Duterte will run for president: adviser MANILA, Oct 10 (Mabuhay) – Davao City Mayor Rodrigo Duterte is running for president in 2016, his political adviser said Saturday. “Yes,” Lito Banayo, political adviser of Duterte, said when asked if the mayor will join the presidential race in 2016. Banayo said that there was still no definite date when the mayor will formally announce his presidential run. On Friday, Duterte told reporters in Davao City that he will wait for October 15 before declaring whether he would go for the presidency. The filing of certificates of candidacy at the Commission on Elections office in Manila will run from October 12 to October 16. Duterte had repeatedly said that he will not run for president, but said that he would need time for “soul-searching” after thousands of supporters showed up at the Quirino Grandstand in Rizal Park last September. Asked who will be Duterte’s running mate, Banayo said: “No final choice for VP (vice president) yet.” In late September, reports of a

PHL, US troops conduct PHIBLEX maritime exercises in Cavite At least 60 members from the Philippine and United States Marine corps conducted mock operations against terrorists in the municipality of Ternate, Cavite as part of the 2015 Philippines Amphibious Landing Exercise (PHIBLEX). The joint forces did an amphibious raid where a military vessel, two rubber boats and two riverine crafts were used. In the mock scenario, some soldiers were deployed from the military vessel and used the rubber boats and riverine crafts. They got off near the shore and swam toward the beach, then proceeded to the target area, supposedly a hideout of a terrorist group. A coordinated attack was done by the soldiers to neutralize their target. They then went to the extraction point and completed the mock mission successfully. Senate ratifies bill seeking to monitor, evaluate tax incentives MANILA, Oct 9 (Mabuhay) – The Senate has ratified the proposed Tax Incentives and Transparency Act (TIMTA), approving bicameral conference committee report that harmonized the bills from both chambers of Congress. “The bill focuses on promoting transparency and accountability which will in turn strengthen the confidence of investors to bring more businesses to our country, thus providing more opportunities and jobs for our countrymen,” Senator Sonny Angara said. Angara, who chairs the Sen-

ate committee on ways and means, authored the bill with Senate President Franklin Drilon and Senate Pro Tempore Ralph Recto. Marikina City District Representative Miro Quimbo primarily drafted the House version. The proposed measure requires registered firms to lodge with their investment promotion agencies the annual reports of their income tax holidays and incentives, value-added tax and duty exemptions, deductions, credits or exclusions from the tax base. Failure to comply with the filing and reportorial re-

quirements is penalized with a P100,000 fine for the first violation, P500,000 for the second offense and cancellation of business registration for the third violation. Investment promotion agencies such as the Bases Conversion and Development Authority must submit to the Bureau of Internal Revenue (BIR) their annual tax incentive reports based on the reports of individual companies. The BIR and the Bureau of Customs must report to the Department of Finance (DOF) the tax and duty incentives declared by businesses along with the

actual amount as evaluated and determined by the revenue collectors. Cerritos, Calif. – Seventy years after the liberation of the Philippines which started in Palo, Tacloban, Leyte from the Japanese occupation, one of the liberators who participated in the battle of the Philippine Sea and later waded towards the shore with Pacific Supreme Commander Gen. Douglas Mac Arthur, then 21-years-old Kenneth L. Jahnke is still alive and kicking and enjoying the twilight of his life with the Happy Seniors of Cerritos Association. Commander Jahnke, who will turn 92 on March 11 next year, was awarded a plaque of recognition by the Happy Seniors of Cerritos composed mostly of Filipino-Americans on Oct. 1 at the Pat Nixon Senior Center in this city. The plaque reads, “Plaque of Recognition is presented to Kenneth L. Jahnke in honor and recognition of his dedicated service to the U.S. Military under the command of Gen. Douglas Mac Arthur who landed in Palo, Leyte, Philippines on Oct. 20,

WASHINGTON, D.C. – “Fishing is not only an industry in the Philippines. Fishing for Filipinos is a way of life.” These sentences prefaced the presentation of Ms. Rebecca R. Guieb, USAID Development Specialist, at a Forum held on 6 October 2015 at the Wilson Center in Washington, D.C. Together with Mr. Nygiel Armada, Tetra Tech Chief of Party of ECOFISH, Ms. Guieb spoke of a successful Philippine journey to sustainable fisheries before USAID officials, diplomats, academics and experts, and NGO representatives. The Ecosystems Improved for Sustainable Fisheries Project (ECOFISH) is a USAID initiative to improve the management of important coastal and marine resources and associated ecosystems in eight marine key biodiversity areas. It is aimed at continuing to demonstrate reversal of fish decline and increasing the number of people with new or better employment from sustainable fisheries by 10% and creating strategic public-private partnerships. “It is our banner marine program in the Philippines and important for inclusive growth,” said Dr. Gloria Steele, USAID Senior Deputy Assistant Administrator, in her remarks. ECOFISH works with the national government and local governments to understand the status of their fisheries, prioritize issues and recommendations to establish protection measures and create social enterprises for local economic development. ECOFISH works with community entrepreneurs, including women, for potential tourism and marketing technology support. After women’s rights group Gabriela aired concern on receiving complaints against noontime show “It’s Showtime” for supposedly “pimping Pastillas Girl to various interested men,” Movie and Television Review and Classification Board (MTRCB) chairman Atty. Eugenio Villareal said they will have a dialogue with ABS-CBN bosses next week to discuss the issue. Teens who spend too much time on internet at risk of high blood pressure: study Wednesday October 7 2015 (Relaxnews) – A new study shows that excessive time spent on the internet can increase a teenager’s risk of high blood pressure. The latest finding adds to a growing body of research showing a link between heavy internet use and increased health risks such as addiction, anxiety, depression, obesity and social isolation. In their study, researchers from the Henry Ford Hospital in Detroit found that teens who spent a minimum of 14 hours a week on the internet had elevated blood pressure. Physical exams were conducted on 335 teens aged 14 -17 who also filled out questionnaires on their internet habits. The use of the internet was defined as visiting websites, emailing, instant messaging, games, shopping, downloading

Prep time: 5 minutes Cook time: 10 minutes Servings: 4 8 slices garlic bread, frozen 1 package Bob Evans Macaroni and Cheese 4 slices cheddar cheese 16 dill pickle chips (optional) 1 can tomato soup, prepared (optional for dipping) In large non-stick skillet over medium-low heat, heat 8 bread slices for 3 minutes and flip over to evenly warm through. Prepare macaroni and cheese according to package directions. Place 1/2 slice of cheddar cheese on each piece of garlic bread. On 4 pieces of garlic bread, evenly spoon 4 ounces (about 1/2 cup) of macaroni and cheese on top of cheddar cheese/ garlic bread slices. Place remaining 4 slices of garlic bread on top of macaroni and cheese stack. Toast both sides for an additional 2 minutes or until bread is toasty brown and cheese is melted. Serve with dill pickle chips and tomato soup for dipping.

Orzo with Italian Sausage, Mushrooms and Spinach

Prep time: 10 minutes Cook time: 20 minutes Serves: 4 4 tablespoons butter, divided 1 cup uncooked orzo pasta 1 can (14.5 ounces) low sodium chicken broth 1 pound hot or Italian sausage 1/2 cup diced onion 1 cup sliced mushrooms 1 tablespoon freshly minced garlic 10 ounces baby spinach 1/2 cup grated Parmesan cheese salt and pepper, to taste In a large sauce pan over medium-high heat, melt 2 tablespoons butter and add orzo. Stir until lightly browned. Add chicken broth and bring to boil. Cover. Reduce heat and simmer about 15 minutes, until orzo is tender and liquid is absorbed. Meanwhile, in large skillet over medium heat, add sausage and crumble with potato masher until fully cooked, about 5 minutes. Add onion and mushrooms, and continue to cook until onions are translucent and mushrooms are tender. Add garlic and saute

30 seconds or until garlic becomes fragrant. Turn heat down to low. Add spinach and cover pan to allow spinach to wilt. Set aside until orzo is done. When orzo is done, add sausage mixture and Parmesan cheese and mix well. Taste and adjust seasonings as needed.

Mixed Berry Cobbler

Prep time: 10 minutes Cook time: 1 hour, 30 minutes Serves: 6-8 1 package Bob Evans Glazed Apples 1 cup frozen sweet cherries 1 cup blackberries or raspberries 1 cup pear, diced Heat oven to 375 F. In large mixing bowl, mix together glazed apples and fruits. Pour into 9-by-13-inch baking pan. Bake uncovered for 1 hour, stirring occasionally. While fruit is baking, mix together ingredients for streusel.

Streusel Topping

1 cup packed light brown sugar 1 cup uncooked rolled oats 2/3 cup all-purpose flour 1 teaspoon cinnamon 8 tablespoons (1 stick) cold unsalted butter, cut into small pieces Mix together brown sugar, oats, flour and cinnamon until evenly combined. With fingertips, blend in butter pieces until small clumps form and butter is well incorporated, about 2 minutes. Sprinkle topping evenly over fruit and place back in oven uncovered. Bake until streusel is lightly browned and fruit is tender, about 30 minutes. Remove from oven and let set 5 minutes before serving.

MOTORING VW’s pollution-cheating device: How it works and how to fix it Friday October 9 2015 (Berlin-AFP) – Volkswagen is expected to begin recalling millions of diesel vehicles in coming months to remove a device that is aimed at cheating emissions tests, and to bring them into compliance with anti-pollution rules in each affected country. Some 11 million cars are affected worldwide and the German auto giant is still drawing up a timetable for the massive repairs. What’s wrong with the vehicles? The company has admitted to fitting the diesel vehicles with software that turns on emission controls when the car is being tested and then turns off when it is on the road. There are two kinds of affected vehicles. One group is fitted with a catalytic converter that reduces the amount of nitrogen oxide emitted by treating it with aqueous urea. Another type is fitted with a system that stores nitrogen oxide temporarily when the car is undergoing tests, before releasing the harmful levels of the gas when the car is back on the road. How will the cars be fixed? Some vehicles will only require a software fix, but others will need total overhauls including installing new catalytic converters and injector systems.

3 Japanese auto parts executives indicted for bid-rigging conspiracy involving body sealing products installed in US cars WASHINGTON, October 8, 2015 – A federal grand jury in Covington, Kentucky, returned an indictment against one current and two former Japanese automotive executives for their alleged participation in a conspiracy to fix prices and rig bids for the sale of automotive body sealing products sold in the United States. The indictment, filed today in the U.S. District Court of the Eastern District of Kentucky, charges Keiji Kyomoto, Mikio Katsumaru and Yuji Kuroda – all Japanese nationals – with conspiring to rig bids for and fix the prices of body sealing products sold to Honda Motor Company Ltd., Toyota Mo-

tor Corp. and certain of their subsidiaries and affiliates for installation in vehicles manufactured and sold in the United States and elsewhere. Automotive body sealing products consist of body-side opening seals, door-side weather-stripping, glass-run channels, trunk lids and other smaller seals, which are installed in automobiles to keep the interior dry from rain and free from wind and exterior noises. “These executives conspired for years with their competitors to fix the prices of body sealing products sold to Honda and Toyota and installed in U.S. cars,” said Deputy Assistant Attorney General Brent Sny-

der of the Justice Department’s Antitrust Division. “Today’s indictment is another reminder that antitrust violations are not just corporate offenses but also crimes by individuals. The Antitrust Division will continue to vigorously prosecute executives who orchestrate their companies’ efforts to break the law.” “The FBI is committed to aggressively investigating individuals who engage in criminal conduct that corrupts the global marketplace,” said Special Agent in Charge Howard S. Marshall of the FBI’s Louisville Division. “We will continue our work with the Department of Justice Antitrust Division to uncover schemes aimed at creating

an unfair competitive advantage by way of price fixing, bid rigging or other illegal means.” The indictment alleges that Kyomoto, Katsumaru and Kuroda participated in the conspiracy from at least as early as September 2003 until at least October 2011. For most of this period, Kyomoto resided in the United States and served as President of an unnamed joint venture with offices in Indiana and Michigan, which manufactured and sold automotive body sealing products. Katsumaru, who resided in Japan, served in multiple managerial positions during the conspiracy period, including Manager of the Sales and Marketing Division, for an unnamed company based in Hiroshima, Japan, that partially owned the joint venture and also manufactured and sold automotive body sealing products. Kuroda, who resided in Japan, served as a sales branch manager at the same Hiroshima-based company for the entirety of the charged period. According to the indictment, Kyomoto, Katsumaru and Kuroda each instructed subordinates at their respective companies to communicate with co-conspirators at other companies in order to allocate sales of, rig bids for and fix the prices of automotive body sealing products; were aware that employees under their supervision were engaging in such communications; and condoned such communications. The indictment further alleges that Kyomoto attended meetings in the United States with co-conspirators during which Kyomoto and the co-conspirators reached agreements regarding sales of automotive body sealing products to Honda and Toyota. The indictment also alleges that Katsumaru and Kuroda instructed and encouraged certain employees at their company to destroy evidence of the conspiracy. Each individual faces a maximum penalty to 10 years in prison and a $1 million criminal fine if convicted. Today’s charge is the result of an ongoing federal antitrust investigation into price fixing, bid rigging and other anticompetitive conduct in the automotive parts industry, which is being conducted by the Antitrust Division’s criminal enforcement sections and the FBI. A total of 58 individuals and 37 companies have been charged and have agreed to pay more than $2.6 billion in criminal fines. This indictment was brought by the Antitrust Division’s Chicago Office and the FBI’s Louisville Field Office, Covington Resident Agency, with the assistance of the FBI’s International Corruption Unit and the U.S. Attorney’s Office of the Eastern District of Kentucky. Uber, which entered China in February 2014, will expand its operation into 100 Chinese cities within a year from the current 21, it said in a statement Thursday. Toyota blurs the lines between man and machine Thursday October 8 2015 (Relaxnews) – As Japan’s biggest and most influential car company, Toyota always saves something very special for the only official international auto show held on its home soil. And this year is no exception, as the company is preparing three fascinating concept cars plus a robotic companion that keeps drivers company on long trips for their world debuts. In recent months rumors have been building that Toyota and BMW are co-developing a new super sportscar and as if to add grist to the mill, one of its concept cars, the S-FR, is indeed of the sports variety. But instead of big engines and cutting-edge technology, the car is all about simplicity and driver engagement. And with a front-mounted engine positioned slightly behind the front axle, rear-wheel drive, a manual transmission and independent suspension, it certainly sounds like the perfect automotive recipe for fun no matter what the conditions. The company says that the car should be seen as the latest in a long line of similarly simple yet entertaining Toyotas, and that it was

created with serious drivers and serious customizers in mind. The KIKAI is a car that’s been turned inside out so that the elements usually hidden by panels are on full display. This car even has a glass floor so that tire contact, suspension movement and the brakes can all be seen in action. Toyota’s first production hydrogen fuel cell car is already on sale but for this year’s show, the company is taking the environmen-

However, perhaps the most unique concept is the Kirobo Mini, which is a 1-meter tall “communication partner” capable, the company claims, of interacting with people through facial expressions and gestures. And the reason? To make people feel happy and connected as they go about their daily routine.

Volvo urges the US to introduce national autonomous vehicle guidelines Thursday October 8 2015 (Relaxnews) – At a special event held at the Swedish embassy in Washington DC, the head of Volvo has warned the US that it needs to stay at the forefront of autonomous vehicle development and testing. Speaking in the US capital, Håkan Samuelsson, president and chief executive of Volvo Cars called for a single set of nationwide rules and regulations for the development and testing of self-driving cars. “The US risks losing its leading position due to the lack of Federal guidelines for the testing and certification of autonomous vehicles,” said Samuelsson. “Europe has suffered to some extent by having a patchwork of rules and regulations. It would be a shame if the US took a similar path to Europe in this crucial area.”

The US has been ahead of the curve in allowing car and tech companies to test their vehicles on public roads. Google has clocked up over 1 million autonomous miles on the roads around Mountain View, and in March automotive component maker Delphi was allowed to autonomously drive a specially adapted Audi from San Francisco to New York, a record distance of 5471km. For some perspective, the first sanctioned test of an autonomous vehicle on French public roads took place on October 2, 2015, and the car in question, a Peugeot Citroen-developed prototype, covered a tenth of that distance. But Europe as a whole is starting to wake up to the technology. In the UK, Germany and Sweden the roads are open to autonomous vehicle

testing but in the US, different states still have different regulations. Volvo, which has emerged as one of the early frontrunners in the race to bring autonomous driving technology to real-world vehicles, believes this will harm car companies’ chances of developing compliant vehicles. “The absence of one set of rules means car makers cannot conduct credible tests to develop cars that meet all the different guidelines of all 50 US states,” he said. “If we are to ensure a smooth transition to autonomous mobility then together we must create the necessary framework that will support this.” However, even when all of these technological hurdles have been overcome, ethical, philosophical and moral questions remain.

Bill requiring reports on earthquake vulnerability of local water infrastructure signed by Gov. Brown SACRAMENTO, October 9, 2015 – Gov. Brown today signed into law a Sen. Bob Hertzberg plan to require regional water-management officials to report the vulnerability of their water systems to an earthquake. “Gov. Brown understands that with a fourth-straight year of drought driving home the precarious nature of California’s water supplies, we cannot ignore forecasts showing a greater than 99-percent chance of a 6.7 earthquake within the next 30 years,” Hertzberg said about the need for Senate Bill 664. “Much of California’s infrastructure, including key water-delivery systems, remains seismically unsafe and extremely vulnerable.” Hertzberg and residents of his San Fernando Valley district know well how devastating an earthquake can be. In 1991, the infamous 6.7 magnitude Northridge earthquake left 57 dead, more than 9,000 injured and caused more than $40 billion in damages. Two years earlier in Northern California, the 6.9 Loma Prieta earthquake killed 63, injured more than 3,700 and caused more than $6 billion in damages. By comparison, the most deadly California earthquake, the 7.8 Great 1906 San Francisco Earthquake and Fire, killed 3,000 and caused $13 bil-

lion in inflation-adjusted damages. “Each of these quakes resulted in devastating damages to water systems, interrupting fire-fighting efforts and leaving thirsty residents lining up for scant water supplies,” Hertzberg said. “Drought scientists now predict our changing climate will increase the frequency, length and severity of droughts in California. The time to act is now.” SB 664 addresses Urban Water Management Plans (UWMPs), a collaborative effort overseen by the state Department of Water Resources to identify and use water-management solutions on a regional scale to increase regional self-reliance, reduce conflict and manage water. SB 664 will direct all UWMPs to include an assessment or evaluation of the seismic vulnerability of the water infrastructure. SB 664 follows a recent Los Angeles Department of Water and Power report that identified $15 billion in potential need for seismic upgrades to water infrastructure. Last November, voters approved a water bond that provides $810 million to water-management projects. Seismic-safety upgrades may be eligible for funding from recent bond measures. 43 stories by 43 women by former Theresians Los Angeles – A unique collection of personal essays titled Portal (Gateway to Adventure) was launched over the weekend at the posh Del Rey Yacht Club in Marina del Rey, California. Forty-three stories by forty-three women who are all graduates of St. Theresa’s College, an exclusive girls’ school in the Philippines, once run by Belgian nuns, are contributors to this epic anthology. The stories of the 380-page tome carry one theme – a place, city or country that serves as a portal or gateway that triggers memories of events, epiphanies or victories. Some writers wrote of adventures of love, reconciliation, spiritual rebirth, forgiveness, achievements - even of mountains and birds. Half of the Portal writers reside in Manila, while the other half come from all parts of the USA, even Australia and Canada. One contributor is a nun, also a Theresian, but now based in Taiwan. There are 25 graduating batches from three branches of St. Theresa’s College – Manila, Quezon City and Cebu City - that are represented in Portal. A cross-section of the writers’ careers reveals the Theresian spirit to serve. Some writers are former judges, lawyers, doctors, nurses, government appointees, religious ministers and servantleaders. Some continue to be writers, counselors, athletes and entrepreneurs. Portal (Gateway to Adventure) was collected and edited by Marily Orosa, a writer of creative nonfiction and founder and president of Studio 5 Designs, a pioneer in the field of graphic design in Manila. Apart from Portal, she has published many award-winning coffee table books and corporate collaterals for a sterling list of clients. Orosa is also an alumna of St. Theresa’s College. The book will be launched in Los Angeles, San Francisco, Toronto and Manila in 2015 and in other key cities in 2016.
