came out of it was better. Dr. Friese agreed to attend a motorcycle basic riders course when I invited him. Mick Degn (AMSAF) agreed to scholarship Dr. Friese as well. This is what politics is about. Attempting to win an opponent over to your point of view. I think this will make great strides in having an advocate for motorcycle safety in Dr Friese when he actually experiences what we, as motorcyclists, encounter. Our state president, Jim Butsback, also volunteered to take the same class as Dr Friese since he is in his district. Good for our Southern Arizona chapter in making a difference.

The 53rd Legislature - First Regular Session is over. The legislature will be adjourned by the time this goes to print. It has been a learning experience for me this session. We had some great wins and some set backs over the past 5 months. I think we have done alot this session but we still have a ways to go. HB2046 - HELMET BILL Representative Friese had introduced this bill as usual. Representative Campbell agreed to let it be heard in the Transportation committee out of respect to the representative from LD-9. We had a good turn out for committee testimony and ultimately defeated the bill in committee 8-0. This was a good win but what

MOTORCYCLE DAY AT THE DOME An incredible turnout and fantastic conversations with the legislators who came down and had lunch with us. We had such a great turn out that we ran out of food. This is good since in years past, there were always left overs. I am looking towards a bigger and better MDATD next year. Thanks to Bob at Law Tigers for helping out this year by stepping up with all the printing and sponsoring the website. We need more help on the planning committee. So if you are interested, let me know. SB1082 - MOTORCYCLE SAFETY FUND After getting this bill through the Senate it had a little hiccup in the House. I was extremely surprised at the opposition for it. Ultimately it passed and Governor Ducey

signed it into law. Thanks to Senator Karen Fann for working really hard on behalf of motorcyclists across the state.

CIVIL FORFEITURE REFORM HB2477 The measure will change Arizona's civil asset forfeiture laws to require prosecutors to prove property was involved in a crime by "clear and convincing" evidence, a step above the current standard. This is a huge win for Arizonans. The Governor defied law enforcement and prosecutors by signing this into law. MOTORCYCLE SAFETY AND AWARENESS MONTH Governor Ducey signed the proclamation making May Motorcycle Safety and Awareness month once again. This is a great opportunity for all motorcyclists to get the word out to cagers about the need for motorcycle awareness. If you need bumper stickers, tri-folds, etc, contact me and I will get them to your chapter.

DISTRACTED DRIVING I am still working on getting stiffer penalties for those who hit a motorcyclist while distracted. I spoke to Senator Farley about trying to get a comprehensive bi-partisan bill through the legislature. It didn’t happen this session, but I’ll keep trying.

President’s Report

a very special Mother’s Day!

The month of May is also very significant because it is also the month that we honor our Veterans! It is the month we observe Memorial Day! Memorial Day was originally called Decoration Day, a day of remembrance for those who have died in service to our great Nation. Many of our members are veterans and we thank those veterans for their service. We also have several members who are still serving. Please keep these brave men and women in our thoughts and prayers. Without these brave men & women we would not be able to enjoy all the freedoms we enjoy today.

Greetings to all my Brothers & Sisters of ABATE of Arizona.

May is upon us as this issue comes out. May is a busy month with celebrations including Cinco de Mayo, Mothers Day, the traditional May 1st spring festival, many graduations and weddings. May is also the month that we celebrate our Moms! Mothers Day is May 14th. I would like to express ABATE’s best wishes to all of the Mothers out there in our ranks. I hope all of our Mothers have

May is also Motorcycle Awareness Month, throughout this great country of ours organizations and municipalities are issuing proclamations and holding events to increase awareness of motorcycles on our nation’s roads and highways. Our own Governor Doug Ducey has signed a Proclamation declaring May 2017 as Motorcycle Safety and Awareness Month! It is important that all of us help to spread the word and ask everyone to “Look Twice for Motorcycle”! As always if you attend any of the many events being held please take some photos and share them with us. “

This year the message to “Look Out for Motorcycles” really hits home. We just lost a very special member of our community due to a right of way violation. Steven Jay “Stubby” Teunissen was taken from us on March 30th, 2017. He was a long time member of ABATE and served as Coordinator of the East Valley Chapter, a H.O.G. member and also was a member of the MRF. I wish to extend our sincerest condolences to his wife Linda and to the entire family. I was privileged to attend the Celebration of Life for Stubby, along with many other ABATE members. The stories that were shared and the number of folks who came out really showed the man that he was. RIDE FREE Brother! The first weekend in May is also when our High Country Chapter up in the Payson area, hosts “WILD IN THE WEEDS”! This year is the 13th year that this event is being held. The dates are May 5th, 6th & 7th. It is being held at Punkin Center Bar & Grill, which is located at mile post 262 on Hwy 188 in Tonto Basin, Arizona. Weekend Admission for this event is $15 single/$25 couple for ABATE members, and $25/$35 for non-members. It also includes FREE camping for both RVs and Tents! This is the first year that I will be able to attend this event and I am really looking forward going. I hope to see

many of you there. Please come out and support HIGH COUNTRY CHAPTER The month of May is also the month that the MRF hosts Bikers inside the Beltway. This is a day when motorcycle rights activists from around the country gather in Washington DC to meet with our Congressmen and Senators to discuss issues important to all of us who ride. Our Lobbyist Mike Infanzon will be attending. And I am trying to adjust my schedule so it allows me to attend also. Please everyone contact your Congress men and Senators Flake & McCain and let them know that even if you are not able to attend this event that these issues are important to you.

Wrong Way Driver Problem Needs to be Fixed

We see it too often here in Phoenix. Wrong way drivers on the freeways. Why does this happen? Impaired drivers? Poor signage? Confusing exit and entrances? So many factors come to mind in attempting to figure this out. The death of three on I-17 this past week is three more too many. Something has to be done about this and done now!

A common suggestion for addressing the Wrong Way Driver issue is to place spike strip devices normally seen at the exits for paid parking lots on freeway exit ramps. These devices have been investigated as a potential wrong way driver counter measure as far back as the 1960’s. These studies have shown that the installation of spike strips (or any other device placed in the travel lanes designed to damage a vehicle) presents a significant danger to the traveling public, including vehicles traveling in the correct direction on exit ramps.

Engineering reasons for NOT placing permanent spike strips or other destructive devices at exit ramps to prevent wrong way drivers include:

1. Tire spike strips are designed for very low-speed locations. They are effective when used at parking lots, parking garages, and toll booths, and are usually used in conjunction with gates. Manufacturers' literature specifies that they are intended for installation at locations where speeds do not exceed 5 mph. They are not designed to work at highspeed, high-volume traffic locations such as freeway exit ramps. If such a system was installed, the freeway exit speeds would have to be lowered to the design speed of the destructive system (5 miles per hour). This would result in significant traffic backups on urban freeways, and would not eliminate the threat created by the devices to vehicles traveling in the correct direction.

2. During testing, the spikes, even when modified in shape, did not cause the tires to deflate quickly enough to prevent a vehicle from entering the freeway.

3. During testing, under high-volume and high speed traffic conditions, the spikes broke, leaving stubs that damaged the tires of right-way vehicles.

4. Right-way drivers, seeing the spiked barrier devices in the pavement ahead, perceive them as a hazard, and hit their brakes creating a hazardous situation.

5. During an ice storm, the freezing conditions may prevent the spikes from folding down when driven over in the right direction.

6. Over time, dirt, debris, etc. will build up within the devices, impeding the ability of the device to fully fold down as intended. 7. The metal surface of the spike strips would be a hazard during rain, mist and ice conditions, due to the lack of traction across the device.

8. Even when functioning properly, the devices would pose an immediate hazard to motorcycles and small cars exiting in the correct direction.

9. Because no commercially available spike strip system exists that has been designed for permanent installation on roadways with speeds greater than 5 mph, the cost to pursue this would be extremely high. Such a system would have to be designed from scratch, with very detailed specifications developed. Extensive testing of the system would be required. This system would have to be built using extremely high quality (expensive) materials. Due to the significant potential hazard to right way drivers, the system would have to be monitored around the clock, requiring that some type of remote telemetry be included in the design. Any failure of the

Due to the risk of damaging vehicles traveling in the correct direction, and the associated injuries and fatalities for occupants of right way vehicles, such devices are not MUTCD compliant, and it is unlikely that a licensed professional engineer would sign and seal the plans to install such a device in a highway exit ramp situation. The placement of spike strips or other destructive devices cannot be considered by the Arizona Department of Transportation due to the significant risk the installation of such a device would create for drivers traveling in the correct direction on the ramps.

So how can it be fixed? State transportation officials on Friday said they intend to install a system later this year aimed at curbing wrong-way freeway drivers in the Valley. This timetable needs to be accelerated immediately. The Arizona Department of Transportation told The Arizona Republic that they are "designing a wrong-way detection and warning prototype system" that is expected to be implemented along Interstate 17 between Interstate 10 and Loop 101 in Phoenix.

The system is designed to detect, alert and track wrong-way drivers by combining detection systems at freeway exit ramps, on the freeway and on freeway-tofreeway ramps to alert law enforcement and ADOT traffic operators, as well as allow them to track the location of wrong-way drivers. Flashing LED warning signs will be put into place to attempt to get wrong-way drivers to self-correct, and the system will activate alerts on

From 2004 to 2014, there was an average of 22 confirmed wrong-way crashes each year, and eight fatalities on average each year from these sorts of accidents, according to the ADOT study. Steve Sigler has seen a lot in his 18 years in the sign business, but the recent wrong-way crash epidemic in Arizona has him very concerned. He's the president of RU2 System, Inc., a company whose claim to fame includes the flashing speed limit warning signs commonly found in school and construction zones. The signs he's created include high-intensity LED lights which activate when a wrong-way driver is detected.

"We came up with this idea about a year ago and I'm trying to get someone's attention with it, because it's easy [to] install. It's very inexpensive," added Sigler. He says the secret is the smart box attached to the sign, which contains sophisticated sensors, a cell modem and a radar gun.

"It will even page somebody if a driver is going the wrong way," said Sigler. "It will tell you the intersection, how fast they are going, what time it happened, within usually 6 to 7 seconds." The bright LEDs are solar powered and can be installed for less than $5,000 per location. Sigler says the sign's valuable information can be sent directly to law enforcement or to warn other drivers via overhead freeway signs.

East Valley Chapter

Here we are again. Another month has slid by, but oh what a month it was.

March 25th a group of us gathered in the East Valley Chapter Redbone and the Bonettes tradition served lunch for the CMA at Sunshine Acres. It is such a beautiful place that does such wonderful things for the kids. Suggestion if you ever find yourself needing something go check out that thrift shop. Oh my goodness found some awesome riding boots for a song & a prayer.

After our Chapter meeting on March 26th we had the honor of hosting the Board of Directors with a potluck lunch. A big thank you to the FOE at 1712 W Broadway for not only allowing us to use their facilities for our monthly Chapter meetings but also some of our special events. Remember it sometimes pays to come to the meeting. Todd M won $21 from 50/50 and if his wife Jess would have been there she would have won $370 from the dollar jar.

I want to say Thank you and give my appreciation to all the volunteers but especially the East Valley Chapter members who gave their time, sleep, and sweat to make Too Broke for Bike Week on March 31st & April 1st the success that it was. Of course Thank You doesn’t even come close to cutting it. It was really beautiful to see the Chapters pulling together as one to make this happen to benefit the Phoenix Shadow Mountain Chapter. We may be separate chapters but there is only 1 ABATE of Arizona with that being said we are all just 1 big awesome, sometimes dysfunctional, sometimes land of misfit toys, family. Counting down to next year Woohoo ! What a way to kick off Arizona Bike Week.

April 7th we had our monthly booth at Motorcycles on Main. This is always a good time getting to talk to people and get the word out who we are and what we do. Quite a few people stopped at Motorcycles on Main on their way to Bike Week or Bike fest. April is a very exciting and busy month for motorcyclists.

Thank you Mike Shearhart for setting up the booth at the Shriners who were hosting the 33rd Annual Antique & Classic Motorcycle Show and Swap Meet on April 9th.

Now we get to look forward to the Spaghetti Feed on June 3rd this year we are trying a couple of new things 1 being a live band playing which will be Cadillac Soul, 2nd being a meatball eating contest. Then off to Too Broke for Sturgis at Mormon Lake from June 8th thru the 11th always an incredible event. Followed up by the Hard Ass Run on September 30th. What better way to spend your bonus 5th Saturday in September then with us on an adventure. Now this is nowhere near a complete list of what is coming up I just touched on the East Valley Chapter biggies.

Our April after meeting adventure is to go out to Pinal public shooting range.

High Country Chapter

Hello brothers and sisters. Up here in the High Country weather has been just gorgeous. Great riding weather, so it's time to get out and ride. Don't forget to do

your safety check before each ride. It's going to get hotter as a summer progresses so make sure to bring plenty of water. You don't want to become dehydrated. Most of all ride safe.

Well last month we had bike week and I hope everybody had a good time and got to go out for some of the rides. I truly hope everyone got a chance to go to Too Broke for Bike Week sponsored by Phoenix Shadow Mountain chapter and Desert Wind Harley-Davidson. I heard it was a good time, unfortunately life got in the way for me and I was unable to attend their event. My deepest apologies to Phx Shadow Mountain chapter because I really wanted to be there to support them.

High Country chapter has got a lot going on this month. Starting with Wild In The Weeds which I have talked about before. This event is held May 5th through the 7th at Punkin Center I hope to see you there. Also this month, we will be setting up our safety and awareness booth at the information center just as you top the Mogollon Rim on State Highway 260. We will be giving out coffee and free donuts, and trying to reach the public about motorcycle safety and awareness. We will be doing this on Saturday May 27th 9 a.m. to 1 p.m. Yeah I know it's Memorial Day weekend, but we feel that's a good way to reach a majority of the public that come up here. If you happen to be riding in the area please stop in and see us, show your support.

As I have mentioned before High Country chapter has change the meeting day. We now meet on the third Saturday of every month at 10 a.m. . The Phoenix/Shadow Mountain Chapter met on Sunday March 12th at the AAIC. Jerry, filling in for the Sgt at Arms, opened the meeting with a recital of the Pledge of Allegiance followed by a moment of silence. Our Vice Coordinator Jimmy Page started off the meeting by welcoming guests & new members. Then, after a waiving of the reading of the minutes, we discussed the following: The Treasury report was accepted and the Safety and Membership report was deferred. Merchandise is finalizing the hoodie order and Jeremy reported on Too Broke For Bike Week plans and a Chapter ride to the April meeting. Johnny Dreyfus and Michael Infanzon brought us up to speed on what’s happening at the Capitol and pending legislation. After we wrapped up the meeting most stuck around to help sort through the TOO BROKE FOR STURGIS storage pod and assisted with inventory. Great teamwork everyone!

Greetings from Southern Arizona. It’s been a busy Spring 2017 thus far. Motorcycle Day at the Dome, Spring Break, runs and events. It seems like it gets more difficult to decide how to spend our time and money once winter is over.

At our March chapter meeting we were reminded by our Grease, our Safety Officer that now is the time to do maintenance on our bikes. Yeah, we may be blessed enough to be able to ride yearround here in sunny Arizona, but winter is a little slower and the weather has changed. So give the sled a good once over; tires, brakes, lights, oil, the whole works. Safety first, and no one, I repeat NO ONE wants to be stuck on the side of the road. Speaking of sitting on the side of the road…got that white ABATE bandana, just in case? Why not grab a couple of extras and hand them out to riders you meet who don’t have one? It’s a great way to open up a conversation about ABATE, and what we do. Along with those bandanas throw a couple of membership applications in your saddlebag too. We can always use more members and it the responsibility of all of us to be active in recruiting members.

Last month I had the great opportunity to participate in the Accident Scene Management classes taught by Teresa “Trauma Mama” McClelland, our State Safety Officer and her husband Ben. Her lovely daughters helped as well, and they are great fun. Let me say this, Teresa is a dynamo! Jim Butsback, our State President and Southern Arizona Chapter Coordinator and I took the Basic Class on Saturday, and I took the Advanced Class on Sunday. It was an awesome opportunity to learn how to deal with the unforeseen and unplanned events that all too often happen. I have been riding for 30 years and have been around motorcycles my entire life. I have been in an accident and witnessed more than one. Nothing compares with being prepared for the unforeseen. And being prepared on some level gives a sense of confidence when you are out and about on 2 wheels. Not only is the training great, it’s also FUN and not intimidating at all. Breyer Law underwrites some of the cost, and provided morning coffee, donuts and bagels, a great lunch and snacks. Such a deal for $50 a class. I highly encourage everyone to take at least the Basic Class. Whether you are a rider or a passenger it’s extremely valuable. Ride safe, Ride Endorsed and have some fun! Becky Garino, Secretary

Nevada’s Inaugural Female Ride Month

Certified Motorcycle’s Mother Rucker Choppers Foundation will host a weekend long celebration to kick off its inaugural Nevada Female Ride Month on Friday, May 5th through Sunday, May 7th, 2017.

The event, which coincides with International Female ride Day on May 6th, is for like-minded women to deepen their passion for motorcycles, build a sisterhood and support the community. Female motorcycle enthusiasts from all over are encouraged to attend. With over 172 years of combined riding experience, the 11 women of Mother

Rucker Choppers Foundation aim to draw attention to the underrepresented market of female motorcycle enthusiasts. Female riders represent 25 percent, or $6 billion, of industry sales annually

Nate Scott, co-owner of Certified Motorcycles and founder of the Mother Rucker Choppers Foundation, said “I feel like we have a responsibility to support those who go unacknowledged. In the motorcycle community there’s a lot of focus on brotherhood and sisterhood. Sisterhood should have support; brotherhood has a lot of support. Instead of celebrating a day, it should be a whole month. That’s why we’re supporting this event.”

The main event will begin on Friday, May 5th from 6-10 p.m. with a familyfriendly meet-and-greet featuring a female-only bike showcase of custom and original motorcycles at Certified Motorcycles located at 7035 S. Sahara Ave. Las Vegas, NV 89117.

On Saturday, May 6th, the International Female Ride Day organized ride begins at 9 a.m. at Certified Motorcycles. The ride will be the first major ride in Las Vegas to coincide with the annual event, bringing together thousands of women around the globe. The ride celebration continues with a Gala at the host hotel, W Hotel’s rooftop pool from 7 – 10 p.m, at which the women of the Armed Forces will also

Throughout the month of May, the foundation will host several other events hoping to empower women to follow their passions and breathe positivity into the local Las Vegas community. Indian Motorcycle & Veteran Charity Ride Announce 3rd Annual Ride to Sturgis

Indian Motorcycle has joined forces with “Veterans Charity Ride to Sturgis,” a nine-day journey that provides veterans a chance to use motorcycle therapy as a way to decompress from the challenges of post-war life. Through the “Hero’s Ride of a Lifetime” program, well deserving veteran heroes can be nominated to join the ride from now until May 21.

Riding through the most scenic back roads of the western United States, veterans will not only experience the great outdoors and the beauty this country has to offer, but also make stops to meet with other veterans, supporters, riders, and participate in various adjacent adventures. Upon arrival in Sturgis on August 5, the group will be treated to a special “Heroes Welcome” before taking part in a week of activities that further solidify the brotherhood and

Many folks don't even know that the schools exist but through our event and promotions they do. Each year we have been able to grow our event in attendance and reach our goals as we did above. It is with great sadness that the Motorcycle Riders Foundation reports the passing of Michael "Balls" Farabaugh.

“Balls” was arguably the driving force behind much of the success the motorcyclists rights movement has enjoyed. Balls was one of the pioneers of rider education in Indiana and his influence carried into many states and has certainly resulted in saving thousands of lives. “Balls” had an impact on motorcycling nationally and internationally. “Balls” actually founded the Motorcycle Riders Foundation (MRF). His ideas and inspirational character motivated many of the leaders in the motorcycling community, and that continues as a lasting legacy. Indeed, riders around the world owe a debt to Michael "Balls" Farabaugh.

The Senate's First-ever Bipartisan Motorcycle Caucus

The Motorcycle Rider’s Foundation (MRF) is extremely pleased to announce the formation of the Senate’s first-ever bipartisan motorcycle caucus. Led by Senator Joni Ernst (R-IA) and Senator Gary Peters (DMI), the caucus will focus on issues that impact both riders and industry manufacturers.

Sen. Peters, a friend of the MRF, said of the launch, “Motorcyclists come from all walks of life, and I can’t think of a better way to bring together a diverse and dedicated group of advocates to discuss everything from safety concerns to manufacturing. I’m looking forward to working with Senator Ernst as co-chair of the bipartisan Senate Motorcycle Caucus to foster these important discussions and find common ground with motorcycle lovers across the country.”

Once up and running, the Senate motorcycle caucus will work in partnership with the bipartisan Congressional Motorcycle

MASTERLINK MAY 2017 Caucus (CMC) in the House of Representatives, chaired by Reps. Tim Walberg (R-MI) and Michael Burgess (RTX).

It is safe to assume that the mission of the Senate motorcycle caucus will be very similar to that of the CMC—to support riders through education and awareness in order to encourage responsible motorcycling. In addition, the CMC also serves to ensure that the motorcycling community is treated equitably by Congress as it considers infrastructure and environmental policies, safety and education programs. It serves to promote the safety of motorcyclists through the recognition of Motorcycle Awareness Month, hosting and participating in industry fly-ins, drawing attention to the national "Ride to Work Day", promoting rider awareness and safety at national events, and ensuring motorcycle safety is remembered in the transportation reauthorization process, and it works to remind vehicle operators to be aware of motorcycles with whom they share the roads and highways. The MRF applauds the efforts of Senators Ernst and Peters and stands ready to work with both their newly-formed caucus and the CMC in regards to our 2017 legislative agenda.

It's with a heavy heart that I have to announce that Sandy Mazzone, one of God's angels, and one of High Country Chapters angels, has gone home. She has been fighting cancer for the last year and on April 7th 2017 she passed quietly at her home in Payson. Our HCC family will love and miss her forever. Mark Breyer named to Arizona Motorcycle Safety and Awareness Foundation board

March 29, Phoenix, Arizona – Mark Breyer has been named to the Arizona Motorcycle Safety and Awareness Foundation (AMSAF), which works to help reduce motorcycle accidents in Arizona.

Breyer is a founding partner of one of the most prominent Arizona personal injury offices:, Breyer Law Offices, more commonly known as “The Husband and Wife Law Team.” The Husband and Wife Law Team has been helping the injured achieve justice since the firm was founded in 1996. Breyer has bdistinguished himself as a trial lawyer and community member and was named a certified specialist by the State Bar of Arizona, a recognition given to less than 2% of Arizona’s lawyers. AMSAF Continues to grow and help the Motorcycle Community

I thought we just finished 2016 and we’re running up against the summer months. Time sure fly’s and that’s why our priorities and goals in life are so important. Our year started out with giving out more Scholarships and year to date we’ve given out close to 2500 Scholarships throughout the State. That’s 2500 individual’s from the age of 15 ½ -74 and 60% male and 40 female. Quite an accomplishment.

We also completed or 3rd annual “Riding for the Long Haul” event. The goal of this event is to promote motorcycle safety and awareness. Our goal from this event as in the others is the following:

- Get the community more involved in helping to promote Motorcycle Safety and Awareness and help to reduce motorcycle crashes and fatalities here in Arizona. It seems that not a week goes by where we don’t see or hear about a Motorcycle crash or fatality. We’ve got to help do something about this and at AMSAF we feel we are through our Scholarship program to get folks into Motorcycle training. In addition, we have created five PSA’s that we have on TV, Facebook and anyway we can get it out there. The healthcare community has really stepped up to help in this area. They see everyone that is involved in an accident and it’s not a pretty picture. They want to help reduce motorcycle crashes and fatalities and they care.
