours over Metro East.

CHAMPIONSHIP WEEK Lockleys Bowling Club were hosts of this year’s Championship Week, April 23 – 29, when a total of 140 games were played to decide the winners for 2014-2015. The week is a showcase of fantastic bowls with some hugely competitive finals. Congratulations go to all participants and in particular the winners of the 201415 State Event titles. See Page 28. COUNTRY CARNIVALS & COUNTRY ROUND ROBINS The MGA Men’s & Women’s Country Carnivals are arguably the biggest events held every year. The 2015 Men’s Country Carnival was held February 2 - 9, the Men’s and Women’s Country Round Robins February 10 - 13 and the Women’s Country Carnival, March 23 -29. All events again proved to be extremely popular however, weather conditions necessitated alterations to the playing format of some matches. APPRECIATION On behalf of the players a very sincere thankyou to the host Clubs, officials and volunteers for their commitment to the sport and for giving up their time to assist in running the State and country events, and the Finals for Wednesday, Thursday and Saturday Premier League.

Elite Athletes 2014 NATIONAL UNDER 18 CHAMPIONSHIPS The Bowls Australia Under 18 Championships were held at Nightcliff Bowling Club, Northern Territory from September 29 to October 2. Due to limited greens being available, a slight change in the format was necessary to time limits and re-spotting of the jack.

The Emerging Squads also played against two Region sides during the season. Playing a Region 2 side at Wallaroo in September and a Region 7 side at McLaren Vale in January. Both provided superb match experience against quality opposition.

The highlight of the tournament was a Gold medal to the Boys’ Triple of Gerrin Jenke, Tyson Wilson and James Bodnar who had a fantastic tournament and deserved the medal after defeating arch-rivals Victoria in the final.

AUSTRALIAN SIDES

The Girl’s Triple also performed strongly and the team of Bailey Rafferty, Jaqui Bowman and Carly Otterspoor claimed the Bronze medal over the Victorian team. SA V VICTORIA TEST SERIES The annual SA v VIC Test Series was held in February 2015 at Sunbury Bowling Club in Victoria. The Men’s side went down to a powerhouse Victorian team who were intent on claiming back the trophy our SA team won the previous year. The SA women fought out a tight battle with the Victorians with the result determined by the final test which saw Victoria claim the trophy. The Under 25 Series showcased a raft of talented bowlers and provided these up and comers with a fantastic experience at State level. Both the women and the men’s Under 25 teams, however, went down at the conclusion of the series with the result coming down to the final day. The Under 18 SA v VIC Series was held over the June long weekend at Moonee Ponds Bowling Club and despite both the Boys and Girls going down in their series they will be much stronger for the experience; enjoying a number of highlights including the Girl’s pairs team going through undefeated. EMERGING PLAYERS SQUAD The Annual Mildura Series against a Victorian Country Representative team was again held in August 2014. A fantastic series, saw the SA Women claim the trophy, winning 3-1 tests, against an experience Victorian team. The men’s team started off strongly by winning their first two tests. The third test then went to the Victorians but SA finished strongly to claim the fourth and final test to claim the trophy and make it a double for the SA teams. The event again provided the Selectors with an opportunity to view potential players for a pathway into the Senior Squads.

This year the Yokine Bowling Club in Western Australia was the venue for the Australian Sides Championships which was held April 9 – 12. Both the Men’s and Women’s sides had excellent starts to the Australian Sides defeating last year’s Overall winners Queensland with the Men going on to have a stellar series, being undefeated going into the final game. Unfortunately they went down to the ACT by one shot to claim the Silver medal and runner-up title. The Women’s team went into the final game sitting in second position, and after going down to ACT also, finished in fifth position. With the SA team finishing second for the Overall trophy it was an all-round fantastic series putting SA on the map and hopefully giving the team more drive for future years. AUSTRALIAN SQUADS During 2014-15 the following South Australian players have been selected to represent Australia: Wayne Ruediger and Max Kleinig were both selected in the 2015-16 Australian Jackaroos Squad, while Renee McPharlin, Breeanna Dickson and Scott Thulborn all participated in the Australian Trial Camps. Wayne Ruediger represented Australia at the 2014 Commonwealth Games in Edinburgh, winning a Bronze medal and then the Open Men’s Trans-Tasman against New Zealand. Renee McPharlin represented Australia at the Under 25 Junior World Championships and in the Development Women’s Trans-Tasman. Breeanna Dickson, Simon Dorr, Mark Haines, Cassandra Harvey, Matthew Northcott and Joshua Studham were named in the SA National Training Centre Squad, as athletes identified for development as potential international representatives.

To gain additional coverage, the Bowls SA Facebook page also shares relevant content through Twitter and LinkedIn, resulting in an additional 214 followers on Twitter and 61 on LinkedIn. Bowls Exposed Following the establishment of Facebook, Twitter and LinkedIn, the successful bowls program, Bowls Exposed, was launched on YouTube. Bowls Exposed, a concept of CEO Mark Easton and TJ Saunders resulted in 16 episodes being recorded. Bowls SA thanks TJ Saunders, John Bevin, Richard Law and Paul Sigley for their assistance in recording the Bowls Exposed episodes, along with the Clubs that welcomed the Bowls Exposed team into their clubrooms for recording episodes. Caravan & Camping Show In partnership with Caravan & Camping SA, Bowls SA was given the opportunity to have two sites in the Stirling Angas Hall at the Let’s Go Caravan & Camping Lifestyle Show held February 19 - 23. The aim was to promote Bowls and also to provide an avenue for Member Clubs to encourage people to join or even to call in when travelling through South Australia. The second area was located in the Kids Camping Zone where people of all ages where able to have a roll up on a grass indoor mat using Junior Jack Attack equipment. With over 25,000 through the gates over the five days of the event, this represented a unique opportunity for promoting the benefits of the sport and Club membership to a fitting demographic.

Australian Senior Sides Championships

T

he Australian Senior Sides Championships is still a relatively new event, with the Women’s Championship first held in 2011 and the Men’s in 2005. Development UNDER 18 CHAMPIONSHIPS The 2015 Under 18 State Championships held at Marion Bowling Club from 13-18 April showed the great talent of our State’s junior boys and girls of varying ages. The Championships consisted of Singles, Pairs and Triples played throughout the week and concluded with Finals on the Friday. Thanks to Marion Bowling Club for hosting the event and to all the Umpires and Markers for giving up their time to officiate. HIGH SCHOOL & PRIMARY SCHOOL CHAMPIONSHIPS The 2015 School Lawn Bowls Championships were held on Friday 15 May and Monday 18 May, at Lockleys Bowling Club. The Primary School Lawn Bowls Championships attracted 95 entries, with some great talent identified. The Secondary School entries were up with 150 participants, with both the Singles and Triples entries showing an increase from last year. Thanks to Lockleys Bowling Club for the use of their facilities and greens, and the numerous coaches, markers and volunteers who assisted each day.

JUNIOR DEVELOPMENT SQUADS Following the loss of the Junior Development sponsor in the previous season, Bowls SA and the Coaching and Junior Development Committee have developed a new junior program known as Get Bowled Over. The program is along similar lines as the previous Junior Development Squads, with the aim to be cost effective to increase the potential for the longevity of the program. The official launch of Get Bowled Over is planned for October 2015. SPORTS CONNECT Bowls SA has continued their partnerships with the three Sports CONNECT partners, Inclusive Sport SA (formerly known as SASRAPID), Blind Bowlers Club of SA and Disability Recreation and Sport South Australia. 2014-15 saw the inaugural State Multi-Disability Championships held at Clearview Bowling Club from 9-12 April, after a working party of representatives from each organisation was formed to develop the concept. It is envisaged that the event will grow in future years.

Night Owls

N

ight Owls is a highly successful and extremely important social program in many Clubs across the State and provides a fantastic pathway into further participation in the sport for many Night Owlers. Following qualifying events in seven Regions, 24 teams progressed to the 2015 State Night Owls Final which was held on Sunday 19 April at Walkerville Bowling Club. With the greatest shots difference DB’s were crowned the winners of the 2015 State Night Owls title. Congratulations Luke Kingston, Alex Mew, Andrew Temple and Paul Datta and well done Rye Grass who were runners-up and third placed New Boys. Thank you to the Walkerville Bowling Club, the Region

clubs that hosted qualifying rounds and West End for their continued sponsorship of the event. The Night Owls program is in the process of being re-branded to ensure it continues to be an appealing social activity for people of all ages. This has included an updated logo being developed and trademarked and streamlining the promotion of the program.

Coaching & Junior Development

D

uring the year there have been two Club Coaching courses with a total of 28 participants. The Selection and Competition modules are available for interested bowlers who may wish to extend their knowledge in these areas. Two Coaching Revision days were held and we thank the Salisbury and Kensington-Marryatville Bowling Clubs for their cooperation. South Australia is the only State to offer ongoing support for coaches and these days are important opportunities for participants to share ideas and develop as coaches. The programmes are developed from feedback received from coaches. The committee has produced an article about ‘Coaching People Using a Bowling Arm’. Rodney Egge assisted in the writing of the guide and the information is available on the Bowls SA website. Congratulations to Deanna Amos from the Port Noarlunga Bowling Club who was selected as the Coach of the Year. Deanna has given great service to the Club and to Bowls SA as a Course presenter. Bowls SA is about to introduce a new junior program

called ‘Get Bowled Over’ to be launched later this year and Bowls SA is currently seeking a Coordinator for each region to enable this program to be rolled out. The Primary School Lawn Bowls Championships attracted 95 entries and the Secondary School numbers were up with 150 participants. Thanks to Erin Haines and Taylor Smith for the organisation and to the people who assisted with marking and other tasks on the competition days. Our Under 18 teams have been well coached by Mark Haines and have performed creditably at interstate level. It is important for the future growth of these teams that we have a regular input of young bowlers into the development paths.

Ron Mitchell

Officiating

S

ix meetings were held during the year and were well attended by the nine committee members. At the earlier meetings, considerable time was spent discussing the new structure for accreditation of Officials, the procedures and training for Presenters and Assessors and the cost of the three modules. The agreement of the Committee was that current Tutors, along with any other interested and capable persons, should be considered to be trained to present these courses. Training commenced at the Clearview Bowling Club during November followed by Eyre Peninsula, Clarence Gardens and Holdfast Bay sessions. The new courses were introduced 1 January and have been started in most areas. The new modules have been well received by the candidates and

reaccreditations will also be done under the new system towards the end of the year. The Level 2 status was discontinued as from 1 January which means that there are now three categories, Markers, Measurers and National Umpires. International Technical Officials receive their training and assessing from World Bowls Assessors. The new Crystal Mark Law Book, 3rd Edition was also released and of the changes, the most important one was the return to the Seconds keeping the scorecard in Fours. The Skips still keep the scorecard in Pairs and Triples.

Since the inaugural inductions in 2011, 25 outstanding persons in our sport have been honoured and at the Awards Night on 29 May another four were added to that list: • Elliott Beasley (dec’d) • Ronald Ruediger (dec’d) • Ian Taylor • Robert Cooper

F

our editions of the SA Bowler – September, December, March and June - were published in the 2014-2015 season and delivered to over 14,000 people. The June issue effectively became a wrap up for the season with reports on the Awards Night presentations, Hall of Fame, Champions Week and Pennant Winners across the State. The SA Bowler has been a way of providing information to members for many years and while Bowls SA sees communication with the membership as vitally important, there has been an ongoing need to review the production and postage costs of the publication.

Finance

I

t is with pleasure that I present the audited financial statements for the year ended 30th June 2015.

The end of financial year outcome reflects a flow on effect from global uncertainties and record low interest rates being experienced by businesses. This general lack of confidence resulted in lower than budgeted revenues from areas such as sponsorship and advertising, and a decrease in interest generated from invested funds. While staff are to be commended for expenditure coming in under budget by $7,860 the negative affect of a $15,704 shortfall in revenue resulted in an overall deficit of $20,318 for the 2014-15 financial year.

Despite challenging times the Bowls SA staff are continually adapting to the changing financial situation and this is the main reason that the deficit is relatively low. Current Assets stand at $866,278 and Members Funds at $1.893m. This reflects the very stable financial position of the organisation. The forthcoming year will still present problems in revenue streams arising from the low business confidence. However with regular budget reviews scheduled and savings strategies implemented I believe Members’ funds are well protected and invested wisely.
