ANYONE WHO FRETS about the state of the trucking industry should take a weekend to visit the Shell Rotella SuperRigs event.

Beautiful trucks, sure. But the most striking aspect of a SuperRigs show is the people: Friends and families, many familiar with one another through the show-truck circuit, give the event the feel of a reunion. And first-timers are welcomed like the cousin nobody’s seen in years. Most importantly, this family loves trucking. Smiles may be hard to come by on most truck parking lots when the temperature is 100 deg. and the sun is relentless, but not at Retama Park near San Antonio last month. (And if you’re worried that trucking’s not nearly as cool as it used to be, try seeing it again through the eyes of the children as they race around the SuperRigs site, looking at each shiny truck. And more than a few grabbed polishing rags to help Mom and Dad get the trucks ready.) The unofficial count was almost 100 trucks entered in the beauty pageant, a record. The winner, incidentally, is hardly old enough to get hired as a driv-

Oil filter joins microGreen line

Every detail counts From the spotless floor of its North Texas assembly facility to evaluating designs for a part as seemingly routine as a hood latch, members of the Peterbilt team are emphatic: To be a premium brand—to back up the “Class Pays” tagline that accompanies the iconic red oval—means every detail counts. That’s the takeaway from a visit to Denton last month where trucking journalists were treated to an inside look at the development of a Peterbilt truck from the drawing board, to prototyping, to production, and to the customer. As design manager Phil Hall explained in a visit to the Engineering Lab, the four key stages in his shop are “discover, design, develop, deliver.” And the key is the qualitative research that goes into the product. “We really want to understand our drivers, all the way down to what they do every day, how they feel about their trucks, and their emotions to what their dreams and aspirations are,” Hall said. “When we get that kind of infor-

mation, we develop insights from it.” He showed a display of a dozen sketches of the early ideas for the Model 579 and explained that those are just a representative sample of the wall full of ideas—hundreds and possibly thousands of sketches—that the design team generates in trying to capture that feel the driver wants. Designers also make the rounds of the engineering and manufacturing departments and conduct customer reviews. “The truck has to be functional, but it has to be beautiful as well,” Hall said. —KEVIN JONES

NHTSA mandates stability control for Class 7-8 tractors Transportation Secretary Anthony Foxx made it official last month: Electronic stability control (ESC) systems will be required on large trucks and buses beginning in 2017. But it’s no surprise to the industry. The National Highway Traffic Safety Administration (NHTSA) has been officially working on the rule for more than three years, following direction from Congress in MAP-21, the federal highway bill. And the technology has been on the road in both passenger cars and commercial vehicles for years. NHTSA estimates the requirement will save up to 49 lives, prevent up to 1,759 crashes each year, and provide net economic benefits of more than $300 million annually. The rule estimates the technology will add just under $600 to the cost of a new tractor.

ESC will be standard starting in 2017.

Fred Andersky, director of government and industry affairs for Bendix Commercial Vehicle Systems LLC, pointed out in an interview with American Trucker that four truck makers already include ESC as standard equipment, and that the “relatively low” cost for ESC systems could possibly go lower with wider adoption. In 2014, 34% of Class 6-8 air-braked vehicles were built with stability technology, according to Bendix figures.

Shell opens Texas LNG lanes Shell has opened two additional lanes of liquefied natural gas (LNG) fueling at TravelCenters of America stations in Texas. Located in San Antonio and Dallas, the lanes join LNG fueling locations in Baytown (TX) and Lafayette (LA) that have already opened this year, with more stations planned.

Stabilis Energy is the first customer fueling its LNG-powered trucks at the San Antonio site, Shell said.

XL Specialized Trailers has announced a new lowboy trailer for lighter-duty equipment moved by contractors. The XL 80 low-profile hydraulic detachable gooseneck is rated at 80,000 lbs. overall. The trailer includes two-axle

Bringing together video, navigation The built-in-dash cam comes with adjustable swivel lens. The dash cam starts recording as soon as the device is powered on, while the incident detection automatically saves footage of collisions upon impact. Location, speed, date and time data can be recorded.

Shell Lubricants highlights R&D for world media The Shell Lubricants global media event featured presentations from company scientists and engineers, marketing folks who made sense of the complex charts and graphs, and translators handling Spanish, Chinese, German, and Russian to make sense of it all for the international press who gathered in San Antonio last month. It was a crash course in engine lubricants—along with an education in global energy markets, alt fuels, engine and emissions technologies, testing protocols and coming standards. The classroom was the conference center at the impressive Southwest Research Institute (SwRI) complex, one of the largest applied R&D facilities in the U.S. Among the key points, the long-lived CJ-4 engine oil standard is on its way out. In its place will be API Proposed Category 11 (PC-11), designed to provide improvements in oxidation stability, shear stability and aeration. There will be a couple of variants when the standard comes out late next year or early 2017: PC-11A (likely to be called CK-4 when approved), and PC-11B (FA-4), lower viscosity or “thinner oils” formulated to work with newer engines and emerging technologies to maximize fuel efficiency. Getting a product certified to meet any American Petroleum Institute (API) standard is a complex and expensive proposition, as was learned on a tour of an engine lab at SwRI. Big diesels, anchored to the floor in the testing rooms and hooked up to more tubes and monitors than any patient in intensive care, are

stressed to the limit to compress the running time needed to evaluate performance. Once complete, the engines are torn down, evaluated and rebuilt to good-as-new standards—and the tests start over. These tests are expensive, at well more than $100,000 each (12,000 gals. of fuel per test is much of the cost); each standard demands multiple tests—and all of these tests must be done for each product. It’s likely that most current CJ-4 formulations will fail at least one of the PC-11A tests, so Shell insists the engineering team’s validation work puts the Rotella line well ahead of the competition. Shell is also pulling out all of the stops to make sure the PC-11B formulation of the next Rotella variant will work well in older engines (EPA ’07 and newer). The goal is to make lubricant management simpler for customers; in other words,

there will be one lubricant for all trucks. Shell arranged a visit to a nearby dealership to witness the results of a recent teardown demonstrating the effectiveness of one of the PC-11B candidate formulations. Also of note, the price point for diesel may have stalled momentum in North America, but natural gas is currently powering more than 300,000 trucks in China—and that technology, well tested and mass produced, is likely to make its way into the North American market very soon. www.whatispc-11.com

New fuel efficiency standards for trucks dards mean in terms of improved mpg, EPA Acting Asst. Administrator Janet McCabe insisted that such a measurement is meaningless for the many trucks and applications covered under the proposal. For highway tractors, the key is “freight efficiency,” or the amount of freight that can be hauled per mile, per gallon of fuel. In 2027, EPA estimates the average linehaul truck would achieve a 50% improvement, with that potentially rising to 90% with the development and adoption of new, more efficient technologies.

The long-awaited next phase of the federal government’s plan to reduce greenhouse gas (GHG) emissions by setting fuel efficiency standards for commercial vehicles was released June 19. The U.S. Environmental Protection Agency (EPA) and the Dept. of Transportation’s National Highway Traffic Safety Administration (NHTSA) are jointly proposing the standards for medium- and heavy-duty vehicles meant to reduce the impacts of climate change, a policy focus of the Obama administration. The standards are expected to lower CO2 emissions by about 1 billion metric tons, cut fuel costs by about $170 billion, and reduce oil consumption by up to 1.8 billion barrels over the lifetime of the vehicles sold under the program.

Putting those numbers into perspective, the government says these reductions are nearly equal to the GHG emissions associated with energy use by all U.S. residences in one year. The total oil savings under the program would be greater than a year’s worth of U.S. imports from OPEC (Organization of the Petroleum Exporting Countries). Medium- and heavy-duty vehicles currently account for about 20% of GHG emissions and oil use in the U.S. transportation sector, but only comprise about 5% of vehicles on the road.

“Once upon a time, to be pro-environment you had to be anti big vehicles. This rule will change that,” said Transportation Secretary Anthony Foxx. “In fact, these efficiency standards are good for the environment—and the economy. When trucks use less fuel, shipping costs go down. It’s good news all around, especially for anyone with an online shopping habit.” The product of three years of testing and research, the proposed vehicle and engine performance standards would cover model years 2021-2027 and apply to semi-trucks, large pickup trucks and vans, and all types and sizes of buses and work trucks. Peppered with questions from the press about what the Phase II stan-

Experts at the Environmental Defense Fund put the 2027 target at about 9.5 mpg for highway tractor-trailers compared with about 6 mpg in 2010. Additionally, EPA notes that the proposed standards rely on cost-effective technologies to enhance fuel efficiency and reduce GHG emissions that are currently available or in development. The agencies are also proposing efficiency and GHG standards for trailers for the first time. Public comments on the proposal are being accepted. Unraveling the percentage pay mystery Paying drivers a portion of the invoice creates misunderstandings if information is withheld

I came across an interesting discussion the other day on social media about the responsibilities of a trucking company when it pays lease operators or company drivers a percentage of linehaul. The post began with a trucking company owner who’d been having a discussion with one of her company drivers to whom she pays a percentage of the load. The trucker wanted to see the rate confirmation of the loads he hauled to make sure he was being paid the correct amount based on the percentage he was contracted to receive. The owner was questioning whether the company driver had the right to see the paperwork that included the rate the shipper was paying on the freight.

This is what I found interesting: Since the carrier only had employee drivers, the owner had no idea whether Part 376 (Lease and Interchange of Vehicles § 376.12) of the FMCSA regulations pertained to the relationship with an employee driver paid on percentage. In theory, this regulation pertains to drivers operating under a carrier’s hauling authority through a lease agreement. For reference, here is paragraph (g) of Part 376.12 that relates to copies of the freight bill or other form of freight documentation: (g) When a lessor’s revenue is based on a percentage of the gross revenue for a shipment, the lease must specify that the authorized carrier will give the lessor, before or at the time of settlement, a copy of the rated freight bill or a computer-generated document containing the same information or, in the case of contract carriers, any other form of documentation actually used for a shipment containing the same information that would appear on a rated freight bill. When a computer-generated document is provided, the lease will permit lessor to view, during normal business hours, a copy of any actual document underlying the computer-generated document. Regardless of the method of compensation, the lease must permit lessor to examine copies of the carrier’s tariff or, in the case of contract carriers, other documents from which rates and charges are computed, provided that where rates and charges are computed from a contract of a contract carrier, only those portions of the contract containing the same information that would appear on a rated freight bill need be disclosed. The authorized carrier may delete the names of

shippers and consignees shown on the freight bill or other form of documentation. This particular area of the Motor Carrier Regulations strictly pertains to the contractual agreement between a motor carrier and a trucker who is leasing his/her equipment onto the carrier to haul the freight of the carrier’s customers. Nowhere in the regulation does it mention anything about an employee driver paid on percentage. So the question remains as to whether an employee trucker paid a percentage of linehaul has the right to see rate documentation on the loads he hauls. The search for this answer proved far more difficult than I imagined, as there is no legal precedence in a Labor Relations Board hearing or in any court case I could locate. What’s the answer? I’m not an attorney, so my answer isn’t to be considered legal advice or direction on this issue. But let me step back into the shoes I wore when I first started trucking. I was an employee driver hauling household goods for a small moving agent. I was paid a percentage of each shipment. Each check I received from the agent included a copy of the rated Bill of Lading (BOL). At the time, I was green and not familiar with the regulations covering how I was to be paid; it seemed to me that the agent was doing the right thing by providing the rated BOL with my check and statement. As I continued in my trucking career, I became a lease operator and every agent I was contracted to followed the

same procedure, supplying the rated BOL with each statement and check. My best answer to those trucking companies that have employees who are paid on a percentage of the linehaul is that it makes common sense to provide documentation showing the total from which driver percentage pay is derived. If the situation was reversed, what type of documentation would you require so that you knew you were being paid fairly? This should be considered part of your driver retention policy. In today’s stiff competition for drivers, it costs between $8,000 and $15,000 to find, train and get a new trucker into a positive cash flow—if you can find one in the first place. In this example, that could be the cost to replace a disgruntled driver who thought he was being treated unfairly because he wasn’t permitted to see the rate from which his percentage pay was derived. There’s nothing worse for your reputation than to have an unhappy trucker telling other drivers—especially through social media—how badly he felt he was treated. And all over a misunderstanding that is easily resolved. Remember, the regulation permits the carrier to redact any information that would be considered confidential and proprietary to the business and not related to the hauling rate. Keeping qualified truckers is an ongoing challenge. When it comes to money, the best policy is always full disclosure and honesty. And doing the right thing to preserve a quality employee/ employer relationship is priceless.

Overseas rims require

RECENTLY, I RECEIVED A PHONE CALL from a longtime friend who has been involved in a deal to import commercial truck rims from overseas. It’s not the first time I have fielded questions regarding imported truck rims and wheels, but

First of all, just like tires, the letters “DOT” must be impressed or embossed on the rim to signify that the rim or wheel is compliant with all federal safety standards. Making matters worse is the fact that 571.120 does not include any requirements for endurance, strength or high-speed performance. On the surface, it appears that any offshore manufacturer can export truck wheels and rims to the U.S. as long as the dimensions and markings are compliant.

Extra care and attention to detail is required when using imported rims the subject of this particular discussion was troubling. This issue was related to the rim markings required by Federal Motor Vehicle Safety Standard (FMVSS) 549 CFR 571.120 and the identification of the manufacturer. According to 571.120, every wheel or rim must have a permanent designation that identifies the manufacturer. It can be the actual name, a trademark or a symbol. The obvious reason is that it allows the user to identify the manufacturer in the event of a recall or related problem. When the name is used, it’s

manufacture. The month, day and year or the month and year must be permanently impressed or embossed on the rim. FMVSS 571.120 requires the manufacturer to notify the National Highway Traffic Safety Administration (NHTSA) when a symbol is used to express the date of manufacture. My friend contacted NHTSA in an attempt to identify the symbol that represented the manufacturer of an imported rim. He said that the NHTSA representatives he spoke with told him that there are no official records of rim

Based on what I’ve seen, performance for imported parts in general is unpredictable, especially when they arrive in a plain white box. If a wheel or rim has an unidentifiable symbol, then an extra degree of caution or investigation would be advisable.

Kicking the tires: by Kevin Jones, Editor For owner-operators, the truck is the business. Sure, success requires a host of skills—marketing and customer service, load management, driving—but many independent truckers are one major repair away from being company drivers again. That’s why keeping equipment in tiptop condition is critical. But even the best maintained rig will, sooner or later, grow obsolete. (There are exceptions, of course, some of which are routinely featured in this magazine.) So trading in a truck is a big decision. Fortunately, new trucks are getting better and better with each model year. Of course, these new and efficient trucks come at an ever higher price. And that’s where the fine art of horse trading comes in. The key to a good deal, as always, is knowing the value of the truck you’re trading in, what sort of truck specs you’re looking for, and exactly how much of an upgrade you can afford. Todd Havens, CEO and owner of Truck Centers of Arkansas, walks us through the basics—starting with whether or not it truly matters just how shiny your old truck is when you bring it in. “I’ve done this for 18 years and I’ve learned a lot, but I always think it’s fun-

I can kind of understand that, but it’s really indicative of how well that truck has been treated,” Havens says. “If it comes in and it’s clean, and not ripped up, I always put more money in it because, in my mind-set, this person probably took care of this truck. It just puts it in a better frame.” As for selecting that next truck, be informed. “They need to get online, read the trucking magazines to get familiar with what’s out there,” Havens says. “Obviously, you need to shop around. Miles are a huge factor in the value of a truck. That’s kind of what [dealers] go by.” Even the tire kickers typically do their homework, shopping around online before heading to the dealer’s lot; however, it’s very difficult with used trucks to find an “apple-to-apple comparison,” Havens advises. “You may find the same year model, but one has 700,000 mi. and one has 400,000; or on one of them, the tires are brand new and on the other they’re worn out. And to tire-up a truck now is close to three grand,” Havens says. Ultimately, however, the economic basics of supply and demand still hold. “The market really died in ’07, ’08, ’09, even into 2010. It’s the longest drought we’ve had and the worst one I’ve been through. We didn’t build a

whole lot of new trucks in that time, so there aren’t a lot on the used-truck market,” Havens says. “But we did build a lot of 2012s and 2013s, and those are starting to come back into the secondary market. “It’s whatever’s out there: If there are more, the value will go down. But in that time period, the price of new trucks went up substantially because of the cost of the emissions equipment.” MARKET TRENDS Paying close attention to the truck market big picture isn’t really a good use of time for truckers who trade only once or twice a decade. Fortunately, there are some good resources by and for truck trading professionals that consumers can access.

As for the latest key points, anyone getting into the used-truck market should prepare for lower prices on heavy-duty trucks in June and July coinciding with a large influx of available trucks, explains Jessica Carr, senior industry analyst for Price Digests and EquipmentWatch. And when evaluating the residual value of a truck, initial price will be key in making correct calculations. Consider accounting for these price drops during June and July within your calculation, she adds.

The Truck Blue Book is a valuation tool for used commercial trucks that is updated on a monthly basis. It currently collects between 15,000 and 30,000 records of raw market data each month from both the retail and wholesale markets. Data on the wholesale side comes from well-known auctioneers such as Ritchie Brothers and Taylor & Martin as well as a few others such as Purple Wave and Big Iron. “These raw data records are used to keep an eye on the current market trends in order to create reports such as the ones seen on the EquipmentWatch website (www.EquipmentIntel.com),” Carr explains. “They are also used to value the trucks within Truck Blue Book (TruckBlueBook.com). Each month, I utilize our raw market data in statistical models that we have created for determining a fair market value.” Specifically, Truck Blue Book has shown heavy-duty truck values going down in June. Using 431,945 raw data points, “seasonality becomes key in predicting truck prices in the upcoming months.” “If this year follows the previous two years’ trends, June and July should bring in a large supply of both medium- and heavy- duty trucks to the used market,” Carr says. And as orders begin to increase on new 2016 model year trucks, the number of

used trucks entering the resale market will increase, thus driving prices down further, she adds. To check on the value of a particular truck, Truck Blue Book offers valuations based on typical use and condition. The service is $20 for a single search of the database , 1995-2015. Another resource similar to Carr’s reports is Guidelines, a commercial truck market overview put out by NADA/ American Truck Dealers (www.nada. com/b2b/NADAOutlook). Guidelines tracks both wholesale and retail trends for used medium- and heavy-duty trucks, tracking averages by model year, mileage and price. “The continually increasing supply of three- and four-year-old sleeper tractors is the main factor behind their depreciation in 2015,” Chris Visser, senior analyst and product manager, wrote in the June report. “Trucks that are five years of age perform better since essentially all 2011s are equipped with SCR emissions technology (unlike 2010 models). In addition, 2011 models sold at retail averaged less than 500,000 mi., and are at a somewhat more attainable price point than newer trucks.” TRUCK TECHNOLOGY Of note for “a guy who hasn’t bought a truck in a while” is the emissions technology that’s been incorporated since 2007, Havens points out.

The diesel particulate filter needs to be cleaned every 3,000 mi. or so, and that’s an expense that can run $750 to $1,250—something that needs to be figured into any used-truck purchase. Likewise, the use of diesel exhaust fluid will be something that, while not really new for many, could take some getting used to and must be budgeted for by the trucker who’s finally trading in older equipment.

Buying a used truck requires knowing the market.

“A lot of owner-operators or small fleets that are buying only one truck are stretched pretty thin,” Havens says. “If there’s a down payment to be made, they won’t have a lot of available cash immediately after the purchase.” More generally, “buyer beware” still holds for the used-truck market, so Havens recommends checking a vehicle’s maintenance history. “As complicated as these trucks have gotten since ’07, most people take their equipment to a licensed shop to get anything done,” he says, and points out that, as a Freightliner dealer, he can pull up a Freightliner truck by its VIN number to get a complete background. “Most people take good care of their stuff, so it’s pretty common for them to have their records.” Similarly, Havens tends to trust equipment turned in by big fleets. “You know where it came from, and you know the history of it—if the fleet’s reputation for maintaining trucks is good,” he says. Additionally, at Truck Centers, a customer may request a vehicle be tested on the dynamometer, or “dyno,” to make sure a used engine is putting out the horsepower it should.

“It’s not a guarantee, but if there is an immediate issue, it’ll usually stick out when that’s run,” Havens says. But tire-kicking is still a fundamental part of buying a used truck at his dealership, which sells 300 to 400 a year. Key to moving those trucks, Havens explains, is having his manager of used trucks also be in charge of the finance and insurance department. “We use seven or eight reputable sources that we’ve weeded out for the customer,” he says. “And we shop those pretty hard,” meaning the competing finance sources offer the best possible deal for the customer. DOING THE FINANCIAL MATH Fleet Advantage CEO John Flynn has developed a formula for what he terms “a self-funding approach.” While his company serves fleet customers, the math could make sense for even a single-truck operator—and maybe buying late-model equipment, or even new, can be made to fit into the budget.

“What’s really happening now is the fuel economy on new equipment is getting so much better year after year,” Flynn says. “So when you can get out at

year three or four [of ownership], new equipment pays for itself.”

“There is still some emotion. They’ll buy something that may not be as fuel-efficient as they really need, for example,” Havens says. “But for the most part, our buyers are pretty sophisticated. They know their business and their cost per mile, and that’s what they look at.”

The math is straightforward: An improvement in fuel economy of just one-half mpg will save between $300 and $400 per month, based on 100,000 mi. per year—and easily cover the cost differential on the late-model truck payment.

Havens’ dealership has its own website for its inventory, but he will occasionally advertise in some of the truck classifieds in publications and on websites that carry dealer listings.

And a new truck comes with new tires and a full warranty, so maintenance costs will be reduced as well. Instead of paying 8 to 10 cents per mile to maintain a four-year-old tractor—a cost which escalates rapidly with the age the vehicle—buying or leasing new resets those costs to 1 to 2 cents. “For me, there’s not much to debate as long as you have a strong enough balance sheet to withstand the acquisition,” Flynn says. And that’s the catch: financing. Indeed, the operating cost “is not the whole picture,” and the measure is typically only a small part of the decision-making process, says Darry Stewart, president and CEO of DWS Fleet Management Services. “Every single trade cycle is a math equation,” Stuart says. “But it is truly a formula based on the ability to have funding. If the equipment is four or five years old, and the company hasn’t had a good financial year, and the residual isn’t right, and the price of the newer truck isn’t right, then there’s a good chance they’re going to keep that truck another year.” Depreciation schedules and tax implications are key parts of the equation as well, basically pushing the operating cost down the list, Stuart explains. And even then, “the problem with the operating cost is that most operators don’t have the detail necessary to measure it,” he says.

First impressions count when trading an older truck.

Stuart concedes some people may not agree with his reasoning. “There’s no question you’ll have ‘hockey stick’ operating costs—your costper-mile will increase,” he says. “But if the price isn’t right or you can’t get the financing, it’s easier to justify the higher maintenance costs than to take on the burden of the price of a new truck.” But holding on to a piece of equipment beyond its depreciation schedule can be cost-effective. “If you don’t have depreciation and a payment, you can afford operating and maintenance costs that are higher than normal,” Stuart says. “At the end of the day, it’s the total cost of operating the truck.” SHOPPING AROUND While most truck buyers, as small-business owners, know to shop for equipment suitable for their operations, many will fall into a trap of buying more truck—or a more expensive truck— than they really need or can comfortably afford.

Of course, for more than 30 years, the American Trucker Marketplace, beginning on page 33, has been an excellent starting point for any used-equipment purchase. Additionally, a searchable database is available on the AmericanTrucker.com website. The online marketplace provides buyers with real-time information regarding equipment for sale, the ability to narrow those searches by a myriad of factors, and multiple tools for reaching dealers to complete the sale. Another advantage to buying from a dealer, Havens explains, is that dealers typically have substantial purchasing power when it comes to things like tires or other parts and accessories that a used-truck buyer might want to add. Truck Centers also sells several hundred gliders a year, and aside from one fleet customer, most go to people who are typically in an area removed from a service network and who are “comfortable working on their own stuff.” “Basically, a lot of people don’t like the new technology,” he says. Most importantly, customers should expect dealers to “stand behind their product,” Haven adds. “It’s just part of it: I’ll go above and beyond what I have to do because I want to have a good reputation. That’s really all you have,” he says.

AnalyticApproach Cost analysis helps LTL carrier improve profitability PICKUP & DELIVERY “In a long-haul, less-than-truckload (LTL) scenario, linehaul operations account for most of the cost of moving freight,” says Paul Dugent, vice president of pricing at Estes Express Lines. “In a short-haul or regional LTL operation, linehaul costs are a smaller percentage and P&D costs make up the larger portion.” The biggest challenge Dugent identifies is a lack of sufficient information from shippers. “If we have to rely solely on shippers’ data, most will not likely be able to give us all the information we require to make accurate pricing decisions,” he states. “Incomplete information forces us to make assumptions that lead to less aggressive pricing, and it’s only after we handle the freight do we know if we’re correct,” Dugent adds. “If we don’t get the pricing right, we may have to go back to the shipper to renegotiate and that’s something nobody likes to do.” Headquartered in Richmond, VA, Estes Express Lines operates a network of 210 regional freight terminals to cover more than 750 million one- and twoday P&D points. The facilities, located in six service regions in the U.S., also provide 50-state coverage for almost 900 million two- and three-day origin/ destination pairs. The carrier’s fleet of over 6,600 tractors and nearly 25,000

trailers handles more than 10.3 million shipments annually. Effective costing of freight at Estes is supported by National Motor Freight Traffic Assn.’s National Motor Freight Classification (NMFC) standard. Under the NMFC standard, commodities are grouped into one of 18 classes based on an evaluation of four transportation characteristics: density, handling, stowability and liability. “The NMFC provides a standard by which to cost shipments,” Dugent relates, “and density is the primary characteristic we use because it is the one factor that addresses both weight and cubic capacity. For each type of freight, density tells us in pounds per cubic foot how the shipment will occupy the capacity of a trailer. “That enables a more effective allocation of the linehaul cost of a shipment,” Dugent says. “Knowing how freight from different shippers can be comingled in a trailer is essential for fully utilizing space

and staying within legal weight limits. Any empty space is perishable, and it impacts our costs and our profitability.” To equitably allocate costs between multiple shippers in an LTL load, and model its profitability for specific hauls, Estes Express Lines is using the LTL Cost Information System (CIS) from Transportation Costing Group. The software model designed for LTL carriers with terminal networks combines traffic and financial information with carrier and/or industry performance standards. For example, freight bills or user-built shipment description files are used to develop specific cost information for pricing and for profitability analyses. “The LTL/CIS cost model gives us unit costs developed directly from our own data,” Dugent states, “and we can configure the software to provide pricing using budgeted or projected unit costs. Costing models help us do our level best to provide an accurate price based on the information available.”

Maintenance is handled through an escrow system. I don’t do a lot of the maintenance myself, just the minor things. I have a shop do the rest. I try to use independent shops whenever possible. Major repairs are handled the same way. What are the major challenges you face with your maintenance/repair program, and how do you handle them? I have to get an okay from my escrow handler. I just explain what I need. I can’t use my escrow on certain things, so I take care of those on my own. The escrow handler goes home at 5 p.m., so I usually wait until he comes in at 8 a.m. If it’s an emergency, I can always use ‘road assist’ from the carrier I’m leased to. What do you do regarding maintenance and repairs to minimize downtime? I stay up on things through constant and consistent pre- and post-trip in-

spections, and I try to catch any problems early. I take the proactive rather than reactive approach. What are your mileage/time intervals on preventive maintenance? The mileage/time interval is 30,000 mi. That’s pretty close to the manufacturer’s requirement. How do you ensure good mileage from tires? Which brand of tires do you prefer? Do you use retreads? I check tire pressure on a regular schedule, and I prefer Michelin tires. I will use retreads in a pinch. Do you stock any parts for your trucks or purchase as needed? I stock some of the minor stuff, but I usually buy parts as needed. What are your specifications for your trucks? No certain specs.

How do you determine when it’s time to replace a truck or trailer? I replace a truck when it starts costing a lot of money to maintain and repair. What do you have in place to ensure CSA compliance for your truck? I stay up on the rules and regulations— and when they get changed. One of the challenges facing fleets is keeping tabs on all of their trailers—and not just in terms of obtaining location data.

Smallwood says U.S. Xpress took a maintenance approach to trailer data that mirrored its information guidance for detention time charges. The goal isn’t to create detention time billing; rather, it’s to get equipment back onto the road where it can make more money.

“It’s about using trailer information to make better decisions and drive efficiencies within our operation,” explains Chris Smallwood, director of finance for U.S. Xpress Enterprises. The Chattanooga, TN-based carrier began the process of installing SkyBitz tracking technology in both its new and old dry van trailers back in March. It expects the SkyBitz tracking package to provide “complete visibility” of the trailers and the cargo within them throughout its North American supply chain. This helps the company optimize the use of its assets, improve security and improve customer service. In addition to real-time visibility of the location of its trailer-fleet, U.S. Xpress will also monitor and analyze reports for idle time, turn time, detention time, trailer pools, mileage and cargo status, as well as perform yard checks remotely. How could U.S. Xpress tap this tracking technology to improve its trailer maintenance operation and further boost cost savings to the fleet?

“For us it’s about connecting the dots,” he stresses. “Before, we relied on varied manual processes when loading trailer data into our [back office] systems. That took time and effort. Now we’re automatically uploading all sorts of trailer data into our systems, such as arrival/departure and load status. That automated process is faster and far more accurate.” As for trailer maintenance, U.S. Xpress is integrating information such as tire pressure monitoring data right into its maintenance software. Connecting SkyBitz trailer tracking technology to its maintenance software allows the fleet to automatically put a “hold” on trailers due for preventive maintenance (PM) checks by putting them on lockdown so they don’t get dispatched. “The speed, integrity and accuracy of such data impacts our organization in many ways, and it is also changing some of our metrics,” Smallwood points out.

“For example, when it comes to trailer tire management, we’re now looking at miles and not time from a PM perspective,” he explains. “It is not just about how this data is presented to us but how we use it. We hope to connect that trailer tire [air pressure] data so the [driver] and our maintenance shop know if there is an issue,” he continues. “We’re also using it for exception-based reporting, so we narrow our focus on trailers with maintenance needs.” Additionally, Wabash National Corp., U.S. Xpress’s trailer vendor, is installing the SkyBitz devices right at the factory on new dry van units to help hasten the deployment across the carrier’s far-flung trailer pool. While Smallwood adds that it’s still early in this trailer data-streaming process, the goal is to drive a near-term return on investment of 12 to 18 months in part by helping to shrink the overall size of the U.S. Xpress trailer pool. “We anticipate eventually reducing the amount of trailer equipment we’ll need because our data capability will make our existing units more productive,” he points out. “Innovation with technology got us [U.S. Xpress] to where we are today and will only help us to continue getting better in the future.”

RETREADS DEMAND FOR FUEL-EFFICIENT retreads will increase over time due to external dynamics like government-mandated greenhouse gas regulations and the more internally driven need for fleets to cut operating expenses, the most significant of which is fuel,” says Brian Buckham, general manager of product marketing, Goodyear Commercial Tire Systems. “Long-haul fleets are hyperfocused on fuel economy and are demanding specific fuel-saving retread technologies.

“We also talk about the ‘performance triangle,’ whose three ‘angles’ include rolling resistance, treadwear and traction,” Buckham adds, “and work to ensure that those angles are as even and

ticularly for fleets operating in or doing business in California,” Boarts adds. “It involves looking at retread products in a different light, and it affects the design, compounding and tread depth of those products.” New retread products coming on the market include Bridgestone Commercial Solutions’ Bandag B760 FuelTech, notes Ben Rosenblum, director of Bandag marketing and commercial marketing at Bridgestone Americas Tire Operations. Goodyear Tire & Rubber recently introduced two SmartWay-verified additions to its Fuel Max retread line. Buckham says the Precure Fuel Max LHD

G505D long-haul drive retread contains special compounding that makes it more fuel-efficient than its predecessor, the Goodyear G305 AT PC, and matches the tread design of the new Fuel Max LHD G505D. Goodyear’s other recently introduced Precure retread product, the G682 RSD Fuel Max designed for regional fleets, has a tread designed for traction, scrub-resistant compounding and a 24/32-in. tread depth. Michelin retreads that have been verified by SmartWay and are compliant with CARB regulations for low rolling resistance tires include the X One Line Energy T pre-mold retread for trailers with a tread depth of 13/32 in. Additionally, Oliver Rubber announced the launch of the Oliver Performance Drive, a drive position retread for long haul and regional applications. Other retread products available to fleets include ContiTread, Continental Tire’s tread for cold retreading that can be applied to the manufacturer’s casings as well as those from other suppliers on all position tractor and trailer tires. The pattern design for the ContiTread is the same as for new tires. Marangoni Tread North America offers its Ringtread and Unitread retread products through a network of independent dealers and retreaders. The products cover all position, drive, trailer, and wide-base needs for long haul, regional and urban applications.
