CLIENT CITY OF FORT WORTH BGE provided Program and Project Management staff augmentation services for the City’s 2018 $399M Bond Program for program planning, procurement and contracting support and design and construction management oversight. The City’s 2018 Bond Program included 9 Jump Start Projects (6 arterial widenings and three intersection improvements), 100+ neighborhood street enhancement projects and nine high-priority arterial improvement projects. BGE prioritized projects based on congestion, safety and economic impact. BGE identified funding sources and programmed available funding for design completion. BGE coordinated projects across all City departments, collocated with staff and prepared and maintained the master program schedule and anticipated total costs. BGE also prepared a detailed work process map for the Transportation and Public Works Capital Delivery division and prepared the project management manual.

CASE STUDY

SH 249 EXTENSION

LOCATION MONTGOMERY COUNTY AND GRIMES COUNTY, TEXAS CLIENT TEXAS DEPARTMENT OF TRANSPORTATION, HOUSTON AND BRYAN DISTRICTS BGE was the General Engineering Consultant Program Manager (GECP) management/ oversight support for a 26-mile, $766M Design-Build alternative delivery project. SH 249 Extension Project aims to improve traffic and connect the growing areas outside Northwest Houston to major roadways and regional destinations. The project consists of approximately 26 miles of new roadway from Farm to Market (FM) 1774 in Pinehurst, Texas (Montgomery County), to SH 105 near Navasota, Texas (Grimes County). SH 249 extension is divided into two segments. Segment 1 is a new four-lane controlled-access tollway with intermittent frontage roads facility, approximately 15-miles in length, from FM 1774 in Pinehurst, Montgomery County, to FM 1774 near Todd Mission, Grimes County. Segment 1 is divided into two sections. Section 1A extends from FM 1774 in Pinehurst to FM 1488 in Magnolia, Montgomery County, Texas. Section 1B extends from FM 1488 in Magnolia to FM 1774 north of Todd Mission in Plantersville, Grimes County, Texas. Segment 2 is an 11-mile, two-lane, non-tolled facility from FM 1774 north of Todd Mission in Plantersville to SH 105 between Plantersville and Navasota, Texas (Grimes County).

As GECP, BGE managed and oversaw this project’s implementation and the operations and maintenance phases, which included contract management, design and construction management, master schedule development, agency and stakeholder coordination, public involvement, utility management, right-of-way acquisition support, QA/QC and process auditing services, and bond procurement support and reporting services.

PROCUREMENT AND CONTRACTING

BGE supports owners in determining how to progress the construction of significant infrastructure programs. We help our clients work through the procurement of contractors to build the project, define the allocation of risk among the owner, contractors and other key stakeholders and perform the contracting efforts to solicit and select a contracting partner for the project. We serve in various ways, including planning, survey, environmental permitting, engineering, technical subject material matter experts (SME), project controls, advisors and program managers. The Procurement and Contracting phase for new infrastructure often overlaps with the program’s Initiation and Planning and Implementation and Execution phases. CASE STUDY

SURFACE WATER CONVERSION AND WATER CONSERVATION PROGRAM LOCATION FORT BEND COUNTY, TEXAS CLIENT NORTH FORT BEND WATER AUTHORITY As the Program Manager for the North Fort Bend Water Authority, BGE was responsible for developing and managing a groundwater to surface conversion program to comply with the Subsidence District mandate to reduce groundwater usage to no more than 70% of total water demand by 2014 and to no more than 40% of total water demand by 2025. With help from BGE, the Authority was able to join with other nearby water authorities to con-fund new infrastructure, including a 50-mile pump station and water transmission system.

CASE STUDY

SH 360 LOCATION TARRANT COUNTY, TEXAS CLIENT TXDOT DEPARTMENT OF TRANSPORTATION, FORT WORTH DISTRICT

BGE provided General Engineering Consultant management/oversight support for a 10-mile, $330M toll road extension of SH 360 from south of IH 20 to US 287. The SH 360 South Toll Road project enhances mobility within the Mansfield, Arlington and Great Prairie developing region by reducing intersection conflicts, improving traffic flow and increasing access for businesses and residents along the SH 360 frontage roads from nearby highways. During the procurement phase, BGE helped draft the DesignBuild Agreement (DBA), Technical Provisions, Comprehensive Maintenance Agreement (COMA), Q&A support, pro/con review of ATCs and proposals, risk register and prepared option work and funding scenarios. BGE developed the Master Program Schedule, Project Controls and Project Implementation Plan. During the implementation phase, BGE provided utility adjustment coordination and oversaw the Design-Build Contractor’s implementation and compliance with the DB Agreement and with the project’s technical requirements, provided high-level direction on project deliverables, identified emerging design and mitigated construction management issues.

During the Operations and Maintenance phase, BGE assures owners that the project assets perform the functions for which a facility was designed and constructed. BGE Operations and Maintenance provides owners with the day-to-day oversight necessary for the built infrastructure, its systems and equipment and occupants/ users to ensure the infrastructure’s performance for their intended function. CASE STUDY

ANNUAL INSPECTIONS LOCATION FORT BEND COUNTY, TEXAS CLIENT FORT BEND COUNTY TOLL ROAD AUTHORITY AND GRAND PARKWAY TOLL ROAD AUTHORITY For the past 10 years, BGE has prepared the annual inspection and assessments, managing the two authorities’ annual inspection and condition asset management reports. This includes the Fort Bend Westpark Tollway, Fort Bend Parkway Toll Road and Grand Parkway Toll Road (SH 99, Segment D). BGE prepared the assessment reports, identified short- and long-range maintenance, repairs and associated cost estimates and prepared budgets for maintenance and the capital improvement plan (CIP) for each toll road authority.
