guidance on how the program works for both parties. Afterwards, a written agreement will be provided for the unit commander and school principal to sign, including future updates for any changes in status. This particular agreement was signed by U.S. Air Force Brig. Gen. Richard G. Moore Jr., 86th Airlift Wing commander, U.S. Army Col. Keith Igyarto, the U.S. Army Garrison Rheinland-Pfalz commander, and Dr. Liz Dunham, DODEA Europe East District superintendent. This year, the 86th Security Forces Squadron team partnered with

Ramstein Elementary School, and the 21st Theater Sustainment Command with Kaiserslautern High School as the two featured partnerships at the signing. “We are very fortunate to have been selected for the program,” said Emmalie Lee, Ramstein Elementary School principal. “I think it’s important to see that positive interaction between the 86 SFS bike patrol and the children here.” Volunteering with the Adopta-School program will encourage Airmen and Soldiers to be active community members and will improve institutional and family morale by

creating a sense of belonging while stationed overseas. Creating such a partnership can make a difference in the quality of education military children receive. The program includes activities such as mentoring, supplementing classroom learning experiences, campus beautification projects, leading students in weekly PT sessions, and afterschool activity sponsorship. Unit commanders and administrators from the 86th Airlift Wing, U.S. Army Garrison Rheinland-Pfalz, and the Department of Defense Education Activity Europe East District came together to sign the Adopt-aSchool Program Memorandum of Understanding for the Kaiserslautern Military Community Feb. 24 at Ramstein Elementary School. The Adopt-a-School program is a voluntary, ongoing partnership between a school and a military unit that will foster a mutually beneficial partnership between the local DODEA schools and the Airmen and Soldiers of the KMC. The program also aims to increase public awareness of the military’s mission, enhance the quality of education, and fulfill needed services within the DODEA European schools, positively impacting the students intellectually, emotionally, socially, and physically. “The Adopt-a-School Program will prove to be a great initiative, allowing our military units made up of incredible Airmen and Soldiers to forge strong partnerships with our schools across the Kaiserslautern Military Community,” said Col. Curtis Juell, 86th Mission Support Group commander. When a unit is interested in adopting a school, they will contact the school liaison officer with information on individuals in a unit that will volunteer, the expectations of the unit, and how often they want to volunteer. Once a unit is matched with a school, the school liaison officer will set up a meeting with the unit’s leadership and the school principal to discuss the needs of the school, what the unit can offer and general

USAFE couple who inspire ‘hang their hats’ to retire Story and photo by Senior Airman Tryphena Mayhugh 86th Airlift Wing Public Affairs Among peals of laughter and more than a few tears, friends and coworkers bade farewell to not one but two U.S. Air Forces in Europe employees, who combined totaled more than 80 years of dedicated service. John and Colynn Hamilton, a husband and wife duo working in USAFE as a management analyst and human resources specialist respectively, celebrated the end of their long careers in a dual retirement ceremony Feb. 24. Having married in 1985, the ceremony reflected how they’ve spent the last 32 years: side by side. “A mutual friend in Colorado Springs had us over for a dinner party, and from that day on we haven’t really been apart,” John said. “My favorite memory from my career was meeting her. I met the woman of my life, and we’ve been together ever since.” Even though they will continue their journey in life together, there are many things they will leave behind. “I will miss the people, the interaction on a daily basis,” Colynn said, wiping her eyes. “Even just thinking about it, I tear up.” John was raised an “Air Force brat,” and was born at James Connally Air Force Base, Texas. A Vietnam veteran, he served his country both in and out of uniform. After 12 years in the Army, where he served in Florida, Germany, and Colorado, he returned to the civilian world and was able to get a job at Minot Air Force Base, North Dakota. For 23 years, he worked off and on between Minot and Kadena Air Base, Japan, before returning to Germany in 2010. Over his 42 years of service, John was in the Honor Guard, worked in electronic warfare and communications, was a project officer for air recruit training devices, and completed his career in USAFE. “We’ve always worked our whole lives,” John said. “Now it’s time to

relax and shift our focus, which is scary. I’ve been with the military my whole life.” It was a different story for Colynn. Born in Ogden, Utah, her first government job was working for the Internal Revenue Service as a data transcriber. It wasn’t until she moved to Colorado Springs, Colorado, and was hired at Fort Carson in finance, that she began her career in the Department of Defense. Alongside John, she moved between Minot and Kadena, but also worked at Peterson Air Force Base, Colorado. Each assignment found Colynn working in a new area, as she was eager to try something new. Over her career, she worked as a human resource specialist, personnel clerk, substance abuse control specialist, drug demand reduction coordinator, victims advocate, equal opportunity manager, and the chief of the quality of life section and sexual assault program. “They’re going to be missed,” said Clint Lock, USAFE human resources

specialist. “They don’t just talk it, they do it. I interact with both of them in different aspects professionally, and I’m going to miss them big time.” Beginning the next chapter of their lives, the Hamiltons bought a home in North Carolina. With a river right out their front door, they plan to enjoy fishing along with other hobbies. “Not having to get up and go to work will be nice, but at the same time it’s scary,” Colynn said. “You don’t know what’s going to happen. We’re unusual because most people won’t retire when they’re overseas. Usually you just walk out the door, go back to the home you’ve lived in for how many years, and continue on your way. We have to develop everything new. That adds a whole other level.” Despite the uncertainty, John and Colynn look forward to having more time with their five kids and 12 grandchildren. “I’ve only known them for two and a half years, but I’ve never, in the

30 plus years I’ve been in the Air Force, seen anyone so involved in the organization,” Lock said. “Everything from Colynn’s baking that she brings to every organizational function to them being Santa and Mrs. Claus for the children, they volunteer their time for the health, morale, and welfare of the organization. That’s really impressed me.” Before they departed, John had a few words of advice for those who would remain behind and continue to carry the torch. “Get involved,” he said. “Enjoy what you do and don’t be afraid to meet people. Take a vacation, enjoy Europe. Enjoy yourself. I don’t care what it is, get involved. Have fun. That’s the whole key to life, have fun.” After at least 40 years of service before self each, John and Colynn are ready to hang up their hats and enjoy time with their loved ones. “That’s the bottom line,” John said with a smile. “I love my wife and we’re retiring. We’re done.”

NAVAL STATION ROTA, Spain — The supply department of 725th Air Mobility Squadron may be a small unit, but it is a crucial and effective one. The last standing Forward Supply Location in the Air Force, out of the seven that have merged within their main logistics readiness squadrons, the 725 AMS supply department and its service members are, in comparison, special. “They’re kind of a ‘jack of all trades,’” said Senior Master Sgt. Angelo Erazo, 725 AMS FSL superinten-

dent. “Everybody here will get a hand in what we do and that’s what makes us special. You’re not going to come in just doing one specialized activity.” Though the 725 AMS provides en route support and maintenance for mainly U.S. Air Force C-5M Galaxy and C-17III Globemaster transport aircraft, FSL is stocked and prepared to support various transient aircraft that come through the installation. When the FSL does not have a part in their inventory, they strive to meet customer demands by promptly locating and ordering the parts and inspecting them as soon as they arrive to ensure they are serviceable and ready to use.

They also carry additional and extra parts in their Mobility Readiness Spares Package kits for aircraft as back-up or to travel with in case of various emergency situations. “They’re pretty much here for quick readiness response filled with ready-to-go serviceable parts,” said Staff Sgt. Raffinee Johnson, 725 AMS NCO in charge of inventory. “We keep them stationed here for if they need them packed up and shipped down range; just pick them up and put them on the plane and go. These kits are to prevent us letting the jet be on ground longer than it’s supposed to be.” The department is operated 24 hours a day with the Airmen covering three dif-

Buying, selling cars in Germany by Joerg Moddelmoog Kaiserslautern Legal Services Center Are you thinking about buying a used car downtown, or are you about to sell your car to a fellow service member? Then you might be interested to know that in both cases, the sale and purchase are subject to German law. Therefore, it is good to know what host nation laws say on the subject of warranties and defects. Even though verbal contracts are valid and fully enforceable in Germany, only a written agreement enables you to adequately prove the terms of the agreement and clarify each other’s obligations. All terms should be reduced to writing and signed by the parties because written contracts are presumed to be correct, complete and without binding oral or side agreements. The buyer should have the car thoroughly checked and tested before the sale is concluded. The car should be inspected by a trustworthy, independent third party such as a garage. Since it does not say anything about the real condition of the car, passing

inspection is hardly enough proof that the car will remain reliable. Rather, it just shows the car is doing fine at that one moment. A clause such as “inspection guaranteed” only means that the seller has the duty, and the right, to place the car into such a condition that it passes inspection. Normal wear and tear usually does not constitute a legally relevant defect, even if it impairs the functioning of a used car, unless the buyer demands a

clear, concrete and binding representation from the seller to the contrary. Therefore, the buyer should ask the seller for specific assurances and express warranties or guarantees for certain conditions that are important to him or her. These should be put down in writing. In Germany, the average total life span of a car is 10 years. After eight years, rust is a significant danger for almost every car in Germany and, therefore, is considered to be normal wear and tear.

When buying a new car from a dealership, the warranty period is two years. It is reduced to one year if you buy a used car from a dealer. Only when buying from a private person can the warranty be excluded completely by terms such as: “as is,” “with all faults” or “Gebraucht wie besichtigt,” which means “bought as seen.” It is also important to verify the seller’s name on the bill of sale and to keep a copy of the power of attorney if the seller is selling on behalf of another person. Do not hesitate to ask to see the seller’s ID. Additionally, you should keep the seller’s local address and phone number on file in case you need to contact them later should a problem arise. If you encounter problems when selling or buying a car, feel free to contact either the German attorney-adviser Matthias Voelker at the Ramstein Law Center at 489-2552 or 06371-47-2552; or German legal assistance attorneys Joerg C. Moddelmog and Holger Blug at the Kaiserslautern Legal Services Center on Kleber Kaserne at 483-8848 or 0631-411-8848.

Annual Overseas Housing Allowance Utility Survey Provided by U.S. Army Europe Public Affairs U.S. Army Europe is asking service members in Germany who are residing off-post in privately leased or rental housing to take part in the annual housing survey. The survey is instrumental in ensuring accurate housing allowance rates for military

families living off post. This survey is critical for ensuring OHA rates are properly set at overseas locations and directly affects the amount of housing allowance paid to service members. “The OHA survey is very important because it gives service members an opportunity to directly affect the amount of their utility and recurring maintenance allowance.” said

Bill Gordon, U.S. Army Europe personnel division’s chief of military pay policy. Gordon also explained that service members taking the survey will be asked to enter in their previous monthly utility expenses. The Defense Travel Management Office will begin its month-long Overseas Housing Allowance Utility Survey March 1.

An exemption from this survey includes homeowners or those sharing rent with another service member. Spouses are authorized to take the survey if the service member is deployed or unavailable. A link to the survey will be active 1-31 March and can be found at www.defensetravel.dod.mil/site/ ohaSurvey.cfm?ID=mar-util

AF Selective Re-enlistment Bonus program updates released Provided by Secretary of the Air Force Public Affairs WASHINGTON — Air Force officials released details on the fiscal year 2017 Selective Re-enlistment Bonus program Feb. 23, 2017. This year’s program consists of 80 Air Force specialties and continues the practice of offering larger sums of money initially up front. The program is designed to improve readiness and capacity by targeting retention of experienced Airmen, especially those in operations, nuclear, maintenance, cyber,

space, intelligence, surveillance, reconnaissance and support career fields. The 13 new Air Force specialty codes included in the fiscal 2017 SRB list represent critical and emerging career fields with high operations demands and low manning or retention, such as maintenance and intelligence, surveillance and reconnaissance. The AFSCs removed from this year’s SRB list were no longer among those AFSCs with the highest needs based on analysis of manning, retention, and/ or training costs.

According to Col. Robert Romer, the chief of military force policy for the Air Force, the criteria used to determine career fields eligible for re-enlistment bonuses includes current and projected manning levels, retention levels and trends, and the cost levels associated with training new Airmen. “This year’s SRB list continues the Air Force’s focus on retaining key experience while we deliberately grow our force,” Romer said. “We are increasing our accessions and training pipeline to support the increased growth, but these new

enlistees won’t be seasoned for some time. Retaining the experience we have is critical to maintaining readiness and training those new Airmen.” All AFSC bonus changes are effective Feb. 23. The fiscal 2017 bonus list will be available on myPers on the “reenlistment” page. For more information about Air Force personnel programs, go to the myPers website. Individuals who do not have a myPers account can request one by following these instructions.

Story and photo by Airman 1st Class Savannah L. Waters 86th Airlift Wing Public Affairs As they step on the scale, a feeling of dreaded anticipation washes over them. Beads of sweat roll down their back as they struggle to stand still, readjusting a shirt that always felt too tight. Watching the numbers climb to their final count, every person that’s ever worried about their weight analyzes every unhealthy decision they’ve ever made as they wait for the verdict. Christina Moore, wife of Gary Moore, U.S. Air Forces in Europe and Air Forces Africa visual information specialist, has encountered this situation recently, and is determined to turn over a new leaf. “After realizing how far I was from my goals, I knew I couldn’t do what I was doing anymore,” Moore said. Moore was one of hundreds of participants who signed up for the seventh annual Kaiserslautern Military Community’s ‘Biggest Loser’ challenge in January, ready to reach fitness goals and start the year off right. “The magnitude of operations on Ramstein is very large,” said Alysha Brandy, 786th Force Support Squadron fitness program manager. “The Biggest Loser challenge here is all about participation and letting the people know the vast amounts of resources available to them for their fitness.” Living a healthier lifestyle has always been easier said than done, and the challenges people face with their diet and routine can be hard to get past, Brandy said. “We have facilities open at all hours with pre-planned workouts ready for participants, opening doors and boosting motivation for fitness here,” Brandy said. The discomfort Moore felt about her appearance became worse as time went on, and in addition to a lifetime of unhealthy choices and lack of consistent exercise, Moore was diagnosed with Type 2 Diabetes, leaving her and her family devastated when they’d first arrived at Ramstein a few years ago. “Upon hearing my diagnosis, I had started a diet and lost weight,” Moore said. “But I ended up not making a real commitment. I gained all the weight back and didn’t feel like I could find a routine that gave me the motivation to stay healthy.” Each time she started a new plan, it would fall through. The mother of three daughters was determined to make this change one that would stick with her for life. “I want to be able to take my daughters to amusement parks and ride roller coasters with them,” Moore said. “I want to go up a flight of stairs without feeling like I am dying. we are all trained to handle the issues like second nature.” As a trainer and detailed organizer, Pommer developed several department training matrices for tracking purposes, created task sheets for program managers and streamlined tool checkout procedures as well as designed training for vehicle testing that was adopted garrison-wide. There are other tough aspects about his job, besides the danger, to include “keeping up to date with different regulations and procedures, while incorporating new medical techniques and equipment,” Pommer said he enjoyed his job. “I like being ready to help make people’s worst day better,” he said. “It’s good knowing you can help people when they need you.” Fire Chief Marshall Fiedler lauded Pommer for his many achievements. “Daniel is a hard charger,” said the fire chief formerly of Monterey, Calif. “He’s a great acting crew chief. He’s motivated to help out, whether it’s training our firefighters or volunteering at the Landstuhl Fire Department. He’s very deserving.” The garrison fire department was also recognized as IMCOM-Europe’s

2016 Fire Prevention Program of the Year. The USAG RP DES Fire and Emergency Services Fire Prevention Division is a 12-person team situated in four strategically located in Germersheim Army Depot, Sembach Kaserne, Rhine Ordnance Barracks and Smith Barracks at Baumholder. The fire prevention team was led by two assistant Fire Chiefs of Prevention Klaus Kueppers and Ralf Wayand. Last year, the team was responsible for conducting more than 3,000 inspections protecting 40,000 people at 26 geographically separated installations encompassing 3,700 facilities in 26.2 million square meters. They instructed 188 classes to educate 1,800 Soldiers about fire extinguishers and general workplace safety and also trained 150 new fire wardens. Additionally, the Fire Prevention Team conducted 250 risk assessments, 150 fire drills for Child and Youth Centers and other education facilities. The team had several difficult tasks to handle last year Kueppers said, but the “most challenging task last year was reorganizing the team and [creating] the additional Rhine Ordnance Barracks-based fire prevention team

out of the existing manpower,” he said. “Also difficult and very time consuming was uniting the staff that previously worked at three separate garrisons (Heidelberg/Mannheim, Kaiserslautern and Baumholder) into one team working successfully together for USAG RP. I think this was the most demanding challenge.” According to Kueppers, the fire prevention team also upgraded the fire suppression systems at Miesau Ammunition Depot, which was a demanding assignment they undertook with the help of the safety director. Additionally they provided assistance on several construction and modification ventures to include the new Rhine Ordnance Barracks Medical Center that continues to be an ongoing project for the team. “Everyone is working really hard to make all the construction projects happen, while doing their regular fire prevention inspections, educational classes and a variety of other duties including logistics, telephone control officer duties and special events,” said Kueppers, who worked in fire prevention for 30 years. “They never refuse to do additional work when it becomes necessary. I am so proud them. I could not ask for better team.” Chief Fiedler is also proud of his fire prevention team and all the hard work they’ve accomplished in 2016. “They are doing a tremendous job with this program. They have a small team, but do so much for our community. They work very hard to stay in constant contact with the public, customers and clients,” the chief said. “They are also assist building design teams, engineers and architects and ensure the fire standards and requirements are met. Klaus, Wayand and their team have been doing an outstanding job in the Rheinland-Pfalz. They are a great bunch of guys, and I can’t say enough good things about them.” Pommer and the fire prevention team will compete next at the IMCOM level.

given both women a steady workout plan and diet that they are excited to say feels right for them. “I always thought my mom was over-exaggerating when she talked about our health,” Samantha said. “Since starting this new diet, I feel more energetic and happy.” Moore admires her daughter’s resiliency and cherishes the close bond that they share. Taking this journey with her daughter has motivated them both to maintain their new fitness schedule, bringing them closer than ever before.

“She is not only my daughter but also my best friend,” Moore said. “Having her here and doing this with me means so much. It’s like having my own support system, and I hope that I’m her support system.” Each week, Christina and Samantha take aquatic classes, yoga, and shoot for more than 120 minutes of exercise. At the start of the challenge, swimming 10 laps was a strain for both. One month later their endurance has tripled and they can be found wearing wide smiles at the fitness facilities on Ramstein.

“I want to get people inspired to get healthy and into shape,” Samantha said. “I hope that they hear our story and know that they can do it too.” For anyone who wishes to make a change in their routine, contact the Ramstein SSFC at 480-0295 or 06371-47-0295 for questions about resources and other information available. The Moore’s say they know they have a long road ahead, but with each other for support, there’s no doubt that whatever they do they are in it together.

In his duties, Pommer provided emergency response assistance to three kasernes and protected more than 10,000 people and $9 billion of garrison infrastructure. As a primary trainer and station training program manager, he conducted several training courses in English and German and developed a confined-space exercise improving the station’s technical response capabilities. Pommer also served more than 500 hours as a volunteer firefighter at the Landstuhl Fire Department providing training and fostering positive relations between host nation and Army fire departments. As a medical first responder, he quickly assessed and unblocked the airway of a victim who fell 10 feet headfirst onto concrete saving the individual’s life. Pommer also assisted an unresponsive diabetic person by assessing the condition and coordinating care with host nation ambulance workers to ensure the patient made a full recovery. Being a firefighter was something Pommer wanted to do since he was a child, and he joined the German Junior Fire Department at 13. Years later as a firefighter, he knew exactly what he was getting into. “It’s tough work because you never know what will happen. You may get called out to an accident or fire and have to make decisions quickly to save lives,” Pommer said. “Sometimes, you may only have seconds to assess the situation and make the right call, but LONG HAUL, from Page 11

A high pile of wood, which includes old Christmas trees, burns to say good-bye to winter Saturday in Olsbruecken.

by Petra Lessoing 86th Airlift Wing Public Affairs The community of Olsbruecken will observe a special custom on Sunday after Fasching — the burning of winter. The hiking club Pfaelzerwaldverein will co-sponsor this annual event, which has taken place since 1990. Hikers interested in joining the “Spring Bonfire” will meet at 6:30 p.m. at the Dorfplatz (village square) in Olsbruecken. The mayor will hold an opening speech and village officials will sell torches for €2. The torchlight procession will then go through the village up to the old sports field on Oberberg hill. “We will walk for about 2 kilometers to our forest hut on Oberberg hill,” said Ronny Faul, chairman of the PWV hiking club Olsbruecken. “It should take about 35 minutes.” Usually, about two to three weeks prior to the event, members of the hiking group start putting up a 4.5 meter high pile of wood to be burnt near the sports field. “Christmas trees from local residents are used to make this pile,” Faul said. When all hikers have arrived at the pile,

they will throw their torches into the pile, under the supervision of the local fire department. The fire will start, and winter will be burnt. “Our club is running a hut on that hill, where food and beverages will be served,” Faul said. “We expect about 500 to 600 guests to join this annual event.” For more information, visit www.pwvolsbruecken.de. Other communities in the Pfalz will say good-bye to winter with so-called summer day parades leading through the town, ending with the burning of piles or figures made of straw and wood. Gruenstadt will have a March market with a carnival including rides and vendors March 10 to 13. A parade with burning of winter presentation is scheduled to begin 2 p.m. March 12; stores will be open that Sunday afternoon. On March 26, the wine-growing village of Neuleiningen will offer a burning of winter event with a parade at 2:30 p.m., and in Speyer, a snowman will be burnt after the parade, which will start 2:30 p.m. The winegrowing community of Forst is known for its parade with a performance presenting the fight between winter and summer. Activities will begin 2 p.m. March 26.

At The Movies Logan (R)

In 2024 the mutant population has shrunk significantly and the X-Men have disbanded. Logan, whose power to self-heal is dwindling, has surrendered himself to alcohol and now earns a living as a chauffeur. He takes care of the ailing old Professor X, whom he keeps hidden away. One day, a female stranger asks Logan to drive a girl named Laura to the Canadian border. At first he refuses, but the Professor has been waiting for a long time for her to appear. Laura possesses an extraordinary fighting prowess and is in many ways like Wolverine. She is pursued by sinister figures working for a powerful corporation; this is because her DNA contains the secret that connects her to Logan. Starring Dafne Keen and Hugh Jackman. The Shack (PG-13)
