GENERAL REQUIREMENTS FOR FIELD ASSESSORS SUSTAINABLE PLANTATION FOREST MANAGEMENT CERTIFICATION

1. Introduction Field Assessors of Sustainable Plant Forest Management (SPFM) Certification are individuals with right to conduct field assessment in SPFM certification based on LEI Standard 5000-2. Field Assessors does not have any financial relationship and/or ownership and/or other relationship with a management unit and/or certain business unit that may motivate conflict of interest. To effectively manage field assessment process, a general requirement is need for Field Assessors. This LEI Guide 99-05 arrange the general requirements of Fied assessors of SPFM certification and provide basics for registration procedures and the usage of the registration number right of SPFM Field Assessors, and as an inseparable part of LEI Guide 99.

2. Scope The objective of this guide is to determine criteria and general requirements for Field Assessors. The general requirement is a reference for anyone who will play the role as Field Assessor. Field Assessors must be registered in a Personnel Certification Institution befor functioning their duties.

4. Criteria and Requirements for Field Assessor of SPFM Certification 4.1 Field of Expertise of SPFM Certification Field Assessor 4.1.1

Field Assessors must earn a minimum education level of Diploma III with 5 years minimum work experience or S1 with 3 years of experience.

4.1.2

Field Assessors are categorized into:

a) Field Assessors in the field of Production b) Field Assessors in the field of Ecology c) Field Assessors in the field of Social 4.1.3

Field Assessors must obtain expertise related to SPFM certification, such as: production (forest harvesting and internal chain of custody of management unit), forest

management,

ecology/management,

corporate soil

management, and

water

forest

ecology,

conservation,

anthropology/sociology/ecology, and economics.

4.2 Field Assesor structure consist of: a) Junior Field Assessor b) Middle Field Assessor c) Head Field Assessor Leader of Field Assessor team must obtain the qualification of a Head Field Assessor. 4.3 The qualifications of Field Assessors are determined by the Personnel Certification Institution (Lembaga Sertifikasi Personel [LSP]) based on requirements set within this Field Assessors General Requirement Guide.

5. Duties of SPFM Certification Field Assessors The duties of SPFM Certification Field Assessors are: 5.1 Arrange field assessment working plan based on information from the management unit and recommendations of Expert Panel I. 5.2 Present and discuss field assessment working plan to Expert Panel I to jointly establish the plan. 5.3 Determine the typology of the assessed management unit. 5.4 Arrange briefings with Regional Communication Forum to obtain information on the condition of the assessed area. 5.5 Gather primary and secondary field data of the management unit based on LEI Guides that relates to the field assessment of SPFM certification. 5.6 Analyse and conclude for each information based on gathered data/information. 5.7 Arrange a systematic report in scientific methodology and rules for certification decision making in accordance to the field assessment result report of SPFM certification. 5.8 Present field assessment report to Expert Panel II, providing detailed information on the condition of the management unit to support the certification decision making process.

6. Junior Field Assessor 6.1 Expertise and Education Level LEI Guide 99-05

Junior Field Assessors must comply to the following competencies: 6.1.1

Having capabilities in a certain discipline of science and technology related to SPFM certification, proven by a degree or level of education as given in point 4.1.1.

6.1.2

Technically capable of field assessment activities in a management unit area.

6.1.3

Able to conduct field data/information analyses and conclusions for every indicators in their discipline and presents a field assessment report.

6.1.4

Having the ability to communicate well, orally and written.

6.1.5

Registered to Personnel Certification Institute (LSP) as Junior Field Assessor.

6.2 Training Junior Field Assessors are those who have participated SPFM certification Field Assessor training or through other procedure acknowledged by LSP, and determined pass the competence test by LSP.

7. Middle Field Assessor 7.1 Expertise and Education Level Middle Expert Panel must meet the following terms: 7.1.1

Possess an expertise and level of education of a Junior Field Assessor.

7.1.2

Capable in providing inputs for the development of filed assessement method.

7.2 Assessment Experience Middle Field Assessor is Junior Field Assessor who experienced in two field assessments based on the guide and by conducting SPFM certification field assement under the responsibility of the qualified Head Field Assessor.

8. Head Field Assessor 8.1 Expertise and Education Level : Head Field Assessors must comply to the following competencies: LEI Guide 99-05

8.1.1

Obtain the expertise, education level, and experience of a Middle Field Assessor.

8.1.2

Having a combination of capability and experience in leadership to effectively organize Field Assessor Team.

8.1.3

Able to produce performance evaluation of Field Assessor Team.

8.1.4

Having the ability to communicate with senior directors of the management unit in a fair but uncompromising manner, in relation to problems that needed attention.

8.2 Training Head Field Assessors are Middle Field Assessors that have completed the Head Level SPFM certification training or other SPFM certification system related training acknowledged by LSP and declared passed the competence test of LSP. 8.3 Assessment Experience Head Field Assessor must: 8.3.1

Concluded five field assessments based on LEI Guide related to the implementation of SPFM certification field assessment under the responsibility of a qualified Head Field Assessor.

8.3.2

If there were no Head Field Assessor available for guidance and training, these tasks will be handed over to a team or experts appointed by LSP.
