La Pine Fire District Seeks Voter Support to Meet Skyrocketing Demand for Services

Responding to fast-rising demand for its services, and a property tax rate that hasn’t changed in 25 years, the La Pine Rural Fire Protection District has placed a new fiveyear operating levy up for a vote on the May election ballot.

In stark terms, emergency calls for service have increased 22% in the past two years, while emergency medical calls have increased 44%. In 2022, La Pine Fire was requested to respond to multiple emergencies more than 600 times – an increase of 56% in the past two years.

In order to cut down the extended response times to those in need – a result of these increasing demands for its services – the new levy would support the addition of nine firefighters and emergency medical staff – thereby providing for three crews on duty 24 hours/seven days a week.

The measure seeks a new five-year local option levy at 64 cents per $1,000 of taxable assessed value, in addition to the existing levy, which would bring in another $1.2 million annually.

If Measure 9-157 doesn’t pass, results will include extended wait times, a potential drop in staffing, and decreased response effectiveness to medical, motor vehicle, wildfire, and structural fires.

Governor’s Executive Order Declares Drought in Deschutes County

Governor Tina Kotek said the decision was based on low snowpack, low reservoir levels, low streamflow, and above-average temperatures with below-average precipitation – which have caused or will cause natural and economic disaster conditions in both counties.

The order also states that drought conditions will impact local growers and livestock, increase the potential for wildfire, shorten the growing season, and decrease water supplies.

For Deschutes, this marks an unprecedented fourth straight year of declared drought.

Hwy. 97 Ranked Second Deadliest in State

Recent state and federal reports rank U.S. 97 as the second-deadliest in Oregon. Only Highway 101 on the coast has more fatalities.

Kacey Davey, the Oregon Department of Transportation’s Region 4 public information officer, noted that fatal traffic crashes are on the rise, and not just in Oregon. “Sadly, we’re seeing the same trend nationwide.”

Where are the most vulnerable places for glowing embers to ignite my home?

Gutters and roof valleys filled with debris like pine needles and leaves. Clean them out. Despite a metal or asphalt shingle roof, the buildup of gutter debris provides necessary fuel for the glowing embers to ignite adjacent fascia boards or siding –most often made of wood.

Shrubs and weeds that provide a path of fuel for fire to reach your trees or home. Reduce shrubs and other “ladder fuels” around your home to reduce the threat of ground fires igniting nearby trees, or your home.

Flammable materials near a deck, patio or fence. Remove weeds, shrubs or any combustible materials from around, under or on top of your deck, patio or wood fence. This includes flammable toys, planters, construction materials, patio furniture and cushions along with even small piles of pine needles or leaves.

Bark mulch, pine needles, ornamental junipers or flammable vegetation within 5 feet of your home. This can provide the perfect ember bed that provides necessary fuel for the glowing embers to ignite the adjacent siding – most often made of wood.

Woodpiles near your home or other combustible vegetation. Move woodpiles at least 30 feet away from your home or other combustibles.

Bend PD Releases 2022 Annual Report

Crimes against people, which include assaults, sex crimes and robberies, rose in 2022 in Bend to the highest level since at least 2018, with 40 more than last year, according to an annual report from the Bend Police Department.

But overall, said Bend Police Chief Mike Krantz, crime rates per capita are trending down as the city continues to grow.

More than 70,000 calls for the department last year, 40,000 of which were nonemergency. Another 25,000 were officer-initiated. There were 12,000 calls to 911 for Bend police; more than 4,000 unwanted subject calls; more than 1,800 for mental health and suicide; and more than 1,700 for motor vehicle accidents.

The city’s K-9 officers were involved in more than 100 cases - 75 for apprehension K-9 and 35 for drug detection.

United Way Invests $162K in Emergency Food & Shelter Services

United Way in Central Oregon (UWCO) announced $162k in grants to 17 nonprofits providing critical emergency food and shelter services in Deschutes County. Responding to the acute and rising need for housing stabilization and emergency shelter services in the region, this year the EFSP Board prioritized a greater portion of available funds to organizations working to address and prevent homelessness. In recent years, the number of people experiencing homelessness went up 17 percent annually, and experts working in the sector anticipate that the rate has increased.

Grant recipients included: St. Vincent de Paul — Redmond ($15,000); La Pine Community Kitchen ($5,000); and St. Vincent de Paul — La Pine ($6,000).

COCC Redmond Campus Previews Technical Education Programs on April 7

Students from Redmond School District’s three high schools will get a chance to preview career technical education programs at Central Oregon Community College’s Redmond campus on April 7. The day will focus on the manufacturing, automotive, and apprenticeship programs. Students will also receive information about the college’s veterinary tech program.

Although this is the first time the preview day is being held at COCC’s Redmond campus, organizers hope to make this an annual event.

Jefferson County Breaks Ground on New Madras HS Soccer Complex

The Jefferson County School District 509J held a groundbreaking ceremony to celebrate the start of construction on a new soccer complex project at Madras High School.

The project includes a new facility that will house locker rooms, restrooms, a coaches’ office, and a concession area. The bond is also funding new field lights to allow soccer teams to have more flexibility in scheduling games and allow more parents the opportunity to see their athletes play.

Lighthouse Navigation Center Adding Behavioral Health Specialist

Deschutes County commissioners have approved the use of a three-year grant totaling $405k to fund a behavioral health specialist for the Lighthouse Navigation Center.

The position comes from a state grant the city used to open and run the low-barrier, 24- hour shelter that is operated by Shepherd’s House Ministries.

The Navigation Center program provides long-term behavioral health services, and supports participants in getting basic needs met.

New Crook Country Parks Director Bringing 30+ Years of Experience

Crook County’s new Parks and Recreation Executive Director, Steve Waring, said he has over 30 years of experience both in the public and private sectors in parks and recreation, starting his career in Florida as a YMCA camp counselor in 1994. La Pine Library Moves Into Temporary Space As Major Remodeling Project Begins

“It’s so good to see you,” exclaimed a patron as she and her son entered the compact and cheerful space currently housing the La Pine branch of the Deschutes Public Library. “There was a much longer gap than anticipated before we were able to move into our temporary location,” responded the employee. “We’re really glad to be in here at last.”

Typifying the growth of Deschutes County overall, the La Pine area was home to roughly 1,000 people when the library first opened its doors in 2000, according to officials, Today, the incorporated city has more than 2,500 people within its official limits -- and the remodeling and updating project at the La Pine branch is intended to serve this burgeoning area well into the future.

In the meantime, the temporary library space, located just across the parking lot in the John C. Johnson building, will be open 10:00 a.m. – 6:00 p.m. Tuesday – Saturday.

“We’re maintaining a basic level of services,” said the employee. Customers can drop off materials and pick-up holds, browse a limited selection books for all ages (including new and “hot” titles), and use public computers, as well as a printer/fax machine.

When reopened later this year, the La Pine facility will feature “bright and open spaces that welcome the community with more flexible meeting and tutoring rooms, an enhanced children’s discovery space, a cozy fireplace and reading area, and a large community gathering space,” said officials.

“Everybody seems happy that the temporary space is now open, and we’re really, really thrilled to offer folks in South County the convenience of not having to travel to Sunriver or Bend,” said the La Pine employee. “And if we can fit more in, we’ll put more in,” she promised.

(The $195 million bond measure approved by voters in Nov. 2020 allocated funds for an approximately 100,000-square-foot Central Library. It also included plans to double the square footage of the Redmond Library, as well as renovate and update existing libraries in Downtown Bend, East Bend, La Pine, Sisters, and Sunriver.)

The temporary library location is the John C. Johnson building.

Man Who Stole 200,000 Cadbury Creme Eggs Convicted in Court

A self-employed man, Jeremy Pool, was surrounded by a mountain of Cadbury foil-wrapped chocolate eggs when police caught up with him and his stolen trailer outside of Leeds in northern England. Recognizing that he was foiled as well, he surrendered to officers with his hands up.

Pool, 32, was later convicted of criminal damage and theft. He had previous convictions for similar offences including theft and handling stolen goods.

Police, in explaining the incident, said they had been hunting someone “presumably purporting to be the Easter bunny” – and that their quick action had “saved Easter.”

The recovered haul was said to be worth more than $38,000.

Mark Edward Greenmeier

May 3, 1947 - February 18, 2023

Mark Edward Greenmeier, 75, passed away on February 18, 2023 after living with Parkinson’s Disease for many years. He was born on May 3, 1947 to Reinhold and Ruth (Miller) Greenmeier in Milwaukee, WI., graduated from Bay View High School in 1965, and served in the U.S. Air Force from 1966 to 1970.

Mark moved to San Diego in 1972 with his life partner Shirley Lenard, subsequently working for 27 years as a turbine engine mechanic. After retiring at age 52, he bought a vacation home in La Pine, OR. It was his “happy place” where he & Shirley spent summers for 16 years. He enjoyed golfing, fishing, tying flies, bow hunting, and playing with his rescue dog Baxter.   Mark was predeceased by his parents Reinhold & Ruth Greenmeier, and brother-in-law Tom Skibosh. He is survived by Shirley, his brothers Daryl (Diane) and Michael (Kenna) Greenmeier and sister Kathy (Tom) Skibosh, 12 nieces and nephews, and 25 grand-nieces & nephews.

In lieu of flowers, the family suggests that donations in Mark’s memory be made to Michael J. Fox Foundation for Parkinson’s Research, an organization he felt strongly about.

Titles Bowling Is ‘Up and Running’ With PGA Champion at Helm

A professional bowler who managed the Pro Shop at Bend’s Lava Lanes, Joe Lipan has brought his talents and his team to La Pine with the opening of Titles Bowling – one of only three bowling alleys in all of Deschutes County.

Born in Las Vegas, Lipan was first introduced to bowling by his godfather, and joined a league at 12 years old, He became a pro at 22, and has “about 25 to 30 titles to my name” – hence the nickname of “Titles,” tattooed on his left forearm, which was chosen for the new operation. (Lipan became a PBA champion this year, “which was a big step. I’ve been working a long time for that,” he said.)

Although “none of the lanes worked” when Lipan first visited the former Shandy’s site on U.S. 97, he “Immediately saw a lot of potential,” and subsequently decided to purchase the business. Three months of work followed to get all 10 lanes running -- which Lipan credits to Brandon Tirrill, son of the facility’s owner, who modestly admitted that the effort “has taken a little elbow grease.”

Additional renovations included “opening up the space, and separating the bowling area from the bar, where all the walls had holes in them, and were simply covered with plywood,” said Lipan.

“Another major task has been updating the ball return and scoring machines, which are like old, old cars with a lot of parts that need a lot of fixing to get up and running.”

Lipan and his team have already installed air hockey and video games, as well as a pool table, and opened a pro shop, with plans to add video poker and lottery machines within the next six months. Also in the works is the formation of bowling leagues (senior, junior, men’s, and mixed).

And as bowling can be hungry work, Titles Bowling initially offered milkshakes and ice cream, chips, and snacks. A food menu is being developed that will include chicken tenders and wings, mac & cheese bites, and poppers – “all made on site,” Lipan emphasized. Alcoholic drinks will be sold in the bar area, which patrons can take over to the bowling side of the operation. “It’s going to be fantastic,” he predicted, “really good for the community, and good for me. I think we’re all going to benefit.” But, he added, “Please be patient with us, as we are just getting started in this venture. I’m so grateful to the people of La Pine, and look forward to meeting all of you.”

La Pine Dance Team Raising Funds to Rehearse With Radio City Rockettes

A dance team out of Central Oregon Dancers Elite, based in La Pine, qualified for nationals and also received an invitation to rehearse with New York’s world-famous Radio City Rockettes – chosen out of more than 25 other dance studios.

“I think that’s really cool, said dancer Ruby Fireman. “I’ve always looked up to the Rockettes.”

Now comes the issue of money. According to Kelly Breen, dance coach and owner of Central Oregon Dancers, “It’s about $2,200 just to go, and another $1,800 to allow the families to take part and be there with their child. We’re looking to fundraise as much money as we can to make life a little easier on getting the kids there.”

Winless La Pine Basketball Team Wins Tournament Championship

The K-2 basketball team at La Pine Parks & Rec, which hadn’t scored a win the entire season, shocked competition by “winning every single game to take home the championship title,” said their proud coach, Jamie Applebaum.

It’s all about the fundamentals, explained her son Abel, one of five Warriors players, when interviewed by television station KTVZ. “I’m so happy!” added the young man, who “likes to play offense.”

“There were tears from team members and parents, for sure,” said Jamie Applebaum.

Meal of the Year Returns for COCC Scholarships
