Letters From Leadership Just over fifty years ago, the Arizona Multihousing Association launched as a small association of apartment owners who worked together to eliminate the statewide rental tax. Thanks to the dynamic leadership of our board and focus of the AMA team, we have grown to become the fifth largest trade association in Arizona, and one of the nation’s largest NAA affiliates. Today, our association includes more than 236,000 units in membership and we plan to meet our goal to hit 250,000 units! Our membership continues to grow as well and we are on track to pass 2,000 member companies. It’s an exciting time for the AMA! Each year, the Education Committee and the professional AMA staff work to identify leading issues within our industry and create impactful courses for your team members. These continuing education courses support the development of talent within your companies and improve skills and retention. Special events, fundraisers and networking programs bring together our members to learn more about each other’s services and leading issues in the multifamily industry. Some of these events celebrate the great work of your team members, while others offer opportunities for personal networking and relationship building. Associate and regular members participating in these training and leadership development programs return to their work stronger employees. In the coming months, we will be celebrating together at the Tributes Dinner where we honor the remarkable achievements of individuals and teams for their efforts within your company and for our communities. We’ve nearly outgrown our space at the Phoenix Convention Center, so I hope you will reserve your tickets early and join the 1,700 attendees for our gala. One of the most important program areas that the AMA provides to its members is Continuing Education, to help develop talent for the future. Government Affairs As the apartment industry continues to grow, it is increasingly important that owners and managers take every measure to protect their business interests. Property managers cannot afford to make critical business decisions without accurate information on current developments at the local and state government level. And without an advocacy team actively working to protect you, costly regulation and unwarranted fees can have a major impact on the health of our industry. Over the years, the AMA has protected the interests of the apartment industry through key state and local legislative victories. •

SOLID WASTE SERVICES. Successfully enacted legislation to allow multi-family operators to select a private enterprise solid waste or recycling service provider in all Arizona cities and towns.

MANDATORY RECYCLING. Successfully enacted legislation to prohibit cities and towns from adopting mandatory recycling programs.

INCLUSIONARY ZONING. Successfully enacted legislation to prohibit municipalities from adopting inclusionary zoning ordinances and/ or in-lieu fees.

PROPERTY TAX REFORM. Successfully enacted property tax reform in Arizona that changed the state assessment ratio for Class 4 (rental) property from 15% to 10%, which has saved the Arizona apartment industry $3.5 billion to date.

RENT TAX. Successfully enacted legislation to require voter approval for any rental tax rate increase saving the industry and Arizona renters nearly $52 million annually.

DEVELOPMENT IMPACT FEES. Successfully partnered with key development stakeholders to enact a comprehensive reform of the development impact fee statutes saving members millions in annual development impact fee increases..

INTERIOR INSPECTIONS. Successfully enacted legislation to prohibit cities from conducting annual interior rental unit inspections and assessing annual inspection fees, saving the industry over $17 million annually.

REGULATORY PROTECTIONS. Successfully enacted legislation to prohibit cities from enacting “rent control,” blocked attempts to license leasing agents, limited early lease terminations, and created a business-friendly landlord and tenant act.

PRIVATE PROPERTY RIGHTS. Defeated a legislative proposal that would have allowed residents or guests to bring firearms into leasing offices, pool areas, gymnasiums or other apartment common areas.

IMMIGRATION. Defeated legislation to require managers to verify legal immigration status of all prospective tenants.

PROPERTY MAINTENANCE. Defeated legislation that would have required property owners to hire licensed contractors to perform all routine maintenance in apartments including air filter replacements and fixing leaking sinks..

AMAPAC & BGF AMA Political Action Committee and Better Government Fund As part of the comprehensive Government Affairs program, the AMA Political Action Committee (AMAPAC) and Better Government Fund (BGF) were established to ensure that the AMA has an influential and active voice in Arizona politics. AMAPAC enables individuals to contribute directly to our efforts to ensure the apartment industry’s participation in the decision-making process of government and supports candidates who are allies of the apartment industry through an endorsement process, while the BGF is a funding mechanism created to independently impact elections and legal issues using corporate contributions. Both are essential to our success.

Community Coalitions The mission of the Community Coalition Program is to lay a foundation of community awareness & involvement by providing educational meetings and networking to address the needs of the families and individuals who live and work within rental housing. The AMA Community Coalition program is a combined effort between the volunteer representatives from area properties, known as Coalition Coordinators, the AMA and citywide Crime Free Multihousing programs. Meetings are scheduled over the lunch hour, and speakers are invited to share topics, issues and resources that are relevant to community safety.

Community Outreach Project S.A.F.E. The Project S.A.F.E. (Safety Awareness Family Education) season spans from March 1st through July 31st. Focused on educating residents and the philosophy of the family unit, properties hold an event to bring their residents together to educate them on important safety issues facing them, their families and their community. Wide variety topics range from ID theft, anti/cyber bullying to parking lot safety and these are just to name a few! Project S.A.F.E. is a proven, valuable program for property managers, staff and residents alike. Residents and managers, who participated in Project S.A.F.E. have attributed many success stories directly to their participation in this program – from saving a drowning child to preventing a fire in a senior community. After the events have been held, there is a “Best Of” competition held to recognize participant’s hard work and dedication. Community Outreach Big Hearts Since 2005, dedicated members of the AMA have raised nearly $900,000 to benefit at risk families and children of Arizona. Raising money for the Arizona Multihousing Charitable Foundation (AMCF) benefits agencies such as UMOM New Day Center and Florence Crittenton in Phoenix, Our Family Services in Tucson, Autism, and the Julie Hurst Scholarship Fund. Members of the Big Hearts Committee host annual fundraising events that include a Bowl-A-Thon, Car Raffle, El Tour de Tucson, Tucson 5K and Silent Auction.

Raising A Reader Since becoming a licensed affiliate with Raising A Reader (RAR) there has been growing interest in the program. In 2016, the AMA completed three (free) training sessions and in total, thirty-six (36) representatives from management companies have completed these trainings. The classes are designed for representatives from Management companies who will then train each community manager to implement and run their own RAR program on site. Raising A Reader is a 10-week early literacy and family engagement program that helps parents and children develop, practice, and sustain interactive read-aloud routines. At little cost to participating properties, Raising A Reader is delivered directly to children and families in your apartment community. This program enhances the relationship between residents and staff, and serves as a great resident retention and marketing tool. In addition, the AMA now has a FREE RAR LIBRARY in both Tucson and Phoenix where management companies can check out the materials. Arizona Smoke Free Living It has been two years since the AMA partnered with Maricopa County to launch its statewide smoke-free program for the apartment industry. Using tobacco-cessation funding, the AMA is contracted to provide education and assistance to apartment owners, developers and managers regarding the dangers and health risks of smoking and to capitalize on the cost savings of going smoke-free. The on-site manager is a vital link between apartment residents and the community owners and investors. This designation program, recognized by the National Apartment Association (NAA), includes: Management of Residential Issues, Legal Responsibilities, Human Resource Management, Fair Housing, Property Maintenance for Managers, Risk Management, Financial Management, and the Community Analysis project. The final exam is taken at a testing center, and all graduates are listed in the NAA’s Units magazine.

National Apartment Leasing Professional (NALP) Condensed Class- 1 week only. Attendance for all classes is mandatory. September 25th-29th, 2017 9:00 a.m. - 5:00 p.m. $375 for members, $475 for non-members

Leasing professionals are the first people prospective residents meet, and often their only gauge of the property staff. This course is designed to teach these professionals skills to help them become top producers.
