Primary Repetition Rate. The repetition rate at the primary level declined from 13.2 percent in 1999 to 9.8 percent in 2003, as shown in table 4.6. Analyses show that in 2003 more boys repeated than girls at 10.1 percent and 9.4 percent, respectively. The Rift Valley had the highest repetition rate in 1999 at 15.2 percent, and the Coast had the highest rate in 2003 at 11.5 percent. The lowest repetition rate in 2003 was reported in Nairobi (0.6 percent) and North Eastern (4.7 percent).
