Disability is most commonly measured using scales that assess the ability of individuals to perform activities of daily living, such as eating, dressing, toileting, and ambulation, as well as instrumental activities of daily living, such as shopping, doing housework, doing laundry, preparing meals, and using transportation. 18. Measured relative to GDP. 19. The projections focus on expenditures, ignoring fiscal issues pertaining to debt and taxation. More generally, the projections are not based on notions of equilibrium. Also important, the projections do not include any increase in productivity linked to the investment in human capital. The authors emphasize that these are not so much forecasts for what will happen in any particular country as they are illustrative projections that seek to uncover what features of the countries under consideration are likely to be significant. 20. This average, however, consists of an aggregation of countries where the impact will be small, countries where it will be beneficial, and countries where spending is projected to increase dramatically.
