The things we love…

February, or as the Hallmark channel affectionately titles the month, “Loveuary,” is well known as a time to express love, the most profound emotion we can share with another soul. I deeply love my husband, Mike, and my wonderful dogs that lovingly and excitedly greet me upon arriving home. I love being able to help others through volunteering. I love traveling and having fun with friends and family. I even love the month of May because it means the swimming pool is open, and it is time to watch Netflix and relax in the pool. These “loves” matter to me, as do many others. In February, ALT Magazine has the opportunity to share many things about our hometown and Reader’s Choice selections – two things I absolutely love!

Our hometown is filled with wonderful people, places, experiences, and entities, all of which allow us a sense of belonging. I am very excited for you to read the 14 Romantic Things to do in Texarkana article. They all incorporate our hometown and the beautiful experiences you can create and include with your loved ones. A significant event and part of our hometown tradition occurred in late January with the crowning of our new Miss Texarkana, Miss Twin Rivers, and Miss Northeast Texas pageant winners. I was honored to participate as a board member of this wonderful organization, which enriches the lives of young women in our area. This organization believes in community, confidence, empowerment, leadership, scholarships, and lifelong skills for

these young ladies. I love that! I was even lucky enough to be pictured with our six title winners! Our Reader’s Choice Awards are always a big hit and something I genuinely love to host. It is so much fun telling the recipients who win that they are indeed winners! They get so excited that they want to share it with the world; getting them to keep it a secret for a month is daunting! With new categories added (and some taken away), it is always fun to see who wins. This year, we had approximately twice as many people nominate and vote than ever. I am not sure what happened, but it was amazing! Thank you all for participating in making this year such a great success. Hope you all have a wonderful, loving month that is the best you have ever experienced!

14 ROMANT IC THINGS TO DO ON VALENTINE’S DAY THAT YOU’LL NEVER FORGET … RIGHT HERE IN T E XARKANA By Anne Granado A bouquet of roses and a nice box of chocolates is always appreciated on Valentine’s Day, but perhaps one of the best gifts for your loved one this year is quality time together. We’ve put together a list of ideas inspired by local businesses and opportunities for that extra special romantic day or night out. The ideas range in expense and amount of planning needed, as we hoped to suit every budget and need. The ideas also hope to take advantage of what Texarkana has to offer. Yes, we all tend to go to the same restaurants and do the same things, but get out of the rut this year with some of these creative ideas and make Valentine’s Day 2024 one to remember. BOOK TICKETS FOR A NIGHT OUT

Instead of just dinner, plan a date with a show! Texarkana Symphony Orchestra is offering Masterworks III: Voices of Power, featuring violinist Sharon Roffman on February 3, or for couples who love game night, buy tickets to visit the Perot Theatre on February 17 for Wheel of Fortune Live! Local movie theater offerings can also be a fun change of pace. No matter what you decide to do, make sure you dress up and take a picture together at some point in the night.

RECREATE A MEMORABLE DATE

Nostalgia and romance can often go hand in hand, and we’ve all had memorable dates in Texarkana for milestone events. Reconstruct one of your favorites for this Valentine celebration. Purchase the perfect new outfit at Labels in Texarkana, and go to the local park where you had your first date, make reservations at the restaurant where you celebrated a big anniversary, or place your favorite order at the coffee house where you knew you were in love. Sometimes, circumstances need to keep you close to home, but a change of scenery can mean all the difference when it comes to romance. Taking a hike is a great way to unwind and unplug this Valentine’s Day. Bundle up and enjoy the local landscape on one of the many local trails such as Bringle Trail, Phillip McDougal Trail, Charles Gardner Trail, or Sister Damian Murphy Trail as you connect over authentic conversation and the beautiful piney woods. When you finish, head over to Cafe Lucille for a healthy and delicious brunch or lunch that won’t negate the hard work you’ve put in. Or splurge on the delicious bourbon pecan sticky bun and a mimosa as a reward for the large sum of steps you’ve accomplished.

VOLUNTEER TOGETHER

HandsOn Texarkana

One of the best ways to spend the day together is to choose a cause you’re both passionate about and sign up to volunteer— you’ll do some good for others and yourself, as volunteering can make you feel more connected to each other and the community. Though there are many worthy causes in the area, consider volunteering with Runnin’ WJ Ranch, a Christian 501(c)(3) non-profit organization that offers therapeutic horseback riding for children. They are always in need of volunteers for several different positions, and no matter how you choose to get involved, you are guaranteed to leave with a smile on your face. Another great opportunity for volunteerism is with Hands On Texarkana, whose mission is to provide volunteers to several local non-profit organizations. On their website, potential volunteers can view local needs and contact information.

HAVE A ROMANTIC MOVIE MARATHON

Order pizza, wings or a big salad from Lost Pizza, light the candles, and settle in on the couch for a romantic evening filled with your favorite rom-coms like The Notebook, Hitch, Casablanca, When Harry Met Sally, Brown Sugar, In the Heights, Crazy Rich Asians, The Proposal, La La Land, or Love and Basketball. Be sure to use paper products so no one has to do the clean-up when the credits start rolling! 014

PLAY TOURIST IN YOUR OWN HOMETOWN

Though you may have lived here for years, have you seen all the tourist sites that our town has to offer? If not, plan a day to explore the history and culture the town has to offer, and be sure to take fun photos of your adventure together. Visit the Texarkana Federal Courthouse and take a picture with one foot in Texas and one foot in Arkansas. Then, tour the Four States Auto Museum, 1894 Art Gallery, and Texarkana Regional Arts Center or take pictures in front of the many downtown murals. If the weather is cold or rainy, consider a drive to see Texarkana landmarks and memorials or historical homes. As you dig into the history of our town, save room for a tasty meal at Wingstop on Richmond Road, Stateline or 7th Street where you can feast on bone-in or boneless chicken wings and hand cut fries.

EAT BREAKFAST IN BED

Whip up a delicious breakfast spread on Valentine’s Day and enjoy it lounging in bed. It will be a nice change of pace from the hustle and bustle of a typical morning. Pro Tip: Buy some fresh pastries like the homemade pop tart, muffins, or pan au chocolate from Cafe Lucille for a shortcut that anyone could appreciate, especially since the kitchen won’t even get dirty!

ENJOY A WINE AND CHOCOLATE TASTING Wine and chocolate are both delicious on their own, but together, they can truly come to life. Set up your own wine and chocolate tasting. Start by purchasing some delicious chocolate at Julie’s Deli. Choose any of their varied selection that sounds good to you both. Then, head over to Chubby Cheeks to purchase wine to pair with your chocolate selections. If you are worried about a pairing that makes sense, talk to a Chubby Cheeks wine manager or do some internet research in advance. Remember, even if a pairing is “correct” for some people, you are the ones who need to enjoy it. Stay true to your unique interests, tastes, and preferences. Owner of SoundzGood in Texarkana At first, Chad Carlile’s love of technology was just a hobby, but when presented with the opportunity to turn his passion into a fully realized business, Chad jumped on the chance. HOW DOES SECURE ACT 2.0 CHANGE SAVING FOR RETIREMENT? RETIREMENT & LONGEVITY

Washington Policy Analyst Ed Mills outlines key components of the new legislation. The year-end fiscal 2023 government funding bill contained legislation that makes the most significant changes to the U.S. retirement savings system in decades. The SECURE 2.0 Act builds on retirement savings changes passed in 2019 and contains new provisions that further raise the required minimum distribution (RMD) age, shift to automatic plan enrollment and provide for new matching/ emergency withdrawal opportunities. Most of the key provisions are effective in the 2024-2025 timeframe, but smaller adjustments (such as increasing to 73 the age for starting RMDs) are effective in 2023.

The SECURE 2.0 Act is the second bipartisan bill designed to boost access to retirement savings. The SECURE 2.0 Act is a follow-up bill to the original SECURE Act passed in 2019, which began the process of increasing the RMD age from 70 1/2 and increasing participation in retirement savings plans through various tax incentives. The Act also eased administrative rules for employer-sponsored retirement plans.

The new legislation goes well beyond the original iteration and seeks to expand participation in retirement savings plans through mandatory enrollments, as well as increased flexibility in the individual use of advantaged savings accounts. The Act also extends the savings timeframe before RMDs are required to age 75 by 2033 – an almost five-year increase from the original RMD distribution age. Overall, the changes enacted by the legislation (to be phased in over a multiyear period) are likely to boost the asset base for asset managers through increased participation and interest in retirement savings plans.

Key changes will be phased in over a multiyear period. The Act also features an allowance for matching contributions to be made for student loan payments (expanding the retirement savings of younger adults), higher catch-up limits for those ages 60-63, and additional opportunities for penalty-free withdrawals and lower penalties for missed RMDs that are corrected. Eligible employees will soon be automatically enrolled into new employer-sponsored retirement plans. Under-theradar provisions in SECURE 2.0 include an expansion of multiple employer plans (MEPs) and pooled employer plans (PEPs) to include 403(b)s, 529 to Roth IRA rollovers (to a maximum of $35,000), and employer-offered de minimis financial incentives (such as gift cards or other financial awards) to increase employee participation in retirement plans. Here are more detailed descriptions of the key provisions in SECURE 2.0: •

Automatic enrollment: Eligible employees are required to be automatically enrolled in new 401(k) and 403(b) retirement savings plans with a contribution between 3% and 10%, rising by 1% annually (up to 15%) unless employees opt out. Automatic enrollment is effective starting 2025. Higher RMD age: The RMD age increases to 73 in 2023 and 74 in 2030, and bumps to 75 in 2033. MEP and PEP access for 403(b) plans: Access to multiple employer plans (MEPs) and pooled employer plans (PEPs) is expanded to include 403(b) plans. Matching contributions for employee student loan payments: Plan sponsors may make matching contributions to 401(k), 403(b) and simple IRA plans for qualified student loan payments made by employees effective 2024. Expanded emergency expense distribution allowances: Emergency distributions of up to $1,000 are permitted for unforeseeable or immediate financial needs relating to personal or family emergency expenses once per year, to be paid back within three years (effective 2024). Tax-free and penalty-free rollover from 529 to Roth IRA: Beneficiaries of 529 college savings accounts are permitted to rollover up to $35,000 from a 529 account in their name to a Roth IRA account. Rollovers are subject to IRA annual contribution limits and are available for 529 accounts that have been open for

more than 15 years. Rollovers are permitted starting 2024. Reduced penalty for failure to take RMDs: The 50% tax penalty for failure to take RMDs is reduced to 25%. For IRAs, the tax is further reduced to 10% if corrected. Reduction is effective as of the bill’s signing. Higher catch-up contribution allowances. For those ages 60-63, the catch-up contribution limit is raised to the greater of $10,000 or 50% higher than the regular catch-up amount. The higher allowance is effective starting 2025. Emergency withdrawals for domestic abuse survivors: Emergency withdrawals for the expenses of individuals escaping domestic abuse situations are provided at the lesser of $10,000 or 50% of the value of the account, to be repaid over three years with a refund of income taxes paid on the repaid amount. Withdrawals permitted starting 2024. Emergency withdrawals for disaster relief: Withdrawals of up to $22,000 from employer retirement accounts or IRAs are permitted for individuals affected by a federally declared disaster. These emergency-related withdrawals are permitted for disasters occurring on or after January 26, 2021. Expanded administrative cost tax credit for new businesses: A 50% tax credit for administrative costs incurred by new businesses is raised to 100% for companies with 50 or fewer employees effective 2023. Employer-offered incentives: De minimis financial incentives (such as gift cards or other financial awards) are permitted for sponsor efforts to boost employee participation in retirement savings plans, effective as of the signing of the bill into law. © 2023 Raymond James Financial, Inc. Downtown T-Town is Alive and Well

If you have yet to drive to downtown Texarkana lately, you are missing a treat! Many new businesses have opened in former establishments and have been remodeled but keep their original aura. The Grim Hotel is amazing! It has been remodeled, but the outside looks like what I remember from the late 50s and 60s. They are now leasing lofts and have several future things planned! The former Vivas Flowers building is now home to the Rabbit Hole. I visited recently and was in awe of the ambiance and relaxing atmosphere. Co-owner Lisa Henry said it is a non-profit business that serves ice cream cones, milkshakes, hamburgers, and breakfast all day. I had to try their milkshake, and it was awesome. They have daily specials that include spaghetti and other dishes. They host bible studies, meetings, bands, and a church service on Sunday mornings. There is quite an array of books in the reading room that you can buy for a donation or sit at the table and enjoy a good, quiet read. There are also CDs to purchase for your listening entertainment. Check them out. Another new establishment I checked out was Harts On Broad, housed in the old Harts Drug Store Building. It has kept its original feel and takes you back to the fifties. It is a gift and flower shop with a beauty shop in the back. Debbie Liles makes beautiful silk arrangements for any occasion, including birthdays, weddings, anniversaries, baby showers, or flowers arranged for the cemetery vases, and she will deliver an arrangement to your loved one’s headstone regularly for a fee. I love the gift section and found a walking cane totally covered in bling. Hey. If you need help walking, do it in style. Drop in for a visit. The third business on my list was the newly opened Café Lucille. Owners Jason and Rebecca named it for their young daughter, Lucille. Located in the old Timberlake Hardware at 306 Main Street in downtown Texarkana, it is a French American Café that serves sandwiches, homemade bread, and pastries. I taste-tested a Lemon Tart, and it was the best. There is a full bar with your favorite adult beverages and a happy hour from 4 to 6. Manager Jessica gave me a courtyard tour with an open skyline accented with strings of lights and the stars of Mother Nature. You can hold small events and birthday parties that are kid-friendly. Old photographs of downtown businesses line the walls to take you back in time. Downtown Texarkana is flourishing with restaurants, clothing stores, and two art galleries to take you back to the fifties, my kind of town! I love the idea of remodeling former Texarkana businesses while preserving T-Town history and bringing new life to the downtown area. Driving down Main Street, Broad Street, and 3rd is an exciting time.

First, we need to remember that fish are not mammals, and fish assume the temperature of the water, which means that when the water is cold, a fish’s metabolism slows considerably. That 4-inch bream that a bass ate yesterday will still be digesting several days from now as opposed to the same thing in warm water digesting in a day. Most fish are not caught because they are hungry; they are caught because the “bait” gets inside the fish’s “zone” and makes it mad, and the fish strikes it to kill it just for grins and giggles. Bass are notorious for being in a bad mood all the time and strike just because they are pissed, so you need to make a bass mad to increase your chances of getting it to strike. Now, there are two schools of thought. First, we have the slow-down theory, in which you slow your presentations down to a crawl to make a lethargic bass strike - a slow-moving target, more accessible to catch or kill. The second is what I call the “speed course.” It revolves around crankbaits and cranking them back as fast as possible to trigger a reaction strike. Now, let me say that the “speed course” method kicked my butt many times before I gave in and started doing it, not because it was hard to do but because the two guys doing it kept it a really good secret for a couple of years. Try these two methods this year and see if it helps your catch rate.
