The Morgan-Manning House is now included on the trail of Brockport Community Museum interpretive panels by Rozenn Bailleul-LeSuer, Curator of the Morgan-Manning House On Saturday, October 10, the Brockport Community Museum (BCM), in partnership with the Western Monroe Historical Society (WMHS), presented the community with a new interpretive panel in front of the Morgan-Manning House, located at the corner of Main and South Street in Brockport. After welcoming statements by Allan Berry, President of the BCM, Mary Lynne Turner, President of the WMHS, I gave a brief presentation in my role as Curator of the Morgan-Manning House. The panel was unveiled by Jocelyn Rowley and Morgan Harrington, descendants of D. S. and Susan Morgan. Produced by the BCM and sponsored by the WMHS, it is dedicated to the memory of Fletcher and Alice Garlock, who continuously supported the WMHS. Jocelyn (Garlock) Rowley and Fletcher Garlock are the grandchildren of Gifford Morgan, D. S. Morgan’s youngest son, and an influential member of the community during his life. Featuring both D. S. Morgan and his wife Susan as the “Spirits of the Morgan homestead,” the panel showcases the Italianate mansion that has been adorning the village since the mid-1850s, and highlights the contributions of these two Brockporters and their children, who inhabited the house for a century. D. S. Morgan, originally from Ogden, rose to prominence as a successful businessman. He is especially known for his involvement in the production of the first functioning McCormick reapers in the Globe Iron Works, the foundry he jointly owned with William H. Seymour. After the retirement of his partner, the firm came to be known as the D.S. Morgan & Co., with several offices in New York State and the Midwest. Susan Morgan was also deeply involved in the life of the village. A devout member of St. Luke’s Episcopal Church, she was a driving force, alongside her friend Mary Jane Holmes, in the foundation of a reading room in the village. Their project continues to benefit the community in the form of the Seymour Library. D. S. and Susan’s daughter, Sara Morgan Manning, after whom the house is named, made the most generous gift to the community. She wished for the Morgan Homestead to “stand forever as a monument to the fine old traditions that are so important to our heritage,” as stated in her will. The WMHS was formed in 1965 to honor this wish, and now uses the Morgan-Manning House as its headquarters. This panel not only honors the involvement of the Morgan family in the economic, religious, and educational aspects of their community, it is also a tribute to all the volunteers who first formed the Society in 1965, such as Wilbur “Doc” Hiler, Harry Sentiff, Merritt Elwell, and those who have given

countless hours to preserving this cultural landmark during the past 55 years. My new role as Curator is to ensure that we continue to maintain the same high standards of care and maintenance to keep the Morgan-Manning House as a community and historic center for future generations. While Brockport counts many historic structures, this house is unique. This dwelling remained in the Morgan family for a century and has retained its original features from the Victorian era, with its high-ceilinged parlors, reception room, and dining room. This distinct and grand character always greatly impresses all visitors to the house. This panel is the result of a fruitful collaboration, started at the end of 2018, between the BCM and WMHS. The Board of Trustees of the WMHS, with Gordon Fox as President, reached out to the BCM to discuss the possibility of having an interpretive panel introducing the Morgan-Manning House to passersby, a proposal enthusiastically accepted by the BCM. As Historian of the WMHS at the time, I was responsible for the composition of the text and the image selection. Frisch, from the BCM Exterior Displays Committee, spent countless hours on designing its layout. I am grateful for his patience as we went through many versions before we considered this panel finished. Additional material on the Morgan family and the WMHS will also soon be available as a complement to the panel on the BCM website, www. brockportcommunitymuseum.org, and will be readily accessible by scanning the Q.R. code located at the bottom of the panel. The installation of this panel was delayed because of the current pandemic. It is, therefore, even more rewarding to see it standing now on Main Street. We wish to thank Gordy Fox, as well as Harry Donahue and his team from the DPW, for their help in this installation. It was also heartwarming to see such a large gathering of community members and Morgan family relatives. Numerous representatives of the Village Board, of the College, of the BCM, and the WMHS came to celebrate this event. We are most grateful for their participation and support. The strong wind prevented many from hearing our speeches but certainly did not prevent us from enjoying each other’s company… six feet apart. Of particular significance to me was the presence of descendants of D. S. and Susan Morgan: members of the Harrington family, related to Sara’s sister, Susanne, living in the Caledonia area, and of the Garlock family, descending from Gifford Morgan, the youngest son of the family, now residing in Clarkson and Kendall. Jocelyn (Garlock) Rowley and Morgan Harrington had the honor of unveiling this panel. It will join the other twelve interpretive panels installed by the BCM during the past fourteen years, thus creating a historic trail in Brockport, which places great value on the interpretation and preservation of its heritage for the future.

To celebrate, Cornell Cooperative Extension of Monroe County has organized its annual Monroe Apple Days Contest, giving participants a chance to win a $25 gift card. Please rake leaves to the curb and leave them on the tree lawn area between the street and sidewalk. Spencerport CSD leader to retire Spencerport Superintendent of Schools Dan Milgate has announced his plans to retire, effective January 2021. Milgate’s retirement will cap a 30-year career in education, with 25 of those years in the Spencerport Central School District. Since 2017, he has served as the superintendent. “Retirement has been on my mind for a while, and yet I kept postponing the decision simply due to timing,” Milgate Dan Milgate. said. “I have had a wonderful career in Spencerport, and enjoyed every aspect of being part of the Ranger family. The opportunity to serve as the superintendent has been an honor, and I truly feel fortunate to have worked with so many great people in the education of our students.” “I want to focus on the next chapter with my family,” Milgate added. “It’s important for me to also emphasize and offer reassurance that I will remain available and provide any support necessary to ensure a smooth transition.” On behalf of the Board of Education, President Kevin Hutton said, “We would obviously love to keep Dan and his leadership for years to come. He will truly be missed, and yet he deserves our deepest appreciation for his years of dedication and commitment to our students. We wish him all the best.” The board accepted Milgate’s retirement notice during its meeting on October 20. In the coming weeks, the board will be determining next steps and a search process for a new superintendent. Two Sweden election districts change sites for Nov. 3 Voters in Sweden election districts 7 and 9 will vote at the Sweden Town Park Lodge, 4745 Redman Road on November 3. The change was made to help prevent potential crowding at the Sweden Town Hall and the Sweden Clarkson Community Center. Voter turnout is expected to be heavy in the presidential election and coupled with the COVID-19 pandemic, moving two districts to the Lodge will help reduce lines and ease social distancing. Districts 1, 3, 4, and 11 vote at the Sweden Town Hall, 18 State Street. Districts 2, 5, and 6 vote at the Brockport

Brockport police report Between October 14 and October 20, Brockport Police handled 374 calls for service (16,629 calls to date in 2020). Police were dispatched to five family troubles, seven motor vehicle accidents, two harassment/fight/assaults, completed 121 special attentions that include, but are not limited to, house checks, business checks, bike patrol, etc., and conducted 42 traffic stops. Social Security announces benefit increase for 2021 Social Security and Supplemental Security Income (SSI) benefits for approximately 70 million Americans will increase 1.3 percent in 2021. The 1.3 percent cost-of-living adjustment (COLA) will begin with benefits payable to more than 64 million Social Security beneficiaries in January 2021. Increased payments to more than 8 million SSI beneficiaries will begin on December 31, 2020. (Note: some people receive both Social Security and SSI benefits). The Social Security Act ties the annual COLA to the increase in the Consumer Price Index as determined by the Department of Labor’s Bureau of Labor Statistics. Some other adjustments that take effect in January of each year are based on the increase in average wages. Based on that increase, the maximum amount of earnings subject to the Social Security tax (taxable maximum) will increase to $142,800 from $137,700. At the Hometown Heroes Dinner held in 2018 in honor of Harvey C. Noone, who died in 1918 while serving in the Army in France during WWI, the Legion Family announced the establishment of two Living Fields of Honor for all Churchville/Riga area veterans. The larger site began near the oak tree planted by the Village of Churchville on Arbor Day 2018, in honor of Harvey C Noone. It is near the Richmond Avenue entrance to Westshore Rail Trail. The second site is on the grounds of American Legion Post #954 on Buffalo Road, located near the oak tree planted in 2018 by the Town of Riga in honor of Harvey C. Noone. Daffodils were planted in the fall of 2018 and 2019 at both sites. This year, the Legion Family purchased five varieties of naturalizing daffodil bulbs, that bloom early, mid, and late spring, to add to the Living Fields of Honor. Cub Scout Pack #156 meets at the Legion and Cub Master, Wendy Bailey, expressed interest in partnering with the Legion Family on a service project. On October 18, with the enthusiastic assistance of Cub Scout Pack #156 members, their parents, and Pack leaders Wendy Bailey and Dave Brower, Churchville Mayor John Hartman, and four Auxiliary members, the bulbs were planted. The goal is to create a living display of daffodils along the entire length of the Westshore Rail Trail that will bloom for several weeks each spring in honor all veterans - our Hometown Heroes. The display will serve as a reminder for the community of the sacrifices made by those who have served our country, in times of war and peace, to protect our nation and our freedoms. Daffodils were chosen because they not only live for decades, but they also naturalize by multiplying and spreading. So, each spring, they will send forth an enduring and

Town of Bergen adopts 2021 preliminary budget; sets public hearing The Bergen Town Board has adopted its 2021 Preliminary Budget and set the budget public hearings for Tuesday, October 27. The public hearing on the tax cap override will be at 7 p.m., followed by public hearings on the Fire Department budget at 7:15 p.m. and on the town budget for 2021 at 7:30 p.m. Facing an unprecedented loss of revenues from the county as a result of the COVID-19 pandemic, the board began cutting 2020 expenses this past spring. Board members took a reduction in pay; some personnel appropriations were trimmed; projects and equipment purchases were put on hold. The moves helped offset a 14.4 percent loss in revenues from Genesee County and 20 percent withhold in various state aid. The board resolved early in the 2021 budget process to reduce town expenses across the entire budget in order to lessen the impact to property taxpayers. All departments were asked to reduce spending. In addition, a part-time position was eliminated, and all wages were frozen at the 2020 level. The 2021 preliminary budget cuts spending by $179,189 from the 2020 budget. Those savings were overshadowed by the estimated reductions of $181,706 in revenue from the county and $16,775 withhold of state aid. Another unexpected challenge faced by the Town Board was Genesee County no longer providing sales tax revenue, instead providing revenue that had to be referred to as a “voluntary revenue distribution.” While the money comes from sales tax, as the county no longer

has an agreement with towns and villages to share sales tax, the only way they can share the sales tax is to call it a voluntary revenue distribution. It would seem that simply changing the name of a revenue stream from sales tax sharing to voluntary revenue distributions would not affect a town’s budget, but it has, specifically, the budget of every town in Genesee County that has a village within its border. The NYS Comptroller has opined that voluntary revenue distributions cannot be used by towns with villages to offset expenses like highway repairs and improvements, code enforcement, and building and planning. That means that for 2021, Bergen will have two different tax rates - one for properties within the village, and one for properties outside the village. While this does occur in other places across the state, Bergen has typically had the same tax rate for all properties. The result is a tax rate of $1.56 per thousand dollars of assessed value for properties inside the village, a decrease of $0.71 per thousand, and a tax rate of $2.39 for properties in the town outside the village, an increase of $0.12 per thousand over the 2020 rate. According to the Genesee County Attorney and Manager, “this imbalance should be resolved in time for the 2022 budget.” The county is requesting special legislation from the NY State Legislature to allow the county’s voluntary contribution to be treated like sales tax revenue had been and therefore be able to record the revenue as it had previously.

If the legislation is successfully enacted, the Bergen Town Board plans to return to a uniform tax rate for 2022. Of course, that will result in another swing – taxpayers within the village will see an increase in the 2022 tax bill, while taxpayers outside the village will see a decrease. In other parts of the budget, the Fire District tax levy will be reduced by $6,295, the tax rate will remain the same for Water District No. 2, and the Peachey Road Water District rate will drop by about $50 per full EDU. Residents of the new Water Benefit Area #1 will see their first water district tax bill in January. It is anticipated the amount will be $322.16 per EDU this first year and will increase to the expected $550 per EDU in 2022. The COVID-19 pandemic has affected the speed at which the water district approvals and bidding process are occurring. The delay means that the water lines will not be completed until September of 2022, and the town will have less debt service to pay on the new water line in 2021 than previously anticipated. “We are pleased to present a 2021 budget that enables the town to deliver services despite historic financial upheaval,” said Supervisor Ernest Haywood. “We are grateful to all of our department heads who worked with us to accomplish this responsible budget. We certainly hope that 2021 brings the end to the pandemic and economic turmoil. Exploring new ways to learn at Chestnut Ridge Elementary School How many schools are lucky enough to have a nature center right next door? The Chestnut Ridge Nature Center and its five hiking trails sit just behind ChurchvilleChili’s Chestnut Ridge Elementary School, and teachers are taking full advantage of the special resource. Physical Education teacher Brooke Elnicky said, “We’re trying to provide a greater variety of learning environments and opportunities for our students this year due to COVID-19. We’ve been going outside as much as possible, into the playground and our ‘outdoor gymnasium.’ The Nature Center is a perfect addition for hiking and exploring.” Elnicky and fellow PE teacher Greg Kincaid, along with CRS Assistant Principal Jennifer Dixon, led their classes on short, one-mile hikes along narrow trails through bushes, trees, grasses, and flowers in October. Rules were laid out before entering the woods: students learned safe hiking procedures and were encouraged to respect the trail and not damage the plants

Hikers from the third-grade class explored nearly a mile of trail through a variety of trees and terrain.

Chestnut Ridge first-graders were careful to stay on the trails and leave only footprints behind. or any animal or insect life. Everyone was reminded to stay healthy by social distancing and keeping their masks on. Kindergarteners and first-graders were appropriately awed by their adventure. Jae’Lah couldn’t wait to start. “This looks like it’s going to be fun!” she said. Victoria was also ready to investigate nature – “This is a big jungle!” Third- and fourth-graders were a little more experienced. Hayden was familiar with the trail “because I used to come here with my Boy Scout troop.” Addison and Olivia had hiked other local trails and enjoyed comparing them. The PE teachers were happy with all the enthusiasm for healthy activity and learning. Elnicky said, “We are definitely planning on heading out to the Nature Center more often during this school year. We’ll want to take a look to see how the trails change with the different seasons.” Provided information and photos
