Artesia Council amends budget for new fiscal year 2010-11 Jerry Bernstein The Artesia City Council amended the city’s financial plan and budget for fiscal year 2010-11. The amendments call for continuance of the existing furlough program, reduction in overtime and on/call pay to compensatory time as stipulated by law, continued suspension of vacation buy back in November and first time suspension of sick buy back in December, and deactivation of positions resulting in a modified number for layoff, including modification of one full-time position to part-time position. In her report to the council Deputy City Manager/Finance Officer Justine Menzal said under the furlough continuance program City Hall will be closed every other Friday effective July 9 and the Parks and Recreation office will be open six days a week. Public Works will be closed the same Fridays as City Hall. [See BUDGET Page 15 ]

Hawaiian Gardens Council Handbook sparks debate over who speaks for Hawaiian Gardens

Jerry Bernstein School Docents of the Artesia Historical Museum gathered on June 23 to celebrate the conclusion of the sixth successful year of school tours. The all-volunteer group enjoyed ice cream sundaes, vintage candies, and a tour of the newly renovated fire station as part of their annual appreciation event, which was held at the Artesia Historical Museum. Honored for five or more years of school docent volunteering were Joan Anderson, Society President Barbara Applebury, Veronica Bloomfield, Janice Dawson, Delores Eveland, Mable Low, Marilyn McGorman, and Juathena Plender. Others in attendance included Elaine Burdick, Pam Crawley and Wauthena Warnick. John Lyons joined the group to serve as tour guide at the fire station. During the 2009-10 school year, these selfless ladies provided school tours of the Museum to over 700 children and their chaperones, from 21 public and private schools in the Artesia-Cerritos– Lakewood area. Kia opens its doors at Cerritos Auto Square Jerry Bernstein Kia of Cerritos opened its doors this month at the Cerritos Auto Square, becoming the latest dealership to make its home in Cerritos. Last May the Cerritos City Council approved a 15-year lease agreement with Kia for a 4.74-acre parcel at 18201 Studebaker Road in the Cerritos Auto Square and has eagerly awaited its opening. The two-story automobile dealership has a total gross building area of 58,863 square feet. The dealership is the largest Kia store in the United States. The dealership is expected to generate an additional $14 million of revenue for the City/Redevelopment Agency through the generation of rent and sales tax over the 15-year lifetime of the lease. By Larry Caballero A heated debate ensued at the June 22 Hawaiian Gardens City Council meeting when a resolution to amend the City Council’s Informational Handbook was discussed. In the beginning, Mayor Victor Farfan and Councilmembers Michi Oyama Canada and Mike Gomez believed that only the Mayor should be the official spokesperson for the City who could be interviewed by reporters. Councilmembers Barry Bruce and Reynaldo Rodriguez disagreed. “All of us on the Council represent the City, and unlike two of the Councilmembers, we were elected—not appointed,” said Rodriguez. He wanted to know what the City would do if he, as a duly elected official of Hawaiian Gardens, chose to speak to a reporter anyway. Bruce also had doubts about only the

California to receive nearly $416 million to turn around its persistently lowest achieving schools U.S. Secretary of Education Arne Duncan today announced that California will receive nearly $416 million to turn around its persistently lowest achieving schools through the School Improvement Grants (SIG) program. These funds are part of the $3.5 billion that will be made available to states this spring from money set aside in the 2009 budget and the American Recovery and Reinvestment Act. ABC School Board approves tentative Union pay agreement

By Jerry Bernstein A tentative agreement between the ABC School Board and the American Federation of State, County and Municipal Employees [AFSCME], Local 2229 for the 2010-11 school year was approved by the Board at its July 13 meeting. The agreement includes 18 holidays, which include 10 legal and eight local. Salary schedules will be reduced to reflect four less days of work, which are equivalent of four furlough days from the contract year 2008-9. An additional local holiday will be granted on May 27 2011 and the 2010-11 salary schedules for all AFSCME employees will be reduced to reflect five less days of work. This is equivalent of five furlough days from the contract 2008-9 if any of the following occur: • The final State budget reduces the Districts general fund revenue by at least $1 million more than the May 2010 revises. • The final benefits agreement increases the District contribution by more than $1.8 million in 2910-11. • There is a mid-year funding reduction to the District’s general funds in excess of $1 million during the 2010-11 school year. Calculation of base salary, longevity, professional growth, and upgrades will be based on revised salary schedules for 2010-11 that will reflect four or five furlough days. Overtime, extra hours and stipends will be paid on the 2008-09 salary schedules, not the revised salary schedules.

No permanent AFSCME employees will be subject to a lay-off during the 20010-11 school year. If the District receives additional revenue for the 2010-11 school year, the Union and the District will meet to review the budget and to work together to allocate additional revenue in a fair and equitable manner with the goal of restoring one to four furlough days. Any AFSCME employee who signs an irrevocable letter of resignation effective June 30, 2011 by October 31, 2010, will have their annual salary based on the 2008-09 salary scheduled [non furloughed]. These employees would remain eligible to participate in any retirement incentive plans the District offers during the 2010-11 school year. The District will correct errors on pay warrants as a result of this agreement written 20 working days of notification of the error. Revise Article XVI in Personal Necessity to allow for a maximum of 10 days instead of seven for Personal leave. This agreement is not precedent setting and expires on June 30, 2001.

Principal Search

The search for new principals at Stowers and Gonsalves Elementary Schools are officially under way with the appointment of Ms. Ying Chen and Robert Hyun to the district’s screening committee. The two principal positions became vacant effective July Gonsalves Principal Claudia Ross is retiring and Stowers Principal Eileen Blagden was demoted to a teaching position. Naming Ms. Chen to the committee was Board Member Olympia Chen. [Not related]. Ms. Chen has resided in the District for four years. She is currently a Library Assistant-Supervisor at the University of Irvine and was the PTA Treasurer at Whitney High School for the past year. Ms. Chen has a child attending Whitney and another child who is a former student at Gonsalves Elementary School.

Robert Hyun, who was named by Board Member James Kang, is a computer programmer. He has lived in the District for 11 years and has two children attending Stowers Elementary School. Mr. Hyun helped to introduce the Jog-AThon at Stowers and is currently involved with the PTA and School Site Council. He also coaches baseball, basketball and soccer in the community.

that they will implement one of the following four models in their persistently lowest achieving schools: •TURNAROUND MODEL: Replace the principal, screen existing school staff, and rehire no more than half the teachers; adopt a new governance structure; and improve the school through curriculum reform, professional development, extending learning time, and other strategies. •RESTART MODEL: Convert a school or close it and re-open it as a charter school or under an education management organization. •SCHOOL CLOSURE: Close the school and send the students to higher-achieving schools in the district. •TRANSFORMATION MODEL: Replace the principal and improve the school through comprehensive curriculum reform, professional development, extending learning time, and other strategies. Once schools receive SIG funds, they will be able to begin to spend them immediately to turn around schools this fall. States may apply to the Education Department for a waiver to allow them to spend funds over a three-year period. An additional $545,633,000 has been provided for SIG in 2010 and will be awarded to states to fund additional schools in the 2011-12 school year. The department has also made a request for an additional $900 million for the program in the 2011 budget.

Corrections An article on July 9 about Cerritos College board meeting misstated the college’s budgetary information. In the article it stated that the board agreed to raise the student fee. As of July 14, fall semester student fee remains $26 statewide. California Community Colleges’ student fees are established by the State Legislature and the Cerritos College Board of Trustees did not, and does not have the authority to, raise student fees. The article also misstated the college’s budgetary information. The correct proposed tentative budget for 2010-11 will be approximately $90 million, which is $8.6 million less than 2009-10’s budget of $98.6 million. It was also stated in the article that CalWORKS is “now completely defunct” and the physical education programs have been cut by 50 percent. Despite the significant cuts to CalWORKS the program was offered at Cerritos College in the 2009-10 school year. The elimination of CalWORKS and the cuts to the PE programs for the 2010-11 year haven’t been finalized by the Legislature.

More than 100 people and community leaders gathered during the 3rd Annual Graduation Dinner on June 24, 2010 at the Cerritos Performing Arts Center in Cerritos. “Whether you become doctors, lawyers, legislators or teachers, I ask you to make your legacy a lasting one,” said Assemblymember Mendoza. “Dream big, be creative, find a place for a cause and make giving back to your community a part of your vision. Come back; your talents and your ideas are needed.” The graduation came a day before the Young Legislators culminated their work for the 56th District during a visit to the State Capitol, where they debated bills and met with Assemblymembers and lobbyists during a day of mock committee hearings and votes on the Assembly Floor. The mock AB 1277 passed out of the Education Committee with majority vote of 4-3 and swept the Assembly Foor with an 18-6 vote. “They saw first-hand the workings of state government on a day that was both educational and fun,” said Assemblymember Mendoza. “At the end of the day they were exhausted but they got a real taste of what it takes to be a [See MENDOZA Page 15]

The California Dental Association completed its annual spring scientific session in Ana Anaheim. The lecture offerings were outstanding and very pertinent to your dental care. This week I want to report about an interesting innovative dental solution I discovered while “walking the floor”. Dentists and patients have always been somewhat disappointed with temporary removable bridges while undergoing a long term dental solution. I think Snap-On Smile can happily offer people a beautiful temporary cosmetic solution for missing teeth, large gaps, and discolorations until they can get their dental work completed. When a person goes to see the dentist about enhancements to their “smile profile” they will often get a mock up of what their teeth will look like after treatment. Unfortunately, the mock ups

are fragile and have to be removed before they break. Recent improvements in acrylics now allow us to make a thin strong set of teeth that will snap over the existing teeth without shots and drilling. Snap-On appliances are durable and do not stain. Some care must be taken when inserting and removing and they are not intended for a permanent fix for people’s dental problems. You can wear the appliance during the day and while eating. "I think that, as people see the positive benefits as it is phased in, they are going to be very happy that the legislation passed and I think that a tremendous number of people will benefit personally from it." The bill, which was passed by the US House of Representatives in a 219 to 212 votes last March, will extend coverage to

So where were we? That’s right, on the road or, rather, water – make that lotsa water. Today we find ourselves on the river Danube motoring from Vienna to Melk in southern Germany. Our voyage began in historic Budapest four days ago and will conclude in the jewel of Europe, Prague – at least from what we hear, guess we’ll see for sure in 4 more days. The “we” is once again the stalwart Band of a dozen or so travelers who are continuing in our joint exploration of the world. Larry has organized a trip of seasoned veteran’s predominately from Cerritos who have come to be fast friends and steely eyed sore footed fellow travelers. Budapest, like Istanbul, is a city of two halves divided by water. Pest is the industrial, economic and social section of magnificent old buildings such as the Parliament, unhappy history culminating with the days of Josef Stalin, not a far cry in time from Hitler and arguably equally unsavory tyrants of the past. Relics of their work can be found in the pockmarks caused by bullet holes in numerous buildings and the somber story of the temple located in what was the Jewish ghetto in the 1940’s. Cross the Danube on one of four bridges and you are in the beautiful bedroom community of Buda. For centuries the well heeled resided in mansions of varying sizes that all seemed to share spectacular views. The best of the latter is found from the tallest promontory in town, the fortified Citadel. The Hungarian Statue of Liberty, a 35 meter bronze lady holding high an olive branch also resides atop the hill. So you put the two halves into one whole and you have Budapest – although you need to pronounce it “Budapesshht” when among the locals and just to sound urbane and suave in general. Per usual one comes across unexpected people and moments to remember when half a world from home. Barbara is one of them. While staying at the Budapest Hilton we happened across a small café while wandering down a side street. When eleven of us returned for dinner we were greeted by an extremely pregnant owner (we think – owner, that is, she was definitely pregnant) and an extremely nervous waitress, Barbara, whose English was barely passable but whose nervous smile and trembling hand could not be missed. Our meal of goulash – of

When the bill arrived we learned from two other diners at an adjoining table that a large group had come through the day before and had been not as nice as we so her fear of foreigners carried over to us. When we all tipped her Barbra was delighted to the point that she broke down and thanked us all in tears. Ahhh, another moment and unique personality to remember. Tears were brought to our eyes by the local condiment made from paprika – a little daub will definitely do you. Gloria and George gobbled the stuff down with a grin while I snuck up cautiously on the cheery, bright red scorcher. It is a town of many churches as befits any European city – we counted at least a dozen and visited an average of four a day much to the happiness of the women and, I’m sure, at least some of the men. Next day we all board our river craft, the Viking Danube, and quickly settled in. The ship is uniquely designed to travel the 25 locks and occasional 4.5 meter shallows of of our journey from Budapest to Prague. As it turned out, it wasn’t the shallows which led to unexpected adventures – but more on that later. The predominantly Croatian

At its July 8 meeting, the council approved an amended agreement with the city of Lakewood which increases the cost of reclaimed water sold to Lakewood. In his report to the Council, Senior Assistant City Manager Vince Barr said the new contract with Lakewood is more reflected of the current cost of the delivery of recycled water. Under the new agreement, which became effected July 1, Cerritos will charge a base rate of $1 per 100 cubic feet [unit]. On July 1, 2011 through June 30, 2013, this fee will increase annually by 10 cents per unit to the price of $1.30 per unit

Cerritos irrigates more than 200 acres of city-owned land, mostly parks, parkways and mediums with reclaimed water. The water originates from industries, businesses and homes. It is treated by a threeway stage process by the Sanitation District before being used for irrigation. The use of reclaimed water by the city saves approximately 815 million gallons of potable water a year. In other business the council awarded a low bid of $128,422 to Trend Offset Printing located in Los Alamitos in the amount of $128,422 for the printing of the Cerritos Center for the Performng Arts 2010-11 Seasonal Calendars. Six bids we received ranging from a high bid $171,256.35 and the low bid of $128,422.

Final vote was 4-1 in favor with Councilmemmber Rodriguez in opposition. The Council also debated a resolution authorizing a one-year agreement for reimbursement for helicopter patrol services by and between the City of Hawaiian Gardens and the City of Lakewood-Sky Knight Program. When it was understood by all of the Councilmembers that the contract could be altered or amended, the resolution passed 5-0. Some residents have complained in the past that the helicopter is too noisy when it is flying over their streets at 10:00 pm or later, but it was agreed that public safety was a more important concern. ment, the hot hitting Legacy managed to get 17 hits with Johnson going five for nine and Brown and Genera each picking up three hits. “The funny thing about that is this week, before we came [up here], we practiced more on hitting than we ever have,” Jay Becdach said. “It’s hard to say what happened with the bats today. We got shot down because of our bats.” The Legacy end the summer at 19-7

This was the fifth straight summer an all-star team from the Cerritos Girls Softball Association had advanced to the state tournament and just the second time a 12-Under team was represented. The team moms are Elsa Barajas and Debbey Becdach. “It was an incredible experience,” Jay Becdach said. “I really enjoyed it. It was special. I’m really proud of the girls for what they’ve done all year.”

It’s life changing.” The players from each team are lined up district by district, then age group by

As part of their annual gathering, the school docents reviewed the successes of the past year, discussed suggestions for the coming year, and enjoyed relaying stories of the children’s responses. When asked why they continue to volunteer year after year, a number of docents replied “It’s fun!” As one docent commented, “The children have so much fun, just playing something as simple as croquet! “ The goal of the group is to provide an enjoyable and educational “step back” into local history for elementary age children. The content of the tour is structured to support the state of California academic content standards for third grade social studies and can be adapted for other elementary grade levels. Typically, docents volunteer approximately two hours at a time, one or two days a month, October through June. Docent training is available throughout the school year, and everyone interested in joining this highly successful group is invited to call Elaine Burdick at 562-860-8435. The school tours function as an educational outreach program of the Artesia Historical Society, with an educational contribution from HSBC (Artesia

Branch). The bus scholarship continues to be funded with “seed” money provided by the Artesia-Cerritos Women’s Club supplemented with individual contributions. “We thank these essential supporters for their help in continuing this unique program for school children of our area,” said Society President Barbara Applebury.
