Put a team together to develop the strategy

Seek team members who: • Represent various sectors and institutions involved in M&E • Have high-level authority and have demonstrated leadership in HCD and/ or M&E • Have a history of successful collaboration in issues to do with M&E or HCD • Are knowledgeable about human resource policy and issues • Understand the staffing requirements for M&E • Can think creatively and comprehensively Deliverable: A team for the task, with clearly defined roles for each team member.
Step 3:
Carefully review the HCD Assessment (or conduct one if not yet done)
Carefully review the findings and recommendations of an existing HCD assessment if one has been done recently or, if not, do one (see Section 6 for more information on how to do an HCD assessment). Deliverable: HCD assessment findings reviewed carefully.
Step 4:
Prioritize the HCD issues that need to be addressed
The HCD assessment will reveal areas of human capacity to be developed. The team should work together to identify the most critical skills required and prioritize attention to address them. Principles of prioritization of human capacity may include prioritizing: •

Capacity needs of full-time people responsible for implementing and managing the M&E system. Without their leadership in the M&E system, it will not be fully operational. Capacity needs of people responsible for collecting, capturing, and reporting routine data, the rationale being that routine data systems are the backbone and often most neglected part of M&E systems Capacity needs of people responsible for interpreting and using the data because data use is the raison d’être of M&E systems (Without data use, all other M&E processes are of little value.)
