4 west-side residents succumb to heat related deaths By MARY O’CONNOR

The Cook County Medical Examiner’s Office released information today indicating that there were 13 heat-related deaths during the recent period of severely high temperatures. The majority of the deaths were individuals with preexisting conditions that were exacerbated by the heat. The ongoing heat-wave was a factor in 11 other deaths since Thursday. An autopsy on Monday determined a south suburban woman found decomposed on Sunday died in part because of the extreme heat, bringing the number of confirmed heat-related fatalities

this season in Cook County to 13. The May death of Henry Olszewski, 85, of Matteson, appears to have been the first heat death of the season. All 13 were ruled accidents, according to the medical examiner’s office. Hellee Sanvorn, 78, of 14001 S. Western in Dixmoor was pronounced dead at the scene at 1 p.m. on Sunday. An autopsy on Monday found she died of heart disease, with a secondary cause of death listed as heat stress. It was the same cause of death for South Side resident Sandra Rollins, who was in her 50s and was found decomposed at her home at 1719 E.78th St. on Saturday,

according to the medical examiner’s office. An Oak Lawn man, Dee Tribb, 88, of 9550 Campbell Ave., also died Saturday of heart disease and heat stress after being found, decomposed, at his home, a Sunday autopsy determined. West Side resident Archie Jones, 68, of 3942 W. Monroe, was also found

decomposed at his home Saturday, where he was pronounced dead on the scene at 7:30 p.m., according to the medical examiner’s office. Jones died of heart disease-related causes and heat stress, according to the medical examiner’s office. On Saturday, an autopsy determined Uptown resident David Nikuni, 59, of 924 W. Gunnison St., died of heat stroke, according to the medical examiner’s office. Nikuni was found at his home and was pronounced dead at 7:24 a.m. Friday at Weiss Memorial Hospital, according to the medical examiner’s office. With a looming deadline, President Obama continued to negotiate with lawmakers to get the nation’s $14.3 trillion debt ceiling raised by Aug 2 as Republicans used harsh rhetoric to describe the President’s efforts. On Tuesday morning, Senate Minority Leader Mitch McConnell (R-KY) had stern remarks on the Senate floor about the status of the debt negotiations as well as House Speaker John Boehner (R- OH). “In my view, the president has presented us with three choices,” said McConnell referring to efforts to raise the debt ceiling. “Smoke and mirrors, tax hikes, or default.” At one point, McConnell said: “I have little question that as long as this president is in the Oval Office, a real

budge, period,” Obama said. “I mean, if the basic proposition is “it’s my way or the highway,” then we’re probably not going to get something done because we’ve got divided government.” Lawmakers met with the president on Tuesday afternoon for the third straight day of talks. Obama has pledged to meet with congressional leaders every day until the issue is resolved. The President was also scheduled to respond to the latest Republican comments during an interview with CBS News Anchor Scott Pelley on Tuesday evening. During Monday’s news conference, Obama said that he and Boehner had been in a series of conversations about reaching the biggest deal possible to resolve the nation’s debt and deficit challenges for a long period of time. The president said that pushing for the biggest deal is not easy. “I continue to push congressional leaders for the largest possible deal. And there’s going to be resistance. There is, frankly, resistance on my side to do anything on entitlements.

There is strong resistance on the Republican side to do anything on revenues. But if each side takes a maximalist position, if each side wants 100 percent of what its ideological predispositions are, then we can’t get anything done.” Obama wants a deal to be reached as soon as possible and says he will not sign an extension. “The things that I will not consider are a 30-day or a 60-day or a 90-day or a 180-day temporary stopgap resolution to this problem. This is the United States of America, and we don’t manage our affairs in three-month increments,” he said. The president says he’s even willing to be grilled by his own party to get a deal finalized. “[I] am willing to take significant heat from my party to get something done,” he added. Obama suggested that if a deal is not reached soon it could result in another potential recession for the country—something that he does not want to see happen. NEWS: IL redistricting map hazardous to GOP leadership

Assembly GOP leaders file law suit over new political redistricting maps By Andrew Thomason Illinois Statehouse News

SPRINGFIELD — Republican legislative leaders in Illinois filed a lawsuit Wednesday attempting to prevent the recently passed redistricting map from taking effect.

The lawsuit was filed in the U.S. District Court for the Northern District of Illinois by Senate Republican Leader Christine Radogno of Lemont, Republican Assembly Leader Tom Cross of Oswego, and several black and Hispanic residents. The lawsuit focuses on blacks and Hispanics not being given adequate input into how the new map was crafted, making the new map askew of the federal Voting Rights Act of 1965. Every 10 years, the majority party in the General Assembly redraws the state’s political lines to reflect population changes outlined by the U.S. census. “We are optimistic that the court will agree with us

Crystal St. in Chicago, who died at 11:50 p.m. Thursday at Saints Mary and Elizabeth Medical Center of heat stroke. He was found at 2724 W. Division St., according to the medical examiner’s office. Far South Side resident Christine Snell, 86, of 10129 S. Rhodes Ave., was pronounced dead at 10:30 a.m. Thursday at Advocate Trinity Hospital after suffering from heat at her home, according to the medical examiner’s office. Snell died of hypertensive cardiovascular disease but had heat stress, according to the medical examiner’s office. A West Side man, Haywood

McCoy, 84, of 1415 S. Pulaski Rd., was pronounced dead at noon Thursday at Northwestern Memorial Hospital after being overheated at his home. McCoy died of heart disease, with a secondary cause listed as heat stress. Another West-Sider, Greg Wolf, 47, of 1304 S. Kildare Ave., was pronounced dead at his home at 2:05 p.m. Thursday. Wolf died of coronary atherosclerosis, with secondary causes being schizophrenia and heat stress, according to the medical examiner’s office. Hezekiah Williams, 93, a West Side man who lived at 4830 W. Arthington St., also suffered from the heat at his home. The Friday autopsy showed he died of heart disease and heat stress, according to the medical

examiner’s office. Daisy Davis, 87, of 6612 S. Carpenter St. was found dead at her South Side home late Thursday or early Friday. The cause of her death was heart disease, with dementia and heat stress, according to the medical examiner’s office. South suburban resident Elizabeth Childs, 87, of 247 W. 155th St. in Calumet City was pronounced dead at 2:45 a.m. Friday at Ingalls Memorial Hospital in Harvey, according to the medical examiner’s office. The primary cause of her death was heart disease with a secondary cause listed as heat stress, according to the medical examiner’s office. Cook County government has been taking new levels of precau-

tions against the heat since Cook County President Toni Preckwinkle’s office. The Cook County Department of Homeland Security and Emergency Management held daily conference calls with the county and department members throughout county government to give reports and updates on all weather-related activities and coordinate actions between departments and agencies. There are cooling centers located throughout the county and posted online for people seeking relief from the oppressive heat. The last similar heat wave in the region was in 1995 and resulted in over 750 people deaths over a 5day period.

One such district the lawsuit points to is the newly created House District 23, on the south side of Chicago. The new district has a Hispanic voting age population of 46.3 percent, but the demographics of the surrounding area are such that a majority Hispanic voting age population district could have been created. In other words, mapmakers short-changed Hispanic voters by making them a voting minority in the district. Additionally, the lawsuit states that the new map violates the Illinois Constitution, because the map wasn’t made available to the Legislature or public for a proper review, and 34 of the new districts aren’t compact enough. Democrats at the statehouse posted proposed maps online, and made them available for a little more than a week. But Democratic legislative leaders, who controlled the redistricting process, then made some last minute changes and voted on a final map that was made public for only a few hours. The lawsuit also singles out the downstate, 96th District that runs from the east side of Springfield to parts of Decatur. “Certain of the [sic] districts in the Redistricting Plan including, but not limited to, Representative District 96, are of a shape so bizarre on their face that the shape can only rationally be understood to be an effort to separate voters into different districts on the basis of race,” the lawsuit states. “No sufficient or neutral justification can exist for the bizarre shape of Representative

District 96.” Kent Redfield, a longtime statehouse observer and professor of political science at the University of Illinois at Springfield, said all of the allegations are serious, but the GOP most likely has an alternative motive. “It’s not that the issues are frivolous, because they certainly aren’t, but the motivation is primarily to get the map overturned and get a more favorable political outcome,” Redfield said. This year was the first time since the adoption of the current state constitution in 1970 where one party — in this case the Democrats — controlled the Legislature and the governor’s office and therefore the whole redistricting process. That control allowed Democrats to create a map that puts them at a huge advantage over the GOP. Redfield said no map has been thrown out simply because it was politically advantageous to one party. “The maps in Illinois are always very partisan. So the party that loses out in redistricting, they’re trying to find some leverage, some way of overturning the map and getting into the courts and getting a more favorable outcome,” he said. Senate Democrats are reviewing the lawsuit, and Gov. Pat Quinn’s office is standing by the final map, said Rikeesah Phelon, spokeswoman of Senate President John Cullerton, D-Chicago. “The 2011 redistricting process represented the first time the people of Illinois were able to participate in the remap process, by taking part in more than 30 public hearings held throughout the state. This open and transparent process resulted in a map that represents our diverse state and protects the voting rights of minorities,” Quinn spokeswoman Annie Thompson said. The GOP have outlined several continued >

different scenarios if they succeed in their lawsuit: The Legislature would have to redraw all or part of the map; an outside party could redraw the map; or a legislative redistricting

commission outlined in the constitution could be tasked with redrawing the map. When a decision on the lawsuit will come down has not been determined.

Boehner admitted that he does agree with the president on some level but voiced his concerns over raising the debt ceiling. “I agree with the president that the national debt limit must be raised and I’m glad that he made the case for it today, but the American people will not accept — and the House cannot pass — a bill that raises taxes on job creators,” Boehner said. “The House can only pass a debt limit bill that includes spending cuts larger than the hike in

the debt limit as well as real restraints on future spending.” In addition, Boehner said that raising taxes is off the table and suggested that the president should be satisfied getting his requested debt limit increase, according to ABC News. “This is going to take sacrifice, and this is going to take political capital on both sides, and I’m certainly willing to take my fair share of it, but if we’re going to take political capital then let’s step up and do the big thing and the right thing for the country,” Boehner said. “Most Americans would say that a balanced approach is a simple one: the administration gets its debt limit increase and the American people get their spending cuts and their reforms, and adding tax increases to the equation doesn’t balance anything.”

LETTERS: Unfit, Unethical, Unliked “Instead of scheming with Yarbrough, Welch should deliver results for Dist 209”

Being better known only helps if people like you State Representative Karen Yarbrough recently suggested that Commissioner Rory Hoskins would have trouble getting votes out Forest Park if he ran for the 7th District house seat. She seemed to be implying that, because District 209 School Board President Emanuel “Chris” Welch is better known, he would have an advantage. Being better known only helps if people like you. If a head-to-head election between Welch and Hoskins were held today, Hoskins would beat Welch in the Proviso part of the 7th District without stepping foot outside of Forest Park. In a head-to-head election in March 2006, Yarbrough beat Welch by a large margin in Proviso Township. Welch made his case with numerous direct mailers, yard signs, plenty of campaign workers, and a bottomless pit of money. He ran his best campaign, but the voters rejected him. In 2009, Welch was named on many of the ballots in the race for the D209 school board. Did he rehabilitate himself during that time? No. There were advantages he had in the school board race that he won’t have in a race for state rep. In the 2009 school board race, citizens voted for up to four candidates. It’s harder to go negative against one candidate when every other contender is trying to get in the top four. Welch regularly outspends opponents and has the advantage of large numbers of gov-

ernment workers and D209 employees who “volunteer” on his campaign.

ne of President Ronald Reagan’s most famous quotes is “Here we go again” and it’s so appropriate for the current commotion in our nation’s capitol. Maybe there is a reason that we don’t find elephants and donkeys located near each other at the zoo however we do pay for them to work together in Washington D.C. I think we are all a little fed up listening to the reasons why the Democrats and Republicans can’t agree on how to resolve the budget and debt issues before the deadline on August 2. It would seem at this point both parties would under-

stand that the definition of compromise literally means that an individual or a group will not get everything that they put on the table during negotiations. When you think about it there are standoffs taking place every second of every day so this is nothing new however the US government law makers have the stubbornness thing down pat. It’s no different than a three-year old asking their parent for five cookies and they are told that they can have two. Then there’s the person holding up the rest of the customer service line attempting to argue to the death with the store manager to receive a cash refund when their receipt clearly states “Store credit only”.

That is, if Hoskins didn’t raise serious money and didn’t remind voters of all the reasons why Welch was an unfit, unethical, and, generally, an unlikeable candidate when he ran for the seat in 2006. Even if Hoskins campaigned poorly, he could likely beat Welch. Welch has to hope that multiple candidates run against him, and that none go negative against him. 3 This doesn’t seem likely. Welch has been at the helm of what has arguably been the worst school district in Illinois for nearly a decade. And when factoring in the relatively high per-pupil spending, it makes the poor test scores even more exasperating. Districts that serve much poorer communities than

Welch probably feels like he’s stuck with a dead-end job and thinks his political career is going nowhere. It’s true. But that’s the way democracy is supposed to work for politicians who are unfit, unethical and unlikeable. “The fault, Dear Brutus, is not in our stars, but in ourselves.” If Welch wants to rehabilitate himself politically, rather than scheming with Yarbrough, he should deliver results for the students and taxpayers at D209.
