It’s that time of year when six homeowners open their doors to the community for the Longboat Key Garden Club’s Home & Garden Tour. And this week’s Longboat Observer includes a special section that offers a window into the big day. The tour takes place from 10 a.m. to 4 p.m. Saturday, March 2. Chief Paul Dezzi confirmed the ratification noon Thursday, Feb. 21, at Town Hall. The town’s 30 union members voted in shifts at the town’s two fire stations Feb. 20 and Feb. 21. The vote was 16-14. When asked about the close vote, Longboat Key Fire Rescue District Vice President Keith Tanner said, “My goal was to

bring something to the table that would benefit everybody. I think it benefits everyone in this department, but you can see some people might not agree with me.” Town Manager Dave Bullock and the Longboat Key Town Commission must officially sign the contract at a future meeting. “In my opinion, it’s the best deal we were going to get from

the town, and it’s good for everyone in the department,” Tanner said. “It’s a much better option than what was originally offered and secures a defined benefit plan for firefighters.” The union vote comes a month after the Longboat Key Town Commission unanimously

The villa

on the sea

The old Gulf-side home intrigued Joy Baker for more than a decade. Finally, in 2010, she set out to learn about the home and its history. Joy Baker believed the seaside home had once been beautiful. It had stained glass windows, hand-painted ceramic tiles and a spiral iron staircase leading to a rooftop patio. She pictured children building sandcastles on the beach outside it, as adults watched from the patio while sipping piña coladas. Its name, Villa Am Meer, means “Villa on the Sea” in Italian. It was built in 1935; high-rises and McMansions sprouted up around it in the decades since. Eighteen years ago, Baker began vacationing on the Key every year with her family for a week in March. She often walked the beach and dreamed of winning the lottery and moving into one of the palatial homes. But, it was Villa Am Meer that captivated her. “It was the only one left that was small and quaint,” Baker said. “It’s charming … I figured it must be a family place.” In March 2010, she saw the home was surrounded by construction equipment. The property’s owners had granted the neighboring Islander Club con-

So, she ran back to her hotel room, grabbed her camera and returned, hoping to capture a snapshot of Longboat Key history. “The problem is, photograph-

ing the house only caused me to fall more in love with it,” she wrote March 21, 2010, on her website, joybaker.com, in her first blog about the property. “I wanted to know more: who lived here; who played here; who slept here. What was life like on Longboat Key, before the condominiums, before the ‘CrackBerry,’ before the chaos of our 21st-century lives?”

VILLA AM MEER / FROM PAGE 1A one knew anything about it,” says Chet Pletzke, a Longboat Key Historical Society board member. “People really didn’t know that there’s a mystery.” Baker, who has a journalism degree but owned an advertising agency at the time she launched her investigation, didn’t find anyone who knew about the property at the Longboat Library or Historical Society. She never noticed the gates until she found the entrance while looking for the propBaker erty’s address on Gulf of Mexico Drive. She learned that the Northbrook, Ill.based BBC Key LLC owned the home and that the phone number listed was disconnected. But through Google, she unearthed a few basic details: A German immigrant named Dr. Hermann Kohl built Villa Am Meer in 1935. He went on to invest what different accounts say was either $7,500 or $15,000 for a 49% stake in what would become Tropicana Products Inc. in the 1940s. Baker discovered that Kohl immigrated in 1910 from the Prussian Empire in present-day Germany. By 1920, Kohl and his wife, Hertha, had moved from Manhattan, N.Y., to East Orange, N.J. From Baker’s research, it appears that Kohl, a druggist, partnered with the Winter Brothers of the Orange Brewery during Prohibition to create a carbonated drink sold and marketed like champagne called Jo-La Cola before founding Norda Inc., a beverage flavoring-and-additive company, in 1924. He was indicted in 1930 on federal bootlegging charges, but charges were dropped after Prohibition ended in late 1933. An August 2006 story stated that Kohl’s

Check out her blog at joybaker.com/ villa-am-meer. adopted daughter, Elena, married into the Benedict family, which is why the property also became known as the Benedict Estate. In 2006, The Tampa-based Statewide Associates purchased the property for $18 million from Edward and Elena Benedict’s daughter, Elise Browne. The company planned to build 30 townhomes on it and renovate the original home into a community clubhouse. The development would be called Villas Am Meer. Retired Longboat Observer real-estate columnist Kent Chetlain provided additional history in a 2006 column after the $18 million sale. Original John and Mable Ringling Museum of Art architect John H. Phillips probably designed Villa Am Meer. The main home was ornate, with white lion statues flanking its entrance. In 1993, the family sold the southern parcel of just under seven acres to the developers of the 38-unit Villa di Lancia. That part of the property once held tennis courts and a swimming pool. Court records show that BBC Key LLC became the owner of the property in 2009, after it went into foreclosure three years after the $18 million sale. But Baker’s curiosity went beyond property records. She scoured U.S. Census records and obituaries in search of information about Elena Benedict. Less than two weeks after Baker began blogging about Villa Am Meer, Elena Benedict’s granddaughter, Cristina,

emailed Baker with more information. Elena Benedict’s biological parents, Romeo and Mary Amaducci, were the Italian gardeners to the childless Kohls. The couple fell in love with Elena and adopted her. But the granddaughter ended the email on a sad note: Elena Benedict had died that week at 93. Baker blogged about the property for seven months. Many of the stories she found didn’t come from archives and public records. They came from contact with family members and associates of the Kohls and Benedicts. They told her about Christmases at Villa Am Meer with homemade ravioli and summer parties with friends, sangria, brie cheese and strawberries. They also told her about the little carriage house. “It had a tiny fish pond in front of it, and a wrought iron bridge you had to cross in order to get to the front door. The ‘real magic’ took place here, from what I’ve

They declined. The owner’s representative, Robert Manning, wrote in an email to the Longboat Observer the current residents often encounter trespassers and that issues have increased since Baker began blogging about the property. “The current residents are a busy family of a firefighter husband and a mother active in the school activities of their three children and the intrusions on their life has been truly unseemly,” he wrote. Baker hopes the public will respect the privacy of the current residents. She has tried to respect the privacy of everyone involved in the course of telling the story, including the Benedict family. She hasn’t written about anyone still living. “I tried to go by the golden rule,” she said. “If this was my family, would I want somebody writing about me?” In the course of telling Villa Am Meer’s story, Baker discovered more than just history. She realized that writing and investigating were her true passions. So, in 2011, she sold her advertising agency and spent the next year as a freelance writer. Last year, she took a position as communications director for Rice Memorial Hospital, in Willmar, Minn., although she continues to write and blog as a hobby. Most recently she interviewed two lead witnesses in a 20-year-old child abduction cold case and wrote about it. She’s also been blogging about two brothers and their quest to find their biological mother. But her blog contains a separate tab for the little house on Longboat Key and how it inspired her to find her voice as a writer. “Villa Am Meer is where it all began,” it states. “I invite you to share the journey.”

Meanwhile, Manfred Welfonder’s Longboat Key-based MW Development Group continues to push for a new resort that involves tearing the shuttered resort down and rebuilding. A September 2012 engineer’s report requested from MW Group shows it’s not feasible to renovate the Colony’s existing 232 units for financial and regulatory reasons. Florida Emergency Management Association (FEMA) mandates owners are limited to spending no more than 50% of the value of an existing structure that doesn’t adhere to current flood regulations. According to Welfonder’s engineer report, regulations, codes and limitations by FEMA make it impossible to renovate the existing property. The report, prepared by Winter Park-based Fugleberg Koch LLC, shows what it would cost to bring each unit up to code. The report states the following minimum investments are needed: • Elevator service to all floors of multi-level buildings and ramp access to lowest levels above grade would cost $80,000 per building ($10,000 per unit) • Fire protection systems — $3,500 per unit • Structural wind and surge protection — $8,000 per unit • Window replacement for wind-loading standards — $5,000 per unit

Longboat Key-based MW Development Group has developed a Colony Beach & Tennis Report proposal that calls for the construction of 160 hotel units built in one or two mid-rise buildings developed and/or managed by an international hotel company and owned by the developer. • HVAC energy code compliance — $6,500 per unit • Electrical service load needs and distribution system upgrades — $2,500 per unit • Internal accessibility mandates (accessible kitchens, restrooms and internal door and hardware needs) — $4,500 per unit Independently, the report states each unit also needs new kitchen cabinetry and countertops; new flooring; painting; removal of hazardous materials; and mildew and mold removal. At the very least, the report suggests it would cost a minimal investment of $56,000 per unit. “That’s well over all projected cost thresholds,” the report states. “Therefore, even

a phased renovation program would not be doable.” Welfonder’s proposal calls for three options for owners: • A one-thirteenth co-ownership at no cost to current owners and prices for units ranging from $99,000 to $179,000 for new buyers. • A 100% ownership option would be available for current owners between $331,000 and $686,000 per unit. • Current owners can also choose a buyout at an average of $75,000 to $85,000 per unit. The plan calls for the construction of 160 hotel units built in one or two mid-rise buildings developed and/or managed by an international hotel company and owned by the developer; the construc-

tion of 180 vacation ownership units/residences; 10 private residence clubs; and a three-meal restaurant, pool bar, ballroom, meeting rooms, spa, Har-Tru tennis court and an agreement with nearby golf courses allowing for the use of the facilities. Colony Beach & Tennis Resort Association President Jay Yablon declined to comment on MW’s proposal or its past engineer findings. Yablon also said he could not discuss what kind of redevelopment proposals unit owners were debating this week, although he confirmed the MW proposal has been submitted for the owners’ review but has never been accepted by the board.

Woman crashes car into Key home A New York woman told police she thought she had miles to go to get to Gulf of Mexico Drive, but slammed, instead, into a house.

A New York woman and a passenger heading west on Birdie Lane in Country Club Shores after 10 p.m. Saturday, Feb. 23, slammed directly into a home without braking, barreling through the garage door, a concrete block wall, hot water heater and refrigerator, finally coming to rest in the closet of the master bedroom. Town officials declared the home uninhabitable. The driver, Kay Wight, 71, told police she never braked. She said her engine kept surging. Wight, 71, was attempting to head home in a 1999 four-door burgundy Jaguar when she failed to stop at the stop sign at the intersection of Birdie Lane and Bogey Lane. Instead, Wight drove the car up the driveway of a home at 1100 Bogey Lane and through the garage door and part of a concrete wall. Four to five of the home’s interior walls suffered major damage. “There was no sign of braking prior to impact with the house,” the Florida Traffic Report states. Wight, who was not wearing a seatbelt, according to a police report, stated her car’s engine

A home at 1100 Bogey Lane in Country Club Shores received more than $25,000 in damage Saturday night when a woman rammed into the house with her car. “surged several times” when initially started “before returning to normal.” She told police the engine surged again and “took off and didn’t stop until she ran into the home.” Longboat Key Police Chief Pete Cumming, though, said police determined Wight’s vehicle had no defects when it was examined closely Monday. Wight received a careless driving citation Monday. Wight’s passenger, Mary

Manilla of Sarasota, received a minor laceration to the hand. Wight received no injuries. Airbags were deployed at the time of the crash. The police report stated the vehicle “crashed through the garage door/exterior block wall and came to rest inside of the garage, impaled into the interior wall of the home.” Longboat Key residents Becky and Bill Oneil, owners of the damaged home, arrived at

the home early Sunday morning after being called about the damage. The tenant, Emily Walsh, was out of town at the time of the crash. Cumming reported that alcohol didn’t appear to be a factor in the incident. A Breathalyzer test was not conducted, and Wight declined medical treatment by Longboat Key Fire Rescue. When the Oneils arrived, bystanders apparently were standing in the street talking and laughing about what had happened. “It didn’t seem appropriate in light of what happened to my home, which now can’t be lived in right now by my tenant,” Mrs. Oneil said. Cumming said police concluded there were no symptoms of Wight being impaired at the time of the accident. Cumming said a time lapse occurred between the time of the crash and the police response, because police were also responding to another report of an injured person at the time of the crash. Longboat Key contractor Rusty Chinnis said exploratory work still needs to be performed to investigate the extent of the home’s structural damage. Oneil said the house has more than $25,000 in damage.

A fight broke out Thursday morning in Joan M. Durante Park, causing one brawler to get a ride home in a police cruiser. His name was Arlo then, although he’s been renamed Apollo, and he’s a 6-year-old pit bull. According to a Feb. 21 report, Christine Regal was walking Apollo in the park when she saw Frederick Emrich and his 3-year-old blackmouth cur mix, Gustie. Both dogs were on leashes. When the dogs came together, Apollo bit Gustie and wouldn’t let go, the report states. “It probably lasted just a few seconds but it seemed like forever,” Emrich said. “The dog just latched on.” Regal, who had just adopted Apollo the night before, fell on the sidewalk when she tried to pull the dogs apart. “With assistance from good Samaritans and a small dose of pepper spray, Apollo finally let go,” the report states. Emrich took Gustie to his veterinarian’s office, where the dog was treated for open puncture wounds to the left side of his throat. After Apollo returned to his home on Gulf Bay Road. Manatee County Animal Control followed up to investigate, but no further action was taken. But, according to reports, Apollo was involved in another incident Saturday. Gulf Bay Road resident Alvan Kamis wrote an email to Longboat Key Police Chief Pete Cumming that another incident occurred when Apollo nearly attacked a small dog. Kamis urged police to take action to remove the dog from the Key. Cumming told the Longboat Observer that police follow state statutes about aggressive dogs. Those regulations, however, are limited to animal attacks on humans. “As far as anything goes statutorily, it does not address dogs biting dogs,” he said. Police can document incidents, such as the two that were reported, to build a future case and enforce existing restrictions, such as leash laws, but can’t act on a dogfight alone. Regal, who agreed to pay Gustie’s vet bill, said that she had just adopted Apollo 12 hours before the Durante Park incident and that he was still agitated. In the second incident, the smaller dog came into her yard and the dogs simply barked at each other, according to Regal. She said that she has found Apollo to be obedient since adopting him and is keeping him away from other dogs. “At this point, my dog will not leave the house without a muzzle and a 30-pound leash,” she said. Emrich said that Gustie is recovering well with antibiotics and doesn’t seem fazed by the incident. “His attitude toward life is as good as usual,” Emrich said.

Mote senior scientist Dr. John Reynolds will lead the new International Consortium for Marine Conservation. Reynolds, who is the immediate past chairman of the U.S. Marine Mammal Commission, announced the consortium this week during the Second Signatory State Meeting of the Dugong MOU of the Convention of Migratory Species of the United Nations Environment Programme in Manila, Philippines. “Traditional thinking has been that if you do good science, conservation will follow as a natural outcome,” Reynolds said in a prepared statement. “But, in reality, the translation from science to conservation is far from automatic. Irwin Pastor — Against; worries about whether people would pick up after their dogs and also about wildlife impacts. Phill Younger — Against; believes the majority of citizens doesn’t want dogs on their beaches. Gene Jaleski — Against; has concerns about turtles and birds but supports looking into park property for a dog site.

Community Center Jim Brown — For it; previously chaired a community center advisory committee and believes that most people want a community center that voters must approve. Larry Grossman — For it; but only if the community approves it. Terry Gans — For it; as long as voters agree it serves population and plan for financing it doesn’t burden the taxpayers. Irwin Pastor — For it; as long as it’s approved by voters and a fiscal plan for it justifies the cost. It also must be selfsustaining. Phill Younger — Wants voters to decide on the issue and supports it if funds from sources other than taxpayers are found. Gene Jaleski — Suggests the town try out a community center at the old Mattison’s and build a community center that’s self-sustaining if voters approve one.

Terry Gans — Not unless there were a real and imminent prospect of a solution of the disputes between the parties. Irwin Pastor — More background information is needed before he will commit to a decision. Phill Younger — Prefers to let situation play out in the courts; “diminishing or destroying property rights would result in a myriad of town lawsuits.” Gene Jaleski — No; the Colony is a non-conforming entity that needs to be resurrected, and recreating the 1960s ambience of beach cabins is no longer the best use for the property.

CELLULAR TOWER If a cellular tower is deemed the only way to improve cellular communication on the Key, would you approve the tower? Jim Brown — Yes; but only as a last resort. Larry Grossman — Absolutely not. Terry Gans — Yes; within the confines of how this question is worded, but does not think proposed chapel site is desirable. Irwin Pastor — No; not unless neighbors who have to look at it agree to it. Phill Younger — “The question is moot because other solutions to improve communications exist, and a tower doesn’t solve the entire island’s communication problems.” Gene Jaleski — No; there is no way to make a case for anything other than newer technologies. Does the town need improved cellular communication? Jim Brown — Yes; needs improvement, especially for safety reasons. Larry Grossman — Yes; a connectivity study paid for by taxpayers proves the need for increased cellular communications. Recommendations Three competitive races with six candidates vying for the Longboat Key Town Commission are a sign of community engagement. It’s healthy. Likewise, the outcomes of the three races will be important for a variety of reasons, not the least of which is they will send a message to Longboat Key taxpayers, residents and voters. Taxpayers and commissioners alike will know, definitively, for the first time in two years which direction voters want the town to go. In truth, you can argue the town’s sitting commission doesn’t exactly reflect the will of the voters. Three of the seven current commissioners were appointed to their seats — Commissioners Pat Zunz, Terry Gans and Phill Younger. And Commissioner Jack Duncan has run unopposed twice. You can interpret Duncan’s victory as a testament to his effectiveness. Indeed, unless a commissioner errs, Longboat voters have shown a willingness to let incumbents run unopposed. Certainly, former Mayor Hal Lenobel comes to mind. In more than a decade on the commission, he encountered only one opponent, Phill Younger, in 2010, with Lenobel winning that race as well. So it is good for Longboat Key voters to have choices, particularly as the town continues to move through a generational change and toward a new age. To paraphrase the old advertising line: This is not your father’s Longboat Key any more. Indeed, it’s not. And as we sense from conversations among many Longboaters, there is an overwhelming desire for the town government to take the necessary steps to create a framework and foundation that will allow Longboat Key to remain one of Florida’s premier, high-value residential resort communities — in tune with the consumers of the 21st century. Longboaters want the Key to “up its game.” Who best to lead that transition? That is one question on which to base your vote. But we’ll add a second question, one that, in spite of his prickliness, former Longboat Key Commission Al Green said he often used when judging Town Commission candidates: Which candidate do you think will perform best in those tough, unpredictable situations that inevitably arise? Which candidate has the wisdom to do what’s right and best? And let’s not forget the other test. We like to invoke the wisdom of economist Arthur Laffer. As he contends, in the end, every election is a referendum on the incumbent’s performance. It is indeed. Given all of the above as the backdrop, we offer some observations and comments and our recommendations on the six candidates in this year’s town elections:

AT-LARGE (one-year term)

Terry Gans (incumbent) / Irwin Pastor If you remain stuck on old news and hold grudges, you are likely to judge these two candidates on which side they stood in the Longboat Key Club and Resort expansion dispute. In short, Gans supported it; Pastor opposed it. Pastor, in fact, did more than oppose it. He was and is vice president of the Islandside Property Owners Coalition, the group that was the most strident and organized opponent to the Key Club’s proposal. Or, depending on your point of view, Pastor was vice president of the coalition that argued in public hearings and showed in the courts the Town Commission wrongly adjudicated the Key Club’s application, overstepping the bounds of the town codes. There is much more to these two candidates than the Key Club dispute, however. And they should be judged on those merits. In his one year of serving in the seat vacated by Commissioner Lenobel, Gans has shown a strong understanding of the nuances of the issues confronting the Town Commission. pressed to find anyone outside of the town commissioners and town managers who is more attuned than Gans and on top of such issues as the town budget, beach renourishment, town attorney replacement, zoning codes, union pensions, you name it. Gans is a student of the town. Here are other Gans attributes: He has an ability to cut to the quick of an issue and apply straight-forward common sense to resolving them. If you have read any of his op-ed contributions to this paper, he demonstrates clear thinking. On this next point, it’s a toss-up between Gans and Pastor: They are equally passionate about Longboat Key and fostering a bright future here. They want to make Longboat Key better. Gans has been a positive contributor to problem solving on the commission. He has commission experience over Pastor. But those who know Pastor know that problem solving — taking struggling companies and rebuilding them, or creating startups and growing them — has been the hallmark of an impressive career. Pastors’ two primary business ventures were that of CEO of the Pepsi-Cola Buffalo Bottling Corp. in Buffalo, N.Y., and South Jersey Distributors Corp., a beer distributor based in Pleasantville, N.J. In addition, he served as founder and CEO of five other companies; and CEO or board chairman of three not-for-profit associations, including founder of the Buffalo Niagara Sports Foundation. Pastor has repeatedly tried to convey in public forums that he has spent nearly 50 years of his business career negotiating to bring sides together to move forward. He is big on making deals from which all parties walk away satisfied. To be sure, Pastor would bring an astute business perspective and wisdom to the Town Commission. He is qualified. But here’s what voters need to think about: Pastor hasn’t been involved in town government until the Key Club dispute. In forums, he acknowledged not being on top of details on some town issues.

And there’s the obvious question some residents ask: Would he be a shill for IPOC. On this, Pastor is insistent he is his own man. Pastor says he served IPOC as the peacemaker-negotiator between IPOC and Loeb Partners, a buffer between IPOC’s combative president, Bob White, and Loeb’s tough CEO, Joseph Lesser. If you accept the regimen that elections are referenda on incumbents, we would argue Gans has shown he is and would be a good commissioner. At the same time, so would Pastor. This is a tough call. Recommendation: Gans has earned the one year left on the term. We encourage Pastor to stay involved and run again. He has a lot to offer Longboat Key.

AT-LARGE (two-year term)

Gene Jaleski / Phill Younger (incumbent) Phill Younger is one of the best analytical thinkers and one of the smartest members of the Town Commission. While he was among the group of commissioners who voted in favor of the Key Club expansion application, Younger has a breadth of contributions that shows he is an independent thinker and willing to challenge the status quo. This has been especially so on the town’s finances and beach strategy. Longboat taxpayers should feel comfortable having Younger watch over town spending. For all of Younger’s attributes, you could say the same about his opponent, Gene Jaleski. He is always analyzing town issues. And he, more than anyone on Longboat Key and longer than anyone on Longboat Key, has urged the Town Commission to challenge the status quo on just about every major issue. We all know his trigger points: cellular service and beach renourishment topping the list. Like Younger, he is well versed on virtually every issue that confronts the Town Commission. But Longboat Key taxpayers have already experienced what happens when Jaleski sits at the dais. He gets marginalized. To a great extent, Jaleski’s best contribution to the town and its taxpayers is to do what he does best — coax, nudge and cajole those in charge to think harder, be smarter and constantly look for the better way; to watchdog and bulldog the sitting commissioners. Recommendation: Younger.

DISTRICT 4

Jim Brown / Larry Grossman This race is similar to that of Phill Younger and Gene Jaleski — the experienced incumbent, Brown, versus the coaxer, the challenger, the idea man who hasn’t quite been able to prove yet to the voters that he could move the town forward in a meaningful way, Grossman. Mayor Brown, understandably, is the bull’s eye for those who don’t want to forget the Key Club dispute. He has the big title. And he’s not afraid to be blunt-spoken about the way he feels. Sometimes he gets passionate, with a boldface, capital “P,” if you get our drift. But that’s all right. If voters put aside the Key Club and think about all that Brown has taken on and had thrown at him in the past two years as mayor, it’s a wonder the guy hasn’t said: “Here, take this job and shove it.” To wit: The departure of Bruce St. Denis and hiring of David Bullock; the controversy over former planning Director Monica Simpson and the late Police Chief Al Hogle; the death of Hogle; the Colony Beach and Tennis Resort dispute; the employee pensions; beach erosion on the north end; Publix redevelopment; and, of course, the aftermath of the Key Club lawsuits. Knowing what’s ahead for the Key, Mayor Brown, architect and planner, has a clear vision of what direction the town needs to go. He has proven himself to be an actionoriented leader. Recommendation: Keep Brown. And urge the commission to tap into Grossman’s planning expertise as it embarks on rewriting the town’s zoning codes.

Dear Editor: I am a long-standing member of the Longboat Key Public Interest Committee. When I first joined PIC, it was an organization devoted to protecting the interests of Longboat Key residents. In recent years, I believe it has become a voice for commercial/development interests both on and off the island. As I see it, PIC would best be labeled as the “Chamber of Commerce Auxiliary.” I have maintained my membership in PIC only because I hope someday to help return PIC to the “voice of the residents” that it was in its “glory days.” It’s not surprising that PIC’s membership has declined from around 600 at its peak to fewer than 100 paid memberships today. I deeply resent PIC’s board continuing to represent its views as those of its members while not surveying its members on important issues in advance of its position statements. PIC’s board has never taken advantage of my longstanding offer to provide the survey research expertise required to conduct surveys of PIC’s members on important issues before the board takes a public stand on issues. I am particularly offended that PIC’s board would place a “paid election letter” and a political advertisement in the Longboat Observer without consulting its members. To claim that the commissioners did nothing wrong in dealing with the Longboat Key Club proposal is simply outrageous in view of the fact that one judge characterized their behavior as a “miscarriage of justice.” On the other hand, in view of the fact that I predicted the board’s candidate endorsements the day that the incumbents announced their candidacy, I found the description of its deliberations quite humorous. Police found the employees rinsing their mower with a garden hose but didn’t see fuel on the ground or any other evidence of violations.

Signs of election 3:54 p.m. — 600 block of Cedar St. Larceny. A commission candidate reported that two campaign signs were stolen and another two were pulled out of the ground. The signs belonged to him and a candidate for a different seat.

A pool cleaner called police because a gray BMW sport-utility vehicle with an Ontario plate had been parked under a palm tree for three weeks. A neighbor said that the SUV belongs to an elderly couple who parks there and fishes along the seawall every day. The neighbor said the car has never been there for an extended period of time.

4:30 p.m. — 6100 block of GMD. Suspicious Circumstance. The same commission candidate who called police 36 minutes prior called police because two more of his signs were pulled out of the ground. There were still no suspects.

Feb. 20 Barking back 3:18 p.m. — 600 block of De Narvaez Drive. Animal. A man called police about two barking dogs in a fenced yard. Police didn’t hear the dogs bark at first, but the dogs starting barking when they saw police. Police couldn’t locate the owner or read the tag number of the car parked behind the home’s electric gate.

Feb. 19 Signing out 6:25 p.m. — 7000 block of GMD. Larceny. A resident reported that someone took six campaign signs for two sitting commissioners. Police agreed to monitor the signs.

Dear Editor: I find it interesting that the Longboat Key Public Interest Committee is taking a financial stake in the town election by paying for a half-page ad and a paid election letter. Because it seems to be a serious matter, I would like to clarify and refute some of the stated facts in PIC’s ad and letter. Your paid advertisement trumpets: All town legal expenses associated with the club’s proposal were covered by the applicant. According to correspondence with the previous town finance director, as of the end of the year 2012, the town actually paid $224,176.71 in tax dollars for its dealing and involvement with the Key Club expansion program. This consisted of $159,190.32 to Town Attorney David Persson and $64,986.39 for “hearing expenses.” This does not include payroll for staff or other in-house expenses incurred after the completion of the initial staff report. Staff was heavily involved during this period, as well. On the matter of density, Ordinance 2012-08, states that now within the Key Club’s two planned unit developments, 1,884 additional units can be constructed therein at the whim of the Town Commission. And, how will that affect our traffic and town infrastructure? In regard to the cost of beach renourishment, the commission is just kicking the can down the road. Do you know what the cost of beach maintenance have been since it was made the law of Longboat Key? The original mantra of “sand or seawalls?” has now become “sand AND permeable groins!” In addition, the town’s “Vision Plan” was conjured up by a small group of people who have succeeded in occupying the body politic of our town. Visit the Longboat Key Center for the Arts, a Division of Ringling College of Art and Design, 6860 Longboat Drive S. The last day to see the historic Florida Highwaymen exhibit is Thursday, Feb. 28. Next up is the annual Community Juried Exhibition that will open to the public Friday, March 8. If you do head out to the Arts Center, consider exploring the surrounding historic Longbeach Village by visiting all the stops on a walking tour developed last year. Stops are available at the Longboat Key Historical Society’s website, longboatkeyhistory.com. You might also catch a glimpse of the neighborhood’s famed peacocks, but be warned: It’s mating season. MOTE MARINE LABORATORY

Flip for sea lions at the aquarium at Mote Ma- Kitty rine Laboratory, 1600 Ken Thompson Parkway. Mote has more than 100 species of marine life at its aquarium, including manatees, sharks and sea turtles. But, this year, the real stars of the sea are the sea lions that are part of “Sea Lions: On the Water’s Edge,” which runs through April 28. The exhibit started out with sea lions Stella, Rose and Kitty, although other sea lions from the Myakka City-based rescue group, Squalus Inc., will rotate in and out of the spotlight.

Experience Longboat Key’s great outdoors at its nature parks. Bicentennial Park, 2730 Gulf of Mexico Drive, located outside of Longboat Key Town Hall, offers shaded seating and a butterfly garden. Overlook Park, located at the southern tip of the Key on the bayside, is a good spot for picnics and fishing, while Quick Point Nature Preserve, across the street, is a good place for bird watching or scoping out local critters such as conchs, juvenile crabs and many types of fish, along with native fauna. Joan M. Durante Park, 5550 Gulf of Mexico Drive, is a 32-acre wetland and coastal hammock forest with walking and biking trails, a pavilion and a playground. Leashed dogs are welcome there, as well — there are even special water fountains for dogs at Durante Park.

Wing it at Save Our Seabirds, 1708 Ken Thompson Parkway. The old Pelican Man’s Bird Sanctuary has approximately 250 resident birds, representing more than 30 species, in its Wild Bird Learning Center that is open to the public. Longboat Key buried a piece of its treasured history March 3, 2005, when developers razed the Buccaneer Inn to build the LONGBOAT Grand Mariner condominium. LORE The late Herb Field, who also developed the old Colony and Far Horizons resort, bought the bar known as the Sleepy Lagoon Rendezvous in 1957. Before that, it was known as the local dive bar, with women of “dubious reputation,” according to Ralph Hunter’s “From Calusas to Condominiums.” Field hired a one-legged man named Ransom Webster to dress as a pirate with a peg leg and greet guests as they came in for dinner. He expanded the buccaneer theme to the resort’s décor and restaurant’s dinner menu. Tom Hires purchased the Buccaneer Inn in 1992 and closed it in 2001. But, there’s still a touch of pirate’s life for the Key: The old pirate statue from the Buccaneer Inn still stands on Dream Island Road.

Residents heard from Commissioner Lynn Larson, Town Manager Dave Bullock and Police Chief Pete Cumming on topics such as firefighter pensions, beach-renourishment plans and an upcoming license platerecognition system. ratified the contract at a Jan. 22 special meeting. The town and its firefighters reached a tentative agreement in December to freeze the firefighters’ current pension plan and enroll current and future firefighters in the Florida Retirement System (FRS) plan. The town and firefighters will split required FRS contributions 50/50, with the town’s maximum contribution capped at 13%, according to the agreement. The Florida Division of Retirement and FRS have also agreed that firefighters can make after-tax reimbursements to the town toward their employee benefits and won’t have to make pre-tax reimbursements toward their new pensions, which would have reduced their wages. Longboat Key commissioners are pleased with the hybrid pension solution. The town is expected to offer a similar plan to the Longboat Key Police Union when it begins meeting in March to discuss a new three-year contract. A goal of the commission has been to freeze the current pension plans and begin paying off more than $27 million in unfunded pension liabilities. “This group of commissioners was hell-bent on doing this,” Mayor Jim Brown said. “We didn’t want to kick the pension debt down the road any longer.” Commissioner Jack Duncan was also pleased with the vote. “This was a huge accomplishment for this commission and the firefighters and will help solve a lot of problems,” Duncan said.

+ Making history, one page at a time In the fall, Longboat Key Historical Society board member Chet Pletzke began the project of scanning all Longboat Observer archives for historic preservation. But history isn’t made overnight — and recording it takes time, as well. At the Historical Society’s Thursday, Feb. 21 meeting, Pletzke reported that he’s currently up to 1983 — meaning he’s made five years’ worth of progress in the past few months, because the newspaper was founded in 1978. “I’m going to have to live to be 100,” he joked. Still, by our calculations, Pletzke has scanned at least 200 issues of Longboat Key’s weekly newspaper.

TBI performs play for Purim

Congregants at Temple Beth Israel observed Purim Sunday, Feb. 24. The celebration started with a reading of the Megilah, which tells the story of a Jewish girl named Esther who became queen of Persia and thwarted Haman, vizier to the king, who planned to commit genocide against her people. Following a lunch break, a cast of 16 acted out the story as a play, written and directed by temple member Judy Goldstein. Titled “Princess,” it focuses on young Esther, “Essie,” played by Emma Katz, as she comes of age and prepares for her royal future. Goldstein wrote it as a radio play, similar to the “Little Orphan Annie” show from the 1930s, and incorporated several Broadway melodies in musical numbers.

Yacht Club. Mrs. Levine was an active member of the Daughters of the American Revolution for 68 years, most recently of the Sara DeSoto Chapter. She was preceded in death by her husband, Larry; daughter, Elena Levine Smith; son, Richard; and one granddaughter. She is survived by her brother, Henry Hosley; children, Joseph Groff Brillinger, Jeffrey Paul Brillinger and Anne Hall Levine; two grandchildren; and one greatgrandchild. A funeral service was held Sunday, Feb. 24, at Toale Brothers Funeral Home. Memorial donations may be made to the Cape Cod Center for the Arts at capeplayhouse. com.

Emily Hosley Levine, 88, of Sarasota, died Feb. 18. Mrs. Levine graduated in 1943 from Larson Junior College in Hamden, Conn., and became a successful fashion buyer and merchandiser for Macy’s, G. Fox and Burdines. She later founded Emily Lawrence Stores, a chain located in Cape Cod, Mass., upstate New York and Colorado. A lover of the arts, Mrs. Levine served on the Asolo Repertory Theatre’s board of directors and enjoyed performances at Sarasota West Coast Symphony, the Westcoast Black Theatre Troupe, Florida Studio Theatre, the Sarasota Opera and the Ringling School Library Association. In Massachusetts, she served as president of the Raymond Moore Foundation, which runs the Cape Playhouse, the Cape Cinema and the Cape Museum of Art. Mrs. Levine became one of the country’s first female yacht club commodores in 1990, when she was named commodore of the Dennis Yacht Club. She was also a member of the Sarasota

Helen “Sissy” Glennon Malloy, 75, of Manasquan, N.J., and Longboat Key, died Dec. 30. Born in New York, Mrs. Malloy was a graduate of The Ursuline School in New Rochelle, N.Y., and Trinity Col-

lege in Washington, D.C. She retired as a trust officer from Bank of America. The Malloys raised their family in Warwick, R.I., and retired in 1998 to Four Seasons at Wall in New Jersey, where Mrs. Malloy sold real estate. Mrs. Malloy also enjoyed winters spent on Longboat Key. A devout Catholic, she served as a Eucharistic minister at St. Mary, Star of the Sea, Catholic Church and was a member of the church’s Women’s Guild. She was a gracious hostess, who loved to listen and dance to Irish music. She is survived by her husband of 53 years, Thomas; siblings, Marion Glennon, Nancy McIntosh, Patricia Whamond, Stephen Glennon, Charles Glennon and Frances Dunlop; children, Michael, Anne Latour, Elizabeth Parks, Julie Hildebrand and Christine Gaudreau; and 10 grandchildren. A Mass will be held at 10 a.m. Friday, March 8, at St. Mary, Star of the Sea, Catholic Church, 4280 Gulf of Mexico Drive.

If the walls of Longboat Island Chapel could talk, they’d tell stories of couples vowing to love each other till death do them part; Boy Scouts learning life skills; friends counseling each other through grief and transitions; women collecting consignment items for needy families; countless musical performances; aging seminars; christenings; funerals; holiday parties; and Sunday services. The church, which began in 1956 with 28 friends gathering in each other’s homes on a rotating basis, cemented itself as a Longboat Key institution in 1963 with the construction of a permanent meeting place at 6200 Gulf of Mexico Drive. Fifty years later, 120 members packed its fellowship hall Friday, Feb. 22, to commemorate the building’s golden anniversary with a dinner, history lesson, music and skit. Many of the church’s original members have died, but several of their descendants, who have since joined participated in the festivities. Among them: Pauline Schroeder, who first attended while visiting her parents, starting in 1969. Ten years later, she relocated from Hillsborough County to Longboat Key and became a church regular until last April, when she moved to

a retirement home in Fort Myers. “This place has been the site of some happy events and some sad ones,” Schroeder said. “Here the Rev. Jim Marsh christened one of my grandchildren and also conducted my parents’ memorial service when they died in an accident.” Board President Sue Reese also got her start attending the church while visiting her parents in the late 1960s. A member for the past 15 years, she has hundreds of fond memories, but counts the congregation’s work during the past year as the reason to celebrate. The fruits of their labor: an elevator; an outdoor staircase to the “Aging in Paradise” suite on the second floor; a refurbished roof; and an irrigation system and landscaping. “This time last year, if you were a stranger, you’d run out when you saw a pile of rubble where the elevator now is or noticed the leaking roof,” she said. “But people performed miracles, and now this place is sparkling and ready for the future.” Parishioners donated $91,000 for renovations and dozens “constantly volunteered for manual labor,” she said. “With this group, there’s an inclination to serve, but this was a night to sit and enjoy ourselves.”

Naples-based Premier Sotheby’s International Realty, fresh off a banner year in 2012, moves into South Tampa’s luxury market with its first office there.

Judy Green, president and CEO of Premier Sotheby’s International Realty, says she’s scouting locations in the Tampa Bay area. or Naples, where homebuyers are mostly affluent retirees. Tampa’s luxury homebuyers are business executives, doctors, lawyers and sports professionals. But Premier’s franchise agreement with Sotheby’s extends from Tampa to Marco Island. “It’s the next phase of our long-term plan,” says Green, who lives on Marco Island. Premier is a division of The Lutgert Companies, a privately held development company the Lutgert family operates out of Naples. Premier has 450 agents in 19 offices in luxury enclaves such as Marco Island, Bonita Springs, Sanibel, Longboat Key and, now, South Tampa. Green says she’s scouting other parts of the Tampa Bay

region. “St. Petersburg would be a target,” she says. Still, Green is quick to note that much of the work Premier agents do is via the Internet. “I don’t want a lot of offices,” she says. “I’ve been the biggest, and it’s not what’s important. I’ve managed 200 offices.” In fact, Premier already has an office in the Tampa Bay area in Belleair Bluffs near Largo and Clearwater. The news of a new office in Tampa has already boosted Belleair’s profile by attracting five new agents, Green says. Currently, Green says the Sarasota market is leading the region in the luxury residential real-estate market. But, she’s quick to point out that every market is improving. “There are jewels in every price range,” she says.

Can a single brokerage firm dominate the luxury residential real-estate market from Tampa to Marco Island? If anyone can accomplish this task, it’s Judy Green, the president and CEO of Premier Sotheby’s International Realty in Naples. Premier recently announced that it plans to open an office in South Tampa in March, fresh off a banner year in 2012, when the firm achieved $2.3 billion in residential sales on the Gulf Coast, a 35% increase from 2011. Green is a veteran of the residential real-estate market. The former CEO of Coldwell Banker Residential Real Estate of Florida from 1997 to 2004 orchestrated 28 acquisitions during her tenure there, including Arvida Residential Real Estate. Green says she’s been keeping a close watch on the Tampa market and likes what she sees. “I’ve been watching it since 2008,” she says. “We’ve seen it come back to life.” For example, she’s encouraged by the fact that January home sales in Tampa rose 18% and prices were up 11% over the same month in 2012. “South Tampa is where the action is,” she says. Green says she’s not deterred by the presence of some well-established local players in South Tampa, such as Smith & Associates and The Toni Everett Co. “I know a lot of people there,” she says. Water Club condominium sells for $2.8 million The following residential real-estate transactions took place between Feb. 11 and Feb. 15. A condominium in The Water Club at Longboat Key tops all transactions in this week’s real estate. Burl and Susan Horton, of Rome, Ga., sold their Unit PH 02 condominium at 1281 Gulf of Mexico Drive to Sanctuary Finance Ltd. for $2.8 million. Built in 1999, it has three bedrooms, four baths, one half-bath and 3,435 square feet of living area. It previously sold for $1,602,400 in 1999.

+ SAR reports 22% increase in January YTD sales The Sarasota Association of Realtors reports that January 2013 sales were up 22% from the previous January. Members sold 626 properties in January — 466 single-family homes and 160 condominiums — compared with 365 single-family homes and 148 condos in January 2012. Single-family home prices were also up year-to-date, with a median price of $183,800, compared with $162,000 last January, while condo prices were down, with a median price of $130,000, a decrease from last January’s median price of $180,000.

Ninety-four neighbors mingled over cocktails and tapenade as the sun set behind them. Irene Hartley and Elaine Aresty met for the first time and became fast friends, bonding over their shared home state, Massachusetts. Later, guests feasted on salmon, chicken Marsala, potatoes and mixed vegetables, prepared by Yoder’s Restaurant, then danced to the crooning of Phyllis and Church Lynn of Lynn’s Spins.
