extent, the Former Yugoslav Republic of Macedonia and Tajikistan (figure 1.2). The second subindex, a country’s sensitivity to climate change, is based on indicators likely to increase the impact of climate shocks. These include physical indicators, such as the available renewable water resources per capita and the extent of air pollution (since particulate matter in the air worsens the impact of heat waves), and economic indicators capturing the importance of agriculture in the economy (share of employment and value of assets) and the share of electricity derived from hydroelectric plants. We also included a measure of the overall quality of infrastructure since infrastructure in poor condition is more likely to fail during an extreme event. Last, we included the share of population over age 65, since people in this group tend to be more sensitive to climate shocks. The results suggest that Central Asian countries are particularly sensitive to climate change—along with Albania, Armenia, and Georgia (figure 1.3). The third subindex, adaptive capacity, is estimated by combining social (income inequality), economic (gross domestic product [GDP] per capita), and institutional measures.8 The adaptive capacity index differs from the other two in that higher values are good—that is, they denote higher adaptive capacity (figure 1.4).
