“Portuguese, with close to 200 million speakers in eight countries spread across four continents, ranks among the top ten [languages], holding a firm seventh position” (in Parallel, 2008 (02)). Besides being an official language in many international organizations, Portuguese is also the fastest growing Romance language world-wide with a higher ratio of speakers than that of other former colonial powers (e.g. there are 16.7 Brazilians for every speaker in Portugal, compared to 3 Mexican speakers of Spanish for every user in Spain).

A Global Language Strategy A new strategy is underway to promote the prestige of the Portuguese language on the international scene. The Community of Portuguese-Speaking Countries (CPLP) agreed to “share policies and create common programs for the ‘globalization’ of the Portuguese language, through the promotion of its cultural and economic value” (Lusa). Support for immigrant Lusophone communities to maintain their heritage, and teaching Portuguese as a f o r e i g n l a n g u a g e ( P F L ) a r e c u r r e n t t o p priorities, which will be supported not only by the new spelling standards (Acordo Ortográfico), but also by a large investment in teaching and training projects on the part of the Portuguese Government and others.

A Dual Coordination Model In substitution of the former model centralized at the Embassy of Portugal in Washington, D.C., there are now two Coordinations for Portuguese programs in the USA – one on the East Coast, and one in the West. CEP•CA’s office opened in October 2007, and is funded

by the Portuguese Government in partnership with California State University, Stanislaus, in the San Joaquin Valley.
