We have prepared an evaluation report on procedures for recognition of prior learning of participants who take part in one of the basic or further training programmes at the SIAE. On the basis of our findings, we have supplemented the List of rules on recognition of prior learning and outlined the introduction of improvements to these procedures.

We have prepared an analysis of the satisfaction of participants in the various basic and further training programmes organised by the SIAE in 2014.

We have revised the rules governing the certificates issued by the SIAE for successfully completed basic or further training, participation in development projects and participation at various events (conferences, etc.). The new rules entered into force on 1 January 2016.

Ensuring the quality of adult education We have completed the fourth round of expert external evaluations in adult education organisations. In four years 11 organisations have taken part in expert external evaluation procedure.

We have developed an online application that enables organisations to prepare and submit a self-assesment as a starting point for the expert external evaluation.

We have offered professional support and guidance and we coordinated work within the quality counsellors network. In 2015 counsellors have been working on introducing the improvements proposed in quality development action plans in the field of promotion of adult education and/or encouraging adults to participate in education.

We have carried out procedures relating to the acquisition or extension of the right to use the Green Quality Logo. We have revised the Rules and Criteria for awarding and extending the right to use the Green Quality Logo.

This year we have dedicated ourselves, via joint activities in the quality counsellors network, to monitoring and measuring the results and effects of the activities of an educational organisation. We have carried out training for counsellors on this topic and prepared a draft model for the monitoring of results and effects at educational organisation level.

We exchange examples of good practice in adult education in international projects

Website: http://www.acs.si/SHAPE The first of international seminars with the topic Training of Adult Educators – Professional Development of Adult Education Staff was held at the SIAE. At this seminar, we presented the model of competence-based basic and further training of adult educators that we have developed in Slovenia. Particular attention was devoted to two roles of adult educators: head of adult education and counsellor in adult education. We have presented our approach of the basic and further training of the head and counsellor in a guidance centre for adult Education – ISIO Centre.

We are participating in the international project Shared expertise in provision of adult education in 5 European countries (SHAPE). Five organisations are taking part in the project: KEUDA (Finland), Tietgen (Denmark), GIP EFTLV (France), IFOA (Italy) and SIAE (Slovenia). The main purpose of the project is the exchange of knowledge, experience and good practices in adult education among the partner countries. Each member state is responsible for organising and holding an international seminar on a given theme. The second seminar was dedicated to an exchange of good practices on external approaches to quality assessment and development. It was hosted by the Tietgen KompetenceCenter in Odense, Denmark.

The third seminar, which took place in Reggio Emilia (Italy), was dedicated to an exchange of good practices regarding internal approaches to the assessment and development of quality for vocational education and adult education and an exchange of experiences among participating organisations.

Participants of the seminar listened with interest to the presentation of the procedure for obtaining the Green Quality Logo, which we introduced in 2004 as an external incentive for setting up and developing internal quality systems in adult education organisations in Slovenia.

We have presented the self-evaluation model the Offering Quality Education to Adults (OQEA) that we use in Slovenia and the model of quality assessment and development used at adult education guidance centres.

We also presented the Expert External Evaluation approach at the seminar.

We have also presented the Collection of Quality Indicators for Adult Education that we have developed in Slovenia. As part of the seminar, we visited a number of high-tech businesses and development centres. We have returned from the seminar with numerous examples of good practice relating to the use of modern educational technology in education processes for adults. This encouraged us to introduce a number of new ICT didactical tools to the SIAE‘s educational activities in 2015. 9


We exchange examples of good practice in adult education in international projects The fourth seminar took place in Reims in France. Its theme was key competences with an emphasis on the development of the key competence of entrepreneurship. The partners presented their national strategies, programmes for the development of entrepreneurship and examples of good practice in promoting the use of this competence.

We have prepared two promotional brochures in Slovene and English: 1. The OQEA approach to self-evaluation The brochure presents the procedure of planning and implementing self-evaluation under the OQEA model. It illustrates the various elements that an organisation, which uses this approach, gradually introduces into its internal quality system. Professional training of adult educators at the Slovenian Institute for Adult Education The brochure presents the system of basic and further training for adult educators at the SIAE.

We presented the following examples of good practice from Slovenia: •

national incentives for strengthening entrepreneurship in education and in the labour market,

educational video on the basic skill of Self-initiative and Enterpreneurship,

partnership cooperation model in the development of new training programmes for the unemployed.

Contributing to comprehensive guidance support in adult education We are developing new approaches in adult education guidance, developing new professional materials and providing training for the counsellors.

We develop and maintain online tools designed to support guidance work in adult education. We are a partner of the national career planning and development website “Mojaizbira.si”.

We are participating in the international project Guidance and Orientation for Adult Learners (GOAL) 2015–2018, which is part of the Erasmus+ programme. The aim of the project is to improve guidance opportunities for low-skilled adults in all partner countries, in order to increase: • • •

Validation of prior learning of adults We offer expert support to providers responsible for validation of non-formal and informal knowledge and competence processes.

We develop and look after (maintain) methods and tools (including online tools) that support the validation process.

We are preparing a handbook called Identifying and Validating the Knowledge and Experiences of Immigrants. This handbook will describe: •

the various validation and recognition possibilities that exist in Slovenia,

the role of professional staff in these procedures,

the characteristics of immigrants which adult educators must be familiar with in order to be able to help them integrate into society, employment and education/learning.

A key feature of the survey in Slovenia is that the goals of the project are not limited to the OECD goals but also include analytical and applied national goals. An interdisciplinary consortium of implementing institutions is preparing studies and analyses which will show, among other things: •

the state of adult skills on conclusion of initial education,

the level of fairness in education,

how many competences are gained or lost over time,

the level of correspondence between education and occupations, sectors, use of competences at work and economic effects of competences.


Specific aspects of the survey in Slovenia We have prepared a Slovene translation of the publication The Survey of Adult Skills: Reader‘s Companion, in order to help researchers, educators and other experts understand what it is that the PIAAC survey is measuring and present to them in detail the methodology, a sample plan, opportunities for comparison with previous adult skills surveys and links to the PISA study. The report on the project results is accessible on the SIAE‘s website.

analysis of international PIAAC results and preparation of 9 thematic studies,

The Electronic Platform for Adult Learning in Europe (EPALE) was presented to the public at the end of 2014. Its purpose is to help adult educators in their work and, in this way, improve the quality of learning of European citizens.

„For us, EPALE is a window onto the world of adult education. We look through it to see what is happening beyond our walls in Slovenia and also abroad.
