Mr. Stringer is Senior Vice President and associate geotechnical engineer / engineering geologist for Earth Systems Southwest. He has 23 years of professional experience in all phases of geotechnical engineering from project inception to construction. His experience extends across a vast array of projects, ranging from residential and commercial developments to wind energy facilities, geothermal power plants, schools, hospitals, water storage reservoirs, and dewatering studies for major lock and dam replacement projects. He has provided expert witness testimony several times relating to geotechnical and groundwater issues. Mr. Stringer has conducted numerous geotechnical and geologic hazards investigations for wind energy projects. Mr. Stringer provides engineering design and analyses for the proprietary Patrick & Henderson tensionless pier and anchor foundations that are supporting utility-scale wind energy projects (up to 300 MW) in 26 States and 5 Canadian Provinces including California, Oregon, Washington, and Texas. His engineering design includes geotechnical stability, dynamic analyses, and structural analyses. The proprietary foundation supports 600 kW to 3.0 MW turbines with 47 to 93-m diameter blades on 45 to 105-m high monopoles towers with over 4000 foundations in the ground representing over 5000 MW. Mr. Stringer is responsible for project management including supervision of field exploration and laboratory testing programs, engineering design and analyses, supervision of construction monitoring, and the preparation of proposals, specifications, and engineering reports and analyses. Mr. Stringer has conducted geotechnical studies for projects having vastly different geologic and subsurface conditions from hard rock to soft compressible clays across California, the United States and Canada. Foundations for these projects consist of spread footings, mats, drilled piers, stone columns, driven piles, augercast piles, and rock anchors. Shelton L. Stringer, PE, GE, PG, EG Senior Vice President / Associate Geotechnical Engineer & Engineering Geologist SELECTED PROJECT EXPERIENCE Wind Energy Developments, California, United States, and Canada Mr. Stringer has conducted numerous geotechnical investigations for large wind turbines. Mr. Stringer provides geotechnical design and dynamic analyses for the proprietary Patrick & Henderson tensionless pier foundation for utility-scale wind energy projects (up to 300 MW) in 26 States and Canada including California, Oregon, Washington, Texas, Wyoming, Kansas, Illinois, and Alberta. The proprietary foundation supports 600 kW to 3.0 MW turbines with 47 to 93-m diameter blades on 45 to 105-m high monopoles towers. Cal Energy Geothermal Plants and Zinc Extraction Facility, Calipatria, California Mr. Stringer has conducted several geotechnical investigations for geothermal plants using cone penetrometer testing. Studies included seismic hazard, liquefaction, and settlement analyses for new generator & turbines, mineral recovery systems, tanks, and ancillary facilities. Foundation systems consisted of precast concrete piling, mats supported on stone columns, and mats on geogrid-reinforced, base for liquefaction mitigation. Imperial Irrigation District Facilities, Imperial and Coachella Valleys, California Salton Sea Levees; Trifolium, Plum Oasis, Mulberry D, and Rockwood Reservoirs; Electrical Substations. Mr. Stringer has conducted numerous geotechnical studies for the district’s water and power facilities. These studies included embankment slope stability analyses, liquefaction evaluation, CPT exploration, drilled pier foundations, seepage analyses, groundwater control and seismic hazards. La Quinta Country Clubhouse, La Quinta, California Mr. Stringer conducted a geotechnical evaluation of the distress that has occurred to the 500-foot long facility with 6 inches of differential settlement and 2 to 4 inches of lateral displacement. The study concluded that land subsidence from groundwater withdrawal is the probable cause of the distress. Recommended remedial measures include tie-backs and helical-anchor underpinning. Desert Willow Golf Resort, Palm Desert, California Mr. Stringer conducted geotechnical investigations for $80 million 36-hole, golf course and resort development. The project included over 2 million cubic yards of mass grading. Yuma Liquefaction Study, Yuma, Arizona Mr. Stringer provided a comprehensive report to the City of Yuma on the soil liquefaction hazard and its mitigation.

DOLF DE ROOS [PhD.] PHOENIX, AZ

Although born in New Zealand, Dolf de Roos started kindergarten in Europe, and went on to attend school in a variety of countries. This early introduction to travel no doubt contributed to his present propensity to move around. Today, speaking six languages and holding business interests in a number of regions, he considers himself a citizen of the world. While studying Electrical Engineering at the University of Canterbury, Dolf realized electrical engineering, though inherently interesting, was not necessarily lucrative. A subsequent nine-month study of the rich followed to determine what qualities they had in common. Attributes they did not share were age, gender, race, creed, country of origin or education. Surprisingly, it did not even matter whether or not they were born into rich families. Dolf did note one common denominator; almost without exception, the rich either made their money through property, or held their wealth in property. This finding marked a shift in Dolf's focal point. Although he continued on to earn a PhD in Engineering, Dolf began investing in property as anun dergraduate student. Over the years, as his successes with property became apparent, Dolf was cajoled into sharing the "why" and "how" of his real estate investment strategies. He has run public seminars throughout Australia, New Zealand, Asia, North America, and Europe, trained real estate agents, written and published eight best-selling property books including the New York Times Best Seller Real Estate Riches, as well as introduced software to both analyze and manage investment property. Consequently, his views on property are esteemed, and he is often asked to address investors' conferences, appear on radio shows, and take part in television debates. In the late 1990s Dolf launched a New Zealand public company, "Property Ventures Limited" of which he is the chairman. Property Ventures is now gaining momentum as an innovative property investment company, with holdings ranging from high-rise apartment buildings to high-end vineyards. In 2003 Dolf met up with Ross and Randy to see what was so special about what they had been doing with real estate investments in the Best Choice fold of companies. After flying around Arizona in the Helicopter they landed and became partners. Now with all that has been done together, Dolf has decided to make Best Choice Properties, LLC his exclusive United States real estate investment partner. So if it's a real estate deal in the U.S. that Dolf is involved with, it is going through the Best Choice fold of companies. People who are familiar with Dolf know him as being passionate about the psychology of wealth in general, real estate in particular, and more than willing to share the fruits of his ongoing quest for knowledge.
