The preparation of LP and planning control, in particular need to be more sensitive to the nature and pressures of market demand by understanding the boundaries of local and neighbouring housing markets, the structure of sub-market as well as the trend of current and future markets (Adams and Watkins, 2002; O’Sullivan, 2003).
