In order for our cities economic future to brighten, we need to see an up tick in development Mike Norkin and investment from the private sector, and with that thought in mind, the LEVCC - Chairman of the Board Chamber, in conjunction with the City of Lake Elsinore, will be sending a delegation to Las Vegas in May to present our city to the developers of shopping centers as well as the franchises who fill them. We are very excited for this opportunity to showcase Lake Elsinore! January 30th also brings our 61st Annual Installation Dinner and Awards Ceremony. Dignitaries Messages Relationships, Collaboration, and Leverage The Lake Elsinore Valley Chamber of Commerce is very optimistic about 2010. We are focusing our resources, talent and time on promoting the many special things that the Lake Elsinore Valley has to offer. As we move forward this year we are asking ALL stakeholders to pool our resources to develop stronger relationships, collaborate on a multitude of projects and leverage our expertise to ensure a prosperous 2010. To that end the Lake Elsinore Valley Chamber of Commerce is committing resources to attend the largest convention of its’ kind, the International Convention of Shopping Centers in May 2010. We will be attending to represent the City of Lake Elsinore and to set up appointments for businesses interested in expanding and/or relocating. Kim Joseph Cousins LEVCC - President/ CEO

With the holidays now behind us, we can focus our attention on confronting the challenges we face with the economy. While there is little doubt the economy remains the focus of our attention, I unequivocally believe that Lake Elsinore is a great place to do business. A stronger partnership between the City and the Chamber is already blossoming. Let there be no doubt among our business community, as your new Mayor, I look forward to discovering new and creative ways to help you grow your businesses. The wisdom, experience and strong leadership of our business owners, complemented with cooperative efforts from the city, will be the key elements in fostering true economic growth. We will look for ways to expand and attract businesses to Lake Elsinore by identifying the obstacles and opportunities, not singularly, but together. We will focus the energy and knowledge of local business and civic leaders so that everyone is involved in shaping Lake Elsinore’s future.

As we put away the party hats and pack up the holiday decorations our heads begin to return to business and the promise the New Year brings. Here in our valley we have a lot to look forward to in the coming year. Our Chamber of Commerce will be spearheading an effort to attract more commercial development by participating in a national conference. The City Council and staff are continuing to work to streamline application processing while keeping fees at a minimum. And our Lake is maintaining its place as a recreation destination for anglers and motorized water sports enthusiasts. 2010 will see an increase in new home construction, improvements to Lakeshore Drive at Four Corners, completion of the first phase of the Rosetta Canyon Regional Park. As activity in all sectors begins to slowly ramp up again we can look to an increase in local employment opportunities for the residents of this valley. January 2010 Lake Elsinore Valley Chamber Releases Annual Vote Record Holding Elected Officials Accountable The Lake Elsinore Valley Chamber of Commerce tracked 26 potential new state laws in 2009 that might have an impact on the Lake Elsinore Valley business community. The Chamber, through its regional business advocacy coalition, the Southwest California Legislative Council (SWCLC), discussed and took a position of support or opposition on each potential new law and communicated those positions with state legislators throughout 2009. The Chamber focused its efforts on some of the most controversial issues impacting business such as water and government regulations on business. “We have had another successful year of communicating our positions with our state elected officials and in turn they fought hard for us in the capitol in order to protect the business throughout Southwest California” stated Roger Zeimer Chairman of the SWCLC. “We will continue to work hard tracking potential new laws in 2010 and look forward to a healthy legislative year that will involve among other things; several ballot measures, continued water issues, healthcare and reviving our local economies,” continued Zeimer. The Chambers lobbied during the 2009 legislative session for our legislators to OPPOSE 12 potential new laws and SUPPORT 14 potential new laws. The Chambers’ official positions on each of the 26 bills have been available online at www.SouthwestCA. biz and will continue to raise awareness on particular harmful new laws by issuing call to action eALERTs via its advocacy website. The SWCLC looks forward to another productive legislative session in 2010. “The Chamber continues to track important issues that impact our local economy and we are ultimately responsible for holding our legislators accountable to how they vote in relationship to us,” Kim Cousins, President and CEO of the Lake Elsinore Valley Chamber of Commerce. “Our legislators are very business friendly however, we need to remain vigilant in protecting our economic vitality as we move into what is expect to be a very busy 6
legislative year in 2010,” continued Cousins. To reach the “percentage FOR pro-jobs legislation,” the Chambers’ tallied the number of times our legislators voted for the Chambers’ position and divided that total by the total number of potential new laws in which each legislator voted. A potential new law is not figured into the vote record percentage if a legislator, for whatever reason, did not vote or if the potential new laws died before the legislator had an opportunity to vote. November 2009 Lake Elsinore Valley Chamber Protects Members from Anti-Business Legislation The Lake Elsinore Valley Chamber of Commerce opposed AB 793 and AB 943, two legislative proposals that would have put businesses in Lake Elsinore at a competitive disadvantage. The Chamber, through its regional business advocacy coalition the Southwest California Legislative Council (SWCLC), sent letters to area legislators and the Governor urging their opposition to the legislation. The Governor vetoed AB 793 and AB 943 in October. “These were two very destructive pieces legislation that would have harmed Lake Elsinore businesses,” stated Kim Cousins, President and CEO of the Lake Elsinore Valley Chamber of Commerce. “The state legislature needs to focus their priorities on job creation and stimulating the local economy through reducing burdensome regulations on business. AB 793 and AB 943 would have taken businesses in the wrong direction in California,” continued Cousins. AB 793 would have revised the statute of limitations law for any workplace claim or lawsuit relating to compensation so that the statute of limitations is renewed each time an employee’s compensation is “affected,” including each time it is paid. AB 793 would encompass a broad array of workplace decisions, including hiring, job evaluations, and promotions. The Chamber opposed AB 793 because it unreasonably expands employer liability in workplace lawsuits far beyond the federal Lilly Ledbetter Fair Pay Act of 2009.
AB 943 would have prohibited employers from using consumer credit reports for employment purposes unless the information is “substantially job related.” It would have severely diminished an employer’s ability to protect their business from the threat of employee theft. Employee theft has been well documented as a growing problem and the United States Chamber of Commerce rates the annual cost to businesses at $40 billion.

The Lake Elsinore Valley Chamber of Commerce supports a proposal in the State Legislature that would authorize state agencies to accept California-issued IOU’s as payment for outstanding debt (owed to the state) by businesses and individuals. A business or an individual could present the IOU to agencies such as the DMV and it would fully satisfy the outstanding obligation. The Lake Elsinore Valley Chamber supports this proposed legislation because no business or individual should be denied the right to submit as payment the very monetary instrument that was issued by the state as payment to them. The proposal will be considered by the State Legislature in January 2010. “This is a simple, nonpartisan solution to last summer’s state issued IOU problem,” stated
