Cities are recognized as the locus of economic and social development. With rapid development, it is estimated that more than two-thirds of the global population live in cities. Nonetheless, inequalities are present in the urban space, with cities divided by invisible borders and physical divides that take the form of social, cultural and economic exclusion. The widening gaps in income and wealth, with the differentials in accesses to infrastructures, public facilities, technologies and recreations have been central to the development discourse on inequality. Income/wealth inequality is more related to inequality of outcome and involves interplay between economic growth, poverty reduction and income distribution. On the other hand, opportunity inequality is more concerned with social exclusion that could jeopardize the quality of life and well-being of the people. Many factors contributing to social exclusion can be addressed by better planning in relation to land use, transport, infrastructure, and urban design. Policy framework emphasizes in community development, such as planning for affordable housing, place making, green neighbourhood, brown field restoration and public-community engagement could moderate social inequality and address social exclusion.

EQUITY IN URBAN DEVELOPMENT ABOUT THE SPEAKER Richard Summers BA MRTPI is the past Precident (2011) of the UK Royal Town Planning Institute (RTPI). He is a member of the RTPI International Committee and was previously it’s Chairman (2012 to 2013). He has spoken at various international conferences at Boston USA, Nicosia Cyprus, Bogota Colombia and Wuhan China. Richard obtained a First Class Honours Bachelor of Arts in Town and Country Planning Degree from the University of Manchester in England. His early works include master planning in the new city of Milton Keynes and preparing some of the first Structure Plans and Local Plans in England. He has more than 45 years' of varied experiences in spatial planning and economic development in the UK, the United States and the Baltic States a in both the public and private sectors. Much of his work in spatial planning sought to achieve truly sustainable communities with the right balance between economic, social and environmental perspective in each particular situation.
