Victim survives Delta shooting, Police investigating DELTA-A shooting victim is going to live, and is not cooperating with police, after being fired on and wounded today in Delta. Few details are available about the

cost of the plan — which will enhance or continue 24 existing programs and introduce a handful of new initiatives — but the mayor says it won’t immediately affect the city’s bottom line. “We’re confident that we can do this strategy within existing means and within the opportunities for funding from other levels of government,” Mayor Linda Hepner told reporters following a presentation Monday. The city began developing the strategy in January, about a month after the hiring of director of public safety strategies Terry Waterhouse. The process involved meeting with agencies and the public, holding focus groups and planning sessions, and running online surveys. More than 1,600 people were consulted. The strategy focuses on four

priority areas: building community capacity, ensuring safe places, preventing and reducing crime, and supporting vulnerable people. Ten initiatives were announced as part of the strategy — one of which, the Integrated Services Network, has been in the works for more than a year — and those programs fit into each of those

Shoppers Drug Mart applies to be a distributor of medical marijuana TORONTO - Shoppers Drug Mart has submitted an application to distribute medical marijuana, claiming that allowing pharmacies to dispense the drug would improve the quality of patient care. But even if the application is approved, Canada's largest pharmacy chain won't be permitted to sell the drug through its stores unless Ottawa changes the rules governing the medical marijuana regime. Registered patients are only permitted to buy cannabis directly from licensed producers, who send the product to clients by mail. But Shoppers Drug Mart spokeswoman Tammy Smitham says the company is hopeful that the federal government will consider updating the rules to allow pharmacies to play a role in distributing the drug. "We believe that allowing medical

marijuana to be dispensed through pharmacy would increase access, safety, quality and security for the thousands of Canadians who use the drug as part of their medication therapy," Smitham said in an email. Smitham said the retailer, which is owned by Loblaw Companies Ltd. (TSX:L), has applied to Health Canada to become a licensed medical marijuana producer — but only for the purpose of distributing the drug.

Shoppers has "no intention" of producing cannabis, she said, calling the application an administrative requirement in order to be able to distribute medical marijuana to patients. "We have no intention of producing medical marijuana but we do want the ability to dispense medical marijuana to our patients in conjunction with counselling from a pharmacist and we are hopeful that the government of Canada will embrace that opportunity for enhanced patient care," Smitham said. Earlier this year, following Loblaw's annual general meeting, company president and executive chairman Galen G. Although Surrey introduced a Crime Reduction Strategy seven years ago, Waterhouse said this one is different because of its focus on service integration, data use and technology. The degree of engagement with the community is also unique to this strategy, he said. There are also ways to measure and monitor progress, including an online City Dashboard that will allow data to be easily published for all to see. “It’s very rare that programs of this type are measured and evaluated for effectiveness,” said Waterhouse. The city, which already spends 61 per cent of its budget, or $195 million, on public safety, expects to move ahead with the strategy with no effect on the budget. Hepner said the majority of the programs outlined in the strategy already exist and they will be continued and enhanced as needed. This means they’re already in the budget for their respective departments or are being run by outside organizations. In future, new programs related to the strategy could become budget items if the departments responsible need money. “Within the various departments and what they’re asking for we would expect things to happen on an annual basis, and we’re ready for that,” Hepner said. In other cases, the city will be looking at getting funding from provincial and federal partners, such as in the case of the Community Safety Centre.

Canada’s record household debt is threatening its financial stability Canada’s debt, swelled by a decadelong housing boom to almost triple the size of its economy, is drawing increasing concern from an international banking community that says it threatens growth and financial stability. The combined debt of Canadian governments, companies and households reached US$4.4 trillion in the first quarter, or 288 per cent of gross domestic product, exceeding the same gauge for the U.S., the U.K. and Italy, according to the Bank for International Settlements. While Canada boasts the lowest government debt load among Group-ofSeven countries, household debt is the highest of its peers, the Basel, Switzerland-based BIS said last month in its quarterly report. Hamilton trucker charged after big rig tips over on Highway 401 in Tecumseh

MAHILTON- A Hamilton trucker is facing a careless driving charge after his big rig tipped over on Highway 401 in the Tecumseh area early Monday. Essex County OPP said the incident happened shortly after 1:15 a.m. in the westbound lanes of the highway near Concession 9. The white Freightliner tractor-trailer was carrying fresh and frozen food products for Walmart Canada. Police said the truck struck a guardrail and tipped over. No one was hurt, but the Ministry of Environment had to be contacted about a small diesel spill that resulted from the incident. Gurwinder Chhina, 24, of Hamilton, faces one count of careless driving under the Highway Traffic Act.

Judges in Alberta custody case ordered boy not to wear girls clothes in public

MEDICINE HAT, Alta. – A gender identity expert says judges need more education after two Alberta family court judges ruled a child born a boy can’t wear girls clothes in public. Kris Wells, with the Institute for Sexual Minority Studies and Services at the University of Alberta, says the case shows some judges need their attitudes challenged and corrected. The case involves a couple in Medicine Hat who are fighting over custody of the child. The mother supports what she says is the child’s wish to identify and dress as a girl, but the father does not and blames the mother for the child’s gender confusion. A judge last year decreed the child could only wear girls clothes in private and a second judge later upheld the ruling. A third judge recently ruled that the child can choose what clothes to wear. Angela Reid, with the Trans Equality Society of Alberta, says the group has encouraged the mother to file a human rights complaint against the first two judges.

Canada-EU trade deal on hold as Belgium fails to reach agreement OTTWA-The European Union's hopes of signing a landmark free trade deal with Canada this week appeared to evaporate on Monday as the Belgian federal government failed to win the consent of French-speaking regional authorities. But neither Canada nor the European Union is ready to say the planned Canada-EU summit on Thursday, where the Comprehensive Economic and Trade Agreement (CETA) was supposed to be signed, has been called off. European Council President Donald Tusk had given Belgian Prime Minister Charles Michel until Monday, three days before the planned signing, to resolve the impasse. But a meeting Michel hosted with leaders of the five sub-federal authorities whose permission he needs to go ahead ended in stalemate. Tusk contacted Prime Minister Justin Trudeau Monday just after noon ET. Trudeau's office said the leaders agreed the EU and its member states should continue to work towards a signing summit on Thursday, and they agreed to

stay in close contact in the coming days. Tusk also took to Twitter Monday to say he thought the summit could still go ahead and suggested Trudeau felt the same. But without a guarantee that the EU is ready to sign, the fate of the summit still appears up in the air. Canada has said it will only proceed if there is a deal to sign. International Trade Minister Chrystia Freeland told reporters on Parliament Hill she and Trudeau are still prepared to travel to Brussels to sign a deal on Thursday, but said that was in Europe's hands. "I want Canadians, and also Europeans, to know that Canada has done its job. We stand ready to sign CETA. We're ready to travel to Europe to sign it on Oct. 27," she said.

"We were encouraged to hear from the Europeans today, both in public and in private, that they are working hard to get this deal done, that Europe is now hard at work to do its job and we wish them every success," she said. But any success will hinge on the EU's ability to bring the Wallonia region into the fold now inhabited by the rest of Europe. "We cannot give a yes," Paul Magnette, the premier of the Wallonia region, told reporters as he emerged from federal talks in Belgium earlier Monday. He said the main problems remained not with Ottawa, which has already agreed to modifications in the deal, but with the EU authorities. Other Socialist-led regions, including bilingual capital Brussels, are ranged behind the Walloons, while Dutchand German-speakers back Michel's liberal-led federal coalition: "We have a Yes from the federal, Flemish and German-speaking communities and it's a No from the others," said Flanders premier Geert Bourgeois after the meeting at Michel's residence lasting less than an hour. -By CBC News

Guest Editorial Recent power failure sparks needed earthquake conversation Earlier this month I told someone we’d never had a significant power outage at our little shack in Kitsilano in the 22 years we’d lived there. There had been a few brief outages in the middle of the night, or while we were out, that required resetting the clocks, but nothing that left us sitting in the dark by the light of a candle. Why anyone would tempt the electricity gods like that is shocking. So on Friday, naturally, we were among the 191,000 Lower Mainland and Vancouver Island homes and businesses that lost power during the storm. Thanks to the dutiful work of some of the 400 B.C. Hydro workers who fixed the damage we got our power back after 11 hours, but it’s amazing how losing electricity so quickly sweeps away the thin veneer of modern life we so often take for granted. Without power, we lost our lights, Internet connection and email, the landlines (because we only have wireless phones), the furnace (because it has electronic ignition), and the ability to recharge our laptops and cellphones. From what I presume was a branch falling on a wire, we were suddenly rocking an 18thcentury lifestyle of oil lamps, candles and extra layers of clothing while listening to our food gently spoil in the slowly warming fridge. The only upside was a daylong respite from U.S. election coverage. To make matters worse, I had decided to work at home Friday, which added to the complications by losing the critical Internet connections to the office, including my web-based work email and the production website. Being without power for half-a-day, of course, is just a hassle. But it made me think about what it would be like going without electricity for weeks, which would likely happen during the big subduction-zone earthquake scientists warn will inevitably strike Vancouver and other parts of coastal B.C. These massive, killer quakes hit every 300 to 800 years. The last one was in 1700. On Oct. 20, millions of people around the world will “Drop, Cover and Hold On� during Great ShakeOut earthquake drills. Friday’s power outages and the ShakeOut events remind us of the need to put in place emergency-preparedness plans and supplies. According to the Great British Columbia ShakeOut webpage, we should draft family emergency plans about how to respond to a quake; stock enough food, water and supplies for at least

three days; have emergency kits at work and in our vehicles; identify items that may topple and secure heavy furniture to walls and get earthquake insurance. Most of us almost certainly don’t do all that, but should. After Friday, I am motivated to do more than just buy the few extra flashlights I picked up last weekend. If the Big One strikes, there is a good chance we could also lose natural gas and even water. That would turn us into sadly incompetent modern versions of cave dwellers, huddling in our collapsed homes trying to figure out how to cook. The power loss also made me ponder Vancouver’s goal to eliminate natural-gas use in the city. We were happy to still be able to make meals, something that would not have been the case if we had a 100-per-cent electric home. I’m not sure enough thought has been given by city officials to the positive aspects of the redundancy in having two power sources to homes. In a disaster, perhaps one would still function. That idea isn’t lost on Jason Wolfe, director of energy solutions for Fortis B.C. “In a big earthquake, you can’t guarantee� there would be gas delivery, he said. “But in the usual windstorms, you are going to still have gas, which is delivered underground. There are advantages in having redundancy. You could still cook, use your barbecue or your gas fireplace.� Vancouver’s plan to eliminate natural-gas use by 2050 is also impractical. Vancouver residents currently use 26 million gigajoules of natural gas a year, Wolfe said, about the power equivalent of the Site C dam. The city’s push to only use “renewal� natural gas is also a problem. “It would take 100 Delta landfills,� Wolfe said, to replace the regular natural gas currently used by Vancouverites, and such a supply doesn’t exist. With regular natural gas costing 3.6 cents per kilowatt hour of energy compared with six cents for renewable gas, or 13 cents for electricity, the alternatives are also more expensive. Parents find son's lifeless body after pharmacy switches sleep medication for toxic dose of another drug Eight-year-old Andrew Sheldrick went to bed on Saturday, March 12, after his mom gave him what she thought was his usual dose of medication for a sleep disorder. When his dad went to wake him in the morning, he found the boy dead. "They did let us know that there was no amount of intervention that could have saved him. He had been gone for several hours by the time we found him," Andrew's mom, Melissa Sheldrick told Go Public. For four and a half months, the family didn't know what caused Andrew's death. Then in late July, a coroner's report concluded Andrew had not taken Tryptophan, the sleep medication he'd been prescribed, but Baclofen, a muscle relaxant drug used to treat muscle spasms caused by conditions such as multiple sclerosis. The coroner found the boy had almost three times the dose of Baclofen in his system that would be toxic to an adult, and no trace of the sleep drug Tryptophan. A report by Ontario's Office of the Chief Coroner concluded an independent compounding pharmacy in Mississauga had made a mistake and substituted one drug for the other. Andrew died after getting just one dose of the Baclofen. A compounding pharmacy prepares personalized medications for patients by

mixing individual ingredients together in the exact strength and dosage form required by the patient. According to the report: "Analysis of the Tryptophan medication that Andrew was prescribed for parasomnia from a compounding pharmacy revealed that it contained approximately 135 mg/ml of Baclofen and no trace of Tryptophan. This would be consistent with the pharmacy mixing the amount of powder that would generate 150 mg/ml concentration of Trypyophan, but substituting Baclofen powder." Andrew's mom says the family had no indication there was a problem with the medication. "The liquid that was in the bottle, it looked the same as Andrew's medication, and he didn't say that it tasted any different," Sheldrick said. "Unfortunately there was no way of knowing that it was anything different than what he was supposed to have."

Boy used sleep medication for years Otherwise a healthy boy, Andrew suffered from a REM sleep disorder called parasomnia that caused him to enter his sleep cycle twice as fast as normal, leading him to wake up as many as five times during the night. Trump will be ‘puppet president’ for Russia: Clinton

Washington [US], (ANI): During the final presidential debate on Wednesday, Democratic nominee Hillary Clinton accused Donald Trump of being a “puppet” of Russian leader Vladimir Putin as the Republican nominee refused to accept Moscow’s interference in the US presidential elections. Clinton said Putin endorses Trump as, “It’s pretty clear, he’d rather have a puppet as president of the United State.” She noted that the Russian hackers had been blamed for releasing internal Democratic emails, apparently in an effort to help Trump’s cause, reports the Washington Post.

“You’re the puppet,” Trump replied. In a fierce backlash, Trump said the real reason Clinton disliked Putin is because he had outmaneuvered Clinton – who was previously secretary of state – and President Obama in nuclear treaties and in Middle Eastern conflicts like the one in Syria. “She doesn’t like Putin because Putin has outsmarted her at every step of the way,” he said. When Trump was pressed about the hacks, which the U.S. intelligence agencies have blamed on Russia, he said he was not convinced. He seemed to attack the smarts

and credibility of those intelligence agencies, saying that the hacks could have been carried out by China or another party. “Hillary has no idea. Our country has no idea,” said Trump. During the debate, Trump also seemed to backtrack on his idea of a mass deportation of illegal immigrants, which has been a bedrock part of his campaign. But during the debate, Trump offered another plan: He would first round up “the bad ones” among illegal immigrants. The 90-minute contest in Las Vegas came just under three weeks before Election Day and with

early voting underway in more than 30 states. The candidates outlined starkly different visions for the Supreme Court under their potential presidencies, with the Republican declaring the landmark Roe v. Wade ruling legalising abortion would be overturned by his judicial nominees. Clinton vowed to appoint justices who would uphold the ruling legalizing abortion, saying, "We have come too far to have that turned back now." Deepika Padukone’s iconic ghostly scene from Chennai Express – (Thangabali Kitavaradhe), reminded us that there is scope for decent horror-comedies in Bollywood. As the story progresses, the horror comedy turns into a drama and like its female protagonist, struggles with its multiple-personalities a bit. The end result turns out to be a fairly watchable film that works for its honesty and harmlessness more than its entertainment value. Boasting of a clean family humour, Vijay doesn’t try too hard to please his audience and gets brownie points for keeping things sweet and simple. The movie does not pretend to be smarter than it is and that's a welcome relief. The special effects in a particular scene are impressive as well. The gorgeous Tamannaah, slips in and out of her two diverse characters Ruby and Devi, effortlessly. She even manages to match her dance steps with the great Prabhu Deva. Though he displays a good comic timing, the latter doesn’t have much to do except for acting surprised owing to his wife’s situation. Sonu Sood makes an extended cameo and renders a restrained performance. He does justice to his superstar character that is not caricaturish or clichéd. Despite being a tad underwhelming, Tutak Tutak Tutiya is a fairly enjoyable film that can be watched on a family outing. -The Times of India

Rakeysh Omprakash Mehra's "Mirzya", loosely inspired by the eternal love story of Mirza-Sahiban of Punjab, is about childhood lovers Monish (Harshvardhan Kapoor) and Suchitra (Saiyami Kher). It is lyrically told and embellished with the rich folklore of Rajasthan, replete with picturesque locales. On the face of it, this sounds perfect. But alas, it is not. The weak story line with a convoluted screenplay and the languid pace of the film, taking the narrative nowhere, is its undoing. The first half of the film establishes their love story which begins from school, albeit with the help of a screenplay that goes back and forth in time simultaneously straddling two worlds, in both of which the lovers are jinxed. The second half, instead of picking up momentum, is painfully slow, with nothing new being offered to the audience by way of narrative. The fait accompli of the lovers and the film is by then already evident. aka Adil Mirza, is sincere, but lacks the persona and charisma of a star. Sadly, for a debut film, he does not have much to display by way of histrionics, except his horse riding and archery skills. He does not appear convincing in the emotional scenes. Saiyami Kher as Suchitra, his love interest, grows on you as the film progresses and from a gawky presence in the first few scenes, she gets a hold over herself and commands attention, especially in the second half when the childhood lovers meet. She appears confident and emotes naturally too. Art Malik, a brilliant international actor, as Suchitra's father, lights up the screen with his strong personality, but seems a tad out of place in the setting.

Anuj Choudhary as Prince Karan, leaves an indelible impact and portrays a jealous lover with a bruised ego, effectively. Anjali Patil as Zeenat, Mirzya's silent and selfless lover, is equally powerful, albeit in a small role. She evokes your sympathy more than the actual lovers in the film. The music by Shankar-Ehsaan-Loy is undoubtedly the raison d' etre of this film and the audience is willingly distracted by the innumerable songs -"Mirzya", "Teen Gawah Ishq ke", "Aave re hichki", as these provide the necessary relief here, rather than being an aberration. Daler Mehndi renders the title song with the requisite gusto and passion, making it pierce through your heart. Perhaps it is the music, including the background score, which evokes the pathos in the audience rather than performances on screen. Director of Photography, Pawel Dyllus, deserves kudos as the cinematography is yet another highlight of the film, as the frames are pictureperfect and leave you mesmerized. Whether it is the colourful dances of Rajasthan or pristine Ladakh, these are beautifully captured by his lens. Overall, "Mirzya" even though two hours and 10 minutes, seems like a lifetime in the theatre as Rakeysh Omprakash Mehra does not succeed in involving you in the love story of the duo. NC) Do you ever look at the bottom of your shoes? Experts say shoe treads can tell a lot about the way you walk and can even help predict the development of pain in your feet, ankles, knees, hips, and possibly your back. “Most people don't think about their feet and lower limbs until they start to hurt, but shoe wear patterns can indicate possible issues before pain develops,� explains Kevin Fraser, president of the Pedorthic Association of Canada and a Canadian certified pedorthist. “The wear patterns on your shoes illustrate the repetitive motion of your feet and lower limbs, so they show if you have structural concerns that may lead to the development of pain and mobility problems.� Fraser says symmetrical wear on both shoes is normal, particularly along the edge of the heel and the big toe.

However, it's concerning if one shoe is worn more than the other, the heel is worn excessively, or there is a localized area of wear. Excessive wear along the outer side or inner edges is another warning sign.

In addition to examining your tread wear, Fraser recommends placing your shoes on a flat surface. The shoes should lie flat. If they tip inwards or outwards or the sides lean in or out, you should consider booking a consultation with a foot expert as you may have a biomechanical abnormality such as muscle imbalance, a leg length difference, or feet that roll too much inwards or outwards. Healthy feet roll gently from the outside of the heel inwards towards the big toe, so the arch absorbs the impact of each step to cushion the ankles, knees and hips. Dr. Lori LaCivita, director of Walden University's industrial and organizational psychology graduate program, says there is often the misconception that working from home is not as serious or demanding as in-person labour. “It's actually a lot harder to work remotely — it takes more effort to be effective in this

environment. You need to prioritize, triage, and structure your day to be productive,” says Dr. LaCivita. 2. Host a gift exchange. Ask pet parents to giftwrap their pet's favourite toy and treat. During the party ask all human and pet guests to sit in a circle and place their gifts in the middle. Assign all human guests numbers and have them select a present in order until everyone has a gift. If you have dogs, cats, and other pets attending, set up different piles according to pet type so everyone receives an appropriate gift. 3. Set up different play areas. Dogs and cats need variety, so help keep them happy and active with various play areas. If the weather permits, set up a running area so dogs and owners can play fetch. For cats, consider setting up a cat treehouse with different levels for them to roam through. Be sure to also set up an area with both cat and dog toys to encourage interaction between pets. 4. Create the perfect feast. Make sure all your guests enjoy a delicious and heathy banquet. Include a variety of pet treats and different dry and wet foods.
