Campaign for the sterilization and registration of dogs with and without owner 2013

Current situation One of the most common and worrisome situations we are facing countywide is abandonment. The existence of stray dogs poses another both acute and unpleasant problem for citizens who accept them and for those who do not want them on public grounds. The high cost of sterilization operations, and the lack of information projects within the animal owners cause the permanent appearance of stray animals on the streets. From our work we confirme that 95% of the stray canine population in ClujNapoca comes from abandonment cases and more than half are migrants from the neighboring villages. From our calculations, experience and onthe-spot observation of the situation, we estimate that a total of 150-200 dogs are abandoned every month in Cluj.

The objective of this project is to reduce the number of abandoned animals and to keep under control the canine population through sterilization, registration and microchip implanting.

Proposed objectives Considering the above, we plan to start in 2013 several sterilization campaigns for stray and owned animals in Cluj and the neighboring villages, and also make a census of these animals. Dogs will be neutered, vaccinated against rabies, microchipped and registered in a Unique Register of Evidence, which can be the basis for implementing the management project of the canine population that the NUCA association has proposed before to the municipalities of the concerned areas. Stray and owned dogs will be microchipped and added into the Register. For owned dogs there will be evidence sheets and data will also be listed in their health cards, if any are provided.

Prior-ranking for sterilizing: - fertile female (with or without owner) - male dogs without owner and last, - male dogs with owner.

Contribution of the association NUCA - Animal Welfare - Promotion of sterilization and registration campaign through specific means: posters, flyers, newspapers, television, internet - Organizing and coordinating the sterilization campaign, - Preliminary discussions with mayors and their permission to provide microchips needed to start the campaign; - Setting up the Unique Canine Population Registry and making it available for the DSV and the City Hall; - Collaboration with the personnel designated by the City Hall in order to achieve a conclusive census of dogs with and without owners in the village/town; - Provision of vehicles and transport volunteers to catch stray dogs; - Educating the local population in the scope of raising accountability towards dogs, as well as awareness of the importance of microchipping and sterilizing.

From its founding to this date, NUCA Animal Welfare managed to sterilize over 3500 owned and stray animals. In Cluj, in the last 5 years, they managed to sterilize 90% of the stray dogs! Experience has shown us that will never be able to cover the remaining 10% as it represents the rate of abandonment.
