CAPITULO/CHAPTER 1 PRINCIPIOS/ PRINCIPLES Artículo 1: Somos una Institución Civil sin fines de lucro denominada Organización Mundial de Scouts independientes por sus siglas en Ingles (WOIS), con sede en la ciudad de Santiago de Chile y con personería jurídica propia, pudiendo fijar su sede en cualquier país a decisión de las instituciones miembros.

Article 1: We are a Civil Institution nonprofit called World Organization of Independent Scouts for its acronym in English (WOIS), located in the city of La Asuncion, Paraguay with its own legal personality, being able to set their headquarters in any country decision of the member institutions.

Artículo 2: Somos una Hermandad de seguidores, de la obra de nuestro Fundador Robert Stephenson Smith Baden Powell of Gilwell, nos declaramos en una hermandad en el que existe el sentimiento de mutua comprensión y camaradería, siendo nuestra guía para tal fin La Ley y La Promesa Scout.

Article 2: We are a Brotherhood followers of the work of our founder Robert Stephenson Smith Baden Powell of Gilwell, we declare a brotherhood in which there is a feeling of mutual understanding and camaraderie, being our guide for this purpose Law and the Scout promise.

Artículo 3: Los objetivos de nuestra organización son: 3.01.-Brindar de Organización Base a nivel Mundial a todas las Organizaciones Scouts Independientes que ha bien deseen integrarnos.

3.02.-Ser un Referente autentico del Escultismo y la obra de nuestro Fundador Baden Powell de Gilwell.

3.03.-Proporcionar un esquema de Valores basados en la Ley y La Promesa así como también en los principios Morales y Espirituales de nuestras Organizaciones Nacionales.

3.04.-Contribuir al sano desarrollo de las potencialidades y capacidades de todos (quienes practican) (los agremiados practicantes del) escultismo tradicional.

3.05.-Construir un Mundo mejor donde las barreras sociales, raciales y de género sean inexistentes en nuestras Instituciones Afiliadas.

3.06.-El fin del Movimiento es la educación de los niños (as) y jóvenes para que se conviertan en ciudadanos libres, tolerantes y responsables de un estado democrático constitucional.

3.07.-Practicar el Escultismo Tradicional descrito por Baden Powell en su obra ESCULTISMO PARA MUCHACHOS. 3.08.-Divulgar y Acentuar nuestro compromiso a los objetivos de desarrollo del milenio descritos por la UNESCO, de donde emanan parte de nuestros programas y estrategias de desarrollo.

Article 3: The objectives of our organization are: 3.01.- Provide Base Organization Worldwide Organizations all Independent Scouts who wish to integrate well.

3.02.- Being an authentic Referent Scouting and work of our founder Baden Powell of Gilwell.

3.03.-Provide a scheme based on the Law and Promise as well as the principles Moral and Spiritual Values of our National Organizations.

3.04.-contribute to the healthy development of the potentialities and capabilities of all (practitioners) (practitioners union members) Traditional Scouting.

3.05.-Building a better world where social, racial and gender barriers are nonexistent in our Affiliated Institutions.

3.06.-The end of the movement is the education of children and youth to become free, tolerant and responsible citizens a constitutional democratic state.

3.07.-Practicing Traditional Scouting described by Baden Powell in his SCOUTING FOR BOYS. 3.08.-divulge and to Accent our commitment to the Millennium Development Goals outlined by UNESCO, from which emanate part of our programs and strategies.

Artículo 4: La Misión de Nuestra Institución es: Contribuir a la formación integral de Niños y jóvenes a través del cumplimiento de sus deberes para con Dios, para con los demás y para consigo mismo, incorporándolos de esa manera al proceso de crecimiento de cada uno de nuestros países miembros.

Article 4: The Mission of Our Institution is: Contribute to the integral formation of children and youth through the fulfillment of their duties to God, to others and to himself, thereby incorporating the process of growth of each of our member countries.

Artículo 5: La Organización es neutral en cuanto a la política y las denominaciones y no actúa por intereses privados de ninguno de sus miembros. Se abstendrá de tomar posición en temas políticos y religiosos.

Article 5: The Organization is neutral as to politics and denominations and does not act by private interests of any of its members. Shall refrain from taking a position on political and religious issues.

Artículo 6: Todos los Miembros de la Organización Mundial de Scouts Independientes, deberán adherirse a la Promesa y La Ley Scout, en un lenguaje apropiado a las culturas e individualidades de cada País o Región, el texto básico de la Promesa Scout y la Ley Scout es: “Por mi honor prometo que hare lo mejor (o hacer cuanto de mi i

dependa Para cumplir con mis deberes para con Dios y el Rey (o para con Dios y mi Patria) Ayudar a los demás en cualquier Circunstancia Y Obedecer la Ley Scout” La Ley Scout 1. El Scout cifra su honor en merecer confianza.

2. El Scout es leal.

3. El Scout es servicial.

4. El Scout es amigo de todos y hermano de cualquier otro Scout.

5. El Scout es cortés.

6. El Scout ve en la naturaleza la obra de Dios y la protege.

7. El Scout obedece a conciencia, es trabajador y perseverante.

8. El Scout canta y sonríe en sus dificultades.

9. El Scout es ahorrativo, cuida y respeta el bien ajeno.

10. El Scout es puro (sano) de pensamiento, palabras y obras.

Article 6: All Members of the World Organization of Independent Scouts must adhere to the Scout Promise and Law, in language appropriate to the cultures and individualities of each country or region, the basic text of the Scout Oath and Scout Law is: "On my honor I promise I'll do better (or do all my i depends) To fulfill my duties to God and King (or to God and my country) 5

9. A Scout is thrifty, cares and respects the good of others.

10. The Scout is pure (healthy) of thought, word and deed.

Art铆culo 7: Al promover desinteresadamente el Escultismo, la Organizaci贸n promueve los fines caritativos a los efectos de la Legislaci贸n Impositiva.

Article 7: To disinterestedly promote Scouting, the Organization promotes the charitable purposes of the Tax Law.

CAPITULO/CHAPTER 2: MIEMBROS/MEMBERS 6

Artículo 8: Todas las Instituciones Scouts que voluntariamente cumplan con los objetivos de nuestra Organización Mundial, se adhieran a la Ley y Promesa, promuevan un clima de Hermandad, Camaradería y Comprensión podrán ser miembros de la WOIS. Article 8: All Scouts institutions that voluntarily comply with the objectives of our World Organization, adhere to the Law and Promise, promote an atmosphere of brotherhood, camaraderie and understanding may be members of WOIS. Artículo 9: Los Requisitos para ser miembro de la Organización Mundial de Scouts Independientes son: 9.01.-Cada Institución deberá Obtener y Presentar su personería Jurídica emitida por cada país de origen.

9.02.-Cada Institución deberá Presentar Pruebas irrefutables de su funcionamiento a nivel Nacional o Regional.

9.03.-La solicitud de admisión se hará por escrito por medio de una declaración de incorporación, para a su vez recibir carta de acuse y el cuestionario de requisitos a entregar por el ente Regional si existe la Región, o Mundial si no existe Región en la zona donde opere la institución scout.

9.04.-Mantener a la Organización scout como un independiente voluntario, apolítico y de corte Tradicional.

Movimiento

9.05.-Mantener al día los pagos de las cuotas asociativas tanto a nivel mundial como de la región a la cual pertenece.

9.06.-Las Instituciones miembros deberán presentar un informe anual detallado donde señalen, actividades realizadas en el año, cursos de adiestramiento, membrecía y planes de expansión, finanzas actuales y adquisiciones de bienes en el periodo que comprende el ejercicio.

9.07.-Notificacion a su Consejo Regional y al Consejo Mundial de cualquier cambio en su constitución o estatutos scouts en lo que refiere a Principios.

9.08.-Las Instituciones Miembros deberán enviar a la Secretaria Regional de la respectiva región donde opere, copia de su política de protección infantil.

Article 9: Requirements for membership of the World Organization of Independent Scouts are: 9.01.-Each institution must obtain and submit their legal status issued by each country.

9.02.-Each institution should present irrefutable testing operation at national or regional level.

9.03.-The application form will be written by a declaration of incorporation, to turn receive acknowledgment letter and questionnaire requirements to deliver by the Regional entity if the Region, or World absence Region the area where scout operate the institution.

9.04.-Keeping Scout Organization as an independent voluntary, apolitical and cut Traditional Movement.

9.05.-Keeping daily payments of membership fees both globally and in the region to which it belongs.

9.06.-The member institutions must submit a detailed annual report which indicate, activities in the year, training courses, membership and expansion plans, current finance and procurement of goods in the period covered by the exercise.

9.07.-Notice to the Regional and World Council of any changes to their constitution or statutes scouts as regards Principles Board.

9.08.-Member bodies should submit to the Regional Secretary of the respective Artículo 10: La calificación de miembros dentro de la Organización Mundial de Scouts Independientes es la siguiente: 10.01.-Miembro Provisional: Es aquella institución Scout que ha realizado su carta de postulación o incorporación a las filas de la WOIS, El Consejo Regional deberá resolver finalmente sobre la admisión del miembro provisional, notificándole su aceptación por escrito con copia a todos los Presidentes o Jefes Scouts de la Región, en caso de no existir Región en el continente donde opere la institución scout podrá formalizar este paso al Comite Mundial.

10.02.-Miembro Prospecto: Es aquella institución scout que ha cumplido con los pasos iniciales en su fase de provisional y al ser admitido deberá presentar los recaudos que el consejo regional le enviara por intermedio de la secretaria de región, igualmente para este paso en el caso en que la institución scout no se encuentre dentro de una región conformada será el comité mundial quien deberá entregar el formulario de recepción de documentos. El periodo de prueba para esta fase es de al menos un año prorrogable hasta por dos años.

10.03.-Miembro Pleno: Es aquella institución scout que en sus lapsos de tiempo establecido y luego de enviar completamente los recaudos, logra su aceptación tanto a nivel de región como a nivel mundial. Sólo se consigue la condición de miembro pleno cuando se tiene personería jurídica, grupos scouts en más de dos ciudades y un mínimo de 350 muchachos en las distintas secciones. Los que no cumplan con esta normativa, tendrán los mismos derechos de un miembro pleno, con la sola excepción del derecho a voto. Transitoriamente serán miembros 8

plenos fundadores, todas las organizaciones que tengan esta condición en WOIS al 30.03.2010.

Article 10: The qualification of members within the World Organization of Independent Scouts is: 10.01.-member Provisional: Is that Scout institution that has done his nomination letter or enlistment of WOIS, The Regional Council will finally decide on the admission of provisional member, notifying its acceptance in writing with copies to all Presidents or Chief Scout of the Region, in the absence Region in the continent where operate the scout institution may enter this step the World Committee.

10.02.-Member Prospect: Is one scout institution has complied with the initial steps in its interim phase and admission must submit the precautions that the regional council will send through the secretary of region, also for this step in the case where the scout institution is not located within a region formed committee will be the world who must deliver the form of receipt of documents. 10.03.-Full Member: Is that scout institution in their periods of time and then send all the precautions, achieves its acceptance at both the region and globally. Only full member status is achieved when you have legal status, scout groups in over two cities and a minimum of 350 boys in different sections. Those who do not comply with these rules, shall have the same rights of a full member, with the exception of the right to vote. Temporarily be full members founders, all organizations that have this condition in WOIS al 30.03.2010.

Artículo 11: Procedimiento General para la solicitud de membrecía.

11.01.-Enviar la Carta de postulación al consejo regional o mundial, indicando, País, Nombre completo de la institución, cantidad de miembros a la fecha y cualquier información de interés para realizar con éxito su presentación en dicha carta.

11.02.-Recepcionada la carta el Consejo Regional o Comité Mundial tendrá un plazo de 15 días Hábiles para aceptar la postulación y enviar los recaudos a remitir con el formulario de solicitud.

11.03.-Se deberá enviar al Consejo Regional o Comité Mundial copias de los siguientes recaudos: P.O.R, Manuales de Secciones, Fotos de Actividades, Reglamento de Adiestramiento Adulto, Planes de Progresión o Adelanto de sus secciones, listado de Insignias de Madera a la fecha, sede física, y la política de la institución referente a la protección infantil.

11.04.-Las Asociaciones Provisionales deberán enviar los formularios junto con la información solicitada al consejo Regional o Mundial, el material será revisado por el consejo Regional o Mundial y será votado y de ser aceptado la institución scout será considerada Miembro Prospecto.

11.05.-El Consejo Regional nombrara un tutor el cual viajara a la sede física de la institución y realizara una evaluación de la misma, donde se puedan observar los alcances de ella y verificar si se comporta como una institución independiente y tradicional.

11.06.-Si el Tutor o Comisionado visitante considera que la asociación o institución scout es aceptable, elaborara un informe detallado de la visita enviando el mismo en Ingles y Español al Consejo Regional o Comité Mundial en los Quince días (15) siguientes a la visita.

11.07.-Luego de Recibido el informe el Consejo Regional o Comité Mundial tendrá 30 días hábiles para decidir la aceptación de Membrecía Plena, si es afirmativa quedara con una Membrecía Condicional hasta el momento de la siguiente Asamblea Regional o Mundial, en donde se le concederá su Membrecía Plena en acto público.

11.08.-En el caso opuesto (la no aceptación de la Institución) el consejo Regional o Mundial enviara Carta con los puntos a desarrollar y la misma tendrá un primer plazo de un año (1) a partir de la fecha de recepción.

11.09.-Luego de cumplido el año el Consejo Regional nombrara otro Tutor o Comisionado diferente al inicial, el cual evaluara nuevamente a la institución y enviara un informe en los mismos plazos del Numeral 12.06.

11.10.-Si el Tutor o Comisionado envían un informe afirmativo y de apreciaciones positivas de la institución, el Consejo Regional o Mundial deberá seguir los plazos y procedimientos del Numeral 12.07 11.11.-Si el Informe es Negativo nuevamente se procederá a realizar el procedimiento del Numeral 12.08 y la institución tendrá una llamada de Atención en la próxima Asamblea Regional y tendrá nuevamente un año para poder lograr su membrecía plena, en este caso dos (2) miembros del Consejo Regional o Mundial se trasladaran al país sede y verificaran los puntos que no se han podido alcanzar. Siguiendo los procedimientos de los Numerales 12.06, 12.07 del presente reglamento.

11.12.-La No-Admisión de la Institución será equivalente a la exclusión y esta es inapelable.

11.13.-Las Visitas de los Tutores o Comisionados serán consensuadas con las instituciones Scouts para evitar traslados innecesarios todo esto en el contexto de nuestra hermandad.

11.14.-Queda expresado que la inclusión en nuestras filas es responsabilidad exclusiva de nuestros Consejos Regionales, únicamente el Comité Mundial podrá hacer esa función cuando no exista Región donde esté operando nuestro futuros agremiados.

Article 11: General Procedure for applying for membership.

11.01.-Submit Nomination letter to regional or global council giving, Country, Full name of the institution, number of members to date and any information relevant for successful presentation in the letter.

11.02.-reception of the letter, the Regional Council or Global Committee shall within 15 Working Days to accept the application and send the precautions to be submitted with the application form.

11.03.-It shall send the Regional Council or Committee World copies of the following documents: POR, manuals Sections, Photos Activities, Adult Dressage Rules, Progression Plans or payment of its sections, listing Badges Wooden date , physical location, and the policy of the institution concerning child protection.

11.04.-Provisional Associations must submit the forms along with information requested from the Global Regional or advice, the material will be reviewed by the Regional or World council and will be voted and being accepted scout member institution shall be considered Prospectus.

11.05.-The Regional Council shall appoint a guardian who will travel to the physical location of the institution and conduct an evaluation of it, where you can observe the scope of it and see if it behaves as an independent and traditional institution.

11.06.-Tutor or visitor If the Commissioner considers that the scout association or institution is acceptable, prepare a detailed report of the visit by sending the same in English and Spanish at the Regional Council or World Committee Fifteen (15) days after the visit .

11.07.-After receiving the report the Regional Council or World Committee will have 30 working days to decide whether to accept Full Membership if affirmative stay with Membership Conditional until the next World or Regional Assembly, where he will be granted your Membership Plena public act.

11.08.-On the opposite (non-acceptance of the Institution) if the World Regional Charter send or advice points to develop and it will have an initial term of one (1) year from the date of receipt.

11.09.-After year met the Regional Council shall appoint another guardian or Commissioner different initial, which assess the institution again and send a report on the same timescales of Numeral 12.06.

11.10.-If the Commissioner Tutor or send an affirmative and positive assessment of the institution report, the World Regional or Board shall follow the terms and procedures of Paragraph 12.07 11.11.-If the report is negative again will proceed to perform the procedure in Paragraph 12.08 and the institution will call attention in the next Regional Assembly and will have again a year to achieve full membership, in this case two (2) members of the World Council Regional or transferred to the host country and verify the points could not be reached. Following the procedures of Paragraphs 12.06, 12.07 hereof.

11.12.-The Non-Admission of the Institution shall be equivalent to exclusion and this is final.

11.13.-Las visits Tutors commissioners will be agreed with the Scouts institutions to avoid unnecessary all this in the context of our brotherhood transfers.

Artículo 12: La membrecía se pierde por renuncia, exclusión o la disolución de la asociación miembro.

Artículo 13: Una Organización Miembro podrá retirarse de la Organización Mundial de Scouts Independientes, mediante un preaviso escrito (renuncia) dirigido al Comité Mundial con copia a la Región donde pertenece. El retracto surtirá efecto el 30 de Noviembre del segundo año posterior a aquel en que el preaviso fue cursado, como reserva de que la Organización Miembro haya, en dicha fecha, cumplido todas las obligaciones resultantes de su cualidad de miembro, incluidas las obligaciones financieras.

Article 13: A Member Organization may withdraw from the World Organization of Independent Scouts, by written notice (resignation) approached the World Committee with copies to the region where it belongs. The withdrawal shall take effect on November 30 of the second year following that in which the notice was completed, and subject to the Member Organization has, on that date fulfilled all obligations arising from their status as members, including financial obligations.

Artículo 14: Los que pueden realizar una moción de retracto o renuncia para excluir a una asociación miembro son: 15.01.- Un miembro del comité de la Organización 15.02.- El comité de una asociación miembro.

Artículo 15: Las razones para la exclusión de una institución miembro son las siguientes: 15.01.-la asociación miembro o su comité están actuando de manera contraria a los fines e intereses de la Organización.

15.02.-los miembros de la asociación o su comité están dañando la reputación de la Organización Mundial de Scouts Independientes.

15.03.-La asociación miembro no está cumpliendo con sus obligaciones como miembro de la Organización.

15.04.- Se deben cuotas por más de dos (2) años.

15.05.- Una asociación miembro o su comité están actuando en contra de la ley de su país de origen, de los principios democráticos, o de los métodos e ideas del Escultismo concebido por Baden Powell.

Article 15: Reasons for exclusion of a member institution are: 15.01.-member association or its committee are acting contrary to the purposes and interests of the Organization.

15.02.-members of the association or its committee are damaging the reputation of the World Organization of Independent Scouts.

15.03.-The member association is not fulfilling its obligations as a member of the Organization.

15.04.- quotas should be for more than two (2) years.

15.05.- A member association or its committee are acting against the law of their country of origin, democratic principles or methods and ideas conceived by Baden Powell Scouting.

Artículo 16: Los dirigentes de la asociación miembro o sus comités serán notificados de la exclusión por escrito con un informe detallado de las razones. Se puede presentar una objeción de la exclusión dentro de las ocho semanas siguientes a la medida, mediante notificación registrada al comité de la Región.

Article 16: The leaders of the member association or its committees will be notified of the exclusion in writing the reasons detailed report. You can lodge an objection to the exclusion within eight weeks to the extent registered by notifying the committee of the Region.

Artículo 17: En caso de objeción, la asamblea general debe escuchar a los representantes de la asociación miembro en un plazo no mayor a su próxima asamblea ordinaria, y tomará su decisión final, con la mayoría absoluta de los votos emitidos.

Article 17: In case of objection, the General Assembly should hear representatives of the member association within a period not greater than its next regular meeting, and make its final decision, an absolute majority of the votes cast.

Artículo 18: Otros reclamos mutuos permanecerán inalterables por la finalización de la membrecía.

Artículo 19: La Organización Mundial de Scouts Independientes da una sola membrecía por país, en los casos en que se puedan dar dos o mas membrecías se deberán seguir y cumplir los siguientes parámetros: 19.01.-La mutua comprensión y respeto en toda materia inherente al escultismo tradicional es una condición explicita en nuestro Articulo 2 del presente reglamento. Esto debe ser observado entre las dos Entidades Scouts de un mismo país, que deseen pertenecer a nuestra institución.

19.02.-La Región pedirá a la Institución primaria y reconocida un informe detallado de quienes son los postulantes para así crear un mejor camino para la toma de la decisión.

19.03.-En el País, debe al menos tener una población de más de 40.000.000 de Habitantes y se evaluara también la cantidad de Organización Scouts presentes en ella.

19.04.-La distancia entre una y otra deberá ser de más de 5.000 Kilómetros (3.107 Millas) para poder aplicar a la membrecía.

19.05.-La Organización Mundial de Scouts Independientes no acepta membrecías individuales o llamados scouts solitarios ya que quien nos representa en el país es nuestro agremiado o Asociado y toda membrecía pasa a través de ella.

19.06.-Si la asociación que desea ingresar es de corte tradicional especializado, como scouts aéreos, marinos o adultos no aplicaran las regulaciones estipuladas en los artículos 20.03 y 20.04

Article 19: The World Organization of Independent Scouts gives one membership per country, in cases that may occur two or more memberships must follow and comply with the following parameters: 19.01.-The mutual understanding and respect in all matters inherent to traditional Scouting is a condition explicitly in our Article 2 of this regulation. 22.04.-Preferiblemente Poseedor de la Insignia de Madera en cualquier sección de su Institución scout.

Article 22: The profile of Members of the World Committee is: 22.01.-Greater for 30 years.

22.02.-With no less than five years in management positions in their home country.

22.03.-With vocational training, Morality and Ethics faultless.

22.04.- Preferably Holder Wood Badge in any section of your scout Institution.

Artículo 23: Los miembros del Comité deberán delimitar sus responsabilidades y cooperar. En caso de ser necesario el comité deberá adoptar reglas de procedimiento.

Article 23: Members of the Committee shall define their responsibilities and cooperate. If necessary the Committee will have adopt rules of procedure.

Artículo 24: El Comité estará compuesto por: -

Artículo 25: Los miembros del Comité Mundial serán elegidos individualmente por la Asamblea General por un término de 5 años y se permite la reelección por un periodo más.

Artículo 26: Las Funciones del Comité Mundial son: 26.01.- Representar a la Organización Mundial de Scouts independientes en todo acto dentro y fuera de la Organización.

26.02.- Asiste a los consejos Regionales en materias como Principios, Estructura y Reglamentos así como el diseño de procedimientos de acción y operación relativos a materias específicas.

26.03.-Proporcionar los servicios relativos a la promoción del escultismo tradicional e Independiente en todo el mundo.

26.04.-Promueve el Desarrollo de la Organización Mundial de Scouts independientes en los países donde no exista.

26.05.-Supervisa a través de sus canales, Eventos Scouts tanto regionales como mundiales tales como Jamborees, Moots, Foros etc.

26.06.-Reunirse con la regularidad que sus miembros soliciten, bien sea por cualquier medio electrónico o en persona.

26.07.-Deberan llevar asientos y registros de las discusiones de sus reuniones, estos registros serán responsabilidad de la secretaria del Comité Mundial.

26.08.-Expedir el Certificado Mundial de Membrecía a todos los miembros Plenos de nuestra institución que sean avalados por sus respectivos Consejos Regionales.

26.09.-Recibir, Adquirir, aceptar y poseer, en nombre de la WOIS, por donación , legado, compra, cesión, cualquier clase de Bienes Raíces, o personales necesarios para los fines y objetivos de la Organización Scout Independiente a nivel Mundial.

26.10.-Recibir los Currículos para los Cargos de Elección y la Asociación Postulante, dichos Archivos deberán ser remitidos a las regiones scouts y esta a su vez a las Instituciones Scouts para su estudio, esto debe hacerse 17

con al menos seis (6) meses antes de la instalación de la Asamblea Mundial.

Article 26: The functions of the World Council are: 26.01.- Represent the World Organization of Independent Scouts in any act inside and outside the Organization.

26.10.-Receive Resumes for Elected Officials and Candidate Association, these files should be submitted to the scouts regions and this in turn to the Scouts institutions for study, this must be made at least six (6) months prior installation of the World Assembly.

Artículo 29: El comité mundial podrá nombrar tantos Comisionados Mundiales como materias halla que resolver, pero es prioritario nombrar los siguientes para llevar las materias que podrán hacer cumplir los fines de nuestro movimiento, descritos en el Artículo 3 del presente reglamento, y que contemplen el desarrollo de la Organización: 29.01.-Comisionado Mundial de Programa Scout 29.02.-Comisionado Mundial de Adiestramiento Adulto.

29.03.-Comisionado Mundial de Internet y Medios Electrónicos.

29.04.-Comisionado Mundial de Expansion Dichas comisiones duraran por el periodo de tiempo que el Comité Mundial disponga, no tienen derecho a voto en la Asamblea Mundial y son de libre remoción, sus alcances y responsabilidades serán informadas en los capítulos 7, 8 y 12 del presente reglamento y deben ceñirse al Artículo 23 del mismo.

Artículo 30: El Comité Mundial podrá aceptar dimisiones o renuncias y cubrir las vacantes surgidas por elección de sus miembros, hasta la próxima reunión de la Asamblea Mundial, está vacante será asumida por alguno de los vocales principales y subirá al Comité mundial en Remplazo de este, el Vocal que por número de votos haya quedado en el cuarto puesto, esto es una regla de democracia y de la condición expresada en el Artículo 25 del presente reglamento.

Artículo 33: Las Asociaciones e Instituciones Scouts que sean Miembros plenos tendrán un voto estas podrán estar representada por todos los miembros de su Directorio, pero sólo con derecho a voz a la Asamblea General.

Article 33: The Scout Associations and Institutions that are full members have one vote these may be represented by all members of its board, but only with the right to speak to the General Assembly.

Artículo 34: El Comité Mundial y la Asamblea Mundial podrán extender invitaciones a quienes deseen, quienes tendrán derecho a voz. Estas personas deben ser invitadas con anticipación al inicio de la Asamblea.

Article 34: The World Committee and the World Assembly may extend invitations to those who want, who will have voice. These people must be invited in advance of the start of the Assembly.

Artículo 35: El Comité podrá asimismo realizar reuniones extraordinarias durante la Asamblea Mundial denominadas comités ad-hoc para tratar materias de resolución inmediata.

Article 36: The World Assembly meets every five years during the first half of the calendar year. Will be notified in writing to Members and Regions, the Committee shall prepare the agenda. The reporting period is one year prior to the date of installation of the World Assembly. The agenda of the same shall be sent at least three months prior to installation of the World Assembly.

Estos proyectos de Cambio deberán ser enviados a través de los Consejos Regionales con por lo menos un año a la fecha de instalación de la Asamblea Mundial para, ser distribuidos con tiempo a todos nuestros Asociados y así estos se puedan formular un juicio crítico sobre la modificación.

40.04.-Escuchar, Aprobar o reprobar el Informe Quinquenal del Comité Mundial en Base a: 40.04.1.-Informe de las Autoridades del Consejo.

40.04.2.-Informe Financiero del Periodo.

40.04.3.-Informe del Comisionado Mundial de Programa.

40.04.4.-Informe del Comisionado Mundial de Adiestramiento Adultos.

40.05.-Lo que considere Necesario atribuirse ella misma como ampliación de todo lo anterior.

40.06.-Aprobar o Reprobar la Fundación de nuevas Regiones Scouts 40.07.- La disolución de la Organización.

Article 42: The World Assembly of the World Organization of Independent Scouts is empowered to: 42.01.- approve the rules and procedures necessary for the operation of the institution as well as policies that follow the World Organization of Independent Scouts.

42.02.-elect the World Committee for the next Five-Year Plan of Activities, each Scout institution may vote and run for a member of the organization for each elected office.

42.03.-will be able to modify the aspects of this Regulation. Change these projects should be sent through the Regional Councils with at least one year from the date of installation of the World Assembly to be distributed in advance to all our Associates and so these can make a critical judgment on amendments .

42.06.6.-Pass or Fail Foundation's new Regions Scouts 42.07.7.- The dissolution of the Organization.

Artículo 43: La Asamblea General deberá adoptar sus resoluciones por mayoría simple de los votos emitidos, salvo indicación en contrario específicas de este estatuto.

Article 43: The General Assembly shall adopt its resolutions by a simple majority of the votes cast, unless stated otherwise specific to this statute.

Artículo 44: Las Elecciones se harán en forma anónima, previa moción de uno de los miembros, de lo contrario, la votación será a viva voz.

Article 44: Elections shall be held anonymously, on motion of one member, otherwise, the vote will loudly.

Artículo 45: Se requiere mayoría absoluta para elegir a los miembros del Comité y los Vocales. Si no se logra la mayoría absoluta en la primera y segunda vuelta, se continuará la votación hasta lograr la mayoría simple de los votos.

Article 45: absolute majority is required to elect the members of the Committee and the Members. If an absolute majority is not achieved in the first and second round, voting will continue until a simple majority of votes.

Artículo 46: Se deberá llevar las actas de las reuniones de la Asamblea Mundial, con detalle de todas las resoluciones adoptadas, los resultados de votaciones y elecciones y el temario de la reunión. Las Actas deberán ser firmadas por el Presidente y el Secretario quienes garantizan la exactitud de las Actas y deberán ser enviadas en Ingles y Español luego de tres (3) meses de finalizada la misma a todos los miembros Plenos y Prospectos de la Institución.

Article 46: It shall keep the minutes of the meetings of the World Assembly, detailing all the resolutions adopted, the results of voting and elections and the agenda of the meeting. The minutes shall be signed by the President and Secretary who guarantee the accuracy of the minutes and must be submitted in English and Spanish after three (3) months of ended thereof to all Full and Prospects members of the institution.

Artículo 47: La Asamblea Mundial podrá formar grupos de trabajo cuyas tareas, derechos, obligaciones, según cada caso en particular. Los Comités deberán informar a la Asamblea General.

Article 47: The World Assembly may establish working groups whose tasks, rights, obligations, according to each particular case. The Committees shall report to the General Assembly.

Artículo 48: Una Asamblea Extraordinaria puede ser convocada por el Comité Mundial, a petición de al menos dos tercios de las Organizaciones Miembros. La presencia de la mitad de las Organizaciones Miembros constituye el quórum necesario y deberá regirse por los plazos establecidos en el presente reglamento.

Article 48: An Extraordinary Meeting may be convened by the World Committee at the request of at least two thirds of Member Organizations. The presence of half of the Member Organizations constitute a quorum and shall be governed by the terms established in these regulations.

CAPITULO/CHAPTER 5: 24

LAS REGIONES/ THE REGIONS Artículo 49: Las Regiones Scouts son áreas Geográficas con intereses afines que por su localización y aspectos culturales se unen para beneficiarse de las ayudas de sus integrantes.

Article 49: The Regions Scouts are geographical areas with similar interests to its location and cultural aspects come together to benefit from the support of its members.

Artículo 50: Cada Región Tendrá sus estatutos propios que no chocaran con los fines, propósitos ni objetivos y metas de la Organización Mundial de Scouts Independientes.

Artículo 51: Para los Efectos de Esta institución se definen las Siguientes Regiones: Article 51: For the effects of this institution defined the Following Regions:

Artículo 52: Aunque las regiones son espacios geográficos que tienen límites, la Organización estudiara cambios en las mismas, a solicitud de la región o regiones involucradas, donde prevalecerá el consenso y la hermandad en todo momento. Bajo ningún aspecto el Comité Mundial generara nuevas Regiones sin consultar a las bases.

Siempre prevalecerá el interés de cada Miembro y el Artículo 2 del presente reglamento.

54.03.-Comisionado Regional de Internet y Medios Electrónicos.

Dichas comisiones duraran por el periodo de tiempo que el Consejo Regional disponga, no tienen derecho a voto en la Asamblea Regional y son de libre remoción, sus alcances y responsabilidades serán informadas en los capítulos 7, 8 y 12 del presente reglamento y deben ceñirse al Artículo 23 del mismo.

55.04.-Administrar los Fondos de la Región.

55.05.-Recibir, Adquirir, aceptar y poseer, en nombre de la WOIS, por donación , legado, compra, cesión, cualquier clase de Bienes Raíces, o personales necesarios para los fines y objetivos de la Organización Scout Independiente a nivel Mundial.

55.06.-Mediar en las disputas entre las asociaciones miembros.

55.07.-Presentarun informe anual ante el Comité Mundial.

55.08.-Recomendar a Jóvenes y Adultos para que se les otorguen reconocimientos.

55.09.-Organizar y dictar cursos de la Insignia de Madera donde no se tengan equipos propios de Adiestramiento Adulto.

55.10.-Organizar y Promover Eventos de Región para su membrecía como Jamboree, Moots, Foros etc.

Article 54: Duties and Responsibilities of Regional Council: 55.01.-promote to the World Organization of Independent Scouts within the limits of their region.

55.02.-Advise Member Associations.

55.03.-Advise the New Partnership in his bid for full member.

55.04.-administer the funds of the Region.

55.05.-receive, acquire, accept and hold on behalf of the WOIS, by gift, bequest, purchase, transfer, any kind of real estate, or personal necessary for the purposes and objectives of the Independent Scout Organization Worldwide.

55.06.-Mediate disputes between member associations.

55.10.-Organize and Promote Events Region for membership as Jamboree, Moots, Forums Artículo 56: El Consejo Regional durara en sus funciones tres (3) años pudiendo ser reelegidos por un periodo más.

Article 56: The Regional Council will last in office three (3) years and may be reappointed for another term.

Artículo 57: El Consejo Regional está plenamente Facultado para realizar sus propios estatutos tomando como base este reglamento y los procedimientos emanados del Comité Mundial, sin embargo es importante para una salud organizacional tener en cuenta que los mismos no pueden ni deben chocar con los intereses, propósitos y principios de la Organización Mundial de Scouts Independientes.

Article 57: The Regional Council is fully empowered to make their own rules based on these rules and procedures emanating from the World Committee, however it is important for organizational health to note that they can not and must not conflict with the interests, purposes and principles of the World Organization of Independent Scouts.

CAPITULO/CHAPTER 7: EL PROGRAMA SCOUT/THE SCOUT PROGRAM 29

Artículo 58: El Programa Scout se define como un conjunto de actividades fijas y variables diseñadas para el desarrollo y atención de los intereses de las y los jóvenes y organizadas en los programas semanales de cada unidad y eventos Distritales, Provinciales, Nacionales y Mundiales. Es en sí mismo la oferta con que la Organización Mundial de Scouts Independientes lograra sus fines, principios y propósitos fijados.

Article 58: The Scout Program is defined as a set of fixed and variable designed for the development and care of the interests of the young people and organized weekly programs of each unit and District events, Provincial, National and World activities. Is itself the offer with the World Organization of Independent Scouts achieve its aims, principles and purposes set.

Artículo 59: El Método Scout se define como un sistema de educación utilizado por el Movimiento Scout creado por Robert Baden-Powell en 1907. Article 59: The Scout Method is defined as a system of education used by the Scout Movement created by Robert Baden-Powell in 1907. The mission of Scouting is to contribute, through a value system based on the Scout Promise and Law , education of young people to participate in building a better world where people are fully realized and play a constructive role in society.

El Adiestramiento de Dirigentes adultos tiene como principal objetivo desarrollar en ellos las habilidades 33

necesarias para poner en práctica el “Programa Scout”. Estas habilidades comprenden el desarrollo personal que permite a los Dirigentes aplicar el Método Scout” y contribuir, en la mejor forma posible, al desarrollo de niños y jóvenes.

La Wois declara su firme creencia en el inmenso valor del Adiestramiento de la “insignia de Madera” para la capacitación de los Dirigentes de Unidades o de Secciones y para asegurar un Movimiento Scout unificado en el futuro, de quienes integren esta Organización. CAPITULO/CHAPTER 9: POLITICAS DE PROTECCION DE MENORES Artículo 77: Los niños, niñas y adolescentes tienen derecho a ser protegidos contra cualquier información que no necesiten saber y para la cual tal vez no cuenten con el 35

entendimiento y la madurez necesarios. Esto es especialmente cierto cuando se trata de temas sexuales y problemas entre adultos. Todos los adultos que participan en la Organización Mundial de Scouts Independientes, tienen el deber de garantizar que ningún niño o adolescente se vea perjudicado como resultado de la información recibida en presentaciones y discusiones, ya sea en forma verbal, escrita, visual o cualquier otra forma de comunicación.

Article 77: Children and adolescents have the right to be protected from any information they do not need to know and for which you may not have the necessary understanding and maturity. 78.03.- Agresiones verbales incluyendo amenazas.

78.06.-formas de comportamiento que sean abusivas o que coloquen al menor en riesgo de abuso.

Articulos 80.- Se definen los siguientes tipos de Abusos a los que pueden estar expuestos nuestros Jóvenes: 80.01.- Abuso Emocional: es el maltrato emocional continuo y persistente de un menor, que puede causar efectos graves y persistentes en el desarrollo emocional del niño. Puede involucrar mensajes hacia el menor que expresan que su persona no tiene valor alguno, que son despreciables y nadie los ama, que son ineptos o que el menor es valorado sólo cuando cubre las necesidades de otras personas. El abuso emocional puede involucrar también la posición, en los menores, de expectativas de desarrollo intelectual o madurez que son inadecuadas.

Puede causar sensaciones frecuentes de temor o peligro o la explotación o corrupción directa de los niños. Todos los tipos de maltrato infantil suponen un cierto grado de abuso emocional, aunque el maltrato emocional también puede ocurrir sin los otros elementos.

80.02.-Negligencia: el fracaso persistente en la satisfacción de las necesidades físicas y psicológicas básicas del menor puede resultar en un grave debilitamiento de su desarrollo físico o cognitivo.

80.03.-Abuso físico: implica acciones físicas tales como golpear, sacudir, derribar, quemar o escaldar, ahogar, asfixiar o de cualquier otra forma causar agresión física a un niño. La agresión física también puede ser ocasionada cuando el padre de familia o la persona a cargo del cuidado del menor finge en el niño, o deliberadamente le causa, síntomas de enfermedad. Se lo describe comúnmente como enfermedad ficticia por poder” o “síndrome de Münchausen por poderes” 80.04.-Abuso sexual: implica obligar o incitar al niño a tomar parte en actividades sexuales, independientemente de si el niño es consciente de lo que está teniendo lugar o no. Las actividades pueden involucrar contacto físico, incluyendo actos de penetración (por ejemplo, violaciones) o actos de sin penetración. Puede también incluir actividades sin contacto físico, tales como obligar al menor a mirar pornografía, involucrarlo en la producción de material pornográfico, obligarlo a observar actividades sexuales o alentarlos a comportarse de forma sexualmente inapropiada.

80.05.- Violencia: se trata de la violencia física, psicológica (psicosocial) y violencia sexual de niños, niñas y adolescentes a través del abuso, la negligencia o la explotación en actos por comisión o por omisión, en forma directa o indirecta, y que permiten la agresión física, psicológica, social o a la dignidad del menor o produce perjuicios al desarrollo del niño, niña o adolescente.

Articles 80. It is commonly described as factitious illness by proxy "or" Munchausen Syndrome by Proxy " 80.04. Artículo 81: Cada Asociación Nacional deberá presentar al momento de su postulación como miembro Provisional, sus reglamentos o Políticas de Protección del menor o si las leyes internas de cada nación comprende leyes de protección a los cuales deberá acogerse de inmediato toda su membrecía.

CAPITULO/CHAPTER 11: FINANZAS Y RECURSOS/ FINANCE AND RESOURCES Artículo 90: Los fondos de la Organización, incluyendo cualquier excedente, se destinarán exclusivamente a los fines estipulados en los estatutos.

Article 90: The funds of the Organization, including any surplus be used only for the purposes stipulated in the bylaws.

Artículo 91: Los miembros no recibirán ningún porcentaje ni otro tipo de beneficio de la asociación por su carácter de miembro. Ninguna persona podrá ser beneficiada por alguna remuneración administrativa que no esté autorizada por los estatutos.

Article 91: The members do not receive any part or other benefit of the association for its membership. No person may benefit from some administrative remuneration that is not authorized by the statutes.

Artículo 92: La Organización trabaja desinteresadamente, los intereses económicos no son su objetivo primordial.

Artículo 93: Las Asociaciones miembros deberán pagar cuotas anuales. El monto de las cuotas anuales será establecido por la Asamblea General. Los miembros prospectos no pagarán cuotas anuales.

CAPITULO/CHAPTER 12: REFORMA DE LOS ESTATUTOS/ REFORMS OF THE STATUTES Artículo 99: Se requiere una mayoría de tres cuartos de los miembros presentes de la asamblea general con derecho a voto para adoptar una resolución que modifique los estatutos.

Artículo 100: Los textos de las enmiendas propuestas este Reglamento deberán ser comunicados por el Consejo Mundial a todas las Organizaciones Miembros al menos 1 año (12 meses) antes de la fecha de instalación de la Asamblea Mundial.

Article 100: The text of the amendments proposed this Regulation shall be communicated by the World Council to all Member Organizations at least one year (12 months) prior to installation of the World Assembly.

CAPITULO/CHAPTER 13: DISOLUCION DE LA ORGANIZACIÓN/ DISSOLUTION OF THE ORGANIZATION Articulo 101: En caso de disolución de la Organización, o si se elimina su propósito, los bienes de la Organización serán destinados a una organización sin fines de lucro, quienes deberán utilizar estos bienes para obras de caridad.

Article 101: In case of dissolution of the Organization or if its purpose is removed, the property of the Organization will go to a nonprofit organization, who will use these assets to charity.

CAPITULO/CHAPTER 14: DISPOSICIONES TRANSITORIOS/ TRANSITIONAL PROVISIONS Artículo 102: Toda normativa, regla o disposición que no este contemplada en el presente reglamento deberá ser materia de trato del consejo mundial, enviando la resolutivas a las organizaciones miembros de los pormenores de los puntos no contemplados en el presente reglamento.

Article 102: Any law, rule or provision that is not covered by this regulation shall be made with the treatment of the World Council, sending resolute member organizations of the details of the points not covered by this regulation.

Artículo 103: Para el periodo comprendido entre Julio del año 2011 hasta Julio del Año 2017, se pagaran por derechos de membresía la cantidad de 100,00 US$ correspondientes a la cuota mundial de afiliación esta resolutiva fue aprobada en a primera Asamblea mundial realizada en los Teques Estado Miranda , Venezuela en el año 2011 Article 103: For the period from July 2011 to July 2017 year, were paid membership fees for the amount of US $ 100.00 corresponding to global membership fee this operative was approved in a first World Assembly in Teques Miranda State, Venezuela in 2011
