Surrounded by regional instability, the 1960s was a turbulent decade for Lao People’s Democratic Republic, presenting a complicated economic, political and social landscape. Lao PDR, known then as the Kingdom of Laos, recognized its development challenges in the late-1950s.

Focused on improving the livelihoods of its peoples, Lao PDR joined the International Monetary Fund (IMF) on July 5, 1961 and became the 69th member country of the International Bank for Reconstruction and Development (IBRD), also known as the World Bank.

One year after Lao PDR joined the IMF and IBRD, His Royal Highness Prince Souvanna Phouma, Prime Minister at that time, recognized that additional development aid was needed due to escalating regional hostilities. On July 30, 1962 Prime Minister paid a formal visit to Washington to meet with Sir William Iliff, then Vice President of the World Bank, to request country rehabilitation assistance.
