GUIDE ON RECOMMENDATION ARRANGEMENT Sustainable Plantation Forest Management Certification

1. Introduction Sustainable Plantationation Forest Management Certification (SPFM) assessment is based on principles, criteria, and indicators developed in stages. By using the approach, components of SPFM certification can be traced and, therefore, recommendations can be arranged to improve management unit’s performance. Management unit, government, and stakeholders in improving SPFM performance can use the recommendations. Moreover, recommendation is needed by the Certification Institution for surveillance. After making the decision, Expert Panel II is asked to formulate recommendations for SPFM performance improvement. Recommendation is formulated into one or several programs, which can improve SPFM performance if being implemented by a management unit. It is arranged according to the role of each indicator towards the achievement of SPFM, and consideration towards the actual forest condition and the capacity of a management unit.

2. Scope This guide provides directions in SPFM certification recommendation arrangement for management unit performance improvement and surveillance requirements.

4. Certification Recommendation Formulation Expert Panel II arranges certification recommendation through the following work phase: 4.1 Identifying indicators with important or highly valued role (key indicators) in determining SPFM performance from the performance evaluation assessment. 4.2 Identifying those, from the key indicators, with values below standard (Priority I Indicators) and those equal to or higher, and still undergoes improvements (Priority II Indicators). The list of Priority I Indicators are shown in Table 1 and Priority II Indicators in Table 2. 4.3 Describe Priority I Indicators and Priority II Indicators in their relation with the field and the capacity of the management unit. 4.4 Formulate alternative programs to improve Priority I & II Indicators values. Note that one program can be implemented to increase more than one indicator. 4.5 Priority I & II Indicators can be used in the surveillance process. 4.6 The presentation of the formulation of recommendation refers to Table 3.

5. Recommendations for Other Stakeholders Recommendations are also addressed to other stakeholders involved with the certification implementation, such as: government, Certification Institution, etc.
