Christy Clark comes to Surrey to announce $23M for B.C. gang strategy By Amy Reid - Surrey Now SURREY — Premier Christy Clark came to Surrey Friday to announce $23 million over three years for an expanded province-wide gun and gang strategy. "What's happening with gangs is not a Surrey problem. It's a British Columbia problem," said Clark. "When we undertake tough enforcement in one city, many of those gang members, just like cockroaches, find their way to other cities around the province." As tactics of criminals evolve, police tactics must too, she said. "We need more resources to do it." Clark said the new funding will mean more integrated police teams, more prosecutors specifically dedicated to combating gang violence and more supports for officers on the ground. The dollars will mean two additional 10-person Combined Forces

Special Enforcement Unit teams, according to Clark. "More boots on the ground. More police officers on the ground. All of them very visible. It's going to be permanent funding," Clark remarked. The funding will be available immediately, she noted, but it’s not known how quickly the new teams will be on the ground.

Clark said the investment will also mean a "new office of crime reduction and gang outreach for people to escape gang life." Surrey man accused of groping young woman on SkyTrain by Tom Zytaruk - Surrey Now SURREY — A Surrey man charged with sexual assault is accused of forcefully groping a young woman after she boarded SkyTrain at the Surrey Central Station. Transit Police investigating the April 14 incident arrested 60-year-old David Evan Ramsey. He has been released from court on a promise to appear before a judge in New Westminster provincial court on April 27. Until then, Ramsey is allowed to ride SkyTrain but only between Surrey Central Station and Columbia Station, and he is not to possess weapons. Transit Police spokeswoman Anne Drennan said the young woman boarded the train at 6:50 p.m. and a man boarded

at the next stop north, Gateway Station, and sat in front of her. "He turned and stared at her, repeatedly telling her she was pretty," Drennan said. "The man was so intent in his staring that the woman was able to take a photo of him without him being aware. After several moments of continuous staring, the man reached

around and allegedly forcefully pushed his hand between the woman's legs." Drennan said the woman pushed him away but he kept staring at her until he got off the train at Columbia Station. The woman disembarked at the 22nd Street Station and reported the incident to a SkyTrain attendant who then called police.

Surrey-Newton NDP MLA Harry Bains told Black Press the government needs to do more, pointing to his party's Surrey Accord, which calls for a community court in Surrey. Harry Bains NDP MLA have been proposing Surrey Accord for last decade. “We’ve suggested we need a specialized court for prolific offenders so we can deal with the underlying problems… Vancouver has that, we don’t have that," he noted. Bains said the NDP have also been calling for new officers in Surrey for years. “Finally they are adding 100 new police officers. They should have been added in the last 10 years. We need to continue to add those resources.” He added: “When those drug deals go unchecked then others are invited into that area. That’s when the shooting starts because they’re competing with each other." Bains also called for regulation of recovery homes. “We have over 250 in Surrey," he remarked. "Over 200 of them are unregulated and they’re unlicensed.” He said Surrey also doesn’t have enough detox and treatment centres. At a Surrey Board of Trade Luncheon Thursday (April 14), Surrey RCMP's top cop, Asst. Commissioner Bill Fordy emphasized the need for education and prevention. He said people should expect police to stop the violence, and are making progress. Last week they arrested five people and seized 13 guns. "We will not arrest our way out of this issue. We will educate our way out of this issue,” Fordy said matter-of-factly.

Motorists corral driver after multi-car crash in Surrey SURREY — A group of Surrey motorists took the law into their own hands Sunday morning and apprehended a suspected impaired driver following a bizarre multicar crash. An Acura being driven eastbound along 96 Avenue at 128 Street at 9:40 a.m. first struck a Subaru SUV in the left-turn lane. The car continued into the oncoming lane and smashed into a Toyota and a BMW before it stopped on the median strip. As people approached, the man inside allegedly pulled a knife and tried to flee. The group managed to contain the man, but

as RCMP arrived he again tried to make a getaway. Police were able to catch him and take him into custody. According to Surrey RCMP Insp. Rick Burns the man faces numerous charges, including

driving with stolen licence plates. “We believe the car had stolen plates,” he said. Burns also said they are looking at impaired driving and both alcohol and drug impairment is being reviewed. After the suspect’s vehicle crashed into the three cars, Burns said bystanders went into action. “He tried to flee on foot and the public grabbed him,” he said. And while Burns said police commend people for helping with the crime busting, they warn the public that with all the recent gun violence in Surrey a suspect could have a firearm and be dangerous. Teen charged with murder in stabbing death of 17-year-old Jaylon Sandhu in Surrey A teenager has been arrested and charged in connection with the December 2014 death of 17-year-old Jaylen Sandhu. The Integrated Homicide Investigation Team announced on Monday morning that the 18-year-old suspect was arrested on Friday in another province and is charged with second-degree murder. The accused, who was 17 at the time of the offence and cannot be named under the Youth Criminal Justice Act, is expected to appear in provincial court in Surrey on Monday afternoon. Just after 2 p.m. on Dec. 18, 2014, Surrey RCMP received reports from witnesses about two men fighting near the intersection of 88th Avenue and 163rd Street. When officers arrived, they found Sandhu — a local high-school student — seriously injured. He was taken to hospital, but he succumbed to his injuries.

Police say Sandhu and the accused knew each other. There is no indication that the altercation was related to any other criminal activity. “This is a case where a teenage boy lost his life over a fight,” said IHIT spokeswoman Sgt. Stephanie Ashton, describing it as “a high-school incident.” Ashton said the family and friends of the victim and members of the community contacted police right away

and provided information that led to police identifying a suspect early in the investigation. Ashton said Sandhu’s family is aware of the arrest and charge, and have asked for privacy. “Jaylen came from a tight-knit family who are now dealing with the events of his death a second time as they hear news of this arrest,” she said. “Knowing the person allegedly responsible for Jaylen’s death is in custody may come as a relief to them.” The teen’s father, Danny Sandhu, told the Surrey Now last month that his son was “a great kid” with a big heart who loved football. A foundation has been set up in his name to provide an annual $1,000 scholarship to a student at Fleetwood Park Secondary. Calgary police deputy chief Sat Parhar under ASIRT investigation A deputy chief with the Calgary police is being investigated by the province's police watchdog — a fact the chief was aware of when he promoted him, CBC News has confirmed. Sat Parhar is the subject of a complaint by a fellow member of the Calgary police. The chief of police, Roger Chaffin, was aware of the complaint when Parhar was promoted to deputy chief. The complaint is based on a sworn affidavit that Parhar is being accused of

not handling properly. The complaint could not be investigated internally

without at least the appearance of a conflict of interest, which is why the investigation was handed off to the Alberta Serious Incident Response Team (ASIRT), according to CBC sources. They believe Parhar will likely be cleared of any wrongdoing. Parhar has been with the Calgary police for 25 years and currently heads the bureau of specialized investigations, which is responsible for areas including organized crime, intelligence and homicide. - CBC News

Police identify man found dead in Harvest Hills as Harsimran Singh Birdi Now saying the young man found dead Thursday morning in a northwest Calgary suburb was the victim of a targeted homicide, police are trying to figure out who did it and why. Harsimran Singh Birdi, 20, was identified by city police as the victim of homicide a day after he was found laying dead in an alley along the 9700 block of Harvest Hills Link N.E. Birdi was found by residents, dead, about 8:30 a.m. and police quickly barricaded much of the block with the tell-tale yellow crime scene tape. Reporters who had viewed the death scene before police ejected them described it as “bloody” with the victim’s face severely battered and Insp. Don Coleman with the major crimes section said there were “signs of violence.” Police released new information Friday, saying the young man’s slaying was not random. Exactly what caused Birdi’s death, however, is not yet being released by police, pending further examination after an autopsy conducted Friday. Hours earlier Thursday morning — at about 2:30 a.m. — residents heard shouts and a vehicle speeding off, but it’s not yet clear if those observations are related to Birdi’s death. Now Calgary police homicide investigators are trying to piece together what Birdi was up to — where he was, who he was with and the like — in the days prior to his death. Gordzilla in the City: We’re tops in B.C. when it comes to lousy driving

Nationally, 12 per cent fell into that group, while just seven per cent of British Columbians said it, although I’m wondering, given what I see on the roads daily, if perhaps that last group were shut-ins. We’re even jerks when it comes to parking. Seventy per cent of B.C. respondents said they had seen vehicles “taking up two or more spots in a parking lot,” compared with the national average of 61 per cent. Only those jerks in Alberta were worse, at 75 per cent. (Albertans were most likely to report having been in a car crash in the past month, at eight per cent, compared with five per cent in B.C. and nationally.)

By Gordon Clark If you think that every other driver on the road is actively trying to kill you, you’re not alone. Apparently, half of Canadians say that drivers in their communities are worse than they were five years ago, according to a new poll by Insights West. And nearly nine-in-10 survey respondents reported witnessing a driver disobeying in the past month rules of the road, a statistic that will probably seem quaintly low to Metro Vancouver drivers. I normally can’t drive for longer than five minutes in Vancouver without seeing some wing nut behind the wheel doing something illegal and/or possibly psychotic. As it turns out, the poll found that B.C. drivers are the most dangerous, with those surveyed in our province reporting that they had experienced various types of lousy driving more frequently than other Canadians. For instance, 48 per cent of British Columbians said that they had had “close calls” in the past month where they had been forced to slam on their brakes or steer “violently to avoid a crash.” That compared with the national average of 39 per cent. Other examples of bad driving that were worse in B.C. included drivers “not signalling before a turn” (84 per cent in B.C. compared with 78 per cent Canada-wide), “not stopping at

In a statistic that I think hints that racism or sexism may be at play, British Columbians were most likely to say (68 per cent of respondents) that “specific groups or people … are worse drivers than others.” Hmm … I wonder what groups they mean? Fortunately, we don’t hear cracks about “women drivers” like we did in the past and for good reason. It’s a wellestablished fact that female drivers are less likely to crash than men, something also found in the poll, conducted Jan. 24 to 26 with 1,002 Canadian adults. Just two per cent of women reported being in a crash in the previous month compared with eight per cent of men. Folks 55 and older also reported the same two-per-cent crash rate. That compared with the nine-per-cent of people aged 18 to 34 who reported being in accidents in the previous month, which now has me rethinking whether to lend my kids the car. Finally, the poll also revealed that the older you are, the more likely you are to believe that driving habits were better in the past. Fifty-six per cent of those 55 and older said drivers were worse, compared with 48 per cent of those 35 to 54 and 46 per cent of respondents aged 18 to 34. Then again, the older you get, the more you tend to think that things were better in the past. I’m guilty of that at times, although I may not always be right.

Crime plummeting in Surrey, latest police statistics show Crime is nosediving in Surrey – according to statistics just released by the RCMP. On Wednesday morning, Surrey RCMP made its first-quarter statistics public, and they show crimes dropping in almost every category for the first three months of this year when compared to the same time last year. Violent crime is down two per cent and property crime is down 11 per cent. Murders have decreased33 per cent (two, as opposed to the three in the first quarter last year); attempted murder is down to 10 from 13 last year; and robbery dropped 29 per cent. Business break-and-enters were cut by 19 per cent, while residential breakins decreased five per cent. Motor vehicle theft was down by 14 per cent. Surrey RCMP said the latest report is a positive one, but as with all quarterly statistics, they noted they are just a snapshot of a relatively small period of time. The statistics come out as the police deal with 34 incidents of shots fired in

the city so far this year, eclipsing the rate of gun violence last year. Those incidents are reported in different areas of the statistics, depending on how the crime unfolded. Eight people who were shot may have been logged as attempted murder or assault with a weapon, depending on the circumstances. The one person who was killed as a result of a shooting was logged as a murder. Some cautionary areas of the statistics include sexual assaults, which were up 67 per cent. Surrey RCMP Cpl. Scotty Schumann said those numbers are something that caught police attention. He said it's important to note that

With the April tax deadline approaching, Isobel Mackenzie has reminded seniors that 13,000 B.C. residents were found in a national survey to have missed out on the Guaranteed Income Supplement for as much as seven years. Once identified, seniors received retroactive payments from Ottawa. "GIS is a key support for the lowest income seniors," Mackenzie said. "These are seniors living on $17,300 annually or less; however to receive this GIS you must file an income tax return." Other B.C. senior benefits that require tax filing include Shelter Aid for Elderly Renters (SAFER), a subsidized BC Bus Pass for seniors

receiving GIS, and Medical Services Plan premium assistance for lowincome B.C. residents. Co-payments for home support service are also waived for seniors receiving GIS, and publicly funded residential care and assisted living rates

Legal scholars Amy Chua and her husband, Jed Rubenfeld, authors of the book, used primarily anecdotal evidence and theorised that people deemed to be extraordinarily successful shared three dominant cultural traits: a superiority complex, personal insecurity and impulse control. Further, they asserted that highly successful people belonged to one of eight groups: Cubans, East Asians, Indians, Jews, Lebanese, Mormons, Nigerians and Persians. The theory received widespread attention, in part because Chua had touched off an intense debate earlier with her bestseller, 'Battle Hymn of the Tiger Mother.' But a new study by two Union College psychology professors finds there is little evidence to support the idea of the so-called triple package. Instead, Joshua Hart and Christopher Chabris counter that intelligence; conscientiousness and economic advantage are the most likely elements of success, regardless of ethnicity. The researchers conducted two

separate online surveys of nearly 1,300 adults. Participants were asked a series of questions designed to measure their impulsiveness, ethnocentrism and personal insecurity. They also completed a test of their cognitive abilities. Finally, participants provided their income, occupation, education and other awards and achievements. After analysing the data in a number of ways, Hart and Chabris concluded that Chua and Rubenfeld's theory of a triple package failed scientific scrutiny, according to the study published in the journal Personality and Individual Differences.

The researchers also found that the most interesting and counterintuitive part of the triple package theory that "personal insecurity" would create success among people who also have a sense of group superiority and impulse control was directly contradicted by the study. The study mirrors previous research showing that cognitive ability, conscientiousness and socioeconomic status give people advantages on the path to success. Dog walking benefit older adults Washington D.C., (ANI): Researchers at the University of Missouri have found that older adults who also are pet owners benefit from the bonds they form with their canine companions. Dog walking is associated with lower body mass index, fewer doctor visits, more frequent exercise and an increase in social benefits for seniors. study explored the "Our associations between dog ownership and pet bonding with walking behavior and health outcomes in older adults," said Rebecca Johnson, a

professor at the MU College of Veterinary Medicine. "This study provides evidence for the association between dog walking and physical health using a large, nationally representative sample," she added. The study analysed 2012 data from the Health and Retirement study sponsored by the National Institute on Aging and the Social Security Administration. It included data about human-animal interactions, physical activity, and frequency of doctor visits and health outcomes of the

participants. Results from the study also

indicated that people with higher degrees of pet bonding were more likely to walk their dogs and to spend more time walking their dogs each time than those who reported weaker bonds. Additionally, the study showed that pet walking offers a means to socialize with pet owners and others. Retirement communities also could be encouraged to incorporate more pet-friendly policies such as including dog walking trails and dog exercise areas so that their residents could have access to the health benefits, Johnson said. Food high on fat can give you daytime sleepiness

Washington D.C., (ANI): Recent study has revealed that men, who consume diets high in fat, are more likely to feel sleepy during the day, report sleep problems at night and are more likely to suffer from sleep apnea. This is the result of the Men Androgen Inflammation Lifestyle Environment and Stress (MAILES) study looking at the association between fatty diets and sleep, conducted by the University of Adelaide's Population Research and Outcome Studies unit in the School of Medicine and the Freemasons Foundation Centre for Men's Health. The results is based on data of more than 1800 Australian men aged 35-80, including their dietary habits over a 12-month period. Author Yingting Cao said that after adjusting for other demographic and lifestyle factors and chronic diseases, they found that those who consumed the highest fat intake were more likely to experience excessive daytime sleepiness. Cao added that this has significant implications for alertness and concentration, which would be of particular concern to workers. The researcher added that poor sleep and feeling sleepy during the day means you have less energy, but this in turn is known to increase people's cravings for high- fat, highcarbohydrate foods, which is then associated with poor sleep outcomes. So the poor diet-and-sleep pattern can become a vicious cycle.

Plot of Spectre takes off from Mexico City with two plots running in parallel, where one showcases `The Day of The Dead` carnival in the forefront the other one showcases Agent Bond (Daniel Craig) trailing some criminals in a continuous tracking shot. He shoots them, blows up the building they are holed up in and escapes the crumbling structure only to land up fighting the criminal inside the helicopter over the town square. This entire opening sequence is extremely thrilling and electrifying, but after that one gaze grabbing depiction nothing manages to match the level. What follows next is Bond's quest for the nexus which is responsible for the deaths of his dear ones. With story rolling ahead Bond lands in the arena of nefarious terrorist organization, 'Spectre' and its dreaded leader Franz Oberhauser, who has his own personal agenda for causing Bond misery. Unlike many Bond movies narration of `Spectre`, for a relatively longer period, cruises in "Bond is on vacation" mode with tons of

Though Spectre's director Sam Mendes maintains a heavy, gritty, operatic aesthetic, but in spite of that a tonal mismatch among the various perspectives of the movie makes this Bond cine saga look like one of the dullest, least captivating and most perfunctory action saga of the year. In fact it won't be wrong to say that Spectre is more of like a romantic thriller than an espionage cine cantata, where a bloated plot keeps on flowing at a meandering pace, without leaving any space for logical validity. And what acts like an extra burden on an already sinking ship is the concepts like surveillance abuse, which are not only poorly expressed, but also look totally abstract or rather fictional. Although Sam Mendes has tried to well utilize the professional adeptness of his cinematographer Hoyte Van Hoytema by deploying a mild amount of cinematographic variation, but even this skill set fails in bringing Spectre up to the level of previous editions of Bond sagas. On the whole, "Spectre" may appear like a dazzling film, but in reality it lacks the luster and adrenaline rush which a typical 007 film carries or should carry in it. -By Santa Banta News Network

‘Fan’: Shah Rukh Khan is splendid and flawed in double role When you play a Bollywood matinee idol in a film, there’s a danger of it being an exercise in selfindulgence, but the thriller Fan doesn’t fall into that trap. Shah Rukh Khan, who plays the fictional Bollywood superstar Aryan Khanna, doesn’t let that happen. The 50-year-old actor is splendid in his role as a self-made star. He slips into his own shoes, so to speak and doesn’t miss a beat. Just like in real life, Khanna is charming, polished and brimming with integrity. But Khan, who is in a double role here, falters while playing the disillusioned, flawed fan Gaurav. While there are sparks of brilliance shown by Khan while playing the Delhi-based fanboy, he goes overboard in several of the key scenes. For instance, the part where Gaurav gets a telephone call from Aryan Khanna on his mobile phone is cute at first, but turns overdramatic by the end of their

exuberance of youth. While we root for the underdog Gaurav at first, there’s a tectonic shift in loyalties once Aryan Khanna comes into the picture and digs his designer shoes into the ground. And that may make you wonder if the purpose of the film was somehow defeated. Ideally, shouldn’t a movie called Fan be all about rooting for the loyalist? Having said that, Fan is definitely watchable. It’s engaging to watch a powerful actor and his seemingly powerless admirer indulge in a twisted battle of wills. Gaurav, who has the most distracting set of white teeth, jumps to the dark side when Khanna unwittingly

rejects his eager advances for a fiveminute meet and greet. Clearly, the thriller milks the ‘hell hath seen no fury like a fan spurned’ sentiment. But I wish Gaurav’s fury was more sinister. Plus, how a powerless lad like Gaurav gains sudden power and resources to disgrace a superstar isn’t fully established in the film, but his sly moves make for a good watch. The fan’s devilishness was too vanilla and stood in the way of Fan being a terrific film. Often, Gaurav, 25, comes across as a guy who is in dire need of therapy. A shrink and not a star’s approval is what he should have been fighting for. Even a tight slap or two to beat some sense into this boy would have worked. As a viewer, you are often gritting your teeth at Gaurav’s selfdestructive stupidity and his motives to wreak revenge seems petty. Perhaps, that was a deliberate move on the part of its makers — frustrate and make the viewers make their own call on whose fault it was anyway. The action scenes towards the climax are long, but well-executed. Watch this if you are a die-hard fan of Khan, but don’t expect an unpredictable thriller. The key here is to manage your expectations and you will walk home smiling at having seen an engaging drama about a stupid fan and a faultless superstar. -Gulf News
