Hells Angel biker sues Surrey blogger for defamation By KEITH FRASER, A member of the Hells Angels has filed a defamation lawsuit and is seeking a court injunction against a Surrey, B.C., blogger who purports to out gangsters. Damiano Dipopolo, who is employed as a longshoreman, says a series of articles written last month by a man who runs an anonymous blog called “gangstersout” is damaging to his reputation and character and could result in him being fired from his job. In the lawsuit filed in B.C. Supreme Court, Dipopolo turns the tables on the blogger, identifying him as Dennis Watson, and says the articles falsely allege he is involved in a criminal organization, is involved in a drug trafficking ring and has infiltrated the union that represents the longshoremen for illegal purposes.

Guest Editorial More help needed for kids with mental health issues Five-year-old Adam pushed his way into a lineup of kids. Rebuked by a nearby mother for his intrusion, he stuck out his tongue and ran off.

Children with mental disorders who go undiagnosed and untreated don’t get better on their own. Mental health issues rarely go away with age. In fact, they usually worsen. And that makes government inaction and anemic funding response a financial fallacy and a social crime. Providing specialized services to mentally ill children is expensive, yes. The cost of failing to treat is far greater. In classrooms, special needs kids divert teachers’ time and attention from other students. That can affect the quality of education for the entire class. Intervention and treatment for any human ailment is virtually

always easier and less expensive earlier rather than later. Certainly that must be so for mental health.

Just another painful moment in a lifetime of struggle for a parent of a young child with a mental disorder.

the potential for severe situations also increases. Homelessness would be one.

If those statistics seem staggering, so is the government response to the issue.

Many of the people living on the street and under bridges in this city suffer from mental illness. Likely they did as children as well.

In the past seven years, Children and Youth Mental Health spending rose by a paltry $4 million. Of the total provincial budget, CYMH comprises 0.2 per cent.

Criminal activity would be another. Homelessness is mundane compared to the cost of crime in terms of enforcement, justice and incarceration.

In that period, the number of front-line CYMH psychologists dropped from 37 to 33. Front-line nurses went from 59 to 42, although the number of supervising nurses crept from seven to 10.

And then there’s the potential of violence, which can carry a price beyond value. It brings new meaning to the expression, “Pity the children.”

What has ballooned in the past seven years, though, is the legion of

Perhaps it’s a greater awareness on the part of parents that some child behaviours are indicators something is seriously amiss. Likely, it’s also identification by teachers better equipped to recognize mental disorders, and who make referrals or requests for special needs assistance in the classroom. New measures to better ensure of security of Canadians Prime Minister Stephen Harper today announced a number of measures that will increase the safety and security of Canadians. He was joined by Joe Oliver, Minister of Finance and Member of Parliament for Eglinton-Lawrence. Our Government knows that the highest calling of any government is to ensure the safety and security of its citizens. To this end, the Prime Minister announced new support, under Economic Action Plan 2015, for the Canadian Security Intelligence Service (CSIS) to increase the agency’s front-line capacity to combat the ever-evolving threat of terrorism. This funding will help support CSIS’ counter-terrorism capabilities to better identify and address threats from terrorists planning acts on Canadian soil or from would-be terrorists trying to travel abroad to commit such acts elsewhere. Prime Minister Harper also announced that the Canada Revenue Agency (CRA) will strengthen their resources currently allocated to countering terrorist threats in order to better crack down on the financing of terrorist groups through registered charities in Canada. It will build on current efforts to detect and suppress terrorist financing activities in the charitable sector, to help legitimate charities better protect themselves against terrorist abuse, and to ensure that the generous donations of hardworking Canadians are not being funneled to dangerous terrorist organizations. Finally, the Prime Minister Harper

announced significant support over a five-year period to expand biometric screening measures to all foreign travellers entering Canada on a visa. These important measures will give Canada Border Services Agency (CBSA) officials the tools they need to verify the identity of travellers and further improve the security and integrity of our borders. Quick Facts • Economic Action Plan 2015 committed significant support for intelligence and law enforcement agencies to ensure that they have the tools they need to protect Canadians and their families from the evolving threat of jihadi terrorism. • On May 21, 2015, Prime Minister Harper announced increased support for the Royal Canadian Mounted Police and the CBSA to help ensure the safety and security of Canadians from terrorist threats. • Through measures included in Economic Action Plan 2015, including the Prevention of Terrorist Travel Act

and amendments to the Canadian Passport Order, the Government is taking action to strengthen Canada’s ability to cancel, refuse or revoke passports as a preventative measure against high-risk travellers. • The measures announced today are in addition to several pieces of legislation that our Government has introduced or passed to help ensure the safety and security of Canadians, including the Anti-terrorism Act 2015, the Combating Terrorism Act in 2013, making important amendments to the Citizenship Act, the Protection of Canada from Terrorists Act, introducing the Prevention of Terrorist Travel Act and changes to the Canadian Passport Order.

His father had come to the US twenty years ago, and had worked his way up to where the Diwan Empire now stands. Honesty and integrity is

what he learnt from his father and that is how his business has grown to where it is now.

returned their money and that family is now in dire straits, he is disturbed. He doubts his father's integrity and vows to give half of his fortune to that family.

ISHQEDARRIYAAN Obviously, with an empire this huge, journalists are going to dig deep for some dirt. They always want to go to the root of any successful person and take pride in portraying the fact that this is where he or she came from. So when a journalist from a lifestyle magazine learns that Agam's father actually borrowed Rs 20 lakhs from his friend in Punjab and came to the US and never

He comes to India to do just that but when he enters the school which is run by the lovely Luvleen (Evelyn Sharma), who is the daughter of his father's friend, he gets tongue tied after she mistakes him for coming in for a teacher's job. So instead of getting to the truth, he ends up teaching for a salary of Rs 7,000. So far, so good. The movie has a feel-good premise, but the second half

First and foremost, Agam has not bothered to find out the truth and how his father cheated her father. All the time, he spends secretly admiring her. And then blindly he gives away such a huge amount to the man. Brother, if that is what you owe her, give it to her! If there was a little urgency in getting into the heart of the matter, ISHQEDARRIYAAN could have been different. Director V V Sharma goes round and round and thus loses the plot. Both Mahaakshay Chakraborty and Evelyn Sharma are pleasing and present their respective characters with dignity. But sadly, dignity is not what the script receives. In its overenthusiastic attempt to go ballistic, the proceeding loses its credibility. And that is really sad. Ishqedarriyaan Review Rating : 2/ 5 stars

CBI closure report on Tytler is explosive, says Phoolka New Delhi (ANI): Senior advocate H. S. Phoolka on Thursday termed the closure report filed by the Central Bureau of Investigation against senior Congress leader JagdishTytler as ‘explosive’, and called for the latter's immediate arrest. “The CBI closure report is explosive... Clear offences carried out by Tytler have been mentioned in the closure report. He has been forcing witnesses, he is indulging in hawala transactions and the death of a witness is also suspicious: he changed his statement twice and after that he died,” Phoolka told ANI. “In view of all this, what has come out in the closure report is that Tytler should be arrested immediately; the way he has been indulging in bribing and forcing the witnesses and sending

In-person bullying more emotionally harmful than cyber harassment Washington, (ANI): A new study has suggested that cyber-bullying is less emotionally harmful to kids than traditional in-person. University of New Hampshire’s study showed that cyberbullying that starts and stays online is no more emotionally harmful to youngsters than in-person harassments may actually be less disturbing because it’s likelier to be of shorter duration and not involve significant power imbalances. Although technology-only incidents were more likely to involve large numbers of witnesses, they were least likely to involve multiple perpetrators, the study found.

hawala money... all three things must be recorded and he must be arrested immediately,” he added. Phoolka also called for an investigation into arms dealer AbhishekVerma’s allegations against Tytler and former prime minister Dr. Manmohan Singh. “The closure report was filed by the CBI in 2009, but before that, the agency’s DIG had said that a chargesheet must be filed against Tytler. But the CBI

director had overruled the decision and decided to file the closure report. Now, due to AbhishekVerma’s statement, it comes out that it was due to the thenprime minister’s intervention that the closure report was filed. That also must be thoroughly investigated,” he said. Former union minister Tytler is accused of inciting the 1984 anti-Sikh riots in the national capital after the assassination of the then-prime minister Indira Gandhi, a charge he denies. (ANI)

Russia to continue with 2018 World Cup preparations despite FIFA scandal Russia: Despite criminal investigations engulfing FIFA, the governing body of world football, Russia is still continuing with its preparations for the 2018 FIFA World Cup. After ex-FIFA official Chuck Blazer admitted to accepting bribes for choosing countries to play hosts for the World Cups, US prosecutors are now investing the bids for the 2018 and 2022 World Cups, won by Russia and Qatar respectively. However, Russian Olympic

Committee head Alexander Zukhov said he thinks there would be no boycotts, the BBC reported.

Zhukov said they have heard statements, including from politicians, but, he thought the sporting community would never do it and won't allow the world of sport to be split, insisting that cooperation with FIFA was going on and, most importantly, Russia was continuing preparations for the 2018 World Cup. Earlier, the US prosecutors indicted 14 people on charges of bribery, racketeering and money laundering. Four others have been charged, including Mr. Blazer.

More sizzle and less stains How to keep your built-in BBQ clean this summer (NC) The trend towards outdoor entertaining and extended living spaces has led to the popularity of the built-in BBQ centre. They're the permanent structures that create the feel of an outdoor kitchen and make summer entertaining easy and enjoyable. The beauty and permanence of

outdoors, they are often subject to harsh

these hardscape stone, concrete or brick

weather conditions. As a result, looking at the state of built-in BBQ centres after a few years can often be a tough site to bear. The grease stains, dirt, grime, general wear and tear, and the effects of the elements can cause pavers to lose some of their original lustre. It is important to protect your investment as the maintenance of these structures can add value to your home when it comes time to sell. The good news is that the latest technological development in stain removal and paver protection allows you to freshen up and restore the beauty of your built-BBQ centre as well as avoid prematurely aging of your hardscape and preserve it for years. According to the experts at Techniseal, the leading manufacturer of treatment products for the concrete paver industry, the cleaning and sealing of pavers is typically a three-step process. The first step is the removal of obvious stains with the appropriate spot cleaners. Not all stains require the same product. For example, Techniseal has designed specific removers for rust, rubber, paint, oil and grease stains. Step two of the process is to even the appearance of the entire surface after spot cleaning. For this step the HD Paver Prep is recommended. This effective cleaner is ideal for removing general grime and dirt as well as efflorescence, the whitish residue that surfaces not long after pavers are installed. The HD Paver Prep ensures even cleaning and brightens up the colour prior to sealant application. The third and final step is the application of the chosen sealant. First, the homeowner must choose between a natural, clear, colour boost or wet look. Natural and clear-look protectors do not change the original colours of the pavers. Wet look and colour boost protectors, however, will enhance their colours, giving pavers a rich and vibrant appearance. Next, the finish must be selected between matt, semi-gloss and gloss. In the case of an outdoor kitchen or a pool deck for example, where slipperiness is a concern; a matt finish provides the best results. All of the company's protectors are stain and water-resistant so you can expect zero maintenance as well as peaceful and relaxing summer days for the next five years. More information on cleaning and protecting your hardscape surfaces is available at techniseal.com.
