Ramstein renovates bay orderly program Story and photo by Airman 1st Class Lane Plummer 86th Airlift Wing Public Affairs The bay orderly program on Ramstein has undergone renovations and was kicked off with a base-wide dormitory cleaning event Jan. 28. The purpose of the changes is to task more Airmen with bay orderly, a program designed to clean and maintain the environments where Airmen work and live. One of the ways Ramstein is improving the program is by changing the way Airmen are selected to participate. One or two residents per dormitory between Ramstein and Kapaun will be chosen each week to take care of the ground’s upkeep, cleaning and other maintenance tasks that Airman dorm leaders require assistance with. Let’s talk about it: Black History Month

by Staff Sgt. Timothy Moore 86th Airlift Wing Public Affairs About three years ago, I wrote a commentary about Black History Month, also referred to as African-American History Month. As I go back and look at it, I’ve realized it was horribly written, but I was so proud of it and myself. I believe it was my first commentary as well as one of the first times I had ever spoken about my distaste for the term history in the designation of the observance. In short, I explained how the term history, defined as a study of past events, left me longing for something I not only wanted but needed as a black American: a heritage. A heritage is an inheritance and is something to be passed down through generations to keep its significance alive, and I tried to explain why it was better to not leave our heritage in the past to be studied for a month as history. Unfortunately, that was one of the few times I had actually spoken about it until

about 10 months ago. I found out I was having a daughter with an American woman who is of Mexican, German and Irish descent. As we planned for our little one, we talked about the things we wanted to share with her from the many heritages she could claim, including her African-American heritage. I want her to feel the pride I feel in recognizing the many accomplishments black Americans have achieved through overcoming many hardships in a country in which they once weren’t even considered human beings. So, I’ve continued to talk about black Americans’ history and the claim to our heritage. I’ve talked about the good, the bad, the ugly and the hopeful. But I’m not the only one that has been talking. The U.S. is in the midst of very high racial tensions. Many people have been discussing the reasoning behind the tensions, but it feels like more people are avoiding the conversation, and I had been one of them. I assumed I was just avoiding pointless arguments, but I realized I had effectively

been allowing any heritage I could claim as a black American to fade into obscurity. By refusing to talk about the bad and the ugly of our history with those who may not want to talk about it, I also refused to talk about the good that should become and is the foundation of the hopeful heritage we should want to pass along to future generations. I’ve accepted that I will get into arguments from time to time. However, arguments can sometimes lead to positive discussions, and Black History Month is a great way to facilitate positive discussion. Black History Month started out as Negro History Week, which emphasized teaching the history of black Americans, and teaching is one of the best ways to start a discussion. So as we observe African American/Black History Month, let’s remember the good, the bad and the ugly as we move toward a hopeful future which includes a full AfricanAmerican heritage not only for my child but for all children to be proud of. Whatever your feelings are, let’s talk about it.

SecAF, CSAF testify on FY 2017 AF posture by Senior Airman Hailey Haux Secretary of the Air Force Public Affairs Command Information WASHINGTON — Air Force Secretary Deborah Lee James and Air Force Chief of Staff Gen. Mark A. Welsh III testified before the Senate Appropriations Committee on the fiscal year 2017 Air Force posture on Capitol Hill Feb. 10. Both James and Welsh stressed that the need for airpower continues to rise and the gap between the U.S. Air Force and its closest pursuers is closing. “Bottom line here is that … we are fully engaged in every region of the world, in every mission area, across the full spectrum of military operations,” James said. “Put simply: We have never been busier on such a sustained and such a global basis.” The Fiscal Year 2017 Air Force Posture Statement states the president’s fiscal 2017 budget aims to build, train and equip an Air Force capable of responding to today’s and tomorrow’s threats. “The United States can’t fight, much less win, today’s wars without airpower,” Welsh said. “That’s just the way modern warfare has moved. The demand signal for that airpower continues to rise. While we work hard to continually become more efficient, which we must,

and to minimize the cost of effectively operating our Air Force, if less capability or less capacity or less readiness eventually means we lose even one more young American on the battlefield, we’ll all wish we’d made better investments.” In her opening statement, James outlined her three priorities: taking care of people, balancing readiness and modernization, and making every dollar count, which are the foundation of the president’s fiscal 2017 budget. “Airmen and their families are the Air Force’s most important resource and our budget reflects this truth,” James said. Without additional funding, the only way to do that is to divest old capability to build the new. That requires very difficult, emotional decisions; decisions that simply must be made if we are truly to provide for the common defense.” According to the Fiscal Year 2017 Air Force Posture Statement, as the challengers of the Air Force employ increasingly sophisticated,

capable and lethal systems, the Air Force must modernize to deter, deny and decisively defeat any actor that threatens the homeland and its national interests. “Twenty-five years of combat operations have dramatically impacted our total force readiness, significantly aged our equipment, and has shown the brilliance of our Airmen and the loyalty of their families,” Welsh said. “The world is changing, the threat is changing, and our Air Force must change with it if we’re to remain relevant. Today, American airpower is a given, and I believe it’s our job, collectively, to ensure this nation’s ability to deliver that airpower, when and where it matters most, does not diminish over time.” The posture reflects the third priority, which is the Air Force’s commitment to preserving taxpayer dollars with a number of initiatives that include streamlined energy usage and cost saving ideas directly from our Airmen.

A trafﬁc safety concern the safety ofﬁce commonly hears is, “I got a speeding ticket in town and never saw a speed limit sign.” Upon entering a German town, the yellow city limit sign not only announces the name of the town but also indicates that the speed limit is reduced to 50 km per hour, if no higher or lower speed limit is posted. Slow down to 50 km per hour when you see the city limit sign, and you should be able to avoid those pesky speeding tickets.

Meat plant beefs up NATO commissaries Story and photos by Airman 1st Class Larissa Greatwood 86th Airlift Wing Public Affairs Whether grilling hamburgers during a summer barbecue or baking a pork loin for a family dinner, the Ramstein Central Meat Processing Plant has had a direct impact on the meat consumed overseas. The Ramstein CMPP was established March 16, 1998. The Ramstein CMPP consolidated with the other original plants in Rhein-Main, Germany, and Lakenheath, England, to become the only meat processing plant to ever exist in the Department of Defense. The Ramstein CMPP cuts, wraps and ships over 713,000 pounds of fresh and frozen beef and pork for 35 commissaries and 18 Army and Air Force Exchange Service locations overseas. The three locations were merged into one when the

process of vacuum packing became the most efficient, safe and cost-effective way to naturally preserve meats for a longer shelf-life. Vacuum packing removes 99.7 percent of oxygen to prevent meat spoilage from bacteria. “Everyone’s used to meat being sold on a foam tray where the meat is a nice red color,” said Troy Green, Defense Commissary Agency deputy plant manager. “When meat is vacuum-packed, beef especially, almost 100 percent of the oxygen is removed so it tends to have more of a brown color. When opened up and put back into contact with oxygen, you’ll get that nice red color again. So some people may think it’s not fresh, but really, it’s quite the opposite.” The CMPP is the sole source of fresh beef and pork for commissaries throughout 11 NATO countries. The beef is from the U.S. and the pork comes from the Netherlands. Because the

New AF unit provides support to USAFE, AFAFRICA by Senior Master Sgt. Kelley Stewart Air Force Installation and Mission Support Center Detachment 4 Public Affairs A new unit officially opened its doors Oct. 1, 2015, to support installation management across U.S. Air Forces in Europe and Air Forces Africa. Air Force Installation and Mission Support Center Detachment 4 currently consists of more than 70 people, has fulfilled all initial operational capability requirements, and is on track to meet the full operational capability goal of Oct. 1 of this year. Planning for the detachment began in March 2014. The detachment now consists of five divisions: civil engineering, security forces, communications, financial management, and career field education and training. The civil engineering section is responsible for constructing bases, operations and housing management. The security forces section is responsible for force protection and requirements and electronic security. The communications section is responsible for official mail, cyber infrastructure management and resources. The financial management section is responsible for financial services and financial analysis. The career field education and training section is currently responsible for the Major Command functional manager duties in the following Air Force specialties: civil engineer, security forces, communications, personnel, logistics and public affairs.

The detachment currently supports AFAFRICA requirements in the U.S. Africa Command area of responsibility through its civil engineer division with base operations and its security forces division with force protection issues. However, that support could expand to other divisions in the detachment. “The mission of Det. 4 is to provide globally-integrated and networked installation management support to USAFE-AFAFRICA,” said Wayne Sperry, AFIMSC Det. 4 deputy commander. “We are revolutionizing the way our Air Force supports bases as the war-fighting platform.” The establishment of AFIMSC was part of the Air Force’s Future Air Force Organization Initiative implementing the July 23, 2013, guidance from the secretary and chief of staff of the Air Force that, according to the Program Action Directive 14-04, directed Headquarters Air Force to “plan and present for decision a streamlined management framework within the Air Force regarding basic organization structures and business practices.” “AFIMSC was established to provide centralized management of installation support, which means all the funding, all the requirements and all the programing underneath the Agile Combat Support Mission Area Plan (moved) into one center,” Sperry said. For example, AFIMSC Headquarters will provide the centralized funding for MAJCOMs. This means the initial distribution of funds will go directly to the wings. The establishment of AFIMSC and the detach-

ment does not change the base support leadership structure or chain of command at the base level. USAFE retained its Air Force Forces, Component MAJCOM responsibilities, and compliance with guidance on war-fighting requirements and priorities. The MAJCOM also kept its component staff to U.S. European Command, NATO and U.S. Africa Command responsibilities. The biggest hurdle currently for AFIMSC Det. 4 is spreading the word so customers know who they need to call for support. AFIMSC has several informative efforts underway to help people. There is an AFIMSC phone book located at askafimsc@us.af. mil, AFISMC roadshows and base visits located at www.afimsc.af.mil, and installation commander update video teleconferences and briefings given at USAFE-AFAFRICA courses. AFIMSC Headquarter reports to Air Force Material Command and is based at Joint Base San Antonio, Texas. It is led by Maj. Gen. Theresa Carter. AFIMSC Headquarters is made up of a special staff, resources directorate, installation support directorate and expeditionary support directorate. commissary back in the (U.S.) because of this process.” Once the meat arrives at the facility, it is either ground or prepared for slicing then weighed and packaged for shipping. To ensure safety of meat products, the packages go through a metal detector as one of the final processes. “We have metal detection on all of our lines, though we’re only required to have it on the hamburger line,” Green said. “If even the smallest piece of metal is in a package, the machine will automatically drop it off the line.” Lyndon Boone, Defense Commissary Agency plant manager, said the metal detectors are tested by the workers every hour to ensure they’re continuously working properly. With many facilities depending on their shipments, the Ramstein CMPP has 81 employees, 44 of which are U.S. citizens and 37 are local nationals, who work in two separate shifts to ensure production is consistent. Though they work quickly to keep their deliveries timely, they don’t skimp on any of their process as they understand the importance of a quality product. Green said though the job can be fast-paced, the staff is hard-working and the overall morale of the environment is always high. “Some of the employees

have been here since day one, so they helped build the process,” Green said. “They take a lot of pride in what they do, and we run pretty smooth because these guys have really built this plant up and tweaked the processes to make them efficient.” According to Boone, the staff works hard and knows their job is important because they bring service members and their families the comfort of the foods they know, no matter where they are in the world. “While we’re overseas, we want as much home as we can get,” Boone said. “You shouldn’t wonder where your food is coming from. You should know the quality of what you’re eating, and we keep to that standard.” With these safety and sanitary measures, the Ramstein CMPP takes out the guessing when it comes to quality. The employees take pride in providing the best product possible. From ground beef to pork schnitzel, the CMPP offers a wide variety of meat to satisfy many preferences. German Cabbage Soup Ingredients (for 4 people) • 2 ½ pounds potatoes • 2 tablespoons margarine • 1 pound ground beef • 3 pounds cabbage, shredded or chopped • 2 medium onions finely diced • 1 cup diced bacon • 4 cups bouillon • 2 tsp salt • 8-10 caraway seeds • 1/8 teaspoon nutmeg • ¼ teaspoon pepper • 1 tablespoon vinegar

Preparation Peel potatoes and cut them into bite size pieces. Heat margarine in large soup pot. Add ground beef. Add onions and cook until translucent. Add bacon. Cook for several more minutes until meat is browned. Add a bit of water to stir up any parts that have stuck to the bottom of the pot. Add cabbage and potatoes to slightly roast. Add water or more broth until about one inch below the level of the vegetables. If you add more water, the final soup will be more liquid. Add seasonings. Bring to boil, cover and simmer for about 45-90 minutes. Stir several times during this time. Add vinegar if desired. Serve with some nice fresh bread. Rye would be the typical bread served with this meal.

Classic EDRE takes ‘shocking’ new turn by Staff Sgt. Betty Boomer 21st Theater Sustainment Command Public Affairs The phone call can come at any time, and when it does, the unit has to move quickly. Bags are packed, equipment prepared for transport, and soldiers geared up and ready to deploy. But this is not your ordinary emergency deployment readiness exercise of years past, this is a “shock” training event, so it doesn’t end with Soldiers on the tarmac ready to move out. Under U.S. Army Europe’s ongoing “Freedom Shock” concept, units in the 21st Theater Sustainment Command and other USAREUR units participate in shock training events in which they are deployed on almost no notice to set up operations

all over the European theater. Unlike EDREs of the past, the goal isn’t achieved when Soldiers are on the tarmac ready to deploy. They actually pack up and move out to a designated location to set up any variety of sustainment services, sometimes as a standalone exercise and sometimes providing real-world support to other exercises. Freedom Shock’s main objectives are to improve nonotice alerts and assemblies by moving forces to execute a mission and then redeploying and recovering within a short period of time. This type of exercise gives leaders the type of training they need to remain flexible and the capability of understanding the intent of each mission, ensuring their soldiers are combat

From the platoon leaders down to the squad levels, it can help junior leaders get back to the basic fundamentals to train and execute missions successfully. “Shock training isn’t designed to replace field training,” Grossman said. “In many cases, shock training may be a preparatory training event prior to a unit moving to a training exercise or supporting another training event.” Past Freedom Shock events include the 18th Military Police Brigade executing a tactical crossing on the Weser River in conjunction with multinational forces, the 16th Sustainment Brigade establishing a supply support activity at Mihail Kogalniceanu Air Base in Constanta, Romania, and the 30th Medical Brigade setting up medical sustainment operations at local training areas near Mainz. “Going forward with an Army posture in Europe, we need to be able to demonstrate both our readiness measures and enhancement of alliance with our partners,” said Maj. Joseph Grande Jr., 21st TSC chief of future operations. “That we can go from no notice to break out the assembly area and deploy, that’s powerful, and I think this is sustainable going forward.”

Ask an Attorney: Must I register at Rathaus? by Joerg Moddelmog Kaiserslautern Legal Services Center Q: My landlord told me I have to register at the town hall in my village, but others have told me that is not required if I am here under U.S. government orders. Who is right? A: “Thou shalt not register with the local town hall” is a commandment derived from Article 6 of the German Supplementary Agreement to the NATO Status of Forces Agreement. Only the U.S. forces have the right to keep records on their personnel with NATO SOFA status or share such information with German authorities. Adherence to this law needs to be reiterated as it trumps the German Federal Registration Act, “Bundesmeldegesetz” in German or BMG. A change in German law that took effect on Nov. 1, 2015, requires that for any new leases, landlords must issue the tenant a so-called “Move-in/Move-out Confirmation,” or “Einzugs-/Auszugsbestaetigung” in German, for registration purposes or be hit with a fine of up to €1,000. That may be why your landlord told you to go down to the Rathaus to register. You should disregard such advice, and point out to your landlord that under Article 6 of the Supplementary Agreement you are exempt from such registration requirements. Registering at the local town hall can have serious repercussions, including but not limited to: • German registration records are electronically shared with the German institution, formerly called “GEZ,” which is short for “Gebuehreneinzugszentrale,” and rechristened “AZDBS,” which stands for “ARD, ZDF, Deutschlandradio — Beitragsservice,” in 2013, that collects charges for public broadcasting. This triggers a TV and radio tax. If you receive such an assessment from AZDBS, the International Affairs Office staff on Kleber Kaserne can provide you with a letter confirming that you are exempt from having to pay TV and radio taxes under Article 60, paragraph 5(b) of the Supplementary Agreement. They can be reached by calling 483-8854/8859 or 0631-411-8854/8859. • German registration records are also shared with the Federal Office for Taxation, which triggers issuance of German tax ID numbers. The local finance office may start wondering about your source of income if they notice that no German tax return was filed for a particular tax ID number. Should you receive a letter from the German Finance Office, make an appointment to see a German legal assistance attorney right away. • The Alien Registration Office may also probe into your situation to find out why a foreigner is registered at the town hall but does not appear in their legal alien records. This could only be straightened out by invoking the protections of Articles 6 and 7 of the Supplementary Agreement. • An even more serious problem could arise if you are a General Schedule employee or service member and are thinking about retiring and taking a Nonappropriated Funds job or getting technical expert or analytical support status accreditation, under Articles 73 or 72 of the Supplementary Agreement. These jobs are by definition not available to those who have become ordinary residents of Germany, for which local registration is seen as a strong indicator.

Your local town hall has no incentive to oppose a registration request or turn you away because the state pays each and every county a community fiscal adjustment payment, “kommunaler Finanzausgleich” in German, based on its number of registered inhabitants. However, another contributing factor influencing that payment is the number of NATO SOFA personnel reported to be present by the U.S. forces. Consequently, if you were to register, the county or city might very well receive a double benefit. So stand your ground and don’t give up your treaty-based right not to register. If you registered

Ukrainian surgeons visit Army Medicine in Europe Story and photos by Ed Drohan Regional Health Command Europe Public Affairs Four Ukrainian military surgeons, the first group of physicians to do such a rotation in several years, recently visited Army Medicine in Europe for a firsthand look at U.S. wounded warrior care. Ukrainian Army Lt. Col. Mykola Moskvychov, Maj. Serhii Shypilov, Capt. Pavlo Shkliarevych and 1st Lt. Volodymyr Prytula spent four days visiting various sections of Landstuhl Regional Medical Center and the 212th Combat Support Hospital during their trip to Germany Jan. 24 to 29. All four are surgeons with military hospitals in Kiev, Kharkiv and Lviv, Ukraine. The visit, which was months in planning, was designed to be a shadowing experience for the Ukrainian physicians, said Air Force Col. (Dr.) Robert Fischer, LRMC deputy commander for clinical services. While partnerships are being explored with several NATO and non-NATO nations, this was the first opportunity for an actual engagement to take place. “We are happy to share how we approach wounded warrior care, how we receive and then evacuate after stabilization care on the hilltop (LRMC) before they go to Role 4

facilities in the states,” Fischer said. “So this is really about exposure to how American military health care is provided to wounded warriors.” The visit is aligned with both the Regional Health Command Europe goal of increasing medical diplomacy and the U.S. Army Europe commander’s vision of strengthening relationships, training, interoperability and effectiveness of the land forces they enable. According to Brig. Gen. Van Coots, commander of Regional Health Command Europe, the visit was multifaceted. “Almost a year ago I was in Kiev along with (USAREUR commander) Lt. Gen. Ben Hodges,” Coots said. “I got to go to the central hospital there, tour it and talk to some of the folks. Out of that came the desire to plan to have you all come to us and start doing these engagements. “Part of it is an attempt on our part to familiarize you with us and how we practice medicine and what our capabilities are here in Europe as we support you in your struggle,” Coots explained. “Part of it is designed to do some capacity and capability building, particularly in level 2, level 3, level 4 care. Part of it is also to learn from you what it is you would really like to have and what it is you think you really need and how we can provide that to you, and what you

can operate with, from equipment to additional training.” During the visit, the Ukrainian surgeons had the opportunity to view and discuss hospital operations to include Critical Care Air Transport Team, intensive care unit, and the da Vinci surgical robot, the newest addition to LRMC and technology not yet available in Ukraine. They also spent a day with the 212th Combat Support Hospital as they worked under field conditions in their Mobile Early Entry Package, a deployable configuration containing emergency

medical services, surgical capability, intensive care services, pharmacy, radiology and laboratory all in one tent. Throughout the visit, Ukrainian and U.S. medical personnel were comparing notes on the similarities and differences between their respective systems. For their part, the visiting surgeons were hoping to bring back practical information they can use to make improvements in their ability to operate with allied forces. “We will bring back information and knowledge about the American integrated system,” said Moskvychov, the senior Ukrainian physician. “We personally saw how patients are managed. This is very useful to make for better interoperability. It will be very helpful back in Ukraine.” Fischer agreed that first-hand experience is the most useful. “I think seeing us execute our wounded warrior care is better than just discussing this care at a distance and describing our policies and guidelines … actually seeing them in execution, including the movement of patients to and from the hilltop and the flightline at Ramstein, is much more effective in educating these visitors about how it’s actually done on the ground,” Fischer said. “So it goes from principal to action and you tend to remember action better.” The hope is that these exchanges will continue in the future. “I want to thank you for being that first group to come, from not just Ukraine but the first group to come and do rotations with us in a long time,” Coots said to the Ukrainian visitors. “Whatever we can do to assist and sustain life on the battlefield is really critical. We want this to be a continual process.”

The hiking club Pfaelzerwaldverein will co-sponsor this annual event and offer celebrations at their forest hut. Hikers interested in joining the â&#x20AC;&#x153;Fire for Springâ&#x20AC;? will meet at 6 p.m. at the Dorfplatz, village square in Olsbruecken. â&#x20AC;&#x153;Our mayor will hold an opening speech and village officials will sell torches for a small fee,â&#x20AC;? said Ronny Faul, chairman of the PWV hiking club Olsbruecken. â&#x20AC;&#x153;We then walk in a torchlight procession through the village

up to the old sports field on Oberberg hill.â&#x20AC;? The walk is about 3 km long and takes about 35 minutes. Two to three weeks prior to the event, members of the hiking group started putting up a 4.5-meter-high pile of wood to be burnt near the sports field. Even old Christmas trees have been added to the pile. â&#x20AC;&#x153;Local firefighters usually collect the Christmas trees the Saturday after Three Kings Day Jan. 6,â&#x20AC;? said Lutz Braunschweig, member of the Olsbruecken voluntary fire department. â&#x20AC;&#x153;Olsbruecken residents donate â&#x201A;Ź1 or more for this service, and donations will go back to charity.â&#x20AC;? When all walkers have arrived at the pile, children will throw their torches into

the pile, under the supervision of the local firemen. The fire will start, and winter will be burnt. â&#x20AC;&#x153;Our PWV hiking group runs a hut on Oberberg hill, where we serve food and something to drink,â&#x20AC;? Gruenstadt will burn winter after its summer day parade, which starts at 2 p.m. March 13.

That’s why today, Valentine’s Day is being observed Feb. 14. In many countries all over the world, Sunday is the day, when husbands and wives, girlfriends and boyfriends have romantic dinners, give gifts, candy, cards and flowers to show their love and affection. The custom of giving flowers goes back to ancient Rome, where Valentine gave advice to young people, in particular regarding marriage. He did this despite Emperor Claudius’ prohibition. Claudius did not want his legionnaires to get, according to Christian customs, tied to wives and houses. But Valentine was looking for lovers, found them and married them. He passed out flowers to young couples that were walking by the garden of his monastery and asked the men to stay at home and not to go out to battle. One day Emperor Claudius wanted to meet Valentine to find out about his wisdom. The emperor requested Valentine to believe in Roman gods again. Then they would be friends. But the priest told him that he never would ask him to do so if he knew about the glory of God and his son Christ. During his visit with Claudius, a council member asked Valentine what he thought of the Roman gods. Valentine answered that they are demons. The council immediately requested the blasphemer’s death. During a delay Valentine asked for, he impressed the emperor with the truth of Christian belief. Claudius was deeply touched, but when Rome’s governor said Valentine was a magician, Claudius feared a revolt by his people and passed the

He made the judge’s blind daughter see again by praying and laying on of hands. Asterius and his family got baptized after that. But since their new Christian belief was counter to Roman religion, they were tortured and killed. Rome’s governor also decided to torture Valentine and behead him Feb. 14, 269. Before he was killed, many young people visited him in jail. Also, one jail guard’s daughter came to see him several times. She helped him to keep his spirits up and told him that he did the right thing by ignoring the emperor and going ahead with the secret messages. On the day he was to die, he left a note thanking the girl for her friendship and loyalty. He signed it with “Love from your Valentine.” That might have started the

custom of exchanging love messages Feb. 14. Valentine cards have a long tradition. Legend says that the Duke of Orleans, while in prison in the tower of London in 1415, kept sending love letters to his spouse, and not only on Feb. 14. Ever since, he has been looked at as the founder of valentines. In the 17th century, author Samuel Pepys from London, revived this tradition of writing a love letter to his wife Feb. 14. She was so thrilled about that and in turn gave him flowers. The British noble society took over the tradition of giving flowers and sending love notes soon after, and it was spread through England and France. In the 18th century, people in love started to send romantic greeting cards. In Germany, recognition of Valentine’s Day started in the 1950s when American Soldiers brought the British tradition to Germany.

Raiders compete for state title Story and photo by Ken Robinson Kaiserslautern High School CyberPatriot Coach The Kaiserslautern High School CyberPatriot team recently competed for their third straight state title. Should the teams finish in the top three positions within their tier, platinum, they will be able to compete for a regional title later this month. CyberPatriot is the premier National Youth Cyber Education Program. The competition is designed to put high school and middle school students in the position of newly hired information technology professionals tasked with managing the network of a small company. Teams are given virtual images that represent the company’s operating systems, and team members must identify and secure all system vulnerabilities, while ensuring that all critical services are maintained. Each competition lasts six hours and consists of having to secure up to three operating systems, each with a different function or scenario. Operating systems can include Windows Client, Windows Server or Ubuntu Linux. Furthermore, students will also configure virtual networking devices and take a Cisco networking exam. Nearly 2,000 high schools nationwide participate in the CyberPatriot competition. All four teams at Kaiserslautern

The Kaiserslautern High School CyberPatriot team competed recently for their third straight state title and are anxiously waiting to find out the results to see if they will be competing for a regional title later this month.

High School have made it into the platinum tier, which is in the top 30 percent. It is at this tier that the challenges become much more difficult, and only those in the platinum tier will be able to compete for the national title. With just a few positions available in the regional round, each of the four teams from KHS are a bit anxious to know the results. This is the fourth year that Kaiserslautern has entered the competition. Each year, more and more stu-

dents seem to be interested in joining the club. The growth of the program has been remarkable, largely due to the continued support and mentorship from Armed Forces Communication and Electronics Association. AFCEA has provided mentorship to the KHS Technology Club for the past four CyberPatriot seasons. Not only have they supported the CyberPatriot program, but provide mentors for other such programs such as Ethical Hacking, Raspberry Pi, Robotics

First Challenge, IT Certification and recently the StellarXplorers Space program. Students, like those in the CyberPatriot program and other afterschool programs, realize that school doesn’t end at three o’clock; it’s just getting started. Students love to compete, they love to learn, and they love to hear from professionals in the field. When you put them all together, you build a winning team both in and outside the classroom.

Denmark – Las Vegas of Europe for Quick Marriages

In celebration of Valentine’s Day, we explore the option of getting married in the home of Vikings. You are living the life as an American Soldier, an Airman or a Civilian in Germany and you have found the love of your life! But now you want to get married. What should you do? You have the choice of going back to the United States, getting married in Germany or going to the Las Vegas of Europe (Denmark).

Going to the U.S. to get married

For many it would be nice to head home and have family and friends attend your big day. However this could be very expensive and time consuming just to travel back to the U.S. It also could be very tedious just trying to figure out what paperwork is needed, especially from afar. Marriage license requirements and the wait time are different for each state. Some states even require a medical examination or blood tests in order to obtain a license. If the procedures for marriage are not followed correctly, then expect an even longer time before you can say your I dos. Things get even more complicated and wait

time increases if you are a U.S. citizen marrying a local national (someone from another country).

Getting married in Germany

If you have interacted with the Germans or know anything about the German culture, then you would know that the Germans can be quite systematic, thorough and efficient. It is also worth noting that their laws and policies are just as systematic, just as thorough and just as efficient. Getting married in Germany requires going to the Standesamt, located at the Rathaus (Town Hall), to give notice of impending marriage. Once all documents have been completed and turned in, it will take between two to six weeks before you can hear wedding bells. The time also lengthens if either one of the happy couple had been married before. And if you and your fiancée/fiance both do not speak German fluently, then you must provide your own translator or interpreter when requesting the notice of impending as well as for the ceremony.

Getting married in the home of the Vikings

In Denmark the documentation required is simple and straightforward, making the whole process quick and easy. It generally takes between four days and two weeks to process your paperwork. Additionally, the marriage

certificate can be given straight away after the ceremony, and it can come translated in English and German. According to the Danish Marriage Act, the following is required for a foreigner to be married in Denmark: • Be lawfully admitted and legally present in Denmark • Valid passport showing proof of entry into Denmark • If you live outside the U.S., present a valid residence permit from country of residence • Completed Marriage Form, which can be downloaded from the City of Copenhagen website U.S. military members will need the following: • An approved leave form and Commander’s memorandum for permission to travel and marry in Denmark • A birth certificate (copy) • Identity card (copy) • A confirmation letter from a supervisor stating that you are single/divorced (original) • When divorced, the legally binding document of your divorce decree (original) Read more at http://militaryingermany.com/ denmark-las-vegas-europe-quick-marriages
