MAYOR’S MESSAGE Whitecourt is an active community made up of families and individuals that value recreational, leisure and social opportunities. On behalf of our residents, the Town of Whitecourt works to ensure these needs are met, and the programs outlined in this edition of the Community Spectrum are a testament to that commitment. I’m pleased to see the return of the Run 4 Fun, Children’s Festival, Party In The Park and Women’s Conference this year, and know many of you are eager to participate in these events as well. As a resident, and now also as Mayor, I am extremely proud of the high quality facilities and services we enjoy in Whitecourt. Places like the Allan & Jean Millar Centre, Eastlink Park, and Rotary Park are all icons in Whitecourt that are available because of foresight, dedication, partnerships and planning of past and present community members. All of them started as ideas to fulfill

needs in the community, and have helped shape the quality of Whitecourt. Take the Allan & Jean Millar Centre for example - it is hard to believe that this facility recently celebrated its 13th anniversary. It opened in 2008 after years of planning and consultation, and has quickly become a landmark in our community and the heart of leisure and recreation programming. I’m proud to say that the debenture for this facility will be complete next year – ahead of the original payment schedule proposed during the planning stage. As your new Whitecourt Town Council plans and prioritizes for the future, I want to thank Whitecourt for its continued engagement and support. As I mentioned before, I am a proud Whitecourt resident and I look forward to planning, discussing and working with you to better our community throughout my term on Council.

The Town of Whitecourt asks the public to use caution when participating in activities at the pond in Rotary Park. Please obey all “Thin Ice” signs and other posted warnings, and be aware that the area is UNSUPERVISED and is to be used at your own risk. If you require information about Rotary Park pond, ice safety, planned park activities, or would like to report vandalism or unsafe conditions in the area, please call 780-778-2273.

The Town of Whitecourt’s Off-Highway Vehicle Bylaw, which governs the use of quads, snowmobiles, and other off-highway vehicles (OHVs) within Town limits, only allows for use between December 1 and March 31 each season. As of December 1, OHVs are allowed to operate within the Town of Whitecourt. • A refund, less a $10.00 administration fee, will be issued if a participant withdraws prior to the registration deadline.

For your convenience Course ID#’s have been listed for programs offered to ensure smooth and efficient registration.

• A prorated refund, less a $10.00 administration fee, will be issued for medical reasons (with a doctor’s note).

• Registration online and over the phone can be paid by way of VISA/MASTERCARD/AMEX.

• The registration fee is non-refundable if withdrawn after the registration deadline.

• Registrations are NOT accepted without payment.

• The third and successive child(ren) in a family pays half the registration fee when registering in the SAME program or as indicated in the program information.

• The registration deadline for all programs is seven days prior to the start date, unless otherwise advertised.

The Allan & Jean Millar Centre has implemented the Restriction Exemption Program. All users and spectators at the Allan & Jean Millar Centre will be required to show ONE of the following upon entry: • Proof of double vaccination. Second dose must be at least 2 weeks prior to date of service. • Documentation of medical exemption for those with a vaccine exemption. • Proof of a recent (within the previous 72 hours) negative paid (not AHS) COVID-19 test.

PLEASE NOTE:

• Those 11 years and younger will not need to provide proof of vaccination or a negative test to enter the facility. • For those 17 years old and younger, proof of vaccination is not required when participating in recreational organized sport or school activities (i.e. minor soccer).

• The Town reserves the right to cancel, combine or divide classes due to insufficient registration. Participants are given the opportunity to transfer to another class, if space is available. • Instructors are subject to change without notice. • The Town reserves the right to remove any person for behavior such as bullying, fighting or foul language. • Make-up classes are not provided due to unforeseen occurrences such as power failure, patron error, etc.

• If a program is cancelled by the Town, registrants will receive a full refund.

• Over 15 complimentary fitness classes each week.

• Option to have your annual membership put on HOLD for one month.

This facility has planned maintenance periods throughout the year. The shutdown period varies by amenity depending on the work to be done. Reduced schedules and activities may occur in some areas; other areas may be closed completely. This shut down period is built into the price of the membership fee and no refunds or extensions will be given. Please watch for facility signage. Must be 16 years of age to use the Pembina Fitness Centre or 13 years of age with Weight Training for Teens certification.

Real-world scenarios often call on children to respond to challenges. The Stay Safe program teaches applicable and age-appropriate skills, while increasing and reinforcing a youth’s capacity to improve their own safety. Babysitting course

The Babysitting Course, refreshed and revised, now has a greater emphasis on First Aid skills. The Canadian Red Cross Babysitting Course covers everything from managing difficult behaviours to essential content on leadership and professional conduct as a babysitter. Babysitting promises to deepen and enhance the responsibility that older youth feel when caring for younger children. This updated curriculum, complete with new science, also provides improved learning when it comes to giving the appropriate care in the event of an emergency.

This 2-day course is for participants who want to make the transition from paddling on lakes to paddling on introductory class I rivers. Emphasis is placed on understanding the principles of moving water, boat control, and safety. We will introduce the canoeist to many of the fundamental skills, knowledge, and manoeuvres of canoeing white water. The nature of class I rapids provide a friendly and safe environment to teach and learn the fundamentals of canoeing Moving Water before venturing into larger white water situations. BASKETBALL ACADEMY

Underground Basketball Academy is a youth program based in Grande Prairie, Alberta for players of all abilities. Coach, Nathan Randall, has played college level basketball and coached at the high school and college level as well. Nate created Underground Basketball Academy in 2017 to help support and guide athletes to reach their potential while creating a fun and welcoming environment for all participants. His program teaches hard work, discipline, team work, and fair play with a technical focus on passing, layups, and dribbling. Coach Nate is passionate about basketball and excited to bring his program back to the Whitecourt area for Spring Break.

VOLUNTEER INCOME TAX PROGRAM To find out if you are eligible for help, use the income levels shown in the table called “Maximum Income Levels”. For each additional dependant you have, add $2,500 to the family income. Interest income must be less that $1000.

A class for those who want to start their day off right with a full-body workout! This is a fun aqua class that focuses on improving muscular strength & endurance by using a variety of equipment. GENTLE WATER FITNESS

This aquatic exercise class is designed to meet the needs of people who have health conditions resulting in pain and dysfunction when participating in land based fitness activities. This class is a low impact 45-minute class that focuses on enhancing mobility, muscle strengthening, and increased range of motion. The class is ideal for orthopedic, arthritis, hypertension, and joint replacement conditions and for those who have weakness and/or physical limitations and takes place in the Leisure Pool (warmer water). Children 7 years old and younger must be within arms reach of a responsible supervisor who is 14 years old or older. The maximum ratio of caregiver to children 7 years old and younger is 1:4. This supervision policy is in place to ensure that children are safe while enjoying the Energy Transfer Canada Aquatic Centre.

Wait lists are taken for all aquatic programs. If there is sufficient demand for a program, courses can be added if space and instructors are available.

Pool closure may be necessary in the event of pool fouling. Please make sure your children use the washroom before entering the water. Feeding after their swim or a few hours before is often helpful. Any person with diarrhea, or a history of diarrhea over the previous two weeks, must not use the pool facility, as per health requirements. Pools may be closed anywhere between 1-36 hours for necessary disinfecting following fouling.

Swim Diaper Requirements All children 36 months and under, and anyone who is incontinent, must wear protective, water-resistant swimwear in order to minimize contamination. Swim diapers are specially designed to not soak up water, and will not expand in the water. Guest Services has swim diapers available for purchase.

Shoes and Strollers Outdoor footwear and strollers are not permitted on deck or in the change rooms. If you wish to lock up your footwear, please carry them to the locker. Health regulations stipulate that outdoor footwear must not be worn in wet traffic areas. Shoes may be left on the racks outside the pool change rooms.

Health Requirements for Showers As per health requirements, each person must take a cleansing shower prior to entering the pool. This means washing all hair products out, as well as removing all lotions and make-up from skin.

Cancellations Programs with low registration may be cancelled or combined. Register early to avoid disappointment. Cancellations can happen one week before the lessons begin. For cancellation policies please refer to page 11.

Screenings Unsure of what level to register your child in? We offer swim evaluations for $13.00. Only 5-15 minutes are required for an instructor to determine what level your child should enroll in. Screenings take place on Tuesdays from 6:00-7:00pm. Register at Guest Services.

RED CROSS PRESCHOOL & SWIM KIDS NO CLASSES ON THE FOLLOWING DATES: APRIL 17, 18, MAY 22, 23

Hot Tub Time in the hot tub is limited to 20 minutes. Body temperature of children under 2 years old rises very quickly, and should be closely monitored to avoid negative cardiovascular effects. Pregnant women, and persons with heart disease, hypertension, seizures, diabetes, obesity, or those greater than 65 years of age, should consult with a physician before using the hot tub.

Locks and Lockers Please do not leave valuables in the change rooms. The Energy Transfer Canada Aquatic Centre offers one time use, loonie operated lockers in each of the change rooms. You may also bring your own lock for your belongings. The Town of Whitecourt is not responsible for lost or stolen articles. Please remember to remove your lock at the end of your swim. Locks left overnight will be cut off.

SWIMMING LESSONS STARFISH / DUCK

(4-24 MONTHS) PARENTED Starfish - Designed for ages 4-12 months. This level is an orientation to water for babies and their parent/caregiver. To enter this level, babies must be able to hold their heads up. The goals are to help babies experience buoyancy and movement through songs and play in the water and to teach the parent/caregiver age specific water safety. Duck - Designed for ages 12-24 months. This level is an orientation to water for toddlers and their parent/caregiver. Age is the only condition for entering this level. Swimmers learn how to use floating objects for support and explore different water movements through games, songs, and active water play. The parent/caregiver also learns age-specific water safety. This level is participation-based only, without formal evaluation.

SEA TURTLE

(24-36 MONTHS) PARENTED This level is an orientation to water for toddlers and their parent/caregiver. Age is the only condition for entering this level. Swimmers learn through fun games and songs, how to combine skills, how to kick with a buoyancy object, and how to perform basic floats, glides, and kicks. This level is participation-based only, without formal evaluation.

SEA OTTER (3-5 YEARS)

Sea Otter is a transitional level that transfers the preschooler to the care of the instructor. All skills are assisted by the instructor. Swimmers enter this level when they are 3 years of age. Using games and activities, swimmers learn to open their eyes under water, further develop basic floats and glides, and swim 1 metre. They also learn age-appropriate water safety skills.

SALAMANDER (3-5 YEARS)

Swimmers enter this level when they have successfully completed Sea Otter. Using games and activities, swimmers learn to swim 2 metres, further develop basic floats and increase their distance on front and back glide. Front swim and roll-over glide are also included and swimmers learn appropriate water safety skills such as how to jump into chest deep water and how to use a Personal Flotation Device (PFD). Safety skills development includes water orientation, safe entries and exits, and only swimming when an adult is present. Swimmers are evaluated based on performance criteria.

SUNFISH (3-6 YEARS)

Swimmers enter this level when they have successfully completed Salamander. Using games and activities, swimmers learn to swim 5 metres, increase their distance using buoyant objects, increase their front and back glide with kick, and develop their roll-over and front swim. Safety skills include deep-water skills and use of a Personal Flotation Device (PFD). Safety skills will be developed such as water orientation, safe entries and exits, and always asking for permission before going near the water. Sunfish is equivalent to Red Cross Swim Kids Level One.

CROCODILE / WHALE Crocodile - Swimmers enter this level when they have successfully completed Sunfish. Through games and other fun activities, swimmers learn to swim 5 metres on their front and back, perform dolphin kick, and begin using rhythmic breathing. They also progress with kicking drills, increasing their swimming distance to 10 metres. Safety skills include jumping into deep-water and performing surface support for 10 seconds, recognizing when a swimmer needs help, and using a Personal Flotation Device (PFD) in deep water. Swimmers are evaluated on performance criteria. Crocodile is equivalent to Red Cross Swim Kids Level 2. Whale - Through fun activities, swimmers perform a front and back swim for 10 metres. Swimmers work on developing their flutter kick and perform a distance swim of 15 metres. Safety skills include identifying safe swimming areas, jumping into deep water, swimming 5 metres, surface support for 20 seconds and return to safety, throwing assists and sitting dives. Swimmers are evaluated based on performance criteria. Whale is equivalent to Red Cross Swim Kids Level 3.

KIDS 1 1 SWIM (5-12 YEARS) This is an entry level for children ready to move into shallow water. This level provides an orientation to the water and the pool area and introduces floats and glides with kicks. Children build their endurance by improving distance.

KIDS 2 2 SWIM (5-12 YEARS) This level helps the child build skills in the front and back swims. Children are introduced to deep water activities and proper use of a Personal Flotation Device (PFD). Endurance is built on flutter kicking with assisted glides.

KIDS 3 3 SWIM (5-12 YEARS) This level provides an introduction to front crawl as well as the foundation for making wise choices on where and when to swim. Diving is introduced and children will work on floats and changing direction. Endurance is achieved by building strength in flutter kick and a 15-metre swim.

KIDS 4 4 SWIM (5-12 YEARS) The front crawl, back glide and shoulder roll for back crawl are further developed. Children work on kneeling dives, surface support, and developing a greater sense of selfsafety by understanding their own limits. Endurance is built through a 25-metre swim.

KIDS 5 5 SWIM (5-12 YEARS) Back crawl is introduced along with sculling skills and whip kick on the back. Children try stride dives and receive an introduction to safe boating skills. Endurance is built through dolphin kick and 50-metre swim.

KIDS 6 6 SWIM (5-12 YEARS) Front and back crawl continue to be refined as the elementary backstroke is newly introduced. Children are also introduced to safety on ice, elementary rescue of others with throwing assists, treading water, and the front dive. Endurance is built through a 75-metre swim.

SWIM KIDS 7/8 (5-12 YEARS)

Level 7 - Builds skills and endurance for the front crawl (50m) and elementary back stroke (25m) and introduces whip kick on the front. Swimmers learn about airway and breathing obstructions, reaching assists and stride entry. Swimming endurance is increased to 150 metre swim. Level 8 - An introduction to breast stroke (15m) and foot first surface dives. Swimmers learn about the dangers of the open water, hypothermia, the performance of rescue breathing on children and adults and standing shallow dives. Swimmers participate in timed treading water activities using the eggbeater skill for 3 minutes to improve their ability to remain at the surface in the event of an unexpected fall into water. Endurance is built on a 300 metre swim. Front crawl and back crawl distances are increased to 75 metres each.

(5-12 YEARS)

Level 9 - Front crawl, back crawl, elementary backstroke and breaststroke continue to be refined. In this level children are encouraged to try combining different strokes and kicks for fitness. They also work on head-first surface dives and standing dives and learn about wise choices, peer influences, and self-rescues from ice. Endurance is built through a 400-metre swim. Level 10 - Further refinement of strokes, with an introduction to butterfly and scissors kick as a warm-up, cool down stroke for fitness. Children learn about sun safety, rescue of others from ice, and head-first and feet-first surface dives. Endurance is built using dolphin kick and butterfly drills and a 500-metre swim.

EMPOWERMENT AND SELF-ESTEEM FOR YOUTH Take it EASY is designed to engage youth in fun and engaging small-group activities. Each session focuses on a particular issue important to healthy development, including self-esteem, body image, violence, gender, and sexuality. The main objective of this program is to foster self-esteem and confidence in Club members. Who: All youth in Whitecourt and Woodlands County, ages 12 to 15 When: Monday evenings, from 6:15 p.m. to 8 p.m. running from February 7, 2022 until April 11, 2022. McMan Youth, Family and Community Services Safe Visitation Program The Safe Visitation Initiative helps protect children and families in situations where there is a risk of family violence and/or the children have been exposed to family violence. Safe visitation provides an opportunity for children to remain connected their non-custodial parent in a safe and secure environment. Staffs helps ensure children have a positive experience visiting with their parent and are trained to recognize cues that the child may be uncomfortable. Services also can include support in creating safety, helping your child through the experience of separation, parenting challenges, understanding the impact environment can have on a child’s development and planning for safe long- term connection. Healthy Relationship groups, health communication and help for you and your child in navigating through the period of separation and divorce are also available though the program. There is no cost for families to access services from a safe visitation site, and a court order is not necessary for a referral. The services are not intended as parenting evaluation. In families where family violence has occurred and the parents are separated, organizing visitation can be stressful and may pose additional risks or challenges; the Safe Visitation can bridge this stressful time and build towards a safe future.
