Residents take control of CDD Three residents were sworn in Nov. 20, to serve on Lakewood Ranch CDD 6.

+ Sensational sound-off

LAKEWOOD RANCH — The decision is now in the hands of the people. Lakewood Ranch Community Development District 6 took a dramatic shift Nov. 20, when three residents were sworn in to public office, replacing developer representatives from Neal Communities and forming the district’s first

resident-only controlled board. James Hill and Doug Ferry, who were appointed following the resignations of two developer representatives, joined Jane Bruyer, who was elected to a four-year term, on the board. “We’ve worked hard in anticipation of this date, and are pleased with the selection of

these board members and the election of Ms. Bruyer,” Supervisor Bob Burstein said. “I’m confident, as we move forward, the CDD has a firm grasp of our responsibilities and looks forward to carrying them out. “On behalf of the board of supervisors, I would like to thank the departing Neal Communi-

ties supervisors and internal staff for their co-operation dedication and service to the CDD,” he said. Supervisor Richard Williams, one of the board’s original resident members who also serves as the district’s representative on the Inter-District Authority

Braden River High School’s Marching Band took home a championship title Nov. 17, after winning the Florida Marching Band Coalition’s 3A State Championship, at Tropicana Field. Lakewood Ranch High School’s Marching Band also won top honors, taking third place in the 4A competition.

+ Reindeer spotting? The Juliano family, of River Club, spotted these deer in their neighborhood over Thanksgiving weekend. “(My) kids said Santa’s reindeer are here,” mom Paddi Juliano said.

+ A toothy, thankful grin Creekwood Dental hosted its second annual Giving Thanks with a Smile free dentistry day Nov. 20. The first 100 patients who came in for either a filling, a cleaning or an extraction received free services.

NBA Cares to land in Lakewood Bob Delaney brings worldwide coat drive home.

LAKEWOOD RANCH — When National Basketball Association (NBA) Commissioner David Stern called Bob Delaney on Thanksgiving eve last year, the freshly retired referee didn’t think the conversation would circle back to Lakewood Ranch. After schmoozing about retire-

ment life, Stern offered Delaney a position as the NBA Cares Ambassador, a title the recent Lakewood Ranch Citizen of the Year Sandies award winner wouldn’t accept unless he could tie the work in with the local community. Delaney will bring the annual

The soccer and football fields at The Out-of-Door Academy clucked with excitement Nov. 20, as students chased, high-fived and blocked each other in friendly flag-football competitions, as ODA hosted its annual Turkey Bowl competition. “This is the best day, ever,” said avid football fan, Samantha Albano, as her team readied to take the field. “We all come together as a community and have fun — put the books away. “I’d say we were playing to win, but we’re just trying to get a touch down,” said Samantha, when asked about her team’s performance for the day. After students competed with each other, ODA seniors took on faculty members. They lost the battle, however, with faculty beating the seniors 32 to 26. The Turkey Bowl started in the early 1990s, when former ODA history teacher Mike Sprout brought a family tradition — playing football after the Thanksgiving Day meal — to the school. Named in honor of Sprout’s own “Turkey Bowl” competitions, ODA began the football contest for middleschool students. Since that time, it has evolved into a cherished event by upper- and middleschool classes.

LAKEWOOD RANCH — Lakewood Ranch developer Schroeder-Manatee Ranch is taking aim with a project it hopes will draw national attention to the community. The company has earned approvals to build a sporting clays course on about 70 acres of undeveloped property within Lakewood Ranch, about one-and-a-half miles east of Lorraine Road and about one-half mile south of State Road 64. Called the Ancient Oak Gun Club, the course will likely open in February and will offer annual memberships, as well as daily-fee shooting. A sporting clays course, such as the one being developed by SMR, typically includes 10 to 15 shooting stations laid out over natural terrain. “It’s not a range,” SMR President and CEO Rex Jensen said. “It’s basically a course you navigate.” SMR has hired Wayne Evans, a masterlevel shooter and a former sporting clays course owner, to manage the club. “We’re going to have clinics for beginners and people who have never shot before to introduce them to the sport,” Evans said, noting safety will be a top priority. “They teach them gun safety, gun fit, how to acquire a target and how to break a target. This sport is wide-open for women and kids. “It’s the fastest-growing sport in the United States right now, but a lot of people don’t know about it,” he said. Evans said the closest sporting clays courses are more than 30 minutes away, but courses for competitive shooters are farther away. “For competitive shooters, there’s a registered shoot every weekend at about six different clubs in the state,” Evans said. “Shooters on the West Coast have been dying for a club of the caliber Lakewood Ranch (will build). The clubs on the East Coast are nice, but they are far away.” Jensen agreed he hopes to attract sporting-clay enthusiasts from throughout the region and state to practice, as well as to compete, at the facility. “It is our intent to attract tournament play,” Jensen said, adding he’d like to attract shooters from the national circuit to the course. Jensen said he’d been talking with SMR’s board of directors for a little more than a year about the concept and got a green light to move forward with it after determining there was enough clientele in the area. The project, he said, is another way to make Lakewood Ranch unique. “I look for things that are difficult for our competition to replicate,” Jensen said, noting few developments have as many vacant acres available as SMR. “It adds another dimension to our amenity package.” Jensen said Ancient Oak will have an office and pro shop in the form of modular trailers, and SMR will not be building a permanent structure on the site, because it may one day be more suitable for development. “(The gun club is) moveable,” Jensen said. “But that’s years away.” Contact Pam Eubanks at peubanks@yourobserver.com.

Dave Miner maintains ‘watchdog’ status from dais

The new Manatee County School Board member and longtime district critic admits his role will change. MANATEE COUNTY — David Miner acknowledges it’s easier being a watchdog from the outside. But, after Miner, the self-appointed “watchdog” who has been a staple at school board meetings for 12 years, finally accepted his seat on the dais as the Manatee County School Board District 2 representative, he vowed to continue fighting. The 66-year-old Bradenton attorney and longtime Manatee County fixture, who once applied for the superintendent position, sued the district and failed in two previous bids to join the board, said his Nov. 6 election confirms the public’s plea for openness and accountability. “This is a good feeling,” Miner said. “But this isn’t a radical change in my lifestyle. The only change is that I have a vote in helping the district go in a direction that everybody agrees is best. That is, having an open government that can engender trust. This is validation for what I’ve been saying for a longtime.” At the Nov. 20 board reorganization meeting, Miner showed

This is a good feeling, but this isn’t a radical change in my lifestyle. The only change is that I have a vote in helping the district go in a direction that everybody agrees is best.

Harry Kinnan, the former four-term board chairman who retired this month, said the dynamics change on the dais. “Once you get on the board, now you are part of a team,” Kinnan said. “I’m confident (Miner) understands that it is all about teamwork, despite whatever issues he brought up in the past.” For his part, Miner hinted at toning down his antics while staying true to his beliefs. However, he still wants to remove high-stakes standardized testing such as the FCATs, a method with which he’s always disagreed. He compares his new inside role to the difference between being a prosecutor, which Miner was during his 38-year law career, and a judge. “Most people who went to the polls realize there are different roles,” Miner said. “A citizen coming up and speaking for three minutes is a lot different from someone who is sitting in a chair for this school board. I will continue to be an advocate, but it’s a whole different thing now.” Still, the watchdog bites. “It’s too bad that people are now coming around to my attitude as a result of this train wreck,” Miner said. “But we are turning the corner under David (Gayler, interim superintendent) and moving toward a open government. There is no alternative.” Contact Josh Siegel at jsiegel@ yourobserver.com.

be yourself

by Josh Siegel | Staff Writer

Inspired Minds gives students a voice The program will host a red-carpet event and screening, during which the kids will premiere their new film, ‘Color Me Invisible.’ LAKEWOOD RANCH — Manatee County educators Heather Manley and Helaine Grant created a filmmaking company for children last year to give students a vehicle to speak about social issues. They also did it because they’ve seen firsthand what it’s like to be voiceless. Manley is a seven-year former exceptional student education teacher with Manatee County Schools, while Grant has worked for 15 years with special-needs students. In 2011, the two turned their passion for filmmaking into Lakewood Ranch-based Inspired Minds, an education group that teaches kids how to make movies. During a two-week camp this winter, 32 area students in grades three through 10 created an eightminute, science-fiction film titled, “Color Me Invisible,” which pushes the theme of being true to yourself. The project, shot at Braden River Elementary school for four days, takes students through the entire process of filmmaking — from costuming to make-up, to set design, to writing — and culminates Dec. 1, with a red-carpet screening at Lakewood Ranch Cinemas. At the event, which starts at 9:30 a.m. and is free to the public, the Sarasota Film & Entertainment Office will proclaim Dec. 1 as “Film Kids Day.” Manley expects to draw 200 people to the screening. Last year’s film, “The Good Kids,” shed light on bullying and earned an award at the Sarasota Film Festival and a spot in the Gasparilla International Film Festival in Tampa. Each film starts with prompts from Manley. After the showing of “The Good Kids” last year during informal talks, students told Manley about

She has lived in CDD 6 for four years.

During a two-week camp this winter, 32 area students in grades three through 10 created an eight-minute science fiction film titled “Color Me Invisible,” which pushes the theme of being true to yourself. the pressure for middle schoolers and high schoolers to blend in. From that loose idea, Grant’s twin daughters, Nicole and Hannah, plus Savannah Wright — all Lakewood Ranch High School sophomores — spent long summer nights writing “Color Me Invisible.” “Ms. Manley gave us that rough idea and we saw it as a big issue, as well,” Wright said. “There are a lot of cliques in school and some people are pressured to be put into groups they don’t want to be in. We want people to know that it’s OK to be yourself and not let people judge you.” “Color Me Invisible” tells the story through an alternate universe, in which a special council wears colored morph suits, or skin-tight spandex over their face and body, and puts each character into social groups, represented by unique colors. Each person within the various colored groups acts and speaks the same. The main character, Jared, who likes to draw, skateboard and be alone, refuses to join a group and is designated an “invisible” who

loses his name and can’t socialize. Thirteen-year-old Blake Brannan landed the role of Jared by accident. Brannan, an eighth-grader at Nolan Middle School, who had a small speaking role in “The Good Kids,” tried out to be Scott, Jared’s best friend. Brannan’s good friend, 13-year-old Anthony Bavaro, auditioned to play Jared. Manley and Grant switched the duo’s roles. Brannan remembered looking up at Bavaro during the first take of the first filming day and laughing. It took 10 takes to shoot that scene. “Filming taught me a lot about patience,” Brannan said. “If you mess up your lines once, you start over. It’s a pain. “A lot is on you to learn by yourself and through the other kids, but that’s why it’s awesome,” he said, noting he received acting tips prior to filming. Nasya Kastelik, the 12-year-old, home-schooled co-director of the film, learned about movies the old-fashioned way. As a 4-year-old, Nasya sang and

danced around the house, which prompted her parents to enroll her in iPOP!, an acting agency in Los Angeles. Nasya soaked up life in front of the camera as an extra in Disney films. When Nasya started at Inspired Minds last year, her perspective changed. “At first, I wanted to have fun and be the best I could be in front of the camera, but I later realized I wanted to inspire other children,” Nasya said. “Behind the camera, as a director, you can inspire the most. That is where the magic happens.” An admirer of Steven Spielberg and Francis Coppola, Nasya dissects movies and points our framing errors when she watches movies with her parents. She says she’s learned the real-life lessons through Inspired Minds. “Making this movie taught me compassion, pride and curiosity,” Nasya said. “I learned to believe in others. A director has to do that.” Contact Josh Siegel at jsiegel@ yourobserver.com.

Hill, who was selected to fill a four-year term, has a doctorate in chemistry and has worked in applied polymer research, plantprocess development, management and related roles since 1968. He most recently served as president of Bellex International Corp., a specialty chemicals, polymers and electronic materials trading company, before retiring in 2000. “It’s not enough to just take pride (in your community); you need to contribute,” Hill said of why he applied. Ferry, who was selected to

fill a two-year term, lives in Lismore. He retired from Eastman

Kodak in 2001 and volunteers twice weekly at Lakewood Ranch Medical Center. He also has been involved in the Country Club West’s homeowners association. “I really want to do this job and help the community out,” Ferry said. After swearing in the board’s new supervisors, board members elected new officers, naming Burstein as board chairman; Williams as vice chairman; Ferry as treasurer; and Bruyer and Hill as assistant secretaries. New York Cares Coat Drive and the Jersey Coat Drive. Combined, the participating parties hope to collect 200,000 winter clothes. “This is an annual event, but Hurricane Sandy made the need greater,” said Delaney, a Paterson, N.J., native. “I’m a Jersey guy, so to see the devastation was heartbreaking. Lakewood Ranch is a great place to get people involved, because people here like to help others and look out for

the fellow man.” Shortly after Hurricane Sandy hit land, Delaney called NBA Cares officials and asked about extending the annual coat drive to Lakewood Ranch. Delaney said Stern and other higher-ups support grassroots efforts. “Whenever I present ideas or thoughts, they are very supportive,” Delaney said. “I try to understand what they are doing globally and see how I can tie it

in locally.” NBA Cares is the league’s global community outreach initiative that addresses social issues such as education, youth and family development and health. Programs and initiatives are held throughout the world. “Sports bond us,” Delaney said. “It’s all of our responsibility to help others. It’s our turn now.” Contact Josh Siegel at jsiegel@ yourobserver.com

In other business: • District managers are transferring files and other CDD documents to Lakewood Ranch Town Hall, which will begin to oversee the district’s business Jan. 1. • Supervisors delayed putting out a request for proposal for engineering services until January.

+ Development applications in limbo

+ Trial set for Midnight Pass suit

+ Possible parking changes ahead

Delray Beach-based Ocean Properties Inc. submitted pre-application documents to the town’s Planning, Zoning and Building Department Nov. 12 that call for the redevelopment of the 102 rooms at the existing Longboat Key Hilton Beachfront Resort and the addition of 85 more rooms that would be built in a new guest tower. The following week, hotel officials had an appointment to discuss the Hilton project with town staff during a pre-application hearing. “It’s been canceled,” said Town Planner Ric Hartman. “Indefinitely.” That’s because two days after the Hilton submitted its plans to the town, a Sarasota judge issued a judgment in favor of the Islandside Property Owners Coalition, which challenged the town’s code changes that gave commissioners more flexibility when approving projects. The judgment mandates the town must hold a referendum of its residents if it wishes to grant future tourism uses within the Islandside Gulf-planned development. It also urges the town to make clear changes to its codes and Comprehensive Plan. Town attorney David Persson informed the Longboat Key Town Commission Nov. 21 that redevelopment applications that come before the town are in limbo until the town makes changes to codes and development processes.

U.S. District Judge Elizabeth Kovachevich has lengthened the battle waged by the Midnight Pass Society to open the inlet that once flowed between Siesta Key and Casey Key. Unless the Florida Department of Environmental Protection and Sarasota County reach a settlement with the Midnight Pass Society in a lawsuit filed by the latter, they will go to trial Nov. 6, 2014. The society and plaintiffs, including Ophelia’s Restaurant, filed the suit in June with allegations that the DEP violated the Clean Water and Endangered Species Act by closing the inlet in 1983, among other complaints.

Commissioner Terry Turner said a downtown advocate’s suggestions for parking changes are “reasonable.” Turner wants the City Commission to discuss ways to bring those changes to downtown, including the elimination of timed parking enforcement on Saturdays and timed parking enforcement after 6 p.m. Monday to Friday. They also want a paid permit program that would allow employees to pay for a monthly permit in exchange for being able to park in parking areas without a time limit. If approved, the changes would turn back the clock and establish less-strict parking guidelines mirroring those in place several years ago. Some merchants say less-strict rules might entice more customers to shop and dine downtown.

+ Future hazy for Beach Road Fred Derr and Co. started construction on Siesta Key Nov. 19, to repair the collapsed stretch of Beach Road near the north end of the island. The roughly $250,000 project will give residents and tenants temporary access to properties on the east side of the road and should be completed by Dec. 3, according to a posting on Sarasota County’s website. County staff had originally intended to connect the engineering of the temporary repair with a long-term fix, with Fred Derr and Co. as the likely contractor. But, after comments from county commissioners, staff is considering another engineering survey to determine if solutions from other contractors are more efficient.

+ Sewer improvement under way

Contractors started a $1.6 million project to upgrade the sewer lift station that pumps sewage from downtown condos, Main Street businesses and homes on Lido Key and Bird Key. It will take about 11 months to install four moreefficient pumps at Lift Station 16. As part of the project, the contractor will install backup diesel pumps to keep the lift-station working in the case of a power shortage.

San Marco merchants visit their namesake Merchants in San Marco Plaza, along with their friends and family, visited Piazza San Marco, in Italy. LAKEWOOD RANCH — Although the public square in Venice, Italy, proved to be a somewhat familiar site, it still stole the breath of East County businesswoman Barb Smith, who visited the plaza for the first time earlier this month. “It was breathtaking,” Smith says. “I felt like I was still at home. The people in the square were friendly. It was just like home, except for the pigeons.” Smith, who owns 2nd Ann Rose Consignment Boutique in San Marco Plaza in Lakewood Ranch, visited Piazza San Marco in Venice, Italy, during an Adriatic and Mediterranean cruise last month. She and fellow San Marco Plaza business owners, husband-and-wife team Kevin Neurer and Victoria Roberts, of Victoria L. Roberts CFP, Roberts’ mother, East County resident Lillian Graziano, and other friends, returned from their roughly two-week trip Nov. 11. San Marco Plaza, Smith says, was one of the group’s first stops. The scene may not have been exact, but Smith says the Lakewood Ranch plaza, with its central clock tower, is clearly modeled after its namesake. “It’s much more ornate (in Italy),” Barb Smith says. “There’s a theater there and an old castle next to it. The clock tower is taller. It’s a square and people gather and drink coffee. There’re restaurants and boutiques.” Neurer shared similar sentiments. “The charm of Venice can’t be captured; nothing compares with what Photos by Fred Smith you have in Venice, but it San Marco Plaza’s clock (is) fun to share a name,” tower proved to be a focal Neurer says of the plaza. point in Venice, Italy. “(What we have is) like a miniature model (of it).” “It’s (neat) to be named after a place that’s so famous and so beautiful,” he says. “When you look at the tower in (our) plaza, it’s a little reminder of being in Venice.” During their cruise, the Smiths, Roberts, Neurer and other attendees toured other cities in Italy, including Rome, Ravenna, Catania, Naples and Sicily, and also visited places such as Kotor, Montenegro and Croatia. Smith says she enjoyed visiting the Vatican and other churches, the Colosseum, Pompeii and other attractions. Neurer agreed. “It was a great time,” Neurer said of the trip. “We had excellent ports, great cities and fun people to travel with. There really wasn’t a bad part of the trip. We enjoyed it from Venice to Rome and everything in between.” Contact Pam Eubanks at peubanks@yourobserver. com.

Kotor, Montenegro, had spectacular views. “It took a few hours, and on the way down, our legs started to feel like jelly, but the views on the way up and down and from the top were breathtaking,” Barb Smith said.

After the mother was informed of the situation, she asked the program if they filed a missing-persons report. Employees with the program said it was up to the mother to do so. The mother contacted the Manatee County Sherriff’s Office and told them her two daughters have a history of behavior problems and have run away from home in the past — though they always return. According to the mother, the girls were upset with being enrolled in the family resource program. It is unknown what the girls were wearing.

Three Lady Pirates commit to colleges Courtney Mirabella, Hannah Loyer and Ashley Allard all signed letters of intent to play college softball. BRADEN RIVER — After one unofficial visit to North Carolina State University, Courtney Mirabella knew she wanted to play for the Wolfpack. In front of her coaches, teammates, family and friends, the Braden River High softball ace honored her commitment to N.C. State — the school that first offered her a scholarship and stuck with its offer even after a head coaching change. Mirabella, who also had recently looked at the University of Florida and the University of South Florida, signed a national letter of intent Nov. 16 to play softball for N.C. State. “It’s a big relief because I don’t have to stress about where I’m going to go,” Mirabella says. “The girls are a big family. They’re really close and they help each other out. I also love ACC basketball.”

Mirabella spent the summer playing travel softball for Gold Coast Hurricanes, an All-Star team based out of Miami. Mirabella credits the experience as having been a valuable tool in preparing for the next level. “You get to play girls who are all going to Division I teams,” Mirabella says. “It gives you a chance to see what it’s going to be like because the game’s a little quicker.” Joining Mirabella in the signing process were fellow pitcher Hannah Loyer and utility player Ashley Allard. “It’s monumental,” Braden River coach Erin Spivey says of having three players sign. “It’s a big thing for a sport and the athletic program as a whole. That’s huge. They are all good student/athletes. “In eight years we’ve seen the progression of the program,” Spivey says. “What a good class of se-

MISS MANATEE / 15A teammates don’t take lightly. “It means a lot,” Angela says. “You have to be determined on this team because you always want to play well.” Teammate Madison Schaefer, 11, agrees. “It means a lot,” Madison says. “This is the first year since I started playing eight years ago that I’ve been on the (Observer team). I always wanted to play for the newspaper.” For as long as she can remember, Madison would grab the newspaper from her father, Mike, every fall and spring and immediately turn to the sports section. “There would always be one or two girls who would be featured,” Madison says. “I wanted to go look at it. I love sports, and I would always watch them.” Madison had never been a part of an Observer softball team until three months ago when her father told her dream of playing for the newspaper was finally coming true. “I was amazed,” Madison says. Madison and Angela donned their Ob-

server softball uniforms for the first time Sept. 25 and will prepare to take the field in their final regular season game Dec. 1 versus Mullets Aluminum before preparing for the playoffs. The team is 2-10 in the season, but coach Mike Schaeffer and the players agree the experience and the friendships they’ve made have become more important than overall records. “We’re very energetic,” Madison says. “We all love the sport and we’re all into the game. We’re kind of like sisters. We really know each other and stick together. “They’ve all got very different personalities, but they all blend well together,” Schaeffer says. “They’re a fun-loving group and they’re doing well — we’re just missing it. Our goal is use the season as a learning period, so we’ll be ready when the playoffs start in December. “We just want them to continue to learn and build on everything we’ve experienced so far, and have a lot of fun playing softball,” Schaeffer says.” Contact Jen Blanco at jblanco@yourobserver.com.

Kristin Zarrella

Matthew erjavec, P.A.

Lakewood Ranch High senior Kristin Zarrella crossed the finish line in 19:16.64 to finish 19th and pace the Lady Mustangs to a fifth-place finish at the Class 3A Cross-Country Finals Nov. 17, in Tallahassee. Zarrella is preparing for the upcoming track season before moving on to the University of Southern Mississippi, where she will continue her running career.

How do you think the team did this year? I think we really pulled together when we needed to. Given the conditions, I think we did really well. Everyone worked hard. We finished top five in the state, which is not too shabby. That was the goal. What made you decide Southern Mississippi was where you wanted to run next year? After my first visit, I couldn’t think of one con. It was just perfect for me. I love the coach, the team and the ambience there. Do you know what career you’d like to pursue? Definitely to become a teacher. The level is still to be decided, but I’ve wanted to be a teacher since kindergarten. Do you prefer cross country or track?

For a free consultation with an attorney call:

I like track more. I think track is a little more competitive. It’s just a great feeling to be on the track. You can see your competitors the whole time and everyone in the stands. I started track when I was 8 years old, so it’s just been a huge part of my life.

What was your reaction when you crossed the finish line in your final cross-country state final? It was crazy. It was a huge mix of emotions. It was exciting but really sad at the same time. I’m going to miss these girls so much. It’s time to move on to the next chapter, so I’m excited about that, too.
