WELCOME Dear guests of INCONTRI # 4, The year 2014 began with a tremendous loss for the European film industry, for South Tyrol as a film location, as well as for those aspirations that motivated us to create INCONTRI: at the end of March, Karl “Baumi” Baumgartner – a major European film producer, a South Tyrolean at heart and a crucial bridge between the Italian and German film industries – died after a long illness, at the age of only 65. Until the end, Baumi was a major driving force for the development of South Tyrol as a film location, a project that he has supported not only by words but also in deeds. Case in point: the 2012 founding of Bolzano’s Echo Film GmbH, where he was involved as a partner and producer, was the outcome of his deep commitment. Unfortunately, Baumi never had the privilege of seeing a project that he developed with Echo Film go into production. His South Tyrolean comrades-in-arms, however, continue to forge on in his spirit – particularly through their desire to develop projects from South Tyrol that bring together the Italian- and German-language film industries. This goal also holds true for INCONTRI, which is taking place in South Tyrol this year for the fourth time already. The first tangible results of our initiative and growing interest in cooperation between the four countries have encouraged us, within the framework of INCONTRI # 4, to supplement our core theme of co-productions with another important facet: We would like to discuss the latest industry themes, albeit from an international perspective, involving market participants and taking into ­account case studies from the industries that are relevant for INCONTRI. There is ­no topic that seems to be stirring the industry today more than the role of digital platform operators – from the perspective of the producer, especially as commis­ sioning entity or buyer of local content. On the second day of INCONTRI, we plan to address these issues in an intensive way. INCONTRI wants neither to be a classic co-production market nor a big media conference. INCONTRI wants to be relatively small: it is for this reason that we quite deliberately bring together a limited number of selected industry representatives – those who are interested in each other’s respective markets and are viable partners for this reason. Above and beyond a focused exchange that is both topical and practice-oriented as regards content, we encourage you not to give short shrift to interpersonal encounters since they are often decisive for the quality of a business partnership. With this in mind we wish you an enlightening yet relaxing stay in South Tyrol, which you might like to follow up with a visit to the Bolzano Film Festival after INCONTRI.

GREETINGS Dear INCONTRI # 4 participants, for the fourth time now, we have the privilege of welcoming you to our co-production meeting. We are so pleased that we are able to welcome participants from four countries – Italy, Germany, Austria and Switzerland – to South Tyrol for these two days. As the interface between the Italian-speaking and German-speaking areas, the presence of the four countries is of extreme importance to us. Begun in 2011, INCONTRI looks back on three successful and fruitful meetings that have made a significant contribution to the development of this still-fledgling film region, especially through the participation of local productions. It is with pride that BLS reflects upon 2013 and the achievements associated with the Film Fund and Commission: 23 productions filmed in South Tyrol, 17 of which were funded by BLS. That translates to 354 days of shooting, with a territorial effect of approximately 160 per cent. There was also a wide array of genres amongst the funded films. The Alpine Western THE DARK VALLEY (DAS FINSTERE TAL) was filmed in the Senales Valley (Schnalstal), at an elevation of 2,000 meters: this co-production between Allegro Film and X Filme not only received funding from BLS, but also utilized the Italian tax credit. The film has been a huge success with audiences in Austria. In 2013, Giuseppe Tornatore’s thriller THE BEST OFFER with Geoffrey Rush and Jim Sturgess received an European Film Award in addition to other honors. BLS funded a total of 30 projects in the past year, with a total sum of five million euro. All of these productions have a positive effect on South Tyrol’s economy. Through them, more and more local companies and service providers are finding work in film, even those whose core business is not in the industry. We have also noticed an increase in the number of local filmmakers, especially through projects like MOV(I)E IT!. South Tyrol’s infrastructure as a film location has also continued to develop: with the presence of bona-fide industry players such as Movie People, Panalight, REC, Maier Bros. and Arri, we now have more boots on the ground, so to speak. Thanks to these developments we are able to look at the future with a great deal of confidence, and are truly excited to see what the rest of 2014 holds in store. The fact that Baltasar Kormakur’s EVEREST (AT), an international production of Working Title Films, was filmed on the Senales Glacier is a clear indication that the year in film has really started off on the right foot. We are also eagerly looking forward to ­INCONTRI # 4, of course, and to the interesting discussions that will no doubt arise over the next two days. So we encourage you to use this meeting as both an inspiration for future projects and as an opportunity to expand your network.

PARTICIPANTS ITALY At national level, film funding is provided by the Italian State Ministry of Cultural Affairs & Activities (MiBAC) through its Fondo Unico dello Spettacolo (FUS). Reference Funding is granted based on the economic success of a previous project, while Project Funding is provided for the production of feature films, debuts or second features, short films and the support of screenplays. In order to receive support, the production company must fulfil a set of formal requirements: the company must be represented in Italy by at least one branch office and must be registered in a MiBAC directory; and the project must be recognized as an Italian production. Moreover, a combined tax credit and tax shelter system has existed for production companies and investors in Italy since 2008. The tax shelter system was repealed in 2012.

The tax credit is interesting for producers who do not have a registered office in Italy, who are not producing a film with an Italian certificate of origin, and who are not intending to participate in a co-production with an Italian partner. Of course, an Italian production or co-production may also apply for the tax credit. In its 2012 Yearbook, the European Audiovisual Observatory noted that, “by prolonging its system of tax incentives up until 2013 and financing it by a tax on automobile fuel, Italy’s government freed the industry from its dependence on annual budget negotiations, thus making its support system more predictable. The incentives include tax breaks for local producers (20%), foreign productions (25%) and financial investors (40%).” Since the system is quite complex, it is recommended that foreign producers work with an Italian executive producer who is familiar with the rules and regulations. Regional funding programmes can be found in such regions as South Tyrol, Puglia, Piedmont, Friuli Venezia Giulia and Lazio.


BLS Südtirol – Alto Adige supports film and television movies of all genres in the production and pre-production phases. Project applications may be submitted online in German, Italian or English. Selection criteria for funding include the artistic quality of the production and the envisaged regional effect. In 2013, the funding budget totalled € 5 million, with the funding cap for a single project set at € 1.5 million. Funding takes the form of non-repayable grants. The Trentino Film Commission (TFC), opened in 2010, promotes and supports film, television and documentary productions, both in Italy and abroad, that aim at increasing the value of and at disseminating the cultural, environmental and historical heritage of Trentino. The fund is set aside to support the creation and dissemination of audiovisual works. The amounts of funding available for film and television productions are up to a maximum of € 200,000.

The Apulia Film Fund was established in 2007 to improve the audiovisual field in the Puglia region, and was followed in May 2012 by the creation of the Apulia International Film Fund dedicated to international film companies interested in shooting in the region. In 2014, the International & Hospitality funds has a budget of approximately € 2 million for film production (feature films, TV films, TV series and web series), with the maximum support for each project set at € 300,000. FIP (Film Investimenti Piemonte) is a revolving film fund with a single company partner Film Commission Torino Piemonte and was established in 2009 to invest in projects with potential for economic returns in the Piedmont region. Support is given to feature films set in Piedmont that decide to spend at least the total amount of the financial contribution within the region. FIP can grant funds for up to six productions per year, with up to € 200,000. each (up to € 100,000.00 for first/second feature films).

The Friuli Venezia Giulia Audiovisual Fund (FVG) operates in three main sectors: – Training, to encourage the participation of local audiovisual professionals in national and international courses for directors, scriptwriters, producers, editors, camera operators, and sound engineers; – Development, to cover all the activities between the idea and the production phase, from the script-writing and the research, to the casting, the fund raising and the presentation of a teaser; – Production, along with the promotion of the projects. This last action includes financial support to cover production expenses with the goal of creating more competitive products.


The Sardinia Film Commission was born with the aim of promoting and supporting film and audiovisual production on the island and offering new opportunities to the professionals on it. The Sardinia Regional office contributes to the release of authorizations and offers assistance services to those people who come to shoot on the island, giving preliminary technical, logistic and bureaucratic information also with data banks. For 2014 it has scheduled a Hospitality Fund amounting to about € 470,000. A total of € 100,000 is allocated for each feature film, TV film and TV series project. Lazio’s Regional Law for Cinema and Audiovisual Media aims to support one of the strategic sectors for the region’s economy and competitiveness as well as being a unique opportunity to promote and celebrate the image and identity of Rome and Lazio in the world. The fund, which has a budget of € 15 million per year, requires productions to spend at least 40% of their budgets in the Lazio region.

Roberto Amoroso is the Creative Director of Original Productions for Sky Cinema. He has worked as the creative director for Sky’s movie channels since the company was launched in 2003, defining the network’s brand and identity. Giovanna Arata started her career in 1981 as a journalist and correspondent in London. She then moved to Italy in the early years of commercial TV where she worked as journalist, author, copywriter and producer for Mediaset. In 1996 she became deputy managing director at Canale 5 and in 1998 contributed to the start-up of Mediatrade, a sister company of Mediaset dedicated to content provision. In 1999, she became head of international co-production until she left the company in 2006 to start working as an independent producer. She presently works as producer for Colorado Film and Sky Italia, specifically dedicated to international productions.

TOMMASO ARRIGHI MOOD FILM SHORT CV Born in Florence in 1975, he started working as set production assistant in 1998 in A TEA WITH MUSSOLINI by Franco Zeffirelli and in 2004 in EXORCIST: THE BIGINNING by Renny Harlin. In the same year he graduated at the Centro Sperimentale di Cinematografia in Rome with a degree in film production. Between 2004-05 he worked as office production assistant for a year on the 1st season of HBO TV series ROME. In 2005 he started working with his own production company MOOD FILM. He has produced 6 short films, 3 documentaries and a feature film, AQUADRO. He has been member of several festival juries in Italy and teacher of production elements. In 2013 he received a special mention at Nastri d’Argento, (SNGCI) as ‘precious producer for short film’. He likes playing tennis, skiing and Risiko.

LUDOVICA BALDAN ANICA SHORT CV Ludovica Baldan has worked in the ANICA Tax Credit and Funding Office since tax incentives aimed at the film industry were introduced in Italy by Law no. 244/2007. Funding schemes and tax measures have been her main interest during her studies and work experience over the last seven years. She is a Performing Arts graduate and attended a post-graduate course in Film Art Management at the Economics Faculty. COMPANY PROFILE Founded in 1944, ANICA is the association representing the Italian film and audiovisual industries in dealings with political and union institutions, while establishing relations with all the key players in the promotion of films and communications products in Italy and abroad. The association is divided into three sections: producers, distributors and technical enterprises. As the representative of the Academy of Motion Picture Arts and Sciences in Italy, ANICA selects Italy’s Oscar candidate for best foreign film. It belongs to the World Federation of Cinema Distributors Associations (FIAD) and the Association for the International Collective Management of Audiovisual Works (AGICOA). ANICA is a permanent member of FAPAV, the Italian Audiovisual AntiPiracy Federation. Since 2008 ANICA has maintained an info-point in support of national and international professionals seeking to benefit from tax credit measures.

VERDIANA BIXIO PUBLISPEI SHORT CV Verdiana Bixio graduated in Modern Literature – Show Business at La Sapienza, Rome, in 2003. She became Publispei’s new President in September 2012, and is upholding the company focus, which is to ensure quality and creativity in its productions. This has been Publispei‘s characteristic for almost 40 years. Among Publispei‘s products are some big television series such as UN MEDICO IN FAMIGLIA, I CESARONI and TUTTI PAZZI PER AMORE. In 2013 Verdiana introduced Publispei to the cinema with a documentary on Massimo Troisi, called MASSIMO – IL MIO CINEMA SECONDO ME. When she isn’t working, her hobbies are: going to the cinema with her family, eating pop-corn and doing Aikido.

COMPANY PROFILE Publispei has been a leader in the TV market for 30 years, both in the area of light entertainment as well as drama. In 1997, with the series UN MEDICO IN FAMIGLIA, Publispei opened the way to long-running prime-time series. As well as UN MEDICO IN FAMIGLIA, now into its ninth season, Publispei has produced some of Italy’s other most successful long-running series, among these I CESARONI and TUTTI PAZZI PER AMORE. Publispei changes and innovates Italian TV production year after year with over 700 hours of both comedies and dramas for the major Italian TV broadcasters. International co-productions are also one of Publispei’s goals. He joined Eurimages in January 2002 as a project manager dealing mainly with support for feature films. In 2008, he became the Head of Eurimages. CHRISTIANA WERTZ BLS SHORT CV Christiana Wertz, born in Cologne in 1978, studied German philology, history and business administration in Cologne and Oxford. After working for the Goethe Institute in San Francisco, the German Films Service + Marketing in Munich and FilmFernsehFonds Bayern, she was tasked with building up BLS’s Film Fund & Commission in October 2009 and has headed the department since that time. She is thus responsible for film funding, location development, promoting South Tyrol as a shooting location, and the film commission itself.

COMPANY PROFILE BLS, South Tyrol’s film-funding program, has operated as a financing and service partner for film and television productions since 2011. ­ Every year, it makes funds totaling € 5 million available for production and development funding. Since its inception, BLS has already supported more than 100 film and TV projects of various genres with individual grants of up to 700,000 euro for feature films, including projects from Italy, Germany, Austria and Switzerland in particular. Subsidies are not contingent upon the location of the applicant production company. One criterion for the awarding of funds, however, is the economic ­territorial effect: it must be at least 150 % of the requested funding. Due to South Tyrol’s geographical location and the associated bilin­gualism in the province, BLS places particular emphasis on funding co-productions between Italy and the German-speaking countries. PARTICIPANTS GERMANY Reflecting Germany’s political system, the German film funding system is organised on a federal level and on a regional/state level. The federal system is divided into the FFA (Filmförderungsanstalt – German Federal Film Board) and the BKM (Federal Ministry of Culture). The FFA is geared towards strengthening the film industry according to economic principles, while the BKM focuses on the cultural aspects of films. In 2007, a new fund for the film industry was launched by the Federal Government: the DFFF (German Federal Film Fund). Originally established for three years, the DFFF was then extended for another three years until the end of 2012. In 2013 the German government agreed to an unlimited extension of three years with an increased budget of € 70 million for 2014. The German Federal Film Board (FFA) in Berlin is responsible for the execution of the DFFF.

Up to 20 % of the approved production costs spent in Germany can be funded. Not only major productions benefit from the DFFF, but funding has also gone to small and medium-sized projects. The DFFF aims at improving conditions for the film industry, preserving as well as enhancing the international competitiveness of film-related companies, and at providing sustainable impulses for Germany as a film production hub as well as achieving other economic effects. On the regional/state level, almost every federal state has its own film fund. These regional funds include Film- und Medienstiftung NRW, FilmFernsehFonds Bayern, Medienboard BerlinBrandenburg, FilmFörderung Hamburg SchleswigHolstein, Mitteldeutsche Medienförderung (MDM), Medien- und Filmgesellschaft BadenWürttemberg (MFG) and Nordmedia, to name the largest. In order to access regional funds, producers are required to generate a specific “economic effect” in the respective region. All German film funds support the development, production and distribution of films.

Another partner for German producers is television. The two public channels, ARD and ZDF as well as the private broadcasters, are involved in the co-financing of German feature films. PARTICIPANTS AUSTRIA As with the case of Germany and Switzerland, the Austrian film funding system is organised on a federal level and on a regional/state level. Five funding bodies operate on a national level: the Film Department of the Arts Division of the Federal Chancellery of Austria allocates funding for feature films according to cultural and artistic criteria, while the Austrian Film Institute (Österreichisches Filminstitut/ÖFI) awards support on the basis of cultural and economic criteria. Funds are also provided on an annual basis for the production of feature films, including newcomer and innovative projects, as part of an agreement between the ÖFI and public broadcaster ORF in the Film/Television Agreement. In addition, television productions have been supported since 2004 by the FERNSEHFONDS AUSTRIA. In September 2010, Austria’s Federal Ministry for Economics, Family and Youth – now called the Federal Ministry of Science, Research and Economy – followed Germany’s successful DFFF model and created its own film production incentive scheme “Filmstandort Austria” (Film Location Austria – FISA).

Since its launch, FISA has supported 79 fiction films and documentaries, including such international co-productions as Fernando Meirelles’ Arthur Schnitzler adaptation 360, Peter Sehr and Marie Noelle’s costume drama Ludwig II, Detlev Buck’s 3D comedy Measuring The World and János Szász’s drama The Notebook. In addition, local productions – ranging from Karl Markovics’ Breathing and Markus Schleinzer’s Michael through Antonin Svoboda’s The Strange Case Of Wilhelm Reich and Florian Flicker’s Grenzgänger to Ruth Mader’s documentary What Is Love – have benefited from the scheme. To date, FISA has allocated € 21.9 million of support to 79 projects with total production costs of € 173.7 million and generated an “Austrian spending” of € 91.6 million. At the beginning of 2013 the FISA incentive was extended by another two years for the period of 2013-2014 with an annual budget of € 7.5 million.

In this way, know-how, jobs and added value stay in the country.” On a regional level, there are 14 funding institutions in Austria: film funding is administered in each of the federal states (“Länder”) by the arts departments, and support is also forthcoming from the economic departments in Upper Austria and Salzburg. The states of Styria, Tyrol and Vienna have institutions specialised in supporting their respective region’s film industry and infrastructure: CineStyria Filmcommission & Fonds, Cine Tirol Film Commission (which celebrates its 15th anniversary this year), and the largest regional funder, the Vienna Film Fund. Austria’s public broadcaster ORF is an important partner for the domestic film industry, both through the formal framework of the Film/Television Agreement as well as commissioned TV productions and film/TV co-productions. In 2012, ORF supported Austrian film and TV producers with € 8 million and conducted over € 100 million worth of business.

Klaus Bassiner was born in 1955 in Wittstock-Dosse, Germany. Before starting his career in TV and film business as production assistant, unit manager and production manager, he studied German, English, Sociology and Forestry at the University of Freiburg. In addition to his studies he co-published several books on films and established a local movie theatre. In 1986 he started working for German broadcaster ZDF as head of several fiction departments. In 25 years he made several hundred TV movies and series, such as the Wallander series based on Mankell’s novels, Kommissarin Lund (The Killing) and KDD, to name just a few. He was also very active in acquiring international high quality programs for his network. In 2012 Klaus Bassiner started as Director of Programming of the Austrian TV broadcaster Servus TV.

DR. VEIT HEIDUSCHKA WEGA-FILM SHORT CV In 1980 Dr. Veit Heiduschka founded WEGA-Film. The company’s breakthrough came in 1985 with the comic thriller MÜLLER’S BÜRO, directed by Niki List. In the 1980s, Heiduschka began working with director Michael Haneke. Beginning as Coordinator of the MEDIA Desk Austria, Iris Zappe-Heller took over the Austrian representation at the Board of Eurimages and at the MEDIA Committee in 1997. She left the Institute in 2000 and in 2002 for maternity leave. Back at the Institute she took over the Institute’s representation at the Board of Eurimages. On the national level she is consulting producers during applications and assisting the selection committees. In July 2011 she became deputy to the director of the filminstitute.

PARTICIPANTS PARTICIPANTS SWITZERLAND SWITZERLAND Switzerland has been a federal state since 1848 and has a federal structure with three different political levels: the Confederation, the cantons and the communes. This is also reflected in the nation’s public film funding which is organised on a national and regional level. The Federal Department of the Interior (EDI) is home to the Federal Office of Culture (Bundesamt für Kultur/BAK) whose Film Department has an annual budget of 26.8 million CHF (2014) to support diverse measures including project development, production, distribution and cinema digitalisation as well as CHF 16 million (2014) for contributing to the promotion of film culture (Swiss Films, film festivals, film publications, etc.). In 2004, Switzerland’s first regional fund, the Zurich Film Foundation (Zürcher Filmstiftung), was launched after a convincing “Yes for the cinema” by a referendum of Zurich’s population. With an annual budget of CHF 9 million, the Film Foundation focuses on assisting script development, production and distribution of cinema films – fiction, documentaries, shorts, animation and experimental films – as well as on supporting projects in co-production with foreign partners, and, only in special cases, TV movies.

In addition, the cantons – such as Berne and ­Aargau – have established film funding programmes to strengthen regional identity and guarantee cultural diversity. The Fond Regio Films supports independent production in the cantons of Geneva, Vaud and Fribourg and the cities of Geneva and Lausanne. To be eligible for Swiss public funding, a film coproduced between Switzerland and another country must be officially recognised as a Swiss film. The following rules therefore apply: – An independent Swiss film producer must be chosen as a partner who will then apply for public funds. – Bilateral co-production agreements exist with Germany, Austria and Italy, among others, for films produced for theatrical release. In most cases, the minimum Swiss participation required varies between 10% and 30%. If no co-production agreement is present, as for the USA, the minimum Swiss participation is 50%. – Artistic and technical participation (which includes the hiring of Swiss technicians and actors) must be proportional to Swiss financial participation. – Once these conditions have been met, the Swiss co-producer can obtain official agreement from the Swiss Federal Office of Culture (BAK).

Films officially co-produced with Switzerland have access to the film funding administered by BAK. The maximum selective production subsidy per film is CHF 1 million and cannot exceed 50% of the production costs (Swiss share). Succès cinéma is a funding programme based on a film’s success in the cinema: for each ticket bought in a Swiss cinema, the Swiss screenwriter, director, producer, distributor and cinema-owner receive a bonus which must be reinvested in a future film project. Public broadcaster SRG SSR undertakes its obligations to the Swiss film industry through the Audiovisual Pact which was first signed in 1996 and now has an annual budget of CHF 22.3 million for the period from 2012 to 2015. One of its key aims is to support diverse, independent audiovisual production on the basis of solid, professional structures. Apart from providing selective and automatic funding for film and TV production, the Pact has expanded its remit this year to also include the support of multimedia projects and the introduction of the performance-related funding category “Succès artistique” to recognise films of particular artistic value. Swiss films which are invited to participate in major national and international festivals and which also win awards at these events will benefit ­additionally from this new way of promoting the arts.

After studies in Italian and French Literature, in 1985 I started at Peacock as a production assistant, producing mainly commercials and corporate videos. In 1994 we produced our first independent film, a 40-minute feature film which won many prizes at international festivals. This was followed by Rolando Colla’s first feature film, a co-production with Italy and France. Since then my and Peacock’s activity has shifted increasingly to independent films, feature films, documentaries, shorts and some TV movies. Last year we shot the first feature film by the Swiss director Claudia Lorenz, currently in post-production. We are also in pre-production with Colla’s fifth feature film 7 DAYS, the minority co-production LUCY IN THE SKY and a feature animation for pre-school children (also as minority co-producer).

DANIEL WASER ZÜRCHER FILMSTIFTUNG SHORT CV Daniel Waser is the managing director of Zürcher Filmstiftung since April 2005. After a five-year period as journalist for a daily newspaper, Daniel Waser graduated in law at the University of Berne in 1992 and worked for several years at the criminal court. Later on he owned a small cinema and he was a general secretary of the Swiss Journalist Federation. After a postgraduate study in project management Daniel Waser was elected as the first managing director of the new Filmstiftung.
