Despite some efforts to improve the situation, corruption and weak governance remain major hurdles in Angola (as shown in Figure 1.4). In fact, the country is perceived to have one of the highest levels of corruption in the world (CRES 2008). In relation to domestic sourcing policies in the petroleum sector, many questions are being raised around the conflict of interest arising from Sonangol’s role as operator and shareholder in oilservice companies (IEA 2006).
